The Capital Governorate seeks to promote and develop the services provided to all segments of the community by adopting a number of activities and programs in 2014.

The Capital Governorate is working hard and would spare no effort to enhance its role as the first governorate to be founded in the kingdom, and holds a special part for being the political and economic capital of the kingdom.

Taking into account this privilege, the capital governorate’s activities have been always diverse in an attempt to reach the desired goals of commu-nity service and maintain community security and order.

I have the pleasure to submit to you the annual report of the Capital Governorate for 2016, which is released by the Governorate each year. This report sheds light on the achievements made and activities organized in various spheres, pursuant to the role undertaken by the Governorate towards the implementation of the general policy of the State and follow up the development plans. The Capital Governor-ate spares no efforts to provide creative initiatives and projects that serve the sustainable development process in order to achieve prog-ress of the community, which comes on top of our priorities. This is attained through continuous improvement of living standards of the citizens and residents, on social and development spheres, as well as solving their problems and satisfying their needs. These help the Governorate to achieve the objectives and visions drawn in its strategic plan for the period 2014-2018, which emerges from its vision that considers community promotion on top of its priorities.

Pursuant to the foregoing, the Capital Governorate followed sev-eral measures and methodologies that enable it to open maximum number of communication channels with the people, in order to contain all their needs and follow up their implementation in real-ity, in coordination and cooperation with the related authorities. According to the numbers and statistics, the Capital Governorate, represented by General Status Committee, has made 51 visits to various areas within the Governorate, and received 377 complaints and applications applied by citizens and residents. The Coordina-tion Council also adopted 89 recommendations, with 70% positive response from the government authorities. Furthermore, this year also witnessed the formation of the Security Committee in each gov-ernorate, and the committee pertaining to the Capital Governorate was able to raise 37 recommendations to the related authorities. In

addition, the Governorate was able to eliminate some violations and rectify the situation of 86.7% of random houses within a period of three years. The committee, in cooperation with the related author-ities, has managed to trace 146 street vendors and confiscated 249 illegal selling spots. In addition, the Governorate during last year organized and sponsored 27 programs and events.

These achievements were recorded in line with the directives of our wise leadership to pay due attention to the citizens in all respects and ensure better and decent life for them, and eliminate and overcome all the obstacles and difficulties that they may face. This achievements were also out of the belief of the Governorate to lay down the foundation for the government services through fruitful and constructive cooperation with various governmental authorities and institutions for the sake of deepening its approach in the partic-ipatory work.

I would like to take this opportunity to express my thanks to H.E. Lieutenant-General Sheikh Rashid bin Abdullah Al Khalifa, Min-ister of Interior, who deserves the credit for his valuable direct support, continues follow up, and for his directives in respect of all the projects and initiatives of the Governorate. I also thank all the associates of the Capital Governorate for their efforts in achieving the goals and plans of the Governorate, and also to all the author-ities that supported the activities and events of the Governorate, which played major role in implementing our plan on the grounds.

Capital Governorate historyCapital Governorate is the first of the four governorates in the King-dom of Bahrain. It was announced in 1997 in accordance with the provisions of Decree Law No. 16 of 1996 on the governorates regula-tion, in order to maintain the advancement of the governorate in all respects, and develop it socially, economically and architecturally.

As a result of activating the basis and principles set out at the Na-tional Action Charter, which was approved by the Bahraini people and with the issuance of the amended constitution of 2002, as well as several law decrees issued by the King, the governorates law has been amended and developed in line with the principles of the great reform project of His Majesty the King.

Decree No. (7) of 1997 appointing the first governor of the Capital Governorate – Shaikh Abdul Aziz bin Abdullah bin Atiyat Allah bin Al Rahman al Khalifa. on May 8, 2002, a Royal Decree No. (16) of 2002 was issued, appointing Shaikh Hamoud bin Abdullah bin Ha-mad Al Khalifa as the next Capital Governor. He remained in this post for two consecutive terms.

In October 2011, a Royal Decree No. 100 of 2011 was issued, appointing Shaikh Hisham bin Abdul Rahman bin Mohammed Al Khalifa as the governor, and for four consecutive years.

Human & Financial Resources AdministrationGiven the importance of the human element in administrative work, the Capital Governorate relies quintessentially on developing its hu-man resources with respect to the organizational structure, as well as come up with effective plans to ensure the efficiency of exploiting the talents of the national work force. The role of the administration can be summarized in the following points:

1. 1. Supervise and plan for developing the human resources to increase productivity and efficiency. (Human Resources)2. 2. Recruit talents and employ them based on their competency in the appropriate positions within the organizational structure.

