RIGHT EMINENT GRAND COMANDER

JAMES G. HORN

Sir Knight Horn is a fifty-seven year mason, having joined Jefferson Lodge # 15 in

1956, served as Worshipful Master in 1997 and as Grand Sword Bearer on M.:W.:

Grand Master Watkins’ staff in 1999. He is also a plural member of Franklin

Lodge No. 12 and Endeavor Lodge No. 17 and served as Worshipful Master of the

Lodge of Research in 2004. In 1967 he joined the Scottish Rite.

He joined the York Rite in 2001 and served as Thrice Illustrious Master of Joppa

Council No. 3 in 2003, Illustrious Master of Hope Chapter No. 7 in 2005, and

Eminent Commander of St. Andrew’s Commandery No. 2 in 2008.

He is a member of Delaware College of Masonic Societas Rosicruciana In

Civitatibus Foederatis, Delaware Conclave Knights of the Red Cross of Constantine,

Jesse Green Priory #70 Knights of the York Cross of Honor, Blue Hen Council No.

388 Allied Masonic Degrees, Two-by-Two Lodge No. 15 Royal Ark Mariners,

Delaware Council No. 18 Knight Masons, the First State York Rite College No. 45,

and the Holy Royal Arch Knight Templar Priests.

He served as the Southern Member of the Committee of Grand Inspectors of Royal

and Select Masons and is on the degree teams for both the Delaware Colonials and

the Lower Delaware Shield & Square Club, having served as it’s secretary for

thirty-three years.

In 2007 he was awarded the Cryptic Mason of the Year medal.

In 2013, he was elected Right Eminent Grand Commander.

Companion Horn was born in Rehoboth, attended Rehoboth High School, The

Mercersburg Academy, University of Delaware and Dickinson Law School. He was

a lifeguard at Rehoboth, a nationally certified instructor in defensive tactics and a

black belt in karate. He presently serves as a full-time judge in the criminal section

of the Justice of the Peace Courts.

The Grand Commandery of Knights Templar of the State of Delaware was

reconvened at the Masonic Temple, 818 Market Street, Wilmington, Delaware, on

Friday, March 7, 2014, A.O. 882, at 1:00 P.M. by Right Eminent Grand Commander

James G. Horn for the purpose of conducting the affairs of its Twenty-Third Annual

Conclave. The following officers were in their respective stations:

Sir Knight Rev. James R, Herrington, Grand Prelate offered prayer for the

deliberations and well being of the Grand Commandery, its officers, members and

visitors. The Right Eminent Grand Commander then led the assembled Sir Knights

in the Pledge of Allegiance to the Flag.

Upon motion regularly made, seconded and approved, reading of the minutes of the

Eleventh Annual Conclave of March 8, 2013 was dispensed with and they were

approved as will be printed in the Proceedings. Upon motion, made, seconded and

approved, all Sir Knights in good standing were admitted by courtesy. The Grand

Recorder was ordered, at the will and pleasure of the Grand Commandery, to

receive all reports, not verbally presented, and publish them in the Proceedings of

this Conclave. Except as may be noted herein, all reports presented herein were

properly received, accepted and ordered printed in the Proceedings of this Annual

Conclave.

GRAND ENCAMPMENT

Sir Knight Jeffrey Burcham, Right Eminent Mid-Atlantic Department Commander

of the Grand Encampment of Knights Templar of the United States of America was

received and greeted by Grand Commander Horn. Then Sir Knight William

Hartman, Right Eminent Grand Prelate and personal representative of Sir Knight

David Dixon Goodwin, Most Eminent Grand Master was escorted into the Asylum

and to the foot of the line by Past Grand Commander Mark E. Irwin, where he was

received and escorted to the East by Grand Commander Horn. Sir Knight Hartman

was presented the Sword of Authority to rule over this Grand Conclave. Sir Knight

Hartman thanked the Grand Commander for that opportunity, but preferred, for

the moment, to step aside and allow the Grand Commander to rule and govern this

Grand Conclave.

MOST WORSHIPFUL GRAND MASTER

REPORT OF THE GRAND COMMANDER

Greetings to Most Worshipful H. Richard Hoffman, Grand Master of Masons of

Delaware; Right Eminent William D. Hartman, Grand Prelate and the official

grand representative of the Grand Encampment of Knights Templar; Sir Knight

Jeffrey G. Burcham, Department Commander for the Mid-Atlantic District; Past

Right Eminent Grand Commanders; Past Grand Masters; Grand Staff of the Grand

Commandery; and my fellow Sir Knights.

