OPENING MEETING

Friday Afternoon, May 7, 2021

The 89th Annual Convention of Arizona State Chapter of the P.E.O. Sisterhood convened at 1:30 p.m.,

Friday, May 7, 2021, through full-featured internet meeting services. Chapters G, Q, BM, BS, BV, CP,

CU, DV, EF, EK, EN, and EO served as hostesses.

The meeting was called to order by President Debra Schmalz at 1:31 p.m.

The president welcomed all attendees to the first ever virtual convention of Arizona State Chapter.

President Debra Schmalz called on Sallie Hartnett, Chapter FC, PSP, chairman of the Amendments and

Recommendations Committee, to assist with conducting a practice vote.

The first Credentials Report was given by chairman Becky Hill, Chapter DV.

Chairman Becky Hill reported 171 members of convention entitled to vote. Ruth Parker moved and it

was seconded that the report be adopted. An electronic vote was taken with the following results: 163

votes cast, 82 votes necessary for adoption by majority, 163 affirmative and 0 negative. The report was

adopted.

Quorum was established through a poll taken to verify a majority of local chapter representation.

Attention was called to the Rules of Convention as adopted by the Executive Board of International

Chapter.

Molly McNamara, secretary, moved the adoption of the distributed convention program with necessary

changes. The motion was seconded and an electronic vote was taken with the following results: 163

A quorum being present, the president declared the 89th Convention of Arizona State Chapter opened

in due form and ready for the transaction of business.

The members of the Committee to Approve Minutes of Convention were authorized by the rules of

convention. The president introduced Marian Hermie, Chapter DE; Carol Morrison, Chapter F, and

Cynthia Heath-Smith, Chapter CZ, PSP, and thanked the committee for assisting the secretary.

The president announced that Brenda Atchison, president of International Chapter, will serve as

convention parliamentarian.

The president announced that Chapter H, Phoenix, had not been meeting for 12 months and was

disbanded on August 22, 2020, by vote of the executive board.

The president announced that Chapter CC, Sun City, had not been meeting for 12 months and was

disbanded on April 11, 2021, by vote of the executive board.

President Debra Schmalz recognized organizer Jean Franovich, who moved that a charter be granted to

Chapter FN, Maricopa. There was a second and an electronic vote was taken with the following results:

162 votes cast, 82 votes necessary for adoption by majority, 162 affirmative and 0 negative. The motion

was adopted.

The president announced a city of designation change for Chapter ES from Apache Junction to Gold

Canyon, effective April 16, 2020.

President Debra Schmalz announced the mergers of Chapters CK and ED to become the newly formed

Chapter CK-ED, effective October 25, 2019.

The second Credentials Report was given by chairman Becky Hill, Chapter DV. There were no changes

from the first Credentials Report.

Debbie Hovatter, Chapter BI, PSP, Nominating Committee chairman, introduced her committee and

gave the report of the Nominating Committee. The president thanked the committee for their work.

The next order of business was election of officers.

There being no further nominations from the floor, the nominations were declared closed. An electronic

vote was taken for the entire slate of officers. There being a majority in the affirmative, the entire slate

as presented by the Nominating Committee was elected as officers of Arizona State Chapter for the

ensuing year.

In preparation for the presentation of amendments to the Bylaws and Standing Rules of Arizona State

Chapter, the president instructed the convention in the procedure for presentation of amendments and

voting. She announced that adopted amendments would take effect at the close of convention and as

specified in the Bylaws and Standing Rules of Arizona State Chapter.

The report of the Amendments and Recommendation (A&R) Committee was given by Chairman Sallie

Hartnett, Chapter FC, PSP, who first presented the other members of the committee: Sue Krieg, Chapter

CS, and Debbie Manning, Chapter EK.

A&R Chairman Sallie Hartnett presented the 2021 proposed amendments to the Bylaws of Arizona

State Chapter. Page numbers refer to the 2019 Bylaws and Standing Rules.

In accordance to Convention Rule #14, the chairman read the explanation only.

1. Submitted by the Finance Committee of Arizona State Chapter

(Page B4) Amend ARTICLE IV, Section 1, subsection A, by striking out the words “proper elected

or appointed ASC officer” and inserting the words “designated ASC officer or assistant”, by inserting

the words “the members of” prior to the word “convention”, and by striking out the last sentence so if

adopted the section would read:

A. DUES AND FEES. Each local chapter shall pay annual dues of forty-two dollars ($42.00) per

active member to the designated ASC officer or assistant. These dues will be allocated as follows:

twenty-six dollars ($26.00) for International Chapter dues, which includes six dollars ($6.00) for

Cottey College and sixteen dollars ($16.00) for ASC dues. ASC dues shall be allocated annually as

recommended by the Finance Committee and approved by the members of convention.

A. Arizona State Chapter shall maintain an ASC Convention Fund to pay for state convention

D. The ASC Convention Fund is funded by the annual ASC Convention fee specified in the Standing

Rules of Arizona State Chapter. Monies from the ASC Convention Fund will be advanced annually to

the hostess chapter committee for the following year for hostess chapter expenses, not including

housing and meals entitlements, after approval by the ASC Executive Board. Excess monies from

each convention will be returned to the ASC Convention Fund and will be used to offset the costs of

convention.

An electronic vote was taken with the following results: 165 votes cast, 111 votes necessary for adoption by two-thirds, 165 affirmative and 0 negative. The amendment was adopted.

4.Submitted by the Finance Committee of Arizona State Chapter

(Page B5) Amend ARTICLE IV, Section 2, by adding a new subsection E so if adopted the section

would read:

E. All hotel/facility charges, including approved hostess chapter meals and housing entitlements, shall

be paid by the ASC Treasurer. All monies collected through registration shall be transferred from the

convention account to the ASC General Fund prior to convention.

An electronic vote was taken with the following results: 163 votes cast, 109 votes necessary for adoption by two-thirds, 160 affirmative and 3 negatives. The amendment was adopted.

5.Submitted by the Finance Committee of Arizona State Chapter

(Page B5) Amend ARTICLE IV, by striking out Section 3 and inserting a new Section 3 so if adopted

the section would read:

Section 3. ARIZONA STATE CHAPTER INTERNATIONAL CONVENTION FUND.

A. PURPOSE: The Arizona State Chapter International Convention Fund shall pay for the following

expenses to a Convention of International Chapter for the president, vice president (or her alternate),

past ASC presidents (entitled to meals and housing), and chapter delegates upon submission of

receipts or other documentation.

1. Travel to and from convention not to exceed the least expensive method designated by the ASC

executive board.

2. Lodging the night prior to the opening of convention plus incidental expenses up to a rate

predetermined by the ASC Executive Board.

3. The ASC officer who will lead the next delegation to Convention of International Chapter will be

sent as a visitor with the above entitlements paid from the International Convention Fund.

B. FUNDING: The International Convention Fund may receive an annual transfer of funds from the

ASC General Fund as recommended by the ASC Finance Committee and approved by Convention of

Arizona State Chapter.

C. ADMINISTRATION: The fund shall be administered by the ASC Executive Board with approval of

the ASC Finance Committee.

An electronic vote was taken with the following results: 163 votes cast, 109 votes necessary for adoption by two-thirds, 156 affirmative and 7 negatives. The amendment was adopted.

The president announced that Amendment #7 had been withdrawn.

RESOLUTION

At the direction of the A&R Committee, the A&R chairman moved the adoption of the following

editorial resolution:

Resolved, that the 2021-2022 Executive Board of Arizona State Chapter be authorized to correct

article and section designations, punctuation and cross-references, and to make such other technical

and conforming changes as may be necessary to reflect the intent of Arizona State Chapter.

An electronic vote was taken with the following results: 163 votes cast, 82 votes necessary for adoption by majority, 162 affirmative and 1 negative. The editorial resolution was adopted.

The president thanked the committee for their work.

President Debra Schmalz called attention to the copy of the budget provided each member of

convention.

The Report of the Finance Committee was given by chairman Amy Foley, Chapter DE, who first

presented the other members of the committee: Mary Ann Waldron, Chapter CM, Beth Mittelstaedt,

Chapter AB, and Sallie Hartnett, Chapter FC, PSP.

Amy Foley, Finance Committee chairman, moved to adopt the budget recommended by the finance

committee. The motion was divided into two separate votes.

1. Adoption of the budget. An electronic vote was taken with the following results: 161 votes cast, 81 votes necessary for adoption by majority, 161 affirmative and 0 negative. The budget was adopted.

2. The remainder of the report. An electronic vote was taken with the following results: 164 votes cast, 83 votes necessary for adoption by majority, 164 affirmative and 0 negative. The remainder of the report was adopted.

The president stated that the adoption of the report approved the report of the treasurer.

The president thanked the members of the Finance Committee for their careful attention to the

financial details of Arizona State Chapter this past year. She announced the audit reports for fiscal

years 2019-2020 and 2020-2021 are available on the Arizona State Chapter website.

There was no unfinished business requiring a vote of convention.

Roxann Wetlaufer, Chapter DU, secretary-elect, gave the devotion.

President Debra Schmalz introduced and welcomed Brenda Atchison as the Representative of

International Chapter. Brenda Atchison is a member of Chapter TE, California, past president of

California State Chapter, and currently serves as the President of International Chapter.

President Debra Schmalz recognized Members of Honor: Nancy Ryan Jerdee, Chapter BF, a Past

President of International Chapter and a past president of Arizona State Chapter; Alix Smith, Chapter

AY, a past president of Arizona State Chapter and currently serves as International Chapter

Organizer; and Jacqueline Dawson, Chapter BL, a past president of Arizona State Chapter and

currently serves as International Chapter Membership Vice Chairman and General Chairman of the

2025 Convention of International Chapter scheduled for Phoenix.

Debbie Hovatter, Chapter BI, PSP, introduced the 19 past state presidents in attendance. The

president asked the secretary to send greetings to those past state presidents who were not in

attendance.

President Debra Schmalz announced that the annual reports of the state officers were in each delegate’s

kit. She encouraged members to read the important information about what the officers accomplished

over the last year and to incorporate the information in reports to chapters. She announced that the

officers’ written reports were filed with the secretary to be included in the proceedings of convention.

into the meeting, and the president suspended convention rule #7 to allow photographs and/or

screenshots during remarks by the outgoing officer, the installation ceremony, the presentation of the

past president’s credentials and pin, remarks by the incoming president and the invitation to

convention.

State Chapter.

Rules for 2021 Virtual Conventions

Of State, Provincial and District Chapters

Due to the COVID-19 pandemic emergency, the Executive Board of International

Chapter adopted the following rules for all 2021 virtual conventions of State,

Provincial and District Chapters. These rules may not be amended.

A virtual convention for state, provincial and district chapters will be divided into two or

more meetings. The opening meeting will contain all agenda items of business which

require action by vote of members of convention. A second and subsequent meeting will

contain only agenda items of business not requiring any action during convention.

General Rules

1. A webcam video of the president shall be displayed throughout the convention.

2. A webcam video of a presenter may be displayed throughout the convention, if available.

3. Each voting member must have the contemporaneous ability during the opening

meeting to submit a vote or ballot through the video platform’s polling process on an

individual device. Each voting member is limited to one device.

4. Each voting member of convention must be situated in a private location and shall be

responsible for her connection to the Internet. No action shall be invalidated on the

grounds that the loss of, or poor quality of, a member’s individual connection prevented

her from participating in the meeting.

5. Members’ devices shall remain muted unless recognized to speak. A Technical Support

specialist will operate the mute/unmute function.

6. A committee appointed by the president from voting members of convention has the

responsibility to read and approve the minutes of convention.

7. Members shall not record any portion of the business meetings, take screen shots or

photos of presentations or slides, or post/share on the Internet, unless notified that this

rule is suspended.

8. Amendments to state, provincial and district chapter bylaws and standing rules adopted

at convention will take effect at the close of convention and as instructed in the bylaws.