Engineering Services and Investment AdministrationThe administration of Engineering Services and Investment plays an important role in providing services to citizens and residents of the Capital Governorate. The majority of the citizens and residents’ needs are handled by this administration, given its role in providing services and appropriate solutions for them. In addition to that, it’s tasked to facilitating a healthy investment environment by continuing to develop the infrastructure and executing projects that create jobs for the citizens. The primary role of the administration can be summarized in the following points:

1. 1. Seeks to identify and study the basic needs for developing the infrastructure as well as service, urban and investment projects. (Financial Development Department)

2. 2. Working on improving the communication between the citizens and residents and the government agencies. This is to reduce the technical difficulties faced when going through official channels when needed. (Research and Services Department)

3. 3. Follow up with citizens and residents’ complaints and find appropriate solutions. (Research and Services Department)

Social Programmes and Community Affairs AdministrationThe Social Programmes and Community Affairs Administration seeks to fulfill many of the principle requirements relating to reinforcing national values and the concepts of social partnership. It does so through studying, designing and implementing a group of creative projects that promote overall prosperity. The administration’s role can be summarized in the following the points:

1. 1. Seek to develop plans that elevate social growth through various domains such as health services, education, culture, environ�ment, volunteer work and others. (Programmes Department)

2. 2. Find appropriate solutions for social issues facing citizens and residents. (Community Affairs Department) 3. 3. Develop plans, events and programmes that promote social partnership, reinforce national pride and strengthen loyalty to our

sound leadership. (Programmes Department)

Follow up Management and Information AdministrationThe Follow up Management and Information Administration aims to support the other administrations through preparing and developing mass media plans, as well as prepare, plan and organize meetings for the Coordinating Council.

1. Prepare and develop mass media plans for the Governorate and cooperate with various media outlets when needed. (Public Rela�tions Department)

In this respect, the Capital Governorate attached a special impor-tance to following up the government services provided to the people and residents, stressing its role in the creation of commu-nication channels between the citizens and officials in different government entities. It is also responsible for carrying out the role entrusted to it in coordination with all the concerned authorities to ensure provision of comprehensive services to the citizens and avoid any deficiencies that might occur in line with the concept of work integration between all the authorities in the State.

The Capital Governorate has adopted several means and methodolo-gies to enable the opening of the largest possible number of com-munication channels with citizens, in order to follow up and curtail all the needs of the citizens and residents within the scope of the Governorate. It also follows up the developmental projects within the Governorate in preparation for researches and studies and then issue its recommendations and refer them to the competent govern-mental authorities to seek their opinion in respect of such proposals and recommendations and receive their comments.

Random BuildingsThe fieldwork team concerned with counting random houses has by the end of 2016 accomplished its assignment of rectifying and remov-ing violations from 894 random buildings out of 1030 that have been previously counted at the Governorate, i.e. 86.7% of the gross total. The committee has managed to effect changes to such buildings to ensure they have the standards and measures that must be available in any appropriate residence, while work is in progress in 136 random houses.

Street Vendors The Capital Governorate continued its efforts last year to track the violating laborers and applying the rules and regulations, in ad-dition to taking necessary legal measures in this regard. This was done through coordination and cooperation between the concerned authorities that aim to address such negative phenomena which are connected to the free labor in order to eliminate such practice due to its impact on the public health and the civilized aspects of the country. These workers perform some works and practices that are extraneous to the Bahrain’s community.

In 2016 the Capital Governorate was able to intensify the number of visits aiming to monitor street vendors. Last year, the Capital Gov-ernorate cooperated and coordinated with the concerned authorities and arrested 146 expat workers who violated the law, in comparison to 98 workers in 2015. Moreover, 249 violating sale spaces were confiscated and removed. On the light of the foregoing, we can conclude and underline the importance of the joint efforts of the Capital Governorate with the concerned authorities to combat the phenomenon of street vendors.

In comparison with the number of buildings which the committee has affected the required changes last year and the years earlier, since launching the project in 2013 pursuant to the Order of the Council of Ministers, it is found that the committee was able to rectify 278 random buildings last year, in the time when its number was 214 buildings in 2015. In 2014 the total number of accomplished buildings was 295, while the number of buildings that have witnessed changes in the previous year reached to 107 residences.

The practical steps taken by the Governorate were driven by its desire to protect the lives of the residents of those houses and the visitors of those areas that were targeted through providing them security and safety conditions. This has taken place after the occurrence of several fire incidents in a number of buildings where expat workers used to live. This work explains the substantial roles undertaken by the Capital Governorate and its associates including the ministries concerned with service and security to execute a sustainable project that improves the standard of living of the citizens.

This type of communication is made between an individual and a number of individuals present at the same place. Usually, the concerned person from the Capital Governorate and the group targeted with communication are known to each other. The statistics and numbers show that the total number of invitations for field visits, occasions and events that HE Sheikh Hisham bin Ab-dul Rahman Al Khalifa, Governor of Capital Governorate has accepted to attend were 527 invitations last year, either inside or outside the Governorate. For more information about the aforementioned number, the Capital Gover-nor has undertaken last year 151 interviews with senior officials, individuals, citizens and residents in his office located at the building of the Capital Governorate. The number of events and occasions that His Excellency has attend as a personal representative of the Capital Gov-ernorate was 51, and the events and occasions which were held under his auspices was 23. iv. Working Mechanism of the Coordination CouncilThe working mechanism of the coordination Council can be illus-trated on the light of the interrelationship; either its relations with ministries and the concerned authorities on one hand, and the rela-tion of these authorities with it on the other hand.

