    Annual audit. gj,Q 2 . T he accounts of priv ate corpo rat ions establ ished und er F ed

    eral law shal l be audited annually in accordance with general ly accepted audit ing standards by independent cert i f ied public accountantsor independent licensed public accountants, certified or licensed by areg ulato ry au tho ri ty of a S tat e or other pol i t ical subdivision of theU nite d S tates . T he aud its shal l be conducted at the place or placeswhe re the accounts of the corp orat ion s are norm ally kept . A ll books,accounts, financial records, reports, fi les, and all other papers, things,or property belonging to or in use by the corporat ions and necessaryto facilitate the audits shal l be made avai lable to the person or personsconducting the audits ; and ful l faci l i t ies for verifying transact ionswith the balances or securities held by depositories, fiscal agents, andcustodians shall be afforded to such person or persons.

T he rep ort of each such m dep ende nt aud it shal l be submitted to the Congress not later than six months following the close ofthe fiscal yea r for which the au dit was m ade. T he rep or t shal l setforth the scope of the audit and include such statements as are necessary to present fair ly the corporat ion 's assets and l iabi l i t ies , surplusor deficit with an analysis of the changes therein during the year,supplemented in reasonable detai l by a s tatement of the corporat ion 'sincome and expenses during the year including the resul ts of anyt rading , manufac tur ing , publ i sh ing , or o ther commercia l - type endeavor carr ied on by the corporat ion, together with the independentaud itor 's opinion of those s tatem ents . T he rep ort shal l not be prin ted

    as a public document, except as part of proceedings authorized to bepr int ed un der th e A ct of M arch 2, 1931, cha pter 378, section 1, as77 S tat. 46$. amended.