Rules for Opening Meeting

9. Only voting members of convention as defined in the state, provincial or district chapter

bylaws, designated participants and technical support specialists shall attend the

opening meeting.

10. Voting members of convention shall register for the opening meeting using a specific

registration link and will be verified when logging in to the platform.

11. Only voting members of convention shall sign in as attendees and maintain internet

access when present throughout the opening meeting but sign out upon any permanent

departure prior to adjournment. In the event a delegate must leave the remainder of

the convention, the alternate shall register and be approved by the Credentials

Committee.

12. Once a quorum is established in the opening meeting, the continued presence of a

quorum shall be monitored by the online list of participants unless another quorum

count is ordered by the president or convention. The list will be copied for the

proceedings of convention.

13. Nominations “from the floor” shall be submitted in writing to the president and chairman

of the Nominating Committee no later than 12:00 noon Central Time the Monday prior

to the start of the opening meeting of convention in order to give the Nominating

Committee time to verify the candidate meets the eligibility requirements and to gain

her consent to be nominated.

14. The Chairman of Amendments and Recommendations Committee will read only the

explanation provided for all proposed amendments.

15. Proposed amendments presented “as a block” are voted upon as one without debate

and a single vote. A request for information on any of the items is allowed and a member

may request an amendment be pulled from the block for separate consideration and

vote. A request to pull an amendment shall be submitted in writing to the president and

chairman of the Amendments and Recommendations Committee no later than 12:00

noon Central Time the Monday prior to the start of the opening meeting of convention.

16. In the interest of time and for clear communication, a member intending to introduce a

main motion or offer a motion to amend to any business that has been noticed prior to

convention shall submit it in writing to the president and chairman of the Amendments

and Recommendations Committee no later than 12:00 noon Central Time the Monday

prior to the start of the opening meeting of convention.

17. To seek recognition to speak, a member shall click “Q&A” in the Webinar controls and

enter her name, chapter letter(s) or title, and indicate purpose: PRO, CON, Request for

Information. A queue of speakers is electronically established for each motion and the

queue will be cleared when the motion is disposed of. The president will alternate

between those speaking pro and con. Priority recognition is given to a Request for

Information.

18. A member addressing the president shall state her name, chapter letter(s) or title and

purpose. A member will be limited to speak once for one (1) minute on each motion.

Total time clock on a proposed amendment or resolution shall be limited to seven (7)

minutes. Items considered seriatim shall be limited to four (4) minutes per amendment

within the group with an additional two (2) minutes allowed for the group as a whole.

If a motion to amend is presented pursuant to Rule #16, the total time clock will be paused,

and a five (5) minute time limit will be set for consideration of the motion to amend.

Upon disposition of the motion to amend, the president will restart the total time clock

and resume consideration of the pending motion.

A question asked under a request for information is not counted as individual debate time

but does count toward the total time clock for the amendment. The clock for an

individual to answer will pause for the time required to respond to a request for

information and as ordered by the president.

19. Due to the COVID-19 pandemic emergency, the approved method of voting is by ballot

taken electronically by Zoom polling. The president shall announce the result.

20. A total time of 45 seconds will be given to complete voting on each Zoom poll.

21. All items of business which require action by vote of members of convention shall be

contained within the scheduled opening meeting.

for the

EIGHTY-NINTH CONVENTION

of

ARIZONA STATE CHAPTER P.E.O. SISTERHOOD

REPORT OF THE PRESIDENT

Debra Schmalz

OFFICE: The duties and responsibilities of this office as defined in the P.E.O. Constitution, ASC

Bylaws and Standing Rules and the Arizona Resource Manual have been fulfilled and will be

completed following distribution of the Proceedings of the 2021 Convention of Arizona State Chapter.

This officer assumed the presidency in October, 2021 and presided over all Arizona State Chapter

Executive Board meetings going forward. All meetings were done by Zoom or conference call. This

officer attended the October, 2020 LEAD Conference via Zoom with other s/p/d presidents, vice

presidents and organizers. This officer reviewed and approved all expense reports, issued warrants for

payment of all expenses, and reviewed the monthly financial reports. This officer maintained the

Arizona Resource Manual of the ASC Executive Board, supervising updates to documents as needed

and at the request of executive board officers.

GOALS AND OBJECTIVES: This officer facilitated the ASC executive board goals and objectives

development and prepared the goals for submission to the International executive board. Once approved

the state goals were sent to the local chapter presidents so that the state goals could be incorporated into

the local chapter goals.

CHAPTER ORGANIZATION: This officer had the privilege of conducting the Organization by

Affirmation of Chapter FN, Maricopa. 16 sisters became members of our newest chapter after a 10

month wait. This officer and the ASC vice president met beforehand with the incoming chapter

president to deliver chapter supplies and complete training for the new officers.

AMENDMENTS AND RECOMMENDATIONS COMMITTEE: This officer polled local

chapters for the proposed amendments to the Constitution and the Ceremony of Initiation submitted

by Chapter AY. She also submitted the Executive Board proposed amendments for consideration at

the 2021 Convention of Arizona State Chapter to the committee to whom she was adviser. This officer

thanks chairman Sallie Hartnett, PSP-AZ and each of the committee members for their service.

FAITH MCKEE FUND COMMITTEE: As adviser, this officer communicated with Chairman

Nancy Christensen regarding procedures and the financial status of the fund and with the committee

to determine women who would receive stipends. This officer thanks this committee for their

commitment to the mission of the fund and their careful consideration of applicants and the

management of the distribution of funds that assist so many.

FINANCE COMMITTEE: As adviser to the committee, this officer worked with Amy Foley,

chairman, and Sallie Hartnett, PSP-AZ, advisor, to discuss ASC finances and the 2021-2022 ASC

budget. This officer hosted the Finance Committee meeting. She thanks the committee for their careful

review of the finances.

HISTORIAN: As adviser, this officer is grateful to Marcia Leggett for her efforts to complete an

inventory of the archive of the state chapter and maintenance of the historical records of the state.

VOLUNTEER ASSISTANT: As adviser, this officer worked with Pam Poley, AB, volunteer

assistant, facilitating the review of each local chapter yearbook and the local chapter Bylaws and

Standing Rules. She also reviewed the meeting times of all Arizona chapters.

BOOKKEEPER: This officer coordinated the signature and receipt of the 2020-2021 contract from

the ASC bookkeeper, Vickie Sixta, and authorized, with board approval, the yearly stipend. This

officer thanks Vickie Sixta for her outstanding service to Arizona State Chapter. This officer worked

with the bookkeeper to ensure the correct signatories on each of the bank accounts and ensured the

proper coding on all general ledger accounts.

COMMUNICATIONS: This officer published six issues of the Starlight newsletter, which were

distributed via email to state committee members and past state presidents, all local chapter presidents

and technology contacts by the board buddies and posted on the ASC website. This officer deeply

appreciates and thanks Molly McNamara, CZ, ASC secretary for agreeing to be the editor of the

Starlight newsletter this year. This officer reviewed and managed updates and requested changes to

the ASC website in collaboration with the webmaster. This officer would like to thank Cynthia Heath-

Smith, CZ, PSP-AZ, for being the editor of Chapter Chatter on the ASC website this year. This officer

responded to questions from Arizona P.E.O.s received via telephone calls, emails and P.E.O. websites

and communicated with her board buddy chapters via emails and telephone calls.

STATE COMMITTEE APPOINTMENTS: As incoming president, this officer filled state

committee positions for the coming year. The 2021-2022 Directory of Committees will be posted to

the ASC website following the 2021 convention. This officer wishes to thank committee members for

their willingness to serve the Sisterhood in this important way.

LOCAL CHAPTER PRESIDENT’S LETTERS: This officer received the President’s Letters from

all local chapters. The letters reinforced the tenacity of our Sisterhood by the expression of love to all

sisters and a willingness to try new things and master new skills.

OFFICER TRAINING: This officer assisted the ASC vice president in presenting training to local

chapter officers by Zoom in 4 sessions over three days.

2021 CONVENTION: This officer has had the pleasure of working with chapters G, Q, BM, BS, BV,

CP, CU, DV, EF, EK, EN, and EO to plan the 2021 convention and greatly appreciates the time, energy

and talent each committee chairman and her chapter sisters gave to this effort. This officer attended

meetings of the 2021 Convention Hostess Chapters and coordinated with technical support to prepare

for the first virtual convention in Arizona history. The Hostess Chapter Handbook and ASC

Convention Handbook were revised. This officer benefited greatly from communications with and

support of the representative of International Chapter, Brenda Atchison, President, the International

Chapter of the P.E.O. Sisterhood.

CONVENTION OF INTERNATIONAL CHAPTER (CIC): This officer has notified all eligible

chapters to submit their delegate and alternate for the 2021 CIC to be held virtually.

OFFICIAL VISITS: This officer served as proxy organizer for the official visits of chapters G, N,

AT, BG, DF, DH, DJ, DO, DR, and EX. She enjoyed getting to know the officers and meeting the

members from each chapter and thanks them for their devotion to our Sisterhood and to their chapter

sisters during this pandemic.

REPORT OF THE VICE PRESIDENT

Shannon Gatewood-Smith, PSP-AZ

OFFICE: All duties of the office of vice president were fulfilled as specified by the P.E.O.

Constitution, IOSC, MSLC, ASC Bylaws and Standing Rules and Arizona Resource Manual. This

officer attended meetings of the ASC Executive Board via Zoom and the state finance committee

meeting. This officer has communicated with and answered questions from many Arizona P.E.O.s and

responded to all queries from the Contact Us link on the ASC website. She has enjoyed serving as

Board Buddy to her 30 Arizona chapters, getting to know them better

and answering their questions about P.E.O. matters. This officer wrote articles for the Starlight to

further communicate with and educate the members of Arizona State Chapter.

P.E.O. PHILANTRHOPIC PROJECT COMMITTEE: This officer was privileged to serve as

adviser to the P.E.O. Philanthropic Project Committee. She thanks Denise Schulte, AB, Chairman,

Kathy Jones, DG, Millie Musson, BO, Abby Fritts, A, and Margaret Gabe, FA, for their service and

dedication to our philanthropies and to our Arizona chapters.

ORGANIZATION OF CHAPTER: This officer had the privilege of addressing Chapter FN, via

Zoom as the Past State President. She also participated in the training of the new officers.

LINC VISITS: This officer had the privilege of visiting with chapters K, AV, BR, CB, EZ and FJ.

This officer enjoyed learning how each chapter was coping with the pandemic and keeping in contact

with each other. She thanks them for their warm welcome and devotion to the Sisterhood.

ASC WEBSITE: This officer helped the ASC Webmaster freshen up the Arizona website with the

help of Debbie Hovatter, PSP-AZ and Cynthia Heath-Smith, PSP-AZ ensuring all documents were

current.

OFFICER TRAINING: This officer helped develop the first virtual training and participated with

other executive board members, Sallie Hartnett, PSP-AZ, technology chairman and Roxann Wetlaufar,

state registrar, in four Officer Training sessions. The training was prepared specifically to provide the

chapter Presidents, Vice Presidents, Recording Secretaries, Corresponding Secretaries, Treasurers and

Membership Chairman the necessary tools to prepare for their duties in their coming year. This officer

wishes to thank those sisters who attended a training session for their dedication to the vitality of their

chapter.

2021 CONVENTION OF ARIZONA STATE CHAPTER: This officer attended multiple Zoom

Convention Hostess Chapter meetings to help develop the first Virtual Convention. This officer

created the Philanthropic Projects display honoring the 2021 recipients and chapters. She thanks all

the project chairmen for their assistance with the presentation of the Philanthropic Project displays

and the chapters who recommended the speakers for the virtual convention. This officer

communicated with the winners of the Ping Pong drawing to plan for the project displays honoring

2020 recipients at the virtual Convention 2021. She thanks chapters E, AL, BA, BI, CB, DO, EG, EV

and FG for their hard work on these well-done displays.