The relation of the Council with the ministries and the concerned authorities is evident in the recommendations and proposals raised by the Council or others whether regarding the new projects which are proposed by the Council, or the development plans and pro-grams submitted by the concerned ministry or authority before they are ratified, or the projects that is has already initiated and should be followed up. The ministries and concerned authorities express their opinion regarding these topics, and the coordination Council needs to study the point of view of the concerned authority and notify them of the progress. This relation could be materialized through the following steps:

o Studying the problems and obstacles that are faced by the community and any issues that require cooperation and joint forces between all segments of the society.

o Discussion of new themes according to the priorities deter-mined by the chairman and members of the Council in each session, and the members are duly notified of the same before sufficient time of the pre-agreed meeting and such items shall be listed on the agenda.

o Topics are discussed and the related recommendations are passed subject to consultation and the opinion of the majority members, and then such recommendations and proposals are raised to the concerned authorities for appropriate action.

o The ministries and the concerned authorities express their opinion on the recommendations of the coordination Council in connection with the issues stated in the preceding item.

o The coordination Council studies the opinions and observa-tions of the concerned ministers and authorities and follows up the progress.

o In the event of failure of the concerned ministries and authorities to respond in respect with the recommendations passed by the coordination Council - within a reasonable period of time – the Governorate may raise a report in this regard to the Minister of Interior, who may address the concerned ministries and authorities in this regard or present the contents of such reports to the Council of Ministers.

2. Weekly Governorate Council & Visits

of HE the Governor to the various Capital

MajlisThe Governorate opened the Weekly Council in 23 occasions last year. HE Sheikh Hisham bin Abdul Rahman Al Khalifa, the Capital Governor, received guests form the members of both the Council of Rep-resentatives and Shura Council, senior officials of the State, signatories, businessmen, citizens and residents. During such meetings, the Governor discussed major issues and topics and the current progress, beside receiving complaints, demands, ideas and concerns of people, for the purpose of studying them and refer-ring them to the concerned authorities for possible implementation, This initiatives aim to attain the co-ordination role of the Governorate between citi-zens and the service authorities.

In order to enhance communication between His Excellency and the citizens, and to maintain the tra-ditional heritage through community outreach by way of regular and weekly Councils, HE has during the year made 55 visits to the Councils (majlis) through-out the Governorate.

i. The Order of Formation of the Coordination Council Article No. (12) of the Legislative Decree No. (17) With Respect to Governorates System, as amended by Law No. (18) of 2005 issued by His Royal Highness Sheikh Khalifa bin Sulman Al Khalifa the Prime Minister Promulgating the Formation of Coordination Councils for the Four Governorates has provided that the term of membership shall be 4 years, renewable, chaired by the Governor and members including Deputy Governor, Director of the Capital Secretariat, representative from the Ministry of Interior, Director of the Capi-tal Police, and representatives of service ministries whose position grade is not less than Director.

ii. Objectives of the Coordination CouncilThe coordination Council aims to reach its targets and developing his performance through raising the awareness of the importance of cooperation and perfectness between all the government devices of the state and the private institutions to contribute in the compre-hensive development progress and improving the country and the citizen.

The objectives of the coordination Council and its tasks were deter-mined under the common framework and coordination among the authorities that are represented by the Council and community with regard to maintaining the safety of the citizens and residents either in terms of health, social, economic or educational aspects or others.

iii. Jurisdiction of the Coordination CounciThe Law of Governorates determined in Article (13) the jurisdic-tions of the coordination Council and summarized them in two jurisdictions:

o Assisting the Governor in maintaining security and general order. (Security jurisdiction).

o Identifying the needs of the Governorate and addressing them (development jurisdiction)

vii. The Most Important Recommendations of the

Coordination Council1. The Council recommended to intensify field campaigns for the bachelor accommodations and random houses at the Capital Governorate, and count the houses that have joined the Governor-ate during 2015 for the sake of updating the lists and setting out a working plan that fits the size of the current problem.

2. The Council recommended to write to the Ministry of Works, Municipality and Urban Planning to study the timing of the traffic lights at Al-Fateh Avenue junction and the new Juffair Circle Avenue due to long waiting period at the junction.

3.The Council recommended the provision of traffic patrols in block 338 in Adlya to direct the drivers and prevent occurrence of viola-tions due to the recent change in the internal roads direction in the area.

4. The Council recommended to add the random houses in Tubli to the list of random houses at the Capital and refer them to the Ran-dom Houses Committee for necessary actions.

5. The Council recommended to prepare a detailed report on the needs of the taxi drivers at the Capital Governorate to include the locations that require shaded spots or additional car parking, to be submitted to the Ministry of Transportations.

6. The Council submitted a recommendation to the Capital Secretar-iat to set a specific timetable for the removal of the wastes from the Capital areas, and tightening control on construction contractors to undertake the removal of their debris and wastes to Askar Burial.