THE CHIVALRIC YEAR

It has been an honor to have served as your Right Eminent Grand Commander

during the chivalric year 2013 to 2014. As you know, the untimely death of our

Deputy Grand Commander, Robert Benson, propelled me into the position of Grand

Commander a full year before I was planning to assume command. Because there

was no time to form new committees I requested that the members of the various

previous committees continue in their duties for the next chivalric year, and

everyone accepted this for another term. I thank them for their continued service.

My appointed staff accepted their assignments, and our Grand Staff attendance at

the various visits was commendable.

In addition to the death of our Deputy Grand commander, the untimely and serious

illness of our Deputy Grand Commander, Gilbert E. Greenfield, caused a critical

delay in organizing this grand sessions. Without the assistance of Most Excellent J.

B. Walsh, Most Illustrious Neal Sobocinski and Sir Knight Lionel Hunter, we would

not have been able to assemble here today.

ACCOMPLISHMENTS

It has been a year of great accomplishments. We have knighted eleven Sir Knights,

although we have lost ten due to suspension or death. However, each of the

commanderies are to be congratulated for the excellent conferrals they performed.

The cooperation and expertise displayed during the orders was impressive.

I was privileged to have been selected to present a check from the Knights Templar

Eye Foundation for a $60,000.00 grant to a University of Delaware professor for

continued research on eliminating cataract disease in children.

Although we were not able to fully fund or select a qualified candidate for the Holy

Land Pilgrimage this year, we raised a substantial amount and we anticipate

sending a candidate this coming year.

OFFICIAL VISITS

I paid official visits to each of the subordinate Commanderies. Despite my

ridiculous court schedule, my lady, Joan, and I were able to visit the grand

jurisdictions of Virginia, Maryland and New Jersey, as well as attending the Mid-

Atlantic Conference of the Grand Encampment. Sir Knight J.B. Walsh represented

this Grand Commandery at the District of Columbia grand session. I represented

the Grand Commandery at brotherhood night, the annual Grand Lodge sessions

and the Easter sunrise service at Arlington, Virginia where our own Sir Knight

James Herrington delivered the Easter message in his usual impressive manner

and with a bit of humor.

The missing proceedings of Grand Sessions were brought up-to-date and the

conflicts arising therefrom have now been resolved to the satisfaction of this Grand

Commander. Therefore, I have officially dismissed all pending charges against that

past Grand Recorder and thank him for reconstructing those proceedings.

RECOMMENDATIONS

As I vacate this position, it is my earnest desire to see my successor, Sir Knight

James B. Walsh, continue the work of this Grand Commandery. His prior

outstanding masonic work and devotion to this fraternity leaves no doubt of its

continued growth. I would respectfully request that he attempts to institute a

monthly or quarterly bulletin and maintain the strong recruitment efforts already

begun.

I also suggest the following:

1. Because of the rising costs of generating these annual grand sessions, I suggest

that the Right Eminent Grand Commander appoint a committee to review the prior

three years expenses and recommend an increase in the budget for this item.

2. That the Right Eminent Grand Commander appoint a committee to review and

categorize the existing standing resolutions in order to access them for ease of

reference. Further, because many of the standing resolutions have become either

out-of-date, or obsolete that this grand body consider a resolution that the existing

standing resolutions, and any new adopted resolutions, be effective only for one

year. At the following session they be considered for a constitutional change vote or

expire at that time.

First, thanks to Sir Knight, Donald D. Thomas, Past Grand Commander and Past

Grand Master, who has spearheaded the instituting the Order of Knight Preceptor

as a non-required conferral. He is to be commended for his tireless efforts on behalf

of this Grand Commandery.

Lastly, I would be remiss if I did not commend Sir Knight Mark Irwin, Past Grand

Commander and Grand Recorder for his masonic talents and devotion to his

position. He has fulfilled his position and responsibilities with expertise and

excellence. He has responded to my every request promptly and efficiently. He has

exhibited the highest degree of devotion and professionalism. If my year showed

the slightest bit of accomplishment, it was because of Sir Knight Irwin.

Thank you all for your service and devotion to the craft. May you continue to have

as much joy and pleasure from this fraternity as I have.