REPORT OF THE ORGANIZER

Jean Franovich

OFFICE: The duties and responsibilities of this office as listed in the P.E.O. Constitution, IOSC,

MSLC, ASC Bylaws and Standing Rules and Arizona Resource Manual have been fulfilled. This

officer attended all meetings of the ASC Executive Board. This officer also attended the virtual LEAD

Conferences, held in July and October, for state presidents and organizers. She prepared and presented

the LEAD report to the ASC Board. This officer updated organizer materials and supplies as needed,

and responded to all correspondence, calls and emails from P.E.O. International, state and local

officers. This officer prepared ASC Starlight articles as requested.

OFFICIAL VISITS: This officer and four proxy organizers from the Arizona State Chapter

Executive Board visited 39 chapters to share information, answer questions and discuss chapter

membership and procedures. Due to COVID-19 restrictions, all visits were conducted virtually

following the guidelines established by International Chapter. This officer prepared visit materials and

provided training for the proxies. She was privileged to serve as organizer on virtual official visits to

chapters U, Y, CD, CK-ED, CM, DS, DX, EC, EG, EL, EQ, FH. This officer wishes to thank and

compliment the sisters of those chapters and all visited chapters who were very welcoming, attentive

and gracious. She particularly extends heartfelt gratitude to the officers of the visited chapters for their

love, dedication and service to their individual chapters and to the P.E.O. Sisterhood. They coped with

the restrictions imposed by the pandemic and did their best to maintain contact with sisters throughout

this extraordinary year.

LOCAL CHAPTERS: This officer worked with three Chapter Vitality Coaches who provided

regular reports on their assigned chapters. She wishes to thank the CVC coaches for their loving

concern and support for the chapters they assisted. They included Debbie Hovatter, BI, PSP-AZ;

Shannon Gatewood-Smith, BF, PSP-AZ, PSP-AZ; and Peggy Robbins, FM, PSP-CA.

MEMBERSHIP: This officer was privileged to serve as the adviser to the Membership Committee,

and wants to express sincere appreciation to Peggy Robbins, FM, PSP-CA, chairman and members

Penny Jansmann, DT, Jan Whalen, DH, Libby McMenamin, DR and Cathy Herzberg, EW. Their

dedication to the many responsibilities of this committee played an important role in keeping sisters

connected as they coped with COVID restrictions. This officer provided Introduction of a Woman Not

a P.E.O. and Notice of a Member in Your Area forms to the chairman for distribution by the committee

to the appropriate local chapters and followed up to ensure contact was made. Members of the

committee made 32 LINC (Loving Interest, Nurturing Care) visits to chapters, and all visits were

virtual to meet the overarching guidelines provided by International Chapter. They often helped

chapter presidents learn the basics of the Zoom platform to accomplish these visits. This officer also

expresses gratitude to Shirley Condon, DG, Unaffiliate Chairman, for her dedication and support of

membership outreach.

ORGANIZATION: This officer participated in the organization of Chapter FN on Dec. 4, 2020. This

officer was also privileged to work with a dedicated group of sisters in Buckeye with the goal of

organizing a new chapter there in mid-May, 2021. She wishes to express her gratitude to Nancy

Alarcon, the temporary president of that organizing chapter in Buckeye, for her unswerving

commitment and loving support of her sisters there.

OFFICER TRAINING: This officer assisted the ASC Vice President in presenting virtual training

for local chapter treasurers for 3 sessions.

BOARD BUDDIES: This officer enjoyed corresponding with the sisters of her board buddy chapters.

This officer sent the Starlight newsletter to her board buddies each month and has helped them with

questions regarding the Zoom platform.

2021 CONVENTION OF ARIZONA STATE CHAPTER: This officer was responsible for the

virtual workshops for delegates and visitors presented Friday evening of convention. During the Period

of Instruction, delegates and P.E.O. visitors learned the importance of treating Every Sister as a VIP

(Very Important P.E.O.) This officer extends her thanks to Chapter CB for the visual display they

prepared as well as special recognition of membership achievements in the delegate packets for

convention.

2023 CONVENTION OF ARIZONA STATE CHAPTER: A letter of introduction, the hostess

chapter preference form, and information from the Hostess Chapter Convention Handbook was sent

to the 2023 Hostess Chapters: C, I, N, O, S, AT, CM, DF, EC, EG, EL, FA and FH. The Arizona State

Chapter Executive Board has approved the location, theme, chairman and co-chairman for the 2023

Convention of Arizona State Chapter.

REPORT OF THE TREASURER

Ruth Parker

OUTGOING SECRETARY: As outgoing secretary, this officer completed the minutes of the

preconvention and post-convention 2020 executive board meetings. She assisted the outgoing

President with the End of Year report. She reported online the Election of Officers of State Chapter

to International Chapter. She sent thank you notes to 2019 hostess committees and chapters and to the

International Representative of International Chapter.

OFFICE: All duties of the office of treasurer were fulfilled as specified by the P.E.O. Constitution,

I.O.L.C., M.S.L.C., ASC Bylaws and Standing Rules and the Treasurer’s Handbook. This officer

attended all ASC Executive Board meetings via Zoom. This officer mailed monthly stipends to Faith

McKee Fund recipients, transmittals of chapter contributions to International Chapter and to Cottey

College. She also sent gift acknowledgements to donors to state projects as requested. This officer

answered questions and responded to correspondence related to the office in a timely manner. Deposits

were made and bills were paid. Dues notices were sent and received from members of disbanded

chapters: H, P, R, V, AE, AJ, AK, AO, AP, AR, AZ, BD, BH, BW, BX, BY, BZ, CC, CI, CR, CX,

DC, DL, EH, and FI. First and second semester Elizabeth La Force Scholarship monies were sent to

Cottey College as directed. Financial reports were distributed to appropriate parties as requested. This

officer worked with the ASC Bookkeeper and assisted with the outside accounting firm with regards

to the annual external audit of Arizona State Chapter finances and provided all necessary

documentation to ensure that the yearly audit was completed in a timely manner. This officer has

enjoyed serving as a board buddy to 28 ASC chapters.

ANNUAL REPORTS: This officer received annual reports from 146 local chapters and prepared the

annual reports of the disbanded chapters. She collaborated with the ASC Secretary, ASC President

and ASC Bookkeeper to ensure that the documents were correct. She sent the Annual Report of the

Treasurer to International Chapter along with ASC dues to the International Chapter Director of

Finance. The IRS-LC, IRS-RG and IRS-HC forms were reconciled and submitted to the International

Chapter Director of Finance.

ADVISOR: This officer was privileged to serve as adviser to the Cottey College Committee and the

Elizabeth LaForce Scholarship and Grant Fund, Loretta G. Walker Fund, the Jacqueline Dawson

Cottey Program Fund Committee. As an alumnus of Cottey College, this officer deeply appreciated

the leadership, passion and dedication that the committee members demonstrated to promote Cottey

College and support Arizona students.

DAISY TRADING POST: This officer facilitated the posting of items for sale by local chapters

OFFICIAL VISITS: This officer was privileged to serve as proxy organizer for the virtual official

visits of chapters: CG, CH, CL, CT, DG, DP, DY, EK, and EO. This officer wishes to express her

gratitude to the local chapter officers for a job well done. They truly exemplify the heart and spirit of

P.E.O.

DISBANDED CHAPTERS: This officer processed reinstatements for members of disbanded

chapters. She also sent notices regarding the payment of dues.

OFFICER TRAINING: This officer assisted the ASC vice president in presenting training to local

chapter officers by Zoom in 3 sessions.

2021 VIRTUAL CONVENTION OF ARIZONA STATE CHAPTER: This officer provided financial

and budget reports for delegate packets. She provided the chapter donation list and gift list for posting on

the ASC website.

STARLIGHT: This officer submitted treasury articles as requested for the ASC Starlight.

P.E.O. Events: This officer participated in the Virtual Cottey College seminar and participated in the

virtual membership meeting with the International Membership Regional Director. This officer also

participated in the Virtual Ceremony to officially organize Chapter FN, Maricopa.

OTHER: This officer is eternally grateful to Vickie Sixta, ASC bookkeeper. Her patience, kindness

and sense of humor throughout this officer’s term helped the ASC Executive Board in all financial

aspects of this position. This officer thanks the PSPs, Board members, Chapter AX, and all the P.E.O.

sisters who have given assistance and support to assist in the completion of tasks.

REPORT OF THE SECRETARY

Molly McNamara

OFFICE: This officer fulfilled the duties and responsibilities of this office as listed in the P.E.O.

Constitution, IOSC, MSCL, ASC Bylaws and Standing Rules and the Arizona Resource Manual and

will be completed following the Report of Election of Officers and State Committee Members as well

as the proceedings for the 2021 ASC Convention. This officer attended and took minutes at Executive

Board meetings and participated in the Membership Development Plan Conference. She also served

on the ASC Convention Platform Committee. This officer sent cards and email correspondence. This

officer submitted articles for the Starlight newsletter as directed by the state president and assisted

with editing the Starlight beginning in November 2021. This officer received and logged updates in

local chapter bylaws and standing rules.

COTTEY SEMINAR: This officer attended the first ever virtual Cottey Seminar in August. She

along with the treasurer provided a report of the experience to the ASC board at the August executive

board meeting.

UNAFFILIATE: This officer served as adviser to the State Unaffiliate Chairman, Shirley Condon.

This officer wishes to thank Shirley for her unending energy to foster unaffiliates into local chapters.

RECIPROCITIES: This officer advised the eleven reciprocity councils and updated the listing of

officers and events for reciprocities on the ASC website. She ensured that the online Report of Officers

and Contacts on the International website was completed for all Arizona Reciprocities immediately

following the election of new officers in the Spring. She reviewed their bylaws and standing rules and

their submitted changes in March. This officer sent Fall and Spring Letters.

GROUPS: As adviser to the Arizona P.E.O. Groups, this officer updated the officers and contacts

posted on the ASC website and ensured that the online Report of Officers and Contacts on the

International website was completed for all Arizona groups immediately after election of officers in

the spring. This officer received Group yearbooks and updates to their bylaws.

OFFICIAL VISITS: This officer served as proxy organizer for the official visits of chapters O, BT,

DQ, ER, and FE. All official visits were held virtually this year. This officer appreciates all the

dedicated local chapter officers who continued to reach out to sisters during this pandemic.

DISBANDED CHAPTERS: This officer maintained and reported changes in membership for all

Arizona members of disbanded chapters to the International Membership Department.

ANNUAL REPORTS: This officer reviewed Annual Reports of the Corresponding Secretary from

all Arizona chapters and sent release letters following their approval. This officer completed the ARCS

for the Disbanded Chapters. This officer sent the Tally of Local Chapter Annual Report of Membership

to International along with the originals of the local chapter ARCS. This officer provided a copy of

the Annual Report of Disbanded Chapters to be included in the Proceedings of the 2021 Convention

of Arizona State Chapter.

SPRING OFFICER TRAINING: This officer conducted the sessions for Recording Secretaries

during 3 virtual officer trainings in March.

BOARD BUDDIES: This officer communicated, advised and supported presidents and members of

her 29 board buddy chapters.

P.E.O. EVENTS: This officer attended the organization of Chapter FN, Maricopa.

REPORT OF THE AMENDMENTS AND RECOMMENDATIONS COMMITTEE

The Amendments and Recommendations Committee communicated via email to review the Arizona

State Chapter Bylaws and Standing Rules and the proposed amendments received from the ASC

Executive Board and the ASC Finance Committee. Due to the cancellation of the 2020 Convention of

Arizona State Chapter, all amendments to be considered were returned to the submitting entity to

ascertain whether they should move forward for consideration in 2021. Six amendments to the Bylaws

of Arizona State Chapter and one amendment to the Standing Rules of Arizona State Chapter were

received by the November 1 deadline. The recommendations from the committee were submitted to

the International Study and Research Committee adviser, Karen H. Leftwich; Representative of

International Chapter for the 2021 Convention of Arizona State Chapter, Brenda Atchison; President

Deb Schmalz; and the ASC Amendments and Recommendations committee members.