7. The Council recommended to study the service needs related to the health centers such as (car parking- traffic jam near the en-trances of health centers - maintenance and cleanliness in the areas surrounding the health centers etc.)

8. The Council recommended to consider the possibility to place small signboards in different areas of the Capital, duly arranged in a civilized manner to avoid of randomness in posting the signs on the walls of the buildings and the public service facilities such as light poles and electricity distribution stations and others.

v. The Committees Emerging from the Coordination

CouncilDuring the meetings of the coordination Council of the Capital Governorate, the formation of two committees to follow-up major pending issues, was ratified. This requires intensifying cooperation and coordination, as well as organizing field visits regularly by vari-ous service authorities.

vi. Reports presented during the meetings of the coordi-nation Council

The coordination Council of the Capital Governorate has held during its second term 11 meetings during the period between Janu-ary and December 2016. During the said period 34 reports on major important issues and issues related to services which were monitored through general status committee at the Capital. This came within the Governorate’s efforts to monitor the needs of the people of the capital and study and raise them to the concerned service authorities for discussion and achievement, if possible in line with the vision of the Governorate which aims to serving the citizens and residents and upgrade the level of services provided to them.

9. The Council recommended to alter the procedures of the Dar Alewa (Shelter House) to enable the woman who are subject to violence to be hosted without reporting and extend the period of shelter from 24 hours to one week without the need for police report. This is to give the affected woman the chance to settle the matter peacefully and reconsider the problem.

10. The Council recommended to improve the condition of the market located on road 1614, Block 816 behind Al Naser Mosque in Isa Town and to give due care to its maintenance, cleanness and provision of suitable car parking for the clients.

11. The Council recommended to write to the Capital Secretari-at to present the complete concept of Al Daih Park Development Project and the expected budget of the project. This is to enable the Capital Governorate to submit it to the private sector for seeking the required financial support for the project as part of the mutual community partnership between both sectors, Governmental and private, in developing the community and improve the services pro-vided to the citizens and residents.

12. The Council recommended to study and evaluate the current situation of stray dog’s phenomenon at the Capital Governorate and submit a report in this regard to the Coordination Council to identify the actions taken by Agriculture Affairs at the Ministry of Works, Municipality Affairs and Urban Planning and Animal Care Association.

14. The Council recommended to determine the number of charity clothing collection boxes deployed in the Capital and the related entities to which they belong by the Police Directorate of the Capital Governorate and submit a report to the Council.

15. The Council recommended to intensify inspection campaigns by the Street Vendors Committee, in order to minimize selling perished foodstuffs (such as fruits and vegetables) which are not subject to health inspections and leads to spread of diseases.

viii. Complaints and Inquiries

The Capital Governorate has developed a section for complaints and inquiries to ensure the speed and efficiency of identifying the needs of people and residents and to consider their new needs and opin-ions closely, monitor any deficiencies, closely check on their needs and raise the level of communication with the community. This comes as part of the goals and vision of the Capital Governorate which are based on effective social communications, interconnection and deepening the fraternity as well as achieving the community partnership. This also serve as motivation towards enhancing the spirit of citizenship, social security and raising the genuine rates of partnership.

A statistics pertaining to the total complaints and inquiries received by the Capital Governorate in 2016 showed that 377 complains and requests were received, submitted by citizens and residents. This reflect the people confidence in the services and roles performed by the Governorate for resolving their problems and following up their requests with the concerned authorities for the sake of achieving them and this comes in line with the vision of the Governorate to undertake a major role in serving the people for the sake of a better life and sustainable development. It also comes in line with the Gov-ernorate endeavors to attain its message that aims at contributing in supervising the general policy and the developmental plans of the State.

For more details, the Governorate has received during last year 176 requests and applications for residential units while the total number of employment requests reached to 108. However, the total of service complaints category become 50 complaints. At the same time, the Governorate received 14 requests to obtain nationality, 11 requests to obtain training driving license, and the total of aid requests (financial, medical, and study) were 8 requests. In addition, the Governorate has received 6 fire cases, and finally 4 security com-plaints were received during last year.

x. General Conditions Reports

During last year, the Capital Governorate prepared 12 reports on general conditions covered social, economic and security condi-tions of the Capital Governorate. These reports aim to considering the needs of the people and follow the cases and the problems that disturbs them in cooperation and coordination with the related authorities, in line with the comprehensive developmental approach desired by the wise leadership to achieve stability and life with dignity for people.

xi. Field Visits The number of field visits made by the Capital Governorate last year has increased by 112.5 compared to last year 2015, and covered villages and towns. The total number of visits undertaken by the General Status Committee in 2016 to different areas of the Governorate has reached to 51 visits compared to 24 visits in the previous year.

The dossier of streets development was among the top issues monitored by the General Status Committee of the Governorate during its field visits and accounted for 26% of the observed issues, followed by the residues and wastes issue accounted to 22% percent. The percent-age of abandoned vehicles subject was 18%. This was followed by the issue of land appropriation which accounted for 16%, gardens devel-opment 11% and abandoned houses issue 7% of the total issues observed by the Committee. Request for receipt of land acquisition with 16% percent. The file of gardens development was 11%, whereas the issues of abandoned houses were 7% of the total topics observed by the Committee.