Most of the gain can be attributed to the donations received for the Holy Land

Pilgrimage. In addition, the annual returns for St. Johns were received after

January 31st as were St. Andrews 2012 and 2013 returns. This is an additional

$5,133 that was received and will be reflected in next year’s report.

The declining interest income this year has severely hampered the growth of our

Permanent Fund and Money Market savings. Alternative banks are being explored

to maximize the interest.

Your Grand Recorder is pleased to make his report to this Grand Commandery. I

thank all who have supported me this year. It was a trying one as we moved from

Maryland to Pennsylvania during the year and it was a challenge to get all the files

and records back in shape. I have appreciated the assistance given to me by all

bodies that I have corresponded with this year.

This shows a slight increase of $81.24 of income over expenses. The Annual returns

do not include the per capita for St. Andrews 2012 and 2013 return which was

received in February. It also does not include St. Johns 2013 return which was also

received in February. These amount to $5,133 which would have shown a

considerable increase for the year. Also the billing for the insurance was sent out for

the first time in two years and all has been collected with the exception of one

chapter and the issue is being worked.

The IRS filings for the Grand Commandery and the subordinate Commanderies

have been filed with the exception of St. Johns Commandery. The Grand Recorder

will work with that Commandery to correct the situation.

From a membership perspective, this office notes the following:

All Commanderies had knightings which is commendable and I encourage them to

continue looking for Christian Masons.

Your Grand Recorder has made an effort to digitize all of the Proceedings for the

Grand Commandery as well as create a repository of other important documents.

Currently it is housed on a personal website. To ensure continuity for the Grand

Commandery, I propose that we join with the Grand Council and Grand

Commandery as well as other appendant and concordant bodies in Delaware to

establish a repository for this information. The cost would be $100 for 1 terabyte of

web space and the Grand Commandery share would be $20. In addition, the

webmaster for the official website has requested a donation from each of the Grand

Bodies. Since we have not spent any money for the over 15 years we have been on

the web, I would recommend that we make a donation this year of $50. Both of

these requests have been submitted to the Finance Committee for their

recommendation.

Right Eminent Grand Commander it has been a pleasure working with you this

year. I am sorry that my work schedule did not permit me to be in attendance at as

many events as I would have liked. I appreciate the understanding and kindness

that you have shown me.

Lastly, thanks to all the Sir Knights for the honor you have bestowed on me and I

look forward to continuing to serve this Grand Commandery.

MEMORIALS COMMITTEE

Let us begin with prayer:

O God, whose days are without end, and whose mercies cannot be numbered, awaken us to the shortness and uncertainty of human life. By your Holy Spirit lead us in faithfulness all our days. When we have served you in our own generation, may we be gathered with those who have gone before us, having the testimony of a good conscience, in the confidence that we have attempted to serve You faithfully. Open our hearts to your love, and lead us in the way everlasting. AMEN

Today we bring white carnations to our altar to memorialize those who have gone

before us to stand before the Throne of Grace. Some were "giants among their

peers", others more ordinary men. All had God's plan in their lives, and fulfilled it

to varying degrees. There are those whom we remember as having great impact

upon our lives and our fraternity-others much less so. Let each of us pause and

remember by name those men important to us. (pause) May they rest in peace. We remember, and bring a carnation in tribute to: Our departed Right Eminent Grand Commanders; Our departed Deputy Grand Commander, Robert Benson; Our departed constituent Sir Knights; and those Sir Knights departed from our Sister Grand and Local Commanderies, wheresoever dispersed. Let us pray:

Thou, O God, knowest our down-sitting and our uprising, and understandest our thoughts afar off. Consider and hear us as we remember those Masonic Brothers and Companions who have gone before us to be with You. Give us faith, that we may see beyond touch and sight, and experience signs of Your kingdom. Give us good hope, so we may bravely walk our earthly way, and look forward to glad heavenly reunion. May You, O God bless and keep us all. AMEN.

REPORT OF THE HOLY LAND PILGRIMAGE COMMITTEE

A letter was sent to all Sir Knights in August soliciting donations for the Holy Land

Pilgrimage. A total of $2,307 was raised toward this worthwhile project. Although

the amount falls short of the necessary amount needed to send a minister, the

Committee believes that the remaining money will be raised this year and will be

seeking nominations for next year’s trip.