The committee worked in conjunction with the Study and Research adviser to finalize and receive

approval of the proposed amendments and cover letter for distribution. Prior to the March 15 deadline,

the approved letter and proposed amendments were distributed via email and USPS to presidents of

all ASC chapters, ASC past presidents, resident past presidents of International Chapter, the ASC

Executive Board, the Representative of International Chapter to the 2021 Convention of Arizona State

Chapter, the adviser and chairman of the International Study and Research Committee, the ASC

Amendments and Recommendations Committee members, the ASC Historian, the ASC Unaffiliate

Chairman and the chairmen of the following ASC committees: Cottey College, Elizabeth LaForce

Scholarship and Grant Fund/Loretta G. Walker Fund/Jacqueline Dawson Cottey Program Fund, Faith

McKee Fund, Finance, Membership, Nominating and P.E.O. Philanthropic Projects.

The Amendments and Recommendations Chairman presented the amendments to the Bylaws and

Standing Rule of Arizona State Chapter at the 2021 Convention of Arizona State Chapter held virtually

via a Zoom webinar. The chairman completed her postconvention duties of reporting on the disposition

of all proposed amendments to the Study and Research Committee adviser, updating and approval of

the Bylaws and Standing Rule of Arizona State Chapter and working with the Study and Research

Committee adviser on approval of the amendments portion of the Proceedings prior to posting, printing

and distribution.

REPORT OF THE FINANCE COMMITTEE

In accordance with the duties defined in the P.E.O. Constitution and the Bylaws and Standing Rules

of Arizona State Chapter, the Finance Committee submits the following report:

Reports of Arizona state chapter officers and committees containing accounts of receipts and

expenditures of Arizona state chapter funds have been examined.

Audits of the books of the treasurer of Arizona State Chapter for fiscal year 2020-2021 by the outside

audit firm of SC Audit & Accounting Solutions, LLC have been studied by this committee and found

in agreement with the reports of respective officers. The audit of the books of the Elizabeth LaForce

Scholarship and Grant Fund for the 2020-2021 fiscal year by the outside audit firm of SC Audit &

Accounting Solutions, LLC has been examined and found in agreement with the reports of the

respective officers and committees.

Due to the COVID-19 pandemic emergency and the adjustment to a virtual 2021 Convention, the audit

reports for both the Arizona State Chapter General Operating Fund and Elizabeth LaForce Scholarship

and Grant Fund will be made available for review if requested.

The audit of the books of the treasurer for the 2020 Convention of Arizona State Chapter was

completed by the committee and found in agreement with the reports of the respective hostess

committees. Additional convention accounting best practices have been recommended for future

convention records.

The budget for the current P.E.O. year 2021-2022, retroactive to April 1, was prepared after careful

study of the receipts and expenditures for the past year and was submitted to the executive board for

approval. After approval of ASC executive board, the budget for the 2021-2022 fiscal year will be

submitted to the 2021 Convention of Arizona State Chapter for adoption.

REPORT OF THE ASC HISTORIAN

The ASC Historian has fulfilled her duties as described in the ASC Bylaws and Standing Rules.

Articles and pictures relating to P.E.O. in Arizona have been collected from The P.E.O. Record and

added to the scrapbook. Other items placed in the scrapbook were official communications from

International Chapter offering guidance to chapters so that they might safely navigate the COVID-19

pandemic. Items in tribute to the canceled 2020 ASC Convention were also added.

To coincide with the 100th anniversary of the 19th Amendment, and at the request of the ASC President,

the historian researched and wrote an article on the women’s suffrage movement in Arizona.

The historian completed an inspection and accounting of all items stored in the ASC archives. This

included notation of missing items and removing items not of historical interest. The result is an

updated and accurate printed inventory. In addition, new archival storage boxes were obtained to

replace missing ones. A special-sized box was obtained for older scrapbooks.

The historian is pleased to report these additions to the ASC archives: two copies of The History of

P.E.O. in Arizona, 50 Golden Years by Helen Burge (replacing two missing copies), The P.E.O.

Sisterhood at Iowa Wesleyan College by Louis Haselmayer (replacing missing copy), one copy of The

Story of P.E.O. 1924-1936 by Winona Reeves, and one copy of Out of the Heart by Stella Clapp. The

latter two items were gratefully received as donations from two Arizona P.E.O.s and appear for the

first time in the ASC archives.

The historian wishes to thank ASC advisor Deb Schmalz for her support and also Cindy Heath-Smith

and Deanna Abell for their advice and valuable insight over the last four years.

RESUME OF NOMINEE FOR SECRETARY

Roxann Wetlaufer was destined to become a P.E.O. with her mother, aunts, cousins, niece, and sister-in-

law, but she held out until 2012 when she began working remotely from home and missed the camaraderie

of office mates. Enter the Sisterhood with sisters from all walks of life sharing a common mission of

helping women achieve their goals.

Roxann has served her DU sisters as reciprocity representative, corresponding secretary, vice president

and president. She served Arizona as the 2018 state convention secretary and registrar. Sharing her

expertise in computer science, Roxann has continued to improve the registration process in subsequent

ASC conventions. The 2020-2021 executive board is grateful for her help in organizing this year’s virtual

officer training and ASC convention.

Roxann has had a lifelong passion for horses which her parents encouraged as she grew up in Iowa.

She started riding at the age of 3; started showing quarter horses at 13; and during her last year of

youth activity competed in 13 states to become a youth champion. Why did she join 4H? You guessed

it: because of its horse program. She stopped showing horses only after she moved to Arizona in 1995

and her work schedule limited her leisure time.

Roxann worked the year after high school for a horse trainer then matriculated to Williams Woods

College, an all-women’s college known for its equestrian studies, where she ultimately earned a double

Bachelor of Arts degree in Computer Science and Business Administration. She spent her 34 years of

corporate life at Mayo Clinic in their Information Technology department.

Roxann is currently sharing a home with her mother in Oro Valley. In addition to her P.E.O. duties,

Roxann participates in her neighborhood’s book club and heeds her doctor’s advice to walk daily.

REPORT OF THE ASC MEMBERSHIP COMMITTEE

Most duties have been completed by this committee. Each member spent the year getting to know her

area well with letters, phone calls, visits and emails.

The Committee goals included reviewing and sending new recommendations for the Arizona State

Chapter Membership website page to the Executive Board, send the monthly HotSpot newsletter to

chapter presidents, tech support and membership chairs, write articles for the monthly Starlight

newsletter, conduct LINC visits with chapters assigned to each committee member, contact and report

on all IWN’s (Introduction of Women Not currently P.E.O.s.), attend a membership training session

with the Arizona State Executive Board and Arizona’s RMR.

The Membership Committee Members met four times during the year either in person or by ZOOM

to work on the tasks given to them. This committee created many new ideas and suggestions for the

website and worked on suggestions to present to the Arizona State Executive Board to help them with

the ever-increasing duties of the committee.

As the year draws to a close this chair would like to thank Sallie Hartnett, PSP-AZ for appointing her

to this committee, and Jean Franovich, Organizer, for her kind and tender loving support as our

committee adviser.

This Chair wishes to thank committee members Penny Jannsman, Libby McMenamin, Cathy

Herzberg, and Jan Whalen for their tireless work and commitment to this committee. The work would

not have been completed without the fun, humor and love of each of these sisters. We send

REPORT OF THE UNAFFILIATE CHAIRMAN

The ASC Unaffiliate Chairman maintained a master list of Arizona unaffiliates and active sisters from

disbanded Arizona chapters. Monthly she edited and updated the database with information from the

P.E.O. International database, reciprocities, chapters, area contact persons, the ASC Organizer. The

monthly Unaffiliate Lists were posted on the Arizona State Chapter web site in both the Excel and

PDF formats the 1st. day of every month. The Unaffiliate Data Collection Sheets were also posted in

the Excel and PDF (Fill and Print) formats that facilitated a simplified means of reporting the results

of unaffiliate contacts.

This chairman created specialized reports of both active and inactive sisters to aid the State Organizer

in determining the potential areas for new chapter organization. Beginning in June 2020, she sent

“Welcome to P.E.O. in Arizona” emails and letters monthly to those sisters whose chapters had

submitted “Notice of Member in Your Area” forms as well as all out-of-state Unaffiliates when their

names first appeared on the Unaffiliate List due to an address change. These emails and letters

welcomed the unaffiliates to Arizona offering to help find them a “loving” Arizona chapter to call

“home”. A brief update on the status of meetings during this COVID pandemic was included. It also

asked them to confirm their contact information such as telephone numbers, and email addresses, if

updates were needed, she made those corrections. They were also asked if they were part time or full-

time residents here in Arizona, as well as their preference in meeting times. Each unaffiliate was also

give a brief description of the available chapters in the area to which they moved. If they were not

interested in joining an Arizona chapter a copy of the “Shared Sister” guidelines was offered as an

option. In the December/January time frame, she included the reminder of the necessity of paying their

dues to their current chapter as Transfers were not allowed during the month of February. From June

2020 through March this year, two hundred four (204) “Welcome to P.E.O. in Arizona” emails or

letters were sent to Unaffiliates. For sisters wishing to join a chapter or becoming a Shared Sister, she

reached out to chapters near their location. Our chapters contacted them and welcomed them with

open arms.

This chairman wishes to express a heartfelt thanks to all her P.E.O. sisters, Chapter Unaffiliate and

Membership chairmen and Reciprocities who participated in contacting unaffiliates and reporting the

results back to this committee, she could not do this job without their help. She also wishes to thank

the ASC Executive Board for their unfailing support and guidance in entrusting her to do this important

job. But most especially to all the Arizona chapters who opened their hearts and arms in welcoming

these sisters into their new Arizona chapter “homes” this past year.

JACQUELINE DAWSON COTTEY PROGRAM FUND COMMITTEE

Elizabeth LaForce Scholarship and Grant Fund: There were thirteen applications received for

consideration for the 2021-2022 Cottey academic year. Of the thirteen students, seven were returning

students and six were incoming freshmen. The committee awarded $50,000 in scholarships for the

2021-2022 academic year. All recipients and sponsoring chapters were notified of the committee’s

decision by March 15, 2021. Thank you to chapters A, N, O, AW, BG, CE, CN, CS, CY, DG, DM,

DQ, and FM for sponsoring and supporting these outstanding young women.

Loretta G. Walker Fund: We had one student who visited Cottey campus for a customized visit in

the fall. The sponsoring chapter was CS. At the time of report submission, we have no pending

applications for the 2021 spring Cottey campus visits.

Jacqueline Dawson Cottey Program Fund: Unfortunately, due to the pandemic Cottey College

cancelled the summer leadership workshops in 2020 and in 2021. No applications were processed.

The committee commends Chapter DO members for their creation of an informative L/W/D

convention display.

REPORT OF THE FAITH MCKEE COMMITTEE

The Faith McKee Fund provides stipends to women who are Arizona residents in need of short-term

financial assistance owing to unexpected or extraordinary circumstances. The committee has fulfilled

the duties as described in the ASC Bylaws and Standing Rules and the committee position

descriptions. The committee reviewed applications and worked with chapters and awarded

grants totaling $10,100.00. The year began with 10 active accounts but due to restrictions from the

pandemic only 10 new applications were reviewed by the committee. There were 7 approvals, 1 denial,

1 chapter rescinded their application and 1 application is currently under review. At the present time

there are 5 active accounts. Chapters B, BL, BM, CW, CZ, DK, DM, DV, CW and FE submitted

applications this year.