1. Press Articles

During the year, the Capital Governorate com-pleted 200 different press items including:(Press releases, meetings, lengthy interviews, investi-gations) aimed in general at highlighting the events and activities of the Governorate and the roles played by it in the development of individuals and the society and to highlight its message and vision, thereby contributing to the promotion of all the efforts undertaken by the Governorate to enhance communication with various segments of in the society.

2. Publications

The Capital Governorate has given great importance to the bulletins and publications as they are vital factors to inform the public about the Governorate and enhance its profile. Through such means the Governorate intro-duces the people and interested parties to all the information, data and the activities of the Governorate.

The Capital Governorate issued earlier this year its third annual report for 2016. It has also launched a book entitled “Photos from Manama History ” with the support of Ahli Commercial Bank, which included 250 unique and rare images published for the first time in 100 pages in Arabic and English, as well as issuing the booklet of Imsakyat Ramadhan & Ramadhan Councils (Majlis) ” and the contact numbers of the owners.

b. Indirect communication channels

The Capital Governorate believes in the importance of communication with the people in all manners and as such several channels have been allocated, which are the most widely spread in the community to communicate news.

Social MediaKeeping pace with the rapid developments witnessed by the world of modern technology, and with the growing spread of social media among all segments of the society, the Capital Governorate allocated nine electronic commu-nication channels, including multiple accounts via social networks, in addition to developed applications through smart devices, to publish the most important and the latest news and im-ages related to events and programs provided for the followers instantly and directly, aiming to develop their use of the new media due to their ability to build bridges of communication with the people and shorten the distances and the speed of access to citizens and residents, namely:

The community security is the cornerstone of building modern communities and is a key factor for protecting its achievements and the way towards their progress and advancement as it provides a safe environment for work and construction. In addition, it provides peace of mind and is an incentive for creativity and future prospects.

— 1. Security CommitteeH.E. Lieutenant General, Minister of Interior Sheikh Rashid bin Abdullah Al Khalifa issued an order in September 2016 forming of a security committee in each governorate headed by the governor and the membership of each deputy governor, Director of Police Director-ate, representatives from the General Directorate of Civil Defense, General Directorate of Criminal Investigation and Forensic Sciences and General Directorate of Traffic. Each committee is concerned with studying security issues in the Governorate, exchange views, coordinate between the concerned authorities and submit proposal that could lead to maintaining public order and public morals. His Excellency, the Governor submits periodical reports to HE Minister of Interior on the activities of the committee.

In accordance with the order of the Minister of the Interior, the Security Committee held four meetings at the Capital Governorate during last year, which discussed security needs and the ways to establish security and peace of mind for all the people at the Capital, either citizens or residents, in coordination with the different directorates of the Ministry of Interior. During the meetings of the Committee, 37 recom-mendations were passed and submitted to the concerned authorities, of which 25 were implemented and the remaining 12 are in progress. The Committee also made a field visit to Sheikh Abdullah Street in the Manama market for the purpose of closely reviewing the security needs.

According to the ministerial order, the Committee monitors the security situation and proposes a security strategy for the governorate, and contributes in the development of programs and security plans as well as contributing to the protection of persons and property and ensures continuity of facilities and public services, submit recommendations for securing and protecting the establishments and facilities of strategic importance and exchanging information of security nature.

The Committee also contributes in developing security plans for the occasions and events that are organized by the Governorate and raising security awareness as well as discussing and studying security problems pertaining to each governorate and propose solutions therefor.

Pursuant to the tasks and functions defined by the Law of Establishing Governorates, the Capital Gover-norate has given special attention to the community security because it is the cornerstone of the country’s progress, growth and prosperity. Security plays a pivotal role in maintaining social peace and in achieving stability through the spread of peace of mind and tranquility between citizens and residents alike.

The Capital Governorate in cooperation with the Capital Police Directorate, has sought to provide all means that contributed in the maintenance of people peace and the stability of society through follow-ing-up the process of implementation of the plans by maintaining security and order in various areas and villages within the Governorate. This contributes in protecting the material and moral gains of the citizens and residents in line with the goals of the State in ensuring comfortable and secured life for all who live on this land.

The responsibility of community security is a participatory process and is not limited to one party. Stressing the need for concerted efforts of various parties to ensure the constancy and stability of the soci-ety’s security, the Capital Governorate has exerted efforts to involve civic institutions and volunteers in several important occasions in order to maintain the public order. This mutual social interaction between the civil society organizations and the security authorities has played an important role in bringing about the integration that contributed to achieving security and stability in society.

Within its initiatives to enhance co-operation with various security authorities, the Capital Governorate, and in accordance with the directives of H.E. Lieutenant General, Minister of Interior Sheikh Rashid bin Abdullah Al Khalifa, the Governorate has been holding two meetings monthly for Security Committee, which is concerned with following-up security issues within the Governorate and exchanging opinions in respect thereof and coordinating between the competent authorities, in addition to proposing anything that would preserve the public order and morals.

