Introduction
The PWCDFR Fire Marshal's office is responsible for fire prevention in new and existing
construction and is seeking a Plan Reviewer to perform difficult technical work
reviewing fire suppression plans for compliance with state building and fire codes. Work
requires knowledge and experience in the principles and practices of fire protection
systems and plan review. Position reviews fire protection plans in the process of
construction, alteration or repair for compliance; answers questions from private citizens,
contractors and builders, makes reports, prepares technical letters, and keeps records
regarding plans and specifications reviewed. Provides review comments specific to code
requirements; conducts pre-design and comment review meetings with architects,
engineers and owners to ensure adherence to state building and fire codes, and serves as
liaison to the public on code questions and stays abreast of current code updates,
interpretations and accepted practices in the building trade.
PREFERRED SKILLS One or more years of Fire protection systems plans review experience, preferred.
NOTE: The selected candidate will be required to have a valid driver's license and
must pass a DMV records check and pre-employment background check.
ENTRY SALARY: $55,263.00 - $ 74,548.50/yr.

GENERAL DEFINITION OF WORK:
Performs difficult technical work reviewing construction plans for compliance with state
building code; work involves review of construction compliance codes, which is specific
to mechanical, plumbing, electrical and/or building module.
Work is performed under general supervision of the Building Construction Review
Branch Chief.
TYPICAL TASKS:
GENERAL:
Ensures code compliance for specific building modules or fire modules related to job
assignments;
Reviews construction drawings and specifications to ensure that proposed commercial
and residential construction projects conform to requirements of state building codes;
Reviews permitted construction documents for commercial, industrial and public
construction;
Reviews construction documents and commercial plans to ensure compliance;
Performs related calculations to determine compliance of design with code;
Prepares material evaluations for building official related to specific building
construction modules;
Maintains accurate records and files on all plans and specifications reviewed;
Provides review comments specific to code requirements;
Conducts pre-design meetings with architects, engineers and owners to ensure adherence
to requirements, and serve as liaison to the public on building code questions;
Discusses and clarifies review comments with project architects;
Prepares technical reports and letters on plans reviewed and inspections performed;
Testifies in court on building code-related matters;
Stays abreast of current code updates, interpretations and accepted practices in the
building trade.
BUILDING OR FIRE:
Reviews building plans or fire protection system plans in the process of construction,
alteration or repair for compliance with building codes;
Checks quality of materials and methods of construction;
Investigates building complaints or fire code related complaints and conditions of
buildings where fires have occurred;
Makes inspections of existing buildings for hazardous conditions, structural failures or
improper uses;
Approves final inspection certificates where construction is not being made in
compliance with regulations as to methods and/or materials, issues stop-work orders if
necessary;
Answers questions from private citizens, contractors and builders, does basic plan
checking to determine compliance with codes;
Testifies in court on code violation cases;
Makes reports and keeps records regarding inspections.
ELECTRICAL:
Reviews electrical plans for new and existing wiring and electrical installations in
residence, business, public and other buildings for conformance with safety standards,
laws and ordinances;
Checks plans and workmanship to see that electrical work complies with ordinances and
regulations and recommends methods for improvement;
Investigates complaints of unsafe wiring;
Investigates condition of electrical installations in buildings where fires have occurred
and authorizes reconnection of service;
Advises electricians as to the proper location of incoming services and wiring centers;
Prepares reports and maintains records of work performed;
Answers questions from private citizens, contractors and builders regarding electrical
regulations;
Appears in court as a witness;
Reviews reports and correspondence and assists on new or difficult inspection problems
and makes inspections or re-inspections;
Receives complaints in regard to defective electrical work and personally disposes of the
more difficult enforcement problems;
Supervises the inspection of electrical installations during construction and the
examination of completed installations for workmanship and use of proper materials.
PLUMBING:
Studies relation of laws to new developments and recommends necessary revisions of
County ordinances;
Reviews plans and specifications for proposed plumbing installations to assure that
pertinent codes and ordinances have been followed;
Reviews report and correspondence assist on new or difficult inspectional problems and
makes inspections or re-inspections;
Studies reaction of laws to new developments and recommends necessary revision of
Court ordinances;
Makes detailed check of plans and specifications for proposed plumbing installations to
assure that pertinent codes and ordinances have been rigidly followed;
Reviews plans for plumbing installations during construction and the examination of
completed installations for workmanship and use of proper materials;
Receives complaints in regard to defective plumbing and reviewing difficult enforcement
problems;
Responds to customer complaints and advises as to corrective action required;
Appears in court as a witness;
Prepares reports and maintains records of work performed.
MECHANICAL:
Reviews mechanical (HVAC) plans for all buildings, new gas piping systems, and energy
compliance;
Examines plans, specifications and materials for new and remodeling of various
heating/cooling systems for compliance with the Mechanical Code and issuance of
permits;
Checks installation and vents of hot water equipment such as automatic gas heaters,
automatic electric heaters and other devices designed for domestic use;
Assists and advises contractors on the IRC/IMC mechanical regulations;
Receives complaints in regard to defective mechanical installation and advises corrective
solutions;
Makes detailed check of plans and specifications for proposed mechanical installations to
assure that pertinent codes and ordinances have been rigidly followed;
Appears in court as a witness;
Prepares reports and maintains records of work performed.
Reviews plans for compliance to the Uniform Statewide Building code.
KNOWLEDGE, SKILLS, AND ABILITIES:
Thorough knowledge of the principles and practices of building plans or fire protection
system plans and specifications for industrial and commercial projects for compliance in
a specific building construction module; thorough knowledge of electrical, mechanical,
plumbing, architectural, and fire codes; thorough knowledge of construction plans
review, materials, methods of construction, and state code requirements; ability to
communicate effectively both orally and in writing with designers and contractors.
Education and Experience
Any combination of education and experience equivalent to an Associate Degree in
engineering in a related field; and 2-3 years construction code experience in building,
electrical, mechanical, plumbing, or fire; or certification by a recognized national
professional association for Construction Code Inspectors as a Plans Examiner or Plans
Inspector in a specific code.
Special Requirements:
Must pass DMV record check;
Must possess a valid driver's license.
Effective November 16, 2005:
Must become certified by the Commonwealth of Virginia as a Technical Assistant to the
Building Official within 18 months of employment