REPORT OF THE EASTER SUNRISE SERVICE

COMMITTEE

It was reported that Past Grand Commander James R. Herrington delivered the

message at the Easter Sunrise Service in Alexandria. Several Sir Knights from

Delaware travelled to the service and participated.

A motion was made, seconded and passed to continue the liability coverage and

share the expense with all of the subordinate bodies.

The Committee reports that the 2013 Proceedings have not been completed yet. In

an effort to reduce costs for the Grand Commandery, the Committee had decided to

not print copies of the Proceedings but rather publish them on the Internet for the

benefit of all members with the exception of any copies that are required by Grand

Encampment Constitution. In addition, a pdf formatted file will be sent to all Grand

Jurisdictions that are recognized by this Grand Commandery.

The Grand Recorder’s office in the last year has received Proceedings in various

formats. Some were printed, some sent on CD and some sent via email. Email is the

lowest cost alternative. For those Companions who do not have access to the

Internet, please contact the Grand Recorder’s office for a printed copy.

REPORT OF THE EDUCATIONAL FOUNDATION

The investment market return for the funds of the Educational Foundation

continues to be dismal. We continue to restrict the investments to very secured

markets even though some very interesting alternatives are always present. The

net investments of the Fund, at the beginning of calendar year 2013 were just over

$61,800.00. Continued investment of our $57,500.00 in a CD, returned interest of

slightly over $345.00.

The custom of the Committee for the past several years has been to provide grants

in full compliance with the Grand Encampment rules governing the disbursements

of moneys from this Fund. This year the return was such that we were unable to

provide any grants. Overall our net worth is lower than it was at the beginning of

the year at just under $61,400.00. (The reduction resulted from the clearing or

grants issued in fiscal 2012.)

We experienced no expenses in 2013 and propose a budget of $15.00 to cover

postage and any other expenses the Committee may experience.

The 2013 annual report to Grand Encampment will be submitted and all inquiries

from Grand Encampment will be promptly answered.

The expected income from investments this year will be again quite small, probably

less than $350.00. This amount will be appropriately distributed by the committee

and within the guidelines of the Fund. We would recommend that because of the

small amount of money involved in this Fund, that the officers need not be bonded.

I move for the acceptance of this Report. I would also remind the incoming Grand

Commander that although he will not take office until midnight tonight, it is

necessary to hold a meeting of the Educational Foundation immediately following

this session for the approval of the Budget and the waiver of the bonding of officers.

REPORT OF THE YORK RITE ADVANCEMENT, PLANNING

AND EDUCATION

REPORT OF THE SPECIAL COMMITTEE ON A CHAIR DEGREE

Right Eminent Grand Commander and Peers,

All of the necessary approvals and recognitions noted in this Committees Report at

our last Annual Conclave have been accomplished and a charter has been granted

to Delaware Chapter, Knights Preceptor together with accepted recognition by the

Grand Lodge of Delaware. Delaware Chapter, Knights Preceptor held its first

meeting on March 6, 2014. Since I am personally unaware of what, if any, action the

Jurisprudence Committee has undertaken in reference to last year’s report, at this

meeting of Delaware Chapter, Knights Preceptor a motion was put forth, and

passed, to put before Grand Commandery the following:

“This Grand Commandery recognizes the Knights Preceptor Order as a non-

mandatory Chair degree for the Constituent Commanderies of this Grand

Commandery and encourages all elected and Past Commanders of this

Jurisdiction to avail themselves of this Order.”

A copy of the approved By-Laws of this Order has been provided to the Grand

Commander, the Chair of the Jurisprudence Committee and the Grand Recorder. In as much as this motion has been sent to the Jurisprudence Committee for their

evaluation, I move for the adoption of this motion as a Standing Resolution of the

Grand Commandery.

With the action of this motion by Grand Commandery, I believe the activities of this

Committee will have been completed.

JURISPRUDENCE REPORT ON THE ADDRESS OF

R. E. GRAND COMMANDER

The Jurisprudence Committee has reviewed the report of the Right Eminent Grand

Commander and has the following report.

We are pleased that the Grand Commander made visits to all the constituent

Commanderies as this is an important means for communicating his goals.

We are most appreciative to the 3 sister jurisdictions that extended their hospitality

to our Grand Commander. We are disappointed that his work schedule prevented

him from travelling to other jurisdictions. These visits help to build the bond with

our sister jurisdictions and allows for an exchange of ideas to help promote the good

of the Order.