Ashura SeasonAs part of the wise leadership’s guidance to serve religious events and facilitate their arrangements in a secured environment that is characterized with good order and peace, and to play its coordina-tion role among the various government agencies, the Capital Gov-ernorate intensified its efforts in co-operation with the security and service authorities to discuss the needs of mourners and pageants in the Capital in order to preserve security and serve the mourners and the visitors to such areas, to keep the Ashura season in isolation from politicization to ensure the revival of this occasion in an atmo-sphere of security, order, safety and safety.

In order to achieve this, His Highness Sheikh Hisham bin Abdul-rahman Al Khalifa, Governor of the Capital Governorate headed a coordinating meeting for Ashura season in the presence of repre-

sentatives from some security authorities and heads of “Husseini-yat” mourners and pageants in the Governorate, to agree on all the necessary arrangements and preparations for the season and ensure smooth running of the processions, and to develop visions to im-plement them in reality, thus ensuring success of the Ashura season, in a manner that reflects the cultural aspect and religious freedom enjoyed by the citizens and residents in the Kingdom of Bahrain.

The Governorate has continued its efforts to facilitate the activities of the mourners and satisfy all their needs. For such purpose, H.E the Governor visited the sites of mourners in Manama to identi-fy the needs for the provision of service and security authorities during Ashura season. During the field visit, the Governor learned about the needs of those acting for the mourners and pageants.

a. Religious Evening: The Capital Governorate held a Rama-dan evening entitled «Role of Family in Raising Youth» presented by His Eminence Sheikh Sulaiman Al Jubailan from Kingdom of Saudi Arabia and His Eminence Sheikh Rashed Al Hajri from Kingdom of Bahrain. The seminar focused on raising awareness on the im-portance of the role played by the family in the formation of the individual being the first social unit in which he grows and interact with its members, and thus affect the religious education of the indi-vidual and the formation of personality and guiding his behavior. This event comes due to the family’s substantial role in instilling Islamic values and in promotion of good qualities and ethics in the spirits of the youth.

b. Gurgaoon EventThe Capital Governorate organized a Gurgaon Event, which was held at the Seef Mall. The event included surprises for all family members in addition to entertainment programs, competitions and gifts. The ceremony comes with the aim of reviving and strengthening the popular heritage in our beloved King-dom, and the need to protect and invest it for the benefit of the country and the citizen and to make it a fundamental part of future development plans.

c. Women Morning SeminarThe women morning seminar entitled «Healthy Food in Ramadhan» was presented by Dr. Abeer Al Ghawi from the Health Promotion Department of the Ministry of Health. This educa-tional seminar attracted a large number of women from the Capital Governor-ate and several institutions and civil societies, due to its positive reflection in raising awareness about healthy food during the month of Ramadhan.

— Firstly: The Green Capital Project in its Third VersionSince its launch in 2014, the Capital Governorate has continued to implement the Green Capital Project, which carries the slogan “Green Capital ... For a Better Life” which has received an over-whelming response from government and public, being an environ-mental and community project that will have positive reflections in increasing the green cover in the capital as well as its ability to create awareness and culture of agricultural environment and is considered

— Fourthly: The competition of photography covering the joy during the national holidays in its fourth versionOn the occasion of national day celebrations and the His Majes-ty the King’s Accession to the Throne, the Capital Governorate launched the competition of photography under the hashtag “the Capital Joys” in the Instagram account of the Capital Governorate. The competition included several valuable awards for winners, con-sisting of 5 prizes, including mobile phones and tablets, in addition to high tech watches. The Governorate has managed to increase the number of followers after the launch of the competition to more than 5000 followers due to substantial participation in the compe-tition. The Capital Governorate has involved individuals from all

segments in the competition, in line with its belief in the principle of social partnership that aims at deepening the national sense and consolidating the national unity, as well as achieving excellence in serving the community and spreading joy among all peopl.

The names of the five winners in the competition of the Capital Governorate to portray the joys during the National Day through the application of Instagram are: first place: Mariam Juma, second place: Haya Ahmed, third place: Husain Al Qallaf, fourth place: Al Jourry AlQallaf and the fifth place: Lulwa Musaad.

— Thirdly: The Competition of Most Beautiful Decorated in its Sixth Version The Capital Governorate launched the competition of the most beautiful decorated government and private building in its sixth version respectively, which coincided with the national day celebrations of the Kingdom and His Majesty the King’s Accession to the Throne. The competition comes within the aims of the Governorate to involve different private sectors’ organiza-tions such as (companies, ministries, and official and local institutions) to highlight the civilized and urban side of the Governorate, providing an ideal atmosphere for the occasion of the national day. In addition, it should be noted that the competition is held under the supervision of a neutral organizing committee consisting of relevant and competent personalities. The committee has established technical requirements and criteria for this competition.