Chairman, Nancy Christenson worked with Chapter BI in preparing the PowerPoint display for the

2021 ASC Convention. The committee appreciates the efforts of BI in spreading the word about the

Faith McKee Fund. The committee responded to numerous requests for information and program ideas

from various chapters.

chairmanship as she was appointed the ASC 2021 Convention Chair. Nancy thanks ASC President, Deb

Schmalz, adviser to the Faith McKee Committee and committee members, Becky Hill and Nancy Williams

for their support and assistance in this endeavor. She could not have done it without them. Faith McKee

Fund is such a wonderful committee that shows loving support to our applicants and their sponsoring

chapters and provided funds for those in need. This year WE BELIEVED IN THE MAGIC and made it

happen.

REPORT OF THE COTTEY COLLEGE COMMITTEE

The committee fulfilled all duties as outlined in the ASC Bylaws and Standing Rules and the Cottey

College Committee Position descriptions.

The committee faced challenging and unpredictable year for recruitment plans and outreach. Due to

the pandemic, there was no annual in-person send-off for the Cottey students and parents. Gift bags

were given to each of the attending students.

Virtual fall rallies were replaced with a prerecorded message sent to all Arizona chapters that included

links to Cottey information and a virtual tour. Chairman of the LaForce/Walker/Dawson Committee

along with the 5 area Cottey Committee members all participated in the creation of the video.

Eleven Arizona students, three freshmen, five sophomores, and three seniors matriculated for the fall

semester of 2020.

Thirteen students including in-coming freshmen, sophomores, juniors, and seniors have applied for

the LaForce Scholarship for 2021-22.

Thank you to Ruth Parker, advisor, for her support of this committee’s work through this challenging

year. It was unique to have four committee members as well as the advisor who are Cottey alums.

REPORT OF THE PHILANTHROPIC PROJECTS COMMITTEE 2020-2021

The PPC committee, consisting of Kathy Jones, Millie Musson and Denise Schulte, believes in the magic of

women helping women. In February 2021, Abby Fritts and Margaret Gabe joined our committee. They brought

their knowledge and passion to the team and provided a seamless early transition.

Committee members familiarized themselves with the policies and procedures of their dedicated projects and

took primary responsibility for coordinating activities and answering questions related to these projects. They

provided support and encouragement throughout the search for candidates and the processing of applications.

Sharing information continues to be a key role of this committee. Throughout the year, the committee wrote

articles for the Starlight newsletter. The committee also kept local Project Chairmen abreast of current deadlines

and changes, shared project related information including International Chapter’s newsletters adding Arizona-

specific information and communicated project related information through e-blasts. The committee provided

current information for the Philanthropic Projects page on the Arizona State Chapter website and reviewed and

updated the programs for the International Chapter philanthropies on the website.

This committee thanks Deb Schmalz, Shannon Gatewood-Smith and Kathleen Kelly McCloskey for guidance

as our state advisers. We thank the International Chapter Supervisors who provided needed assistance with

patience and clarity. Most of all we thank the Chapters and their Project Chairmen, who with enthusiasm,

supported the philanthropies by educating themselves and their chapters about the projects, conducted

creative fundraising events for project donations, searched for candidates and mentored recipients.

REPORT OF THE ASC P.E.O. EDUCATIONAL LOAN FUND

Arizona P.E.O. is proud of our continued success in finding women to recommend for the P.E.O. Educational

Loan Fund. Between March 1, 2020 and Feb. 28, 2021, 17 Arizona chapters sponsored 25 women whose

loans were approved for a total of $331,000. The loan can be for a non-degree accredited program to a

doctoral-level degree. The sponsoring chapters were: B, Q, AA(2), AB, AC, AD, AW, BF(2), BQ(3), CL(2),

CM(2), CP, DF(2), DV(2), DW, EF, and EW.

Congratulations to the following 30 Legacy Chapters, these are chapters who gave $500 or more. F, K, AD,

AF, AN, AW, AX, AY, BF, BM, BQ, BR, BS, CE, CG, CL, CM, CS, DA, DF, DH, DM, DT, DV, EB, EU,

Thank you to all the chapters who sponsored candidates and gave $500 this year. A special thank you goes to

Chapter EG, from Prescott, for creating the ELF display and to Chapter EL, for providing the ELF speaker for

the 2021 Arizona State Chapter Virtual Convention. Also, a big thank you goes to the chapters who continue

to raise funds each year to support the P.E.O. Educational Loan Fund. They remind us how special the ELF

opportunities are in helping women change their lives.

REPORT OF THE ASC P.E.O. INTERNATIONAL PEACE SCHOLARSHIP

Thank you for fostering peace through believing in the magic of education. 163 scholarships were awarded to

IPS recipients from 63 different countries for the 2021-2022 school year. Two chapters from Arizona partnered

with two students and several Arizona chapters share the same student. The support and encouragement these

Chapters have offered their students is life changing and much appreciated.

The PIP (Partners in Peace) program partners are Chapters that donate $500 or more to partner with an IPS

student to encourage and build relationships with those who are far from home. For the 2021-2022 award year

there were a total of 771 PIP Chapters.

In Arizona, 44 Chapters will be partnered with an IPS student. Congratulations to: B, K, O, W, Y, Z, AF,

AN, AW, AX, AY, BA, BF, BI, BL, BM, BE, BQ, BS, BV, CE, CG, CL, CM, CS, DA, DD (2), DF, DK,

Thank you to the Chapters for keeping in touch with the students through cards, notes, e-mails, and gifts. The

personal contact brings an added dimension to the scholarship.

A special thank you to Chapter FG for designing an empowering and educational display for this year’s virtual

convention, also to Chapters BM, DA, DK, EF, EP and EU for their assistance in identifying the five virtual

speakers for convention.

REPORT OF THE ASC P.E.O. PROGRAM FOR CONTINUING EDUCATION

From March 1, 2020 to Feb 28, 2021 there were 50 Arizona Chapters who sponsored 103 successful

applicants. The amounts ranged from $500.00 to the maximum of $3,000.00 totaling $ 216,400 in awards.

Teaching, health care, nursing, dental hygiene and respiratory therapy remain the most popular fields of study

for the Arizona students.

Our amazing Arizona chapters were busy during this pandemic year 2020-2021, sponsoring 108 applicants

and 103 being successful. Thank you to: A(2), B, I, J, O, Q, Z, AB, AC, AD(3), AF(3), AH(2), AL, AW(3),

Yes, you read it correctly, Chapter EX had 20 women who received the PCE grant and BO had 10 recipients.

What an outstanding effort by both chapters.

Arizona’s Brighter Tomorrow Chapters gave a onetime donation of $500 in 2019-2020, the follow chapters

A special thank you goes to Chapter AL, from Tempe, for creating the PCE display and to Chapter EX, for

providing a speaker to remind us how impactful a PCE grant is to a recipient.

Let's applaud all the Chapters who said yes when asked if they would take a candidate to review for possible

sponsorship. Many did so for their first time. They responded with "We will never say no", and " We will do

our best." We are all doing our best by touching many women with "Believe in the Magic."

REPORT OF THE ASC P.E.O. SCHOLAR AWARDS

The P.E.O. Scholar Awards project celebrates thirty years, it has been in existence since it was established in

1991. In honor of the P.E.O. Scholar Awards’ 30th anniversary, the award was increased in 2021 to $20,000.

On April 16, 2021 the trustees of the P.E.O. Scholar Awards announced out of the 847 outstanding women

nominated, 100 have been selected as Scholars for the 2021-2022 Academic year, of these, seven are from

Arizona. Six Scholars will be studying in Arizona, four students will be studying at the University of Arizona

and two will be at Arizona State University.

Many P.E.O. scholars have advanced to leadership positions in their professional career which include

some of the following fields; university professors, scientific research, medicine, law, performing arts,

international economics, history, and government. Their positive impact on society affirms the

outreach of P.E.O. and reinforces our goals. Thank you to the P.E.O. Scholar Award Chapter

Chairmen and their Chapters for supporting the P.E.O. Scholar Awards through nominations,

encouragement of recipients, and financial contributions.

There were 29 Arizona chapters who sponsored 49 nominees.

Every 2020/2021 STAR Constellation Chapter will be recognized at the 2021 Arizona State Virtual

Convention and a certificate will be mailed to each chapter from the International Chapter.

Thank you to the local chapter STAR Chairman who educated their chapters through STAR programs and

updates. A special thank you to Chapter FA/Pinetop, AZ who identified 6 qualified candidates for STAR

sponsorship. They are in a unique position, as they are the only Chapter in the White Mountains, and are

remarkably diligent in contacting all the schools in the area. This year their committee interviewed 17

candidates for STAR scholarships. Not only do they look for other chapters to sponsor these candidates, they

go above and beyond by completing online submissions and following up with the students. I had the

REPORT OF THE 2025 CONVENTION OF INTERNATIONAL CHAPTER COMMITTEE

The 2025 Convention of International Chapter (CIC) in Phoenix, Arizona will be held at the Phoenix

Convention Center, September 3-6, 2025. Though this may seem a long while off, there is much to do

as we prepare to host thousands of our sisters from throughout the U.S. and Canada. The COVID-19

pandemic did cause a pause in planning this year, but we will be moving forward at an accelerated

pace.

Recent activity includes:

• Volunteers to plan the event have been added to the general list. Please visit the ASC website >

Convention > International 2025 to complete your CIC Planning Volunteer Form if you have yet to

do so.

• The committee chairs will be working with International Chapter Communication Department to

finalize the official convention logo in the next couple of months.

• The committee is working with the Greater Phoenix Convention & Visitors Bureau for a video that

will be utilized as the official first announcement that CIC will be hosted by Arizona in 2025. This

will be shown during CIC 2021 which is being held virtually.

This committee kindly asks our Arizona sisters to “Save the Date” for the week leading up to and

including that first week of September in 2025. As the saying goes “It Takes a Village” to do many

things, including host CIC! We will truly need sisters from throughout the state to come to Phoenix to

volunteer and participate in making this event a success.

Remarks of Outgoing Vice Present, Past State President Shannon Gatewood-Smith

Madam President and Sisters,

What do I say…? Well, yes, I guess I flunked Past State President Circle…but that gave me another

opportunity to work with the wonderful P.E.O. sisters of Arizona. It was also an honor to have the

trust of the Arizona State Executive Board in appointing me to the position of Vice President in

October of 2020. Thank you for this special opportunity to serve Arizona again. Deb, Ruth, Jean and

Molly as members of the executive board you all hold a special place in my heart. It has been an

atypical, out of the ordinary, unfamiliar year yet we held that special P.E.O. love for each other as

we worked together. Thank you.

This past year has certainly been challenging for all our Arizona sisters but yet you all stepped up as

P.E.O.s to meet the tests of technology, social distancing, mask etiquette and the hardest…NO FOOD

or DRINK, which is SO not P.E.O. tradition.

Virtual Convention, when did all these words become a part of our daily vocabulary? It has been over

a year since P.E.O. came to a halt in our “Normal” activities but yet Arizona chapters have still stayed

connected to keep Arizona State Chapter strong.

As you watched the Opening Chapter Chatter video before the start of convention, you saw chapters

reaching out to each of their members with: Golden Girls Honors, birthday and going-away drive byes,

virtual coffee hour, Quaran-Tea Party, Cookie Magic, hand delivered good wishes to each chapter

member including nonparticipating, active and inactive members, Games of Jeopardy, the Gift Squad

that delivered individual lunches to chapter members’ homes for a virtual luncheon and the list goes

on. Sisters of Arizona you are creative and innovative in keeping the health and well-being of you

chapter sisters in the forefront. You treated each other like VIPs – Very Important P.E.O.s – that you

all are.

Arizona chapters didn’t just stop at staying connected; they continued giving to the projects to help

women reach for the stars. 15 chapters gave at least $500 to each of the P.E.O. International Projects

and a total of $375,458.64 was given to the International Projects and Arizona State Projects. Was this

really a pandemic year? You have set the bar high for next year when hopefully fundraising can be

held in person and we can socialize as we prepare for the events.

Chapter project candidates were not lacking either. There were 248 nominees to the International

P.E.O. projects from the state of Arizona alone. Wow, what you have accomplished while “staying at

home.”

