PROCEEDINGS OF THE TENDER EVALUATION COMMITTEE MEETING IN THE CONFERENCE HALL OF OSMC ON 27.06.2015, 11:30 AM FOR THE EVALUATION OF TECHNICAL BID FOR THE TENDER OF DIFFERENT TEST KITS, ANTI MALARIA DRUGS & ANTI MALARIA COMBIPACKS UNDER NVBDCP [Bid Ref. No-OSMCL/2014-15/OHC-DHS-Kit/02, OSMCL/2014-15/DRUGS-DHS-Mal./01 & OSMCL/2014-15/DRUGS-DHS-CP/02.]

The evaluation of the Technical Bids of 19 (nineteen) bidders for 3(three) categories are prepared and presented before the Tender Evaluation Committee. Out of the 19 (nineteen) bidders, 7(seven) bidders had participated for the tender of 2(two) Test kits, 8(eight) bidders had participated for 7(seven) no. of items (Anti-malaria drugs) & 4(four) bidders are participated for 5(five) no. of items (Anti-malaria combi-packs). The detailed technical evaluation statement is attached at Annexure-I, II & III respectively.

• The Committee went through the technical evaluation report for the 3(three) categories of tender in detail and observed the

following:-

1. DIFFERENT TEST KITS, (Bid ref. No- OSMCL/2014-15/OHC-DHS-Kit/02):

A. Bivalent Rapid Diagnostic Test Kit: Total 6 (six) bidders had participated in the above tender for this item. Out of the 6(six)

bidders, 3(three) bidders namely (1) M/s Meril Diagnostics Pvt. Ltd., Mumbai & (2) M/s. Orchid Biomedical Systems, Goa &

(3) ADVY Chemical Pvt. Ltd, Thane could not qualify in the technical bid evaluation & sample verification. The other 3(three)

bidders namely (1) M/s. Bhat Bio-Tech India (P) Ltd, Bangalore, (2) M/s. Aspen Laboratories Pvt Ltd, Delhi & (3) M/s. SD Bio-

Standard Diagnostics Pvt Ltd, Gurgaon became technically qualified as per the tender terms conditions, specification & after

sample verification. The detail of technical evaluation is attached at Annexure–I. The Committee approved the technical

evaluation statement for Bivalent Rapid Diagnostic Kit attached at Annexure – I.

B. NS1 Elisa Kit For Dengue Test: Only 1(one) bidder M/s. Alere Medical Pvt Ltd, Gurgaon, participated in the tender for this item

and also became technically qualified as per the tender terms conditions, specification & sample verification. The details of the

technical evaluation is attached at Annexure–I. The Committee approved the technical evaluation statement attached at

Annexure – I.

2. ANTI MALARIA DRUGS, (Bid ref. No- OSMCL/2014-15/DRUGS-DHS-Mal./01):-

Total 8(eight) bidders had participated for 7(seven) no. of tendered items. After technical bid evaluation it was found that all the

8(eight) bidders became technically qualified for their quoted items as per the tender terms conditions & specifications. The

detail of technical evaluation is attached at Annexure–II. The detail approved technical evaluation statement attached at

Annexure-II.

3. ANTI MALARIA COMBIPACKS, Bid ref. No- OSMCL/2014-15/DRUGS-DHS-CP/02:-

Total 4(four) bidders had participated for 5(five) no. of items (anti-malaria combipacks). After technical bid evaluation it was

found that only 2(two) bidders i.e. (1) M/s Zest Pharma, Indore & (2) M/s Unicure India Ltd., Noida became technically

qualified for all the quoted items. (3) M/s Healthy Life Pharma Pvt. Ltd, Mumbai became qualified for the items: Tab. Anti-

Malaria Combipack (Children 1-4 years), Tab. Anti-Malaria Combipack (Children 5-8 years), Tab. Anti-Malaria Combipack

(Children 9-14 years) & Tab. Anti-Malaria Combipack (Adult 15 years) but could not qualify for Tab. Anti-Malaria Combipack

(less than 1 years). (4) M/s Salud Care (Ind) Pvt. Ltd., Ahemedabad became qualified for the items of Tab. Anti-Malaria

Combipack (Children 9-14 years) & Tab. Anti-Malaria Combipack (Adult 15 years) but could not qualifiy for items Tab. Anti-

Malaria Combipack (less than 1 years), Tab. Anti-Malaria Combipack (Children 1-4 years) & for Tab. Anti-Malaria Combipack

(Children 5-8 years) as per the tender terms conditions & specification. The detail of technical evaluation is attached at

Annexure–III. The committee approved technical evaluation statement attached at Annexure-III.

Decisions Taken:

• The committee has recommended to open the Price Bid of the qualified bidders as mentioned in Annexure-I, II & III at the earliest

with prior intimation to the technically qualified bidders.