The results of the competition were as follows: In the government sector the first place was won by the National Theater of Bahrain, second place: Central Bank of Bahrain and third place: Public Security Officers Club. In the hotels sector the first place: Ritz Carlton, the second place: Gulf Hotel, third place: Crowne Plaza. In school sector the first place: Um Al Hassam Boys Primary School, second place: Hoora Girls Secondary School, third place: Al Rasheed Boys Primary School. In the private sector Ahli United Bank won the first place and finally Applied Science University was the first among universities category.

— Fifthly: Summer Activity Program in its Fourth VersionThe Capital Governorate organized some summer activities during the summer vacation under the theme (Our capital …. Our Sum-mer is More Fun) in its fourth version with the participation of 50 students.

The activity targeted the efforts of the Governorate to contain the youth and contribute to the consolidation of national values through educational, sport and entertainment intensive programs that take care of their physical, mental and social needs, and occupy their time to benefit them, especially during the summer vacation.

Summer activity has achieved many results, the most important of which is to fill the students’ spare time with a number of activities that will benefit them and expand their awareness, strengthening community partnership, build a close relationship with the people in order to identify their aspirations and participation. The activity contributed in highlighting the vision of the Governorate to achieve leadership and excellence in serving the citizens and residents.

— Sixthly: Manama Week for Leadership and Enabling the Youth in its Second VersionUnder the auspices of H.E Sheikh Hisham bin Abdul Rahman Al Khalifa, Governor of Capital Governorate, the Governorate has launched last year the event of “First Manama Week for Leadership and Enabling Youth” in its second version. The event aim was to motivate the abilities and skills of more than 5000 individuals from the people in the Kingdom of Bahrain through series of workshops and training lec-tures totaling 7, which included creative methods and ideas which benefited those who are planning to start pioneering new projects. Total of 15 sponsors and supporters took part in such workshops, and is considered the first and a real breakthrough for integrated and joint work between the Governorate and the participants in the event.

This one-week event is the first of its kind in the Kingdom of Bahrain. On its first day, the forum reviewed a series of success stories of young entrepreneurs and professionals in the field of business pioneering and youth development in the region. Speakers from local, re-gional and international levels, such as: USA, South Africa, Pakistan, Azerbaijan, and KSA took part in the events.

The event aims at providing the labor market with qualified competencies in the field of entrepreneurial pioneer projects. It also facilitates for those involved in the event to identify the most important and modern ways of establishing pioneering projects until they progress and achieve the desired goals ultimately. This contributes to achieving benefits not only on the personal level of the participant, but at the com-munity’s level as a whole. Therefore, the participants will be able to transform their ideas and dreams into inspiring projects that we can see on the ground as long as they work hard.

— Seventhly: The Capital Weekend Program in its Second VersionThe Capital Governorate has completed its second version of youth program “Capital Weekend”, and the program includ-ed a number of entertaining, sport and educational events.

The programs of «Capital Weekend» aims to promote community partnership as part of sport and educational entertaining activity that contributes in building the capacity and energies of youths in a positive way through good utilization of time during the weekends. The program targeted the age category from 12–16 years from the youths of Ras Rumman Area, as they were involved in a number of entertaining, sport and educational competition, theater art and discovering the acting and art talents.

The Capital Governorate continues year after year the several unique and creative initiative as an influential way to for the success of the process of mutual communication and interaction with all the parties within the society in the Governorate: government authori-ties and private entities, civic society institutions, local associations and individuals in their various forms and addition to the popular reception gathering, in order to ensure a better standard of living for citizens and residents, socially and somehow economically by urg-ing them to serve their community voluntarily. Such voluntary activ-ities have many forms, either through work, expression of opinion, funding or other means that may contribute in the development of the society and achieving its desired goals.

The involvement of individuals and groups in the activities and pro-grams during various occasions, issues and topics of social, political, sport, religious and economic features, comes as part of the role un-dertaken by the Governorate, being an authority assigned to adopt a participatory approach. The Governorates is keen to broadcast important messages while organizing the activities that aim primar-ily to raise public awareness about various issues and phenomena of common interest. Monthly distribution of events and programs in 2016The Capital Governorate undertakes to distribute the events and programs on monthly basis, as per their synchronization with events and occasions that occur in certain times. The Governorate in this respect join together the efforts to ensure that the various events related to certain times gain their share of local acceptance within its keenness to meet the various requirements of the people. Taking into consider-ation the monthly average of events which was implemented by the Governorate during last year, it has been observed that the average of events and programs are constant as per the statistical curve that illustrates this fact more clearly.

Classification of the events of the Capital

Governorate, per fieldLast Year, the Capital Governorate was able to enhance the concept of diversity in conducting various events and programs by applying certain classifications based on the tastes of the targeted public in line with their tendencies and desires. The Governorate has taken this into consideration through studying the public and their direc-tions and opinions as per the following areas. The study concluded that most of the events and programs in term of numbers are those related to the social field and they which reached to 21 events, while the number of national events organized was 11. The Governorate has organized 37 events distributed respectively over the following fields: awareness, sport, economic, and cultural, while the entertain-ment events were lowest and to 5 event only.