Chapter AU, Tucson, had 10 P.E.O. Scholar Award nominees for the 2021 Award Year. Did you know

the P.E.O. Scholar Awards project celebrates thirty years since it was established in 1991? In honor

of the P.E.O. Scholar Awards’ 30th anniversary, the award was increased in 2021 to $20,000.

Chapter BO, Green Valley had 10 nominees for the Program for Continuing Education form March 1,

2020 to February 28, 2021 and Chapter EX, Mohave Valley had an outstanding 20 nominees. Again,

what you can do while quarantining?

The pandemic did play a toll on our Arizona membership. We had 148 active sisters who passed, 266

sisters who became inactive and 68 sisters who transferred out of the state of Arizona. The good news

is we initiated 120 sisters and brought back to active status 25 sisters by reinstating them. We also

used our unaffiliate lists to find 91 sisters to transfer into Arizona chapters, leaving our membership

at 5,573. So dear sisters there is some work ahead in the year 2021-2022 to keep the vitality of Arizona

State Chapter.

You are all STARS. We, the Arizona State Executive Board, are so proud of our Arizona sisters that

“Believed in the Magic of P.E.O.”

Before I say goodbye, I would like to put some closure to the 2020-year. We did not get to have

convention and we were so close and so prepared. Many of the items we had ready for the 2020

convention, hostess chapters have shared with this year’s convention, all with a loving spirit.

I wish to thank some very dear sisters who worked very hard and long hours for two years as the

Hostess Convention Executive Board; Jacqueline Dawson, BL, PSP, Chairman; Jan Billings, BL, PSP

Co-Chairman; Betty Schryver, DL, Secretary and Mary Jo Abbe, EB, Treasurer. What can I say to my

wonderful hostess chapters BL, CC, CF, CH, CK-ED, CL, CO, DS, DZ, EA, EB, and FE except thank

you from the bottom of my heart?

To all my sisters, the spirit of your hearts and many hands have helped so many women this past year

reach for the stars and show a loving concern for each other. We in Arizona are blessed.

I am blessed to call you each…sister. Thank you.

Remarks of Newly Installed President Debra Schmalz

P.E.O., established in 1869 by seven women who wanted to be together for the benefit of each other.

Of the seven founders, one died much too young. One moved away and faded from sight. The others

shared their vision of a sisterhood that grew to the organization we are today.

That single local chapter started something that has spanned 150 + years and touched the lives of

thousands of women. All by the start of one local chapter.

I know some of you have heard me say, P.E.O. didn’t start with an International Chapter, nor did it

start with a state chapter but as a single chapter of seven women. Those seven provided the backbone

of our sisterhood.

I have heard so much this past year from so many either complaining about the isolation or praising

the opportunities presented by having to rethink how we work as a chapter to stay connected with

our sisters. Some members are struggling with changes but others have found ways to embrace it. If

it were as simple as choosing sides then the battle would be short but it isn’t simple. So, we continue

to talk, share and yes, even debate.

But I have hope in this organization that we will survive and continue to grow but it must start in our

local chapters. For those who want to make our organization more inclusive then be sure you are

doing everything you can to show by your actions not just words the importance of acceptance. For

those who struggle with the changes, are you afraid? Have you looked at changes as a loss or as an

opportunity to grow? This organization has never stopped changing. The requirement to affirm a

belief in God didn’t come to our ceremony until 1893, almost 25 years after the founding of P.E.O.

So, beware of assuming we are now doing away with long held beliefs and traditions. Instead focus

on an opportunity to allow others to be the makers of their own legacy. Invest in our future. And

never forget the greatest of our virtues is love. It takes all of us to create a beautiful masterpiece

called P.E.O.

So, I challenge every person here today to re-examine what P.E.O. is all about. I ask each member in

every Arizona chapter to embrace the challenges for the future.

As is tradition, I challenge each chapter to the following:

Add two new initiates to your chapter. B=By adding new members, we strengthen the chapter with

fresh faces and new ideas. Besides, you may actually influence those new faces.

Help reduce the number of unaffiliates in our state by finding two members to transfer to your

chapter. Help them feel connected.

Go out there and educate our communities on the wonderful work of P.E.O. Participate in two

community events with chapter members that help to spread the details of our projects.

Reconnect with inactive sisters. Consider listing them in your yearbook so they are not forgotten.

Host an event to invite them to join so that you make it easier for them to come back to P.E.O.

Challenge your chapter to generate two reinstatements.

Build a bridge to another chapter. Host an event to include sisters from at least two other chapters.

Our chapters are not islands but a network that should link together.

Set at least two-chapter goals that can strengthen your connection to all sisters. Include sisters who

may be challenged with health issues. Don’t overlook those who need our help the most. Don’t wait

until dues time to prevent sisters from going inactive.

Support at least two projects through fundraising or finding recipients. While P.E.O. didn’t start with

projects, it is these very projects that provide an opportunity to work together to draw closer as a

chapter and as sisters.

I love P.E.O. and I think you do as well or you wouldn’t be here today. be the strength that keeps us

going. It is through your efforts that we learn the art of P.E.O.

I ask each of you to be part of this masterpiece.

BYLAWS OF ARIZONA STATE CHAPTER

P.E.O. SISTERHOOD

Amended May 2021, Virtual Convention of Arizona State Chapter

ARTICLE I. CONVENTION OF ARIZONA STATE CHAPTER

Section 1. MEMBERS. The convention of Arizona State Chapter (ASC) shall consist of the following

active members when present and registered:

Section 2. TIME AND PLACE. The convention shall convene annually in April or May, the dates to be

determined by the ASC executive board. A site selection committee shall select the place of convention with

the approval of the executive board. In case of emergency, the time, place, or hostess chapter grouping may

be changed by the ASC president with the approval of the executive board.

Section 3. HOSTESS CHAPTERS. The convention shall be arranged by local chapters in groups of

twelve, determined by the executive board according to geographical location insofar as feasible. Groupings

for three years in advance shall be printed in the proceedings. A chapter shall not be required to be a hostess

chapter at ASC convention within five years after organization.

Section 4. FORMAL ACTION. Any item passed at ASC convention shall become effective at the close

of convention and shall be implemented upon posting of the proceedings on the ASC website or an official

letter from the ASC president.

Section 5. DELEGATE REPORTS. Each delegate to convention shall give a report to her chapter within

six weeks after convention.

ARTICLE II. REPRESENTATION IN CONVENTION OF

INTERNATIONAL CHAPTER

Section 1. DELEGATES. Delegates to Convention of International Chapter shall be chosen in rotation,

one for every seven chapters. The executive board shall arrange the rotation

considering previous representation and geographical location.

A. Each chapter entitled to representation shall nominate, by or at the first meeting in March, a

delegate and an alternate whose names shall be presented at the ASC convention for election.

B. Nominees shall have served as members of an ASC convention, which may include the convention

at which the delegates are elected.

C. If neither of the elected representatives can serve, the delegation shall be filled by the ASC

president by appointing first, a member of the chapter in which the vacancy occurred; second, a

member of the chapter group; and third, any member of ASC.

D. Each delegate shall send a written report of the business and other highlights of the Convention of

International Chapter to the chapters she represented (or to the chapters assigned by the ASC

president). The report shall be sent within one month of the close of convention.

Section 2. PAST PRESIDENTS. ASC past presidents entitled to housing and meals at Convention of

International Chapter shall be chosen from the active members of the past presidents’ circle who have attended

two of the last three ASC conventions (including the year of election as a delegate). The retiring ASC

president shall be a member of the delegation when feasible. The selection shall be made and names

announced at the ASC convention by the immediate past president of the past presidents’ circle. Vacancies

in the delegation of past presidents shall be filled by the president of the past presidents’ circle.

ARTICLE III. OFFICERS OF ARIZONA STATE CHAPTER

Section 1. ELIGIBILITY. Any member of convention who has served one term as president of an

Arizona chapter shall be eligible to hold office in the ASC. A delegate shall not be eligible to hold office the

first year her chapter is represented in convention. Two members of the same chapter shall not serve on the

ASC executive board at the same time.

Section 2. TENURE. An officer shall not serve more than two consecutive terms in the same office.

Section 3. NOMINATING COMMITTEE.

A. TERMS. Members of the Nominating Committee shall be appointed annually by the ASC

president near the end of her term with the approval of the executive board.

B. MEMBERS. The committee shall be comprised of five members representing different

geographical areas of the state. One continuing member shall serve as chairman and one member

shall be an ASC past president.

C. DUTIES. This committee shall nominate one candidate for each office. A resume of the nominee for

secretary shall be placed in the delegate packets of members of convention.

After the committee’s report to convention, further nominations may be made from the floor

preceding the elective ballot provided the person whose name is offered in nomination has

consented to serve, if elected.

D. RECOMMENDATIONS TO NOMINATING COMMITTEE. Chapters and ASC committees

wishing to recommend a member for consideration by the Nominating Committee shall submit

the name and recommendation form for the nominee to the chairman of the Nominating

Committee by February first.

Section 4. ELECTION OF OFFICERS. Election of officers shall be by written ballot. If nomination

of officers has been by a committee, and there is but one nominee for each office, and no further

nominations from the floor for each office called in sequence, by general consent the ballot may be dispensed

with, and the vote for the entire ticket taken by voice vote. If there is more than one nominee for an office,

a separate elective ballot shall be taken for that office.

Section 5. SEQUENCE OF OFFICES. The sequence of offices shall be as follows: president, vice

president, organizer, treasurer, and secretary.

Section 6. SPECIAL DUTIES. In addition to the duties listed in the Constitution, Instructions to Officers

of State Chapters, and the Arizona Resource Manual, the duties of the officers shall be as follows:

A. PRESIDENT.

1. To be, ex-officio, a member of all ASC committees, except for the Nominating Committee.

2. To serve as adviser to the Amendments and Recommendations, Finance, and Faith McKee

Fund committees and to the ASC Historian.

3. To organize and lead the delegation to Convention of International Chapter in odd-numbered

years.

4. To appoint at the beginning of her term of office, with the approval of the executive board:

For two-year terms (if her term has been completed)

Convention of International Chapter.

C. ORGANIZER.

1. To visit or direct the official visit to all local chapters in Arizona once every four (4) years.

2. To file with the president and the historian, a history of the organization of new chapters.

3. To be in charge of the Period of Instruction and workshops at ASC convention.

D. TREASURER.

1. To deposit the funds of ASC in federally insured depositories approved by the executive board.

2. To be ex-officio, nonvoting member of the ASC Finance Committee.

3. To have the ASC books audited at the end of the fiscal year by a qualified CPA firm. The audit

report shall be posted at the convention of ASC.

E. SECRETARY.

1. To have charge of the file of program papers contributed by the chapters.

2. To furnish the proceedings of the ASC convention by September fifteenth to all as stated in

the Constitution, Part II, Article VIII, Section 6 and to the following:

3. To furnish one copy of the current bylaws and standing rules to the following ASC

committee members:

ARTICLE IV. FINANCE

Section 1. DUES AND FEES.

A. DUES AND FEES. Each local chapter shall pay annual dues of forty-two dollars ($42.00) per

active member to the designated ASC officer or assistant. These dues will be allocated as follows:

twenty-six dollars ($26.00) for International Chapter dues, which includes six dollars ($6.00) for

Cottey College and sixteen dollars ($16.00) for ASC dues. ASC dues shall be allocated annually

as recommended by the Finance Committee and approved by the members of convention.

B. ASC CONVENTION FEE. Each chapter shall pay a convention fee to the ASC Convention Fund

which shall accompany the annual report of the chapter treasurer. The amount of the fee is to be

recommended by the executive board and stated in the standing rules.

Section 2. EXPENSE OF ASC CONVENTION.

A. Arizona State Chapter shall maintain an ASC Convention Fund to pay for state convention

expenses as defined in the ASC Hostess Chapters Convention Handbook and the ASC

Convention Handbook and as approved by the ASC Executive Board.

