NEW DELHI, Mar 23:
About 4.74 crore small andmarginal farmers registeredunder the PM-Kisan schemebefore the Model Code ofConduct (MCC) for generalelection came into effect onMarch 10 will get the secondinstallment of Rs 2,000 each intheir bank accounts, a seniorgovernment official saidSaturday.
Of these 4.74 crore benefici-aries, 2.74 crore farmers have sofar received the first installmentand the rest will be covered bymonth-end, he said.
The Election Commission ofIndia (ECI) has allowed theUnion Agriculture Ministry totransfer the first and secondtranche of the payment to allthose beneficiaries registeredunder the scheme before March10, the official added.
Ahead of the Lok Sabhapolls, the Centre announced theRs 75,000-crore Pradhan MantriKisan Samman Nidhi (PM-Kisan) scheme under which Rs6,000 per year would be dis-bursed in three instalments toaround 12 crore farmers whohold cultivable land up to 2
hectares. In the budget, the NDA gov-
ernment allocated a sum of Rs20,000 crore, to transfer Rs2,000 each to farmers in the firstinstallment by March-end, forthe ongoing fiscal under thescheme.
The scheme was formallylaunched at national level byPrime Minister Narendra Modion February 24 at Gorakhpur inUttar Pradesh by transferringthe first instalment to 1.01 crorefarmers, amounting Rs 2,021crore.
"We were hoping to have thedata of 12 crore farmers fromacross the country. But the dataof 4.74 crore farmers has comebefore the MCC was enforced,"the official said.
The government has alreadyreleased the first installment ofRs 2,000 each to 2.74 crore ben-eficiaries and the remaining willbe covered before this month-end, he said.
With regard to the paymentof second tranche to begin fromApril 1, the official said the ECIhas allowed to make the pay-ment to all those beneficiariesregistered before the MCCkicked in.
"We can go ahead and makethe payment of first installmentto the rest of the people whosenames are on the portal. We cango ahead and make the paymentfor the second installment aswell," the official said.
In Uttar Pradesh, the firstinstallment has been released toaround one crore farmers so farand the Centre has received dataof additional 66 lakh farmers.
The official further said thatPunjab and Haryana areamongst the top beneficiarystates as more than 80 per centof the farmers registered underthe scheme have received thefirst installment.
While, some states includingWest Bengal, Delhi and Sikkimhave yet not submitted the farm-ers' data and therefore no moneyhas been transferred.
The official also mentionedthat no fresh data has come fromstates after the MCC came intoeffect. (PTI)

Launching his party's LokSabha poll campaign in WestBengal, Congress president RahulGandhi today trained his guns onboth Prime Minister NarendraModi and Chief Minister MamataBanerjee, charging them with fail-ing to fulfil their promises.
Reiterating his "chowkidarchor hain" barb at Modi, theCongress president said, "Onlyrich people...have chowkidarsoutside their houses, farmersand the poor don't have watch-men. He (Modi) is the 'chowki-dar' of the corrupt and fugitivessuch as Nirav Modi, MehulChoksi and Vijay Mallya."
In a scathing attack on theTMC-led government in WestBengal, Gandhi said, "Whatkind of governance she is deliv-ering where only she has theright to speak and nobody elsehas any say?"
"Nothing has changed inBengal in the past so manyyears. There have been nodevelopment of Bengal underMamata Banerjee's rule. She toohas not fulfilled her promises,"he charged.
People used to be targetedand terrorised under the Leftrule and the same continuedunder the Mamata Banerjee dis-pensation, he said.
Gandhi's rally in the NorthMalda constituency, once aCongress bastion, assumes signif-icance as the party is facing anuphill task to hold onto its basedue to large-scale defections ofparty leaders, including its sittingMP Mausam Benazir Noor, to theTrinamool Congress.
The BJP too has been surg-ing in the area with several lead-ers from opposition parties,including the CPI (M), joining itrecently. The BJP nominee fromthe seat is Khagen Murmu, aCPI (M) MLA who recentlyjoined the party.
Without naming Noor, who isthe niece of the late Congress stal-wart A B A Ghani KhanChowdhury and has been fieldedby the TMC this time, Gandhisaid she "cheated you by leavingthe party" and appealed to theelectorate to vote for Congresscandidate Isha Khan Chowdhury.
He promised that if his partycomes to power, it will bring inminimum income guaranteescheme.
The Congress is fighting tokeep the country united and theupcoming Lok Sabha electionswill be a fight between ideolo-gies of the Congress and theBJP-RSS, Gandhi said.
"Prime Minister NarendraModi keeps on lying all day.Wherever he goes he lies...Theupcoming Lok Sabha electionswill be between ideologies. Onone hand you have the Congressparty which is fighting to keepthe country united and on theother hand the BJP-RSS-Narendra Modi want to dividethe country on religious, lan-guage and caste lines," he said.
On the Rafale deal, Gandhialleged Modi had gifted indus-trialist Anil Ambani the Rafaledeal and had looted Rs 30,000crore of public money.
Modi had scrapped the pre-vious Rafale deal and ensuredthat only Anil Ambani gets thenew deal and forced the Frenchauthorities to select him as theirpartner and looted Rs 30,000crore of public money, Gandhisaid repeating his charge of'Chowkidar Chor Hain'.
"In 2014 Narendra Modi hadsaid he doesn't want to be PrimeMinister he wants to be a chowki-dar. But when the people of thiscountry has caught him (Modi)red-handed, he is speaking ofnationalism and is saying every-body is a chowkidar," he said.
The country, he said, hadrecorded the highest number ofunemployed youths in the last45 years and Prime MinisterModi had "ensured" scarcity ofjobs by implementing demon-etisation in 2016.
"Once we form the next gov-ernment at the Centre we willfill up all vacancies at govern-ment offices. We will ensureminimum income guaranteescheme. We will change theGabbar Singh Tax of NarendraModi to GST (Goods andServices Tax) with nominalrates," he said.
Praising Congress workersin the state for their dedicationto the party despite odds,Gandhi claimed that they arefacing persecution during theTMC rule similar to those dur-ing three decades of Left rule.(PTI)
