NEW DELHI, Mar 23: About 4.74 crore small and marginal farmers registered under the PM-Kisan scheme before the Model Code of Conduct (MCC) for general election came into effect on March 10 will get the second installment of Rs 2,000 each in their bank accounts, a senior government official said Saturday. Of these 4.74 crore benefici- aries, 2.74 crore farmers have so far received the first installment and the rest will be covered by month-end, he said. The Election Commission of India (ECI) has allowed the Union Agriculture Ministry to transfer the first and second tranche of the payment to all those beneficiaries registered under the scheme before March 10, the official added. Ahead of the Lok Sabha polls, the Centre announced the Rs 75,000-crore Pradhan Mantri Kisan Samman Nidhi (PM- Kisan) scheme under which Rs 6,000 per year would be dis- bursed in three instalments to around 12 crore farmers who hold cultivable land up to 2 hectares. In the budget, the NDA gov- ernment allocated a sum of Rs 20,000 crore, to transfer Rs 2,000 each to farmers in the first installment by March-end, for the ongoing fiscal under the scheme. The scheme was formally launched at national level by Prime Minister Narendra Modi on February 24 at Gorakhpur in Uttar Pradesh by transferring the first instalment to 1.01 crore farmers, amounting Rs 2,021 crore. "We were hoping to have the data of 12 crore farmers from across the country. But the data of 4.74 crore farmers has come before the MCC was enforced," the official said. The government has already released the first installment of Rs 2,000 each to 2.74 crore ben- eficiaries and the remaining will be covered before this month- end, he said. With regard to the payment of second tranche to begin from April 1, the official said the ECI has allowed to make the pay- ment to all those beneficiaries registered before the MCC kicked in. "We can go ahead and make the payment of first installment to the rest of the people whose names are on the portal. We can go ahead and make the payment for the second installment as well," the official said. In Uttar Pradesh, the first installment has been released to around one crore farmers so far and the Centre has received data of additional 66 lakh farmers. The official further said that Punjab and Haryana are amongst the top beneficiary states as more than 80 per cent of the farmers registered under the scheme have received the first installment. While, some states including West Bengal, Delhi and Sikkim have yet not submitted the farm- ers' data and therefore no money has been transferred. The official also mentioned that no fresh data has come from states after the MCC came into effect. Reiterating his "chowkidar chor hain" barb at Modi, the Congress president said, "Only rich people...have chowkidars outside their houses, farmers and the poor don't have watch- men. He (Modi) is the 'chowki- dar' of the corrupt and fugitives such as Nirav Modi, Mehul Choksi and Vijay Mallya." In a scathing attack on the TMC-led government in West Bengal, Gandhi said, "What kind of governance she is deliv- ering where only she has the right to speak and nobody else has any say?" "Nothing has changed in Bengal in the past so many years. There have been no development of Bengal under Mamata Banerjee's rule. She too has not fulfilled her promises," he charged. People used to be targeted and terrorised under the Left rule and the same continued under the Mamata Banerjee dis- pensation, he said. Gandhi's rally in the North Malda constituency, once a Congress bastion, assumes signif- icance as the party is facing an uphill task to hold onto its base due to large-scale defections of party leaders, including its sitting MP Mausam Benazir Noor, to the Trinamool Congress. The BJP too has been surg- ing in the area with several lead- ers from opposition parties, including the CPI (M), joining it recently. The BJP nominee from the seat is Khagen Murmu, a CPI (M) MLA who recently joined the party. Without naming Noor, who is the niece of the late Congress stal- wart A B A Ghani Khan Chowdhury and has been fielded by the TMC this time, Gandhi said she "cheated you by leaving the party" and appealed to the electorate to vote for Congress candidate Isha Khan Chowdhury. He promised that if his party comes to power, it will bring in minimum income guarantee scheme. The Congress is fighting to keep the country united and the upcoming Lok Sabha elections will be a fight between ideolo- gies of the Congress and the BJP-RSS, Gandhi said. "Prime Minister Narendra Modi keeps on lying all day. Wherever he goes he lies...The upcoming Lok Sabha elections will be between ideologies. On one hand you have the Congress party which is fighting to keep the country united and on the other hand the BJP-RSS- Narendra Modi want to divide the country on religious, lan- guage and caste lines," he said. On the Rafale deal, Gandhi alleged Modi had gifted indus- trialist Anil Ambani the Rafale deal and had looted Rs 30,000 crore of public money. Modi had scrapped the pre- vious Rafale deal and ensured that only Anil Ambani gets the new deal and forced the French authorities to select him as their partner and looted Rs 30,000 crore of public money, Gandhi said repeating his charge of 'Chowkidar Chor Hain'. "In 2014 Narendra Modi had said he doesn't want to be Prime Minister he wants to be a chowki- dar. But when the people of this country has caught him (Modi) red-handed, he is speaking of nationalism and is saying every- body is a chowkidar," he said. The country, he said, had recorded the highest number of unemployed youths in the last 45 years and Prime Minister Modi had "ensured" scarcity of jobs by implementing demon- etisation in 2016. "Once we form the next gov- ernment at the Centre we will fill up all vacancies at govern- ment offices. We will ensure minimum income guarantee scheme. We will change the Gabbar Singh Tax of Narendra Modi to GST (Goods and Services Tax) with nominal rates," he said. Praising Congress workers in the state for their dedication to the party despite odds, Gandhi claimed that they are facing persecution during the TMC rule similar to those dur- ing three decades of Left rule.