B. ASC shall pay the rental for place of meeting, meals, and housing for all members of convention

and guests as set forth in the ASC Convention Manual.

C. Local chapters shall pay the travel expense of their delegate to convention.

D. The hostess chapters shall pay expenses of convention set forth in the ASC Convention Manual

and not paid for by ASC.

E. The ASC Convention Fund is funded by the annual ASC Convention fee specified in the

Standing Rules of Arizona State Chapter. Monies from the ASC Convention Fund will be

advanced annually to the hostess chapter committee for the following year for hostess chapter

expenses, not including housing and meals entitlements, after approval by the ASC Executive

Board. Excess monies from each convention will be returned to the ASC Convention Fund and

will be used to offset the costs of convention.

F. All hotel/facility charges, including approved hostess chapter meals and housing entitlements,

shall be paid by the ASC Treasurer. All monies collected through registration shall be

transferred from the convention account to the ASC General Fund prior to convention.

Section 3. ARIZONA STATE CHAPTER INTERNATIONAL CONVENTION FUND.

A. PURPOSE. The Arizona State Chapter International Convention Fund shall pay for the

following expenses to a Convention of International Chapter for the president, vice president (or her

alternate), past ASC presidents (entitled to meals and housing), and chapter delegates upon submission

of receipts or other documentation.

1. Travel to and from convention not to exceed the least expensive method designated by the

ASC executive board.

2. Lodging the night prior to the opening of convention plus incidental expenses up to a rate

predetermined by the ASC Executive Board.

3. The ASC officer who will lead the next delegation to Convention of International Chapter will

be sent as a visitor with the above entitlements paid from the International Convention Fund.

B. FUNDING. The International Convention Fund may receive an annual transfer of funds from

the ASC General Fund as recommended by the ASC Finance Committee and approved by Convention

of Arizona State Chapter.

C. ADMINISTRATION. The fund shall be administered by the ASC Executive Board with

approval of the ASC Finance Committee.

Section 4. COMMITTEE EXPENSE. The expense of authorized ASC committees shall be paid from the

general fund in accordance with the policy set forth by the ASC executive board, unless otherwise provided.

Section 5. ORGANIZATION EXPENSE. ASC shall pay the travel expenses, housing, and meals for the

organizer (or her proxy) and her assistants at the time of organization.

Section 6. OFFICIAL VISIT EXPENSE.

A. ASC shall pay the travel expenses of the organizer or her proxy for official visits.

B. The expense of lodging and meals for the organizer or her proxy shall be the responsibility of

the chapter being visited unless paid by the area reciprocity council.

C. The local chapter shall pay the expense of the organizer or her proxy for transportation, lodging,

and meals when requesting a change in date or time without an advance notice of thirty days.

Section 7. AUDIT. A qualified CPA firm shall audit the financial records of the state chapter for the fiscal

period April first through March thirty-first.

ARTICLE V. ASC STANDING COMMITTEES

Section 1. AMENDMENTS AND RECOMMENDATIONS COMMITTEE.

A. TERM. The Committee shall consist of three members. The immediate past president shall be

the chairman of this committee with the ASC president acting as adviser to the chairman. One

member shall be appointed each year for a two-year term by the president at the beginning of her

B. DUTIES.

1. To propose amendments and recommendations.

2. To prepare and send such proposed changes to all local chapters, ASC committee chairmen,

ASC past presidents, the executive board, and all designated in the Manual for Amendments

and Recommendations.

3. The chairman shall present these proposed changes at the ASC convention.

Section 2. FINANCE COMMITTEE.

A. TERM. The Committee shall consist of the immediate ASC past president and three appointed

members with the ASC president acting as adviser to the chairman. One member shall be

appointed each year for a three-year term by the president at the beginning of her term of office,

with the approval of the executive board. The ASC vice president and treasurer shall be ex-

officio, nonvoting members of the committee. The senior member in point of service shall be

chairman.

B. DUTIES. (In addition to those provided in the Constitution)

1. To review the reports of the auditor and the treasurer.

2. To submit to the ASC executive board for its approval, an annual budget for the ensuing fiscal

year and recommendations for the allocation of ASC funds.

Section 3. MEMBERSHIP COMMITTEE.

A. TERM. The committee shall consist of five members. One member shall be appointed each year

for a three-year term and one member shall be appointed for a two-year term by the president at

the beginning of her term of office, with the approval of the executive board. The senior member

in point of service shall be the chairman. The ASC Unaffiliate Chairman shall be an ex-officio

member of this committee. An ASC officer shall serve as adviser to the chairman of the

Membership Committee.

B. DUTIES.

1. To promote local chapter growth and development.

2. To nurture development of active participation by chapter members.

3. To assist chapters with their evaluation of chapter health, help develop and maintain local

chapter membership committees, help facilitate lateral transfers, and assist with the

reinstatement of inactive members.

4. To report annually to the ASC Convention.

ARTICLE VI. ASC CHAIRMEN

Section 1. HISTORIAN.

A. TERM. The historian shall be appointed to a two-year term by the ASC president at the

beginning of her term of office, with the approval of the executive board. The ASC president

will act as adviser to the historian.

B. DUTIES.

1. To collect and preserve all possible data relative to P.E.O. in Arizona.

2. To prepare a resume of the history of the ASC when requested by the ASC executive board.

3. To report annually to the ASC convention.

4. To coordinate the Past State President display during convention.

Section 2. ASC UNAFFILIATE CHAIRMAN.

A. TERM. The ASC unaffiliate chairman shall be appointed to a two-year term by the president at

the beginning of her term of office, with approval of the executive board. She may be

reappointed with the approval of the executive board. An ASC officer shall serve as adviser to

the Unaffiliate Chairman.

B. DUTIES.

1. To maintain a file of unaffiliate P.E.O.s living in Arizona.

2. To send the names of such unaffiliates to reciprocity councils and local chapters where there

are no reciprocity councils.

3. To serve as contact for P.E.O.s needing assistance in affiliating with an Arizona chapter.

Section 3. P.E.O. PHILANTHROPIC PROJECTS COMMITTEE AND COTTEY COLLEGE

COMMITTEE.

A. TERM.

1. P.E.O. PHILANTHROPIC PROJECTS COMMITTEE. The committee shall consist of three

members. One member shall be appointed each year for a three-year term by the ASC president

at the beginning of her term of office, with approval of the executive board. The senior member

in point of service shall be the chairman. The committee will include the following projects:

P.E.O. Educational Loan Fund, P.E.O. Program for Continuing Education, P.E.O.

International Peace Scholarship, P.E.O. Scholar Awards and P.E.O. STAR Scholarship.

2. COTTEY COLLEGE COMMITTEE. The committee shall consist of five members. One

member shall be appointed each year for a three-year term and one member shall be appointed

for a two-year term by the president at the beginning of her term of office, with the approval

of the executive board. The senior member in point of service shall be the chairman. The other

four members of the committee will serve as Area Coordinators.

B. DUTIES.

1. To promote all facets of the projects in conjunction with the local chapter chairmen.

2. To distribute project material to local chapters.

3. To maintain contact with project recipients as appropriate.

4. To arrange, when feasible, for project recipients to be participants at the Educational Period at

ASC convention.

5. To be adviser to the local chapters responsible for convention displays and badges.

6. To report regularly to the ASC officer who is serving as adviser.

7. To provide an annual report at ASC convention.

C. ADVISERS. ASC officers shall serve as advisers.

ARTICLE VII. ASC PHILANTHROPIC PROJECTS

Section 1. FAITH McKEE FUND.

A. PURPOSE.

1. ASC shall maintain the Faith McKee Fund for temporary assistance to member and

nonmember women in need who are residents of Arizona.

2. The fund shall consist of all monies heretofore set aside to said fund and shall be increased by

voluntary contributions and bequests. The fund shall be in the custody of the Arizona State

Chapter treasurer and all contributions shall be payable to Arizona State Chapter and remitted

to the treasurer. The treasurer shall keep a separate accounting for the fund.

3. The expense of administering the fund shall be paid therefrom.

B. ADMINISTRATION. The fund shall be administered by a committee of three active ASC

members with the ASC president acting as adviser to the committee. Term of service shall be

three years. One member of the committee shall be appointed annually by the president at the

beginning of her term of office, with the approval of the executive board. The senior member in

point of service shall be the chairman.

C. DUTIES OF COMMITTEE.

1. To supervise the business of the Faith McKee Fund including reviewing applications and

awarding grants.

2. To review and to formulate policies and procedures of the Faith McKee Fund and to submit

same to the ASC executive board for approval.

3. The chairman shall report annually to the ASC convention.

D. APPLICATION. Application for aid to an Arizona resident member or nonmember woman

shall be made by a local Arizona chapter. The form of application shall be secured from the

chairman of the Faith McKee Fund Committee.

E. RENEWAL. The local Arizona chapters sponsoring recipients shall be aware of the expiration

date for the monthly allowances and initiate appropriate action.

F. CASE HISTORY. A form for case history shall be filled out and signed by the applicant. For

aid to be granted, such case history must be approved by the committee and the ASC president.

Applications and case histories shall be kept on file indefinitely by the ASC president.

G. ALLOWANCE. Monthly allowances shall be up to two hundred dollars ($200.00) for a period

up to but not exceeding twelve months. At the end of each allowance period, requests for

successive periods may be granted by the committee and the ASC president. An applicant may

be granted a one-time gift, such gift not to exceed five hundred dollars ($500.00).

H. EXCEEDING MAXIMUM AMOUNTS. Maximum amounts for monthly allowances and one-

time gifts may be exceeded due only to urgency of the need with the unanimous approval of the

committee and the ASC executive board.

I. DISPOSITION OF THE FUNDS. If at any time the ASC executive board determines that the

Faith McKee Fund is larger than is necessary to meet the needs of the fund, it may recommend

that the excess be transferred to such charitable and/or educational project or projects of ASC or

of International Chapter as it shall designate. The recommendation shall be sent to each local

chapter by March fifteenth and shall be approved by a three-fourths vote of a convention. If by a

three-fourths vote of an ASC convention it is determined that the Faith McKee Fund shall be

discontinued, all the assets of the fund shall be applied and distributed to some charitable and/or

educational project or projects of ASC or of International Chapter as it shall designate. Said

project or projects shall be recommended by the executive board and approved by a three-

fourths vote of the convention taking action on discontinuing the fund.

Section 2. ELIZABETH LaFORCE SCHOLARSHIP AND GRANT FUND, LORETTA G. WALKER

FUND and JACQUELINE DAWSON COTTEY PROGRAM FUND.

A. ADMINISTRATION. The funds shall be administered by a committee of three active ASC

members with an ASC officer acting as adviser to the chairman. Term of service shall be three

years. One member of the committee shall be appointed annually by the ASC president at the

beginning of her term of office, with approval of the executive board. The senior member in

point of service shall be the chairman.

B. ELIZABETH LaFORCE SCHOLARSHIP AND GRANT FUND.

1. PURPOSE. The purpose of the Elizabeth LaForce Scholarship and Grant Fund shall be to

award annually, scholarships in amounts up to five thousand dollars ($5,000.00) to Cottey

College and grants in lesser amounts as deemed advisable by the committee. The funds shall

be maintained by voluntary gifts and bequests and such other monies as ASC shall designate.

These funds shall be in the custody of the Arizona State Chapter treasurer and all chapter

contributions shall be payable to Arizona State Chapter and remitted to the treasurer. Checks

from individuals should be made payable to the Elizabeth LaForce Fund. Gifts to the Elizabeth

LaForce Scholarship and Grant fund are tax deductible in accordance with US tax laws

because it is a qualified charity under Internal Revenue Code Section 501(c)(3). The treasurer

shall keep a separate accounting for these funds.

2. APPLICATION. An applicant for a scholarship or grant shall be a citizen or legal permanent

resident of the United States and resident of Arizona who submits her application to the ASC

chairman.