The Committee was pleased that the Grand Commander was able to attend the

Mid-Atlantic Department Conference. We are also pleased that the Grand

Commander represented the Grand Commandery at several events within

Delaware including The Grand Lodge Brotherhood Night and Annual

Communication of Grand Lodge. We regret that he did not attend some of the other

events such as the Eastern Star Annual and the Scottish Rite Council of

Deliberation. We were happy to see that the Grand Commander was present at the

Eastern Sunrise Service in Alexandria where Past Grand Commander Sir Knight

James R, Herrington delivered the Easter message.

Many discussions were held with the Past Grand Recorders that had not completed

the Proceedings for the years that they were in office. Charges were made against

those Grand Recorders. The Grand Commander worked with them and the 2009

and 2010 were received and posted on the website. The Grand Commander

determined as his prerogative to dismiss the charges on Sir Knight Taylor.

The Grand Commander made 2 recommendations.

The first is regarding a committee to review the cost of the Grand Sessions and

make recommendations for increased budget amounts. We encourage the incoming

Grand Commander to consider establishing this committee. It does not require any

action by the Grand Commandery.

The second recommendation was also for a committee to review and update the

Constitution and Standing Resolutions. This also a very worthwhile

recommendation but does require the completion of all older Proceedings to ensure

all legislation is included. Again this does not require any action by the Grand

Commandery.

We appreciate the efforts of our Grand Commander’s lady Joan for helping him and

for her efforts in making this weekend a success. Our congratulations to you Right

Eminent for representing us this past chivalric year and best wishes for the future.

Right Eminent Past Grand Commander Donald D. Thomas submitted the following

mandatory Chair degree for the Constituent Commanderies of this Grand

Commandery and encourages all elected and Past Commanders of this

Jurisdiction to avail themselves of this Order.

The Committee has reviewed the proposal and finds it in order and recommends its

adoption. This standing resolution will supersede Standing Resolution #8 that was

adopted in the 2010 Grand Conclave dealing with the establishment of a Past

Commander’s Association to confer a non-mandatory chair degree. The Knights

Preceptor Order fulfills the intention of the original Standing Resolution and the

Committee would move that Standing Resolution #8 be rescinded and would so

move.

Right Eminent Past Grand Commander Donald D. Thomas has also recommended

that a committee be established to explore the recognition of the Delaware Prince

Hall Grand Commandery. This does not require any action by the Grand

Commandery at this time but we do encourage the incoming Grand Commander to

appoint this committee.

RESPONSE FOR THE DISTINGUISHED VISITORS

The Grand Commander recognized Sir Knight Jeffrey Burcham, Department

Commander rose and thanked the Right Eminent Grand Commander for the

hospitality and courtesies extended to him and the other visiting Sir Knights. He

congratulated the Grand Commander on the completion of his term and wished him

well in the future.

REPORT OF THE FINANCE COMMITTEE

On motion regular made and seconded the proposed honorariums for the Grand

Treasurer and Grand Recorder, the proposed budget for 2000 -2001, the annual per

capita and knighting fees and the Report of The Finance Committee were

APPROVED.

REPORT OF THE NOMINATING COMMITTEE

The honor of recommending a Sir Knight for the station of Grand Captain General

fell to St. Andrews Commandery this year. After careful deliberation, St Andrews

Commandery recommends Very Eminent Sir Harry M. Sullivan for

consideration. Accordingly the nominating Committee of Grand Commandery

wishes to place in Nomination the following slate of Officers to lead this Grand

Commandery for the ensuing Chivalric year:

The Order of High Priesthood dates from the Year of the Blessing of Abraham by

the High Priest, Melchizedek, Anno Benefacto (A.B.). From the Christian era add

1913, thus 2014 plus 1913 becomes 3927. Councils of Annointed High Priests hold

Conventions.

Scottish Rite Masonry dates as the Ancient Craft, except the Jewish Chronology is

used, Anno Mundi (A.M.), "in the Year of the World". Add 3760 years to the

common era, thus 2014 plus 3760 becomes 5774. After September add another year.

Scottish Rite Consistories hold Reunions or Rendezvous.

Shrinedom, or Temples of the Ancient Arabic Order of the Mystic Shrine, mark time

by cycles. Each 30 years from the Hegira of July 15, A. D. 622 constitutes a cycle, in

which 19 of the years contains 355 days and 11 years contain 356 days. Shrine

Temples hold Sessions.