3. DISPOSITION OF THE FUNDS. If at any time the ASC executive board determines that the

Elizabeth LaForce Scholarship and Grant Fund is larger than is necessary to meet the needs of

the fund, it may recommend that the excess be transferred to such charitable and/or educational

project or projects of ASC or of International Chapter as it shall designate. The

recommendation shall be sent to each local chapter by March fifteenth and shall be approved

by a three-fourths vote of a convention. If by a three-fourths vote of an ASC convention it is

determined that the Elizabeth LaForce Fund shall be discontinued, all the assets of the fund

ASC or International Chapter. Said project or projects shall be recommended by the ASC

executive board and approved by a three-fourths vote of the convention taking action on

discontinuing the fund.

4. UNCLAIMED AWARD. Any award made to a recipient declining acceptance to Cottey

College on or before July thirty-first may be redistributed by the committee to any remaining

applicants who have received less than the maximum funds allowed per academic year.

C. LORETTA G. WALKER FUND.

1. PURPOSE. The purpose of the Loretta G. Walker Fund shall be to help prospective Cottey

College students attend a Cottey sponsored recruitment visitation event or honors event. The

fund shall consist of all monies heretofore set aside to said fund and shall be increased by

voluntary contributions. The balance of the fund shall not at any time be allowed to be lower

than four thousand dollars ($4,000.00). The fund shall be in the custody of the Arizona State

Chapter treasurer and all contributions shall be payable to Arizona State Chapter and remitted

to the treasurer. The treasurer shall keep a separate accounting for the fund.

2. APPLICATION. An applicant for assistance shall be a resident of Arizona, a prospective

Cottey College student, and sponsored by an Arizona P.E.O. chapter. An applicant and one

responsible adult are eligible to receive reimbursement for qualifying travel and event

expenses to attend a Cottey-sponsored recruitment visitation or honors event in accordance

with the Elizabeth LaForce Scholarship and Grant Fund, Loretta G. Walker Fund, and

Jacqueline Dawson Cottey Program Fund Committee policies. The applicant is responsible

for registering with Cottey College for the event of her choice before applying for the Loretta

G. Walker Fund.

3. DISPOSITION OF THE FUNDS. If at any time the ASC executive board determines that the

Loretta G. Walker Fund is larger than is necessary to meet the needs of the fund, it may

recommend that the excess be transferred to the Elizabeth LaForce Scholarship and Grant

Fund. The recommendation shall be sent to each chapter by March fifteenth and shall be

approved by a three-fourths vote of ASC convention. If by a three-fourths vote of an ASC

convention it is determined that the Loretta G. Walker Fund shall be discontinued, all the assets

of the fund shall be applied and distributed to some charitable and/or educational project or

projects of ASC or International Chapter. Said project or projects shall be recommended by

the ASC executive board and approved by a three-fourths vote of the convention taking action

on discontinuing the fund.

D. JACQUELINE DAWSON COTTEY PROGRAM FUND.

1. PURPOSE. The purpose of the Jacqueline Dawson Cottey Program Fund shall be to assist

Arizona high school students to attend educational programs offered by Cottey College during

the year. The fund shall consist of all monies heretofore set aside to said fund and shall be

increased by voluntary contributions. The balance of the fund shall not at any time be allowed

to be lower than one thousand dollars ($1,000.00). The fund shall be in the custody of the

Arizona State Chapter treasurer and all contributions shall be payable to Arizona State Chapter

and remitted to the treasurer. The treasurer shall keep a separate accounting for the fund.

Contributions to this fund are not tax deductible.

2. APPLICATION. An applicant for assistance shall be a resident of Arizona, a high school

student sponsored by an Arizona P.E.O. chapter, and have been accepted by Cottey College to

attend an educational program. A local chapter may sponsor not more than two students each

fiscal year. An applicant is eligible to receive financial reimbursement up to but not exceeding

six hundred dollars ($600.00) for program registration fee, class and housing fee, and

qualifying travel expenses. The student is responsible for registering with Cottey College for

a program event before applying for the Jacqueline Dawson Cottey Program Fund.

discontinued, all the assets of the fund shall be applied and distributed to some charitable

and/or educational project or projects of ASC or International Chapter. Said project or projects

shall be recommended by the ASC executive board and approved by a three-fourths vote of

the convention taking action on discontinuing the fund.

Section 3. ALICE BUTTS ENDOWMENT FUND.

A. PURPOSE. The purpose of the Alice Butts Endowment Fund is to provide an income for the

support of the Elizabeth LaForce Scholarship and Grant Fund. It was established from the estate

of Alice Butts following her death in 1987 and may be increased by contributions and gifts

which will be held in perpetuity for the benefit of the Elizabeth LaForce Scholarship and Grant

Fund.

B. ADMINISTRATION. Only the interest earned may be used for scholarships and grants at the

discretion of the ASC executive board.

Section 4. RUTH W. RIPPEY MEMORIAL.

A. PURPOSE. To perpetuate the memory of Ruth W. Rippey, Chapter H, ASC past president and

past president of International Chapter, through the support of the P.E.O. International Peace

Scholarship Fund.

B. ADMINISTRATION. All monetary gifts and bequests to the International Peace Scholarship Fund,

unless otherwise designated, shall be given in memory of Ruth W. Rippey.

ARTICLE VIII. ORGANIZATION OF NEW CHAPTERS

Section 1. FORMATION. See Constitution Part III, Article I.

Section 2. CHARTER INITIATES. Three letters of recommendation shall be sent to the ASC organizer

for each charter initiate. A P.E.O. shall not recommend more than three charter initiates for any one chapter.

Section 3. PROCEDURE.

A. The organizer or her proxy, accompanied by the president when feasible, shall confer personally

with the members of the proposed chapter.

B. Bylaws of a new chapter shall be approved by the organizer before being adopted by the chapter.

C. ASC shall pay the travel expense, housing, and meals for the organizer (or her proxy) and her

assistants, at the time of organization.

ARTICLE IX. OFFICIAL VISIT

Section 1. GROUPING. The local chapters shall be grouped in districts for visits once every four (4)

years.

Section 2. OFFICIAL VISIT. New chapters shall be visited the first year following their organization

and then placed in their proper grouping.

ARTICLE X. DUTIES OF LOCAL CHAPTERS

These duties are in addition to those listed in the Constitution and Instructions to Officers of Local

Chapters.

Section 1. GENERAL DUTIES.

A. Delegates shall take the following to convention:

1. Current membership card

2. Constitution

3. ASC Bylaws and Standing Rules

4. Copy of proposed amendments and recommendations to the ASC Bylaws and Standing Rules

B. A vacancy in the delegation to the ASC convention shall be filled by the alternate. If none of the

elected representatives can serve, a delegate shall be appointed by the chapter president.

C. The officers or their proxies of each chapter shall conduct or exemplify the Ceremony of

Initiation annually between March first and February twenty-eighth/twenty-ninth.

D. A chapter considering disbandment must notify the Arizona State Chapter Executive Board in

writing. The executive board will not accept a petition to disband until there have been diligent

efforts by the local chapter and the executive board or its appointees to revitalize or reorganize

the chapter.

Section 2. SPECIAL DUTIES.

A. PRESIDENT.

1. To coordinate a meeting of incoming/outgoing officers and committee chairmen within one

month after election for exchange of supplies and instruction.

2. To appoint a counseling committee to assist the president in acquainting a prospective member

before and after her initiation, and new members by transfer, with the ideals, traditions,

procedures, and projects.

3. To appoint a membership committee.

4. To appoint a technology contact.

5. To write an annual president’s letter covering average attendance, social activities, program

notes, contributions to P.E.O. projects and philanthropies, spirit of cooperation, and other

items of interest. It shall be read to the chapter at a meeting in February during “New Business”

for approval and sent to the ASC president and organizer by March first. A copy shall be

placed in the president’s permanent file, filed with the minutes of the chapter, and sent to each

nonresident member.

B. RECORDING SECRETARY.

1. To send in March a copy of the local chapter bylaws and standing rules to the designated

ASC member only if local chapter bylaws and standing rules have been amended during the

fiscal year. If there are no changes, the designated ASC member shall be notified by letter or

email stating ‘no changes’.

2. To place a copy of the annual president’s letter in the minutes book as part of the official

record of the chapter.

C. CORRESPONDING SECRETARY.

1. To submit an electronic or printed copy yearbook by September first to the following (name,

address and email are found on the ASC website):

One copy to the designated ASC member

One copy to each of the ASC officers

One copy to the ASC Membership Committee Chairman

2. To submit the Report of Local Chapter Project Chairman online on the P.E.O. International

website by May fifteenth.

ARTICLE XI. RECIPROCITY COUNCILS

Section 1. ORGANIZATION. A local reciprocity council may be organized in accordance with

provisions stated in Part III, Article XIII, of the Constitution and shall be under the supervision of the

designated board member of ASC. Any current officer of ASC or International Chapter residing in the district

served by a reciprocity council shall be ex-officio, nonvoting member of such council.

Section 2. ELECTIONS. Officers shall be elected annually following local chapter elections.

Immediately following the election of reciprocity officers, the secretary shall submit the report of election as

required by International Chapter.

Section 3. REPORTS.

A. An audit of the financial records shall be completed immediately following the last day in

February and the financial report required by International Chapter shall be sent to the ASC

treasurer by March tenth.

B. A dated copy of the bylaws and standing rules shall be sent to the designated board member of

ASC by March tenth.

C. The listing of Arizona unaffiliates will be on the password-protected ASC website.

ARTICLE XII. P.E.O. GROUPS

Section 1. FORMATION. A P.E.O. Group may be established in accordance with provisions stated in

Part III, Article XIV of the Constitution and shall be under the supervision of the designated board member

of ASC.

Section 2. REPORTS.

A. Immediately following the election of Group officers, the secretary shall submit the report of

election as required by International Chapter.

B. All other reports shall be sent according to instructions in the P.E.O. Group Book.

Section 3. YEARBOOKS. A yearbook or membership list (with names, addresses, ZIP codes, and phone

numbers) shall be sent to the designated board member of ASC by September first.

ARTICLE XIII. AMENDMENTS

PROCEDURE. These bylaws may be amended by a two-thirds vote at ASC convention. Local chapters

desiring to submit an amendment must have that proposal approved by a two-thirds vote at a regular business

meeting provided the amendment was submitted in writing at a previous regular business meeting and all

absent resident members notified that a vote will be taken at the next regular business meeting. Proposed

amendments shall be submitted by November first to the chairman of the committee on amendments and

recommendations and shall be endorsed by a chapter, a committee of the ASC chapter, or the ASC executive

board. The chairman of the committee shall send to each chapter and all other members of convention (see

Article I, Section 1) by March fifteenth a copy of the proposed amendments.

STANDING RULES

1. The Executive Board of ASC shall determine the requirements for local chapter yearbooks and

programs. This information will be available on the ASC website.

2. Each chapter shall pay an annual ASC convention fee of two dollars ($2.00) per active member with the

annual dues.

3. Events of historical interest shall be reported to the ASC historian.

4. The flags of the United States of America and Canada and the flag of the State of Arizona shall be given

a prominent place in the ASC convention in accordance with official protocols for the display of national

and state flags.

5. The ASC chairman of the Cottey College Committee may attend the Cottey Seminar in Nevada,

Missouri, with expenses paid by ASC funds.

6. Entitled delegates to the Convention of International Chapter and Convention of Arizona State Chapter

will attend all required workshops and business sessions at the convention to which they are entitled.

7. These standing rules may be amended by a majority vote at ASC convention. Proposed amendments

shall be submitted by November first to the chairman of the committee on amendments and

recommendations and shall be endorsed by a chapter, a committee of the ASC chapter, or the ASC

executive board. The chairman of the committee shall send to each chapter and all other members of

convention (see Article I, Section 1) by March fifteenth a copy of the proposed amendments.