— Secondly: The most important events organized in 2016

a. National Domain

1. Capital Governorate’s national events

celebrations The Capital Governorate and the Capital Secre-tariat organized a celebration which is consid-ered the largest in the history of the Capital, in the occasion of the National Day and His Majesty the King’s Accession to the Throne, en-titled “National Events Keep Us Together”. The celebration that took place at Bahrain Bay on 17 December 2016 has witnessed huge shows and many surprises for the public, among extensive participation by the public.

3. Celebration of National Action

Charter AnniversaryThe Capital Governorate celebrated the National Action Charter anniversary in the presence of the Governorate employees and with active participation by Bo Tubaina Mujlis Band. The celebration included cutting cake by the attendees together with the Governor and taking some snap shoots.

2. The implementation of the first

initiative “Manazel Al Khair” The Capital Governorate, in partnership with the Royal Charity Organization and the Capital Secretariat, implemented the first initiative of “Manazel Al Khair”, where one of the dilap-idated houses in Manama was restructured and furnished to fulfil the appropriate level of living.

b. The Social Domain

1. Gurgaon CeremonyOut of its keenness to revive the local heritage and promote the status of popular tradition in our beloved country and highlight the original Bahraini arts, the Capital Governorate, with the support of the Bahrain Islamic Bank, orga-nized the Gurgaon Ceremony which was held at Seef Mall during the month of Holy Ramad-han. It included many entertaining programs, competitions, gifts and traditional shows in the presence of large numbers of citizens, residents and visitors to the Kingdom of Bahrain.

3. Sponsorship of the competition of

“Dar” for the rehabilitation of the

ruined housesUnder the sponsorship of HE Shiekh Hisham Abdul Rahman Al Khalifa, Governor of the Capital Governorate, the Art of Life Society launched the “Dar Photography and Designing Competition” that comes within the project of “Dar” which is concerned with rehabilitation of some ruined houses. This project aims at em-ploying the technical and engineering powers of young people to embody the problem of ru-ined houses through photography and suggest ideal solutions to overcome this reality through environmentally and friendly engineering and urban design.

1. Open Meeting with the People regarding the New Residential StandardsThe Ministry of Housing in cooperation with the Capital Governorate organized an open meeting between the representatives of the Min-istry of Housing and the people of the Governorate. This meeting comes within the Governorate’s endeavors to open channels of com-munication with the citizens and promoting partnerships with various government authorities. It is also part of the Governorate efforts to extend communication and cooperation bridges with various competent authorities to identify the needs of people and meeting them as part of its belief in the importance of the roles undertaken by the Governorate in supervising the services and development plans that are provided by the authorities in the Kingdom of Bahrain

3. Awareness Lecture on the New Tariffs

for Electricity and WaterThe Capital Governorate organized an aware-ness lecture in cooperation with the Electricity and Water Authority regarding the new tariffs for electricity and water. The event has seen attendance of a number of people and employ-ees of the Governorate.

2. The Lecture on the Correct Patterns

of Consumption The Capital Governorate organized a wom-en morning meeting entitled: “the Correct Patterns of Consumption” in cooperation with the Directorate of Consumer Protection at the Ministry of Industry and Commerce as part of the Governorate program for the holy month of Ramadhan. The meeting presented by Dr. Muna Burhan from Contemporary Women Society included an educational and aware-ness lecture on consumption concept, correct shopping through adopting the sound Islam-ic tolerance spirit in various aspects of life including saving the graces, not to overspend, and promote the emotional thought through warships and not through consumption of too much food during the holy month.

d. Sport Domain

3. First Sports Festival for Disabled Under the sponsorship of HE Shaikh Hesham bin A. Rahman Al Khalifa, Governor of the Capital Government, the Bahrain Sports Feder-ation for Disabilities organized the First Sports Festival for Disabled of the Capital Governor-ate at Seef Mall. The festival included many competitions in various sport games.

4. The Event of Walking with the BlindUnder the sponsorship of HE Shaikh Hesham bin A. Rahman Al Khalifa, Governor of the Capital Government, the Friendship As-sociation of the Blind organized a procession entitled (Community Support to the Blind, is Our Duty All Together). The event was held on the occasion of (White Cane Safety Day) at the Corniche of Al Fateh and Marine Club. This event seen participation of many of the civic society organizations, expatriates and some productive families. The event was organized to identify the best method for accompanying the blind according to the international regulations.

Championship of TubliUnder the auspices of HE Shiekh Hisham bin Abdul Rahman Al Khalifa, Governor of the Capital Governorate and with the support of Ahli United Bank, the Governorate organized the Second Tubli Bay Football Championship on the playgrounds of Jurdab Youth Centre, with the participation of 10 teams divided into two groups.

2. Capital Governorate Takes Part in World Olympic DayThe Capital Governorate took part in the World Olympic Day which was held under the sponsorship of His Highness Shiekh Nasser bin Hamad Al Khalifa, Representative of His Majesty the King for Charity and Youth Affairs, President of the Supreme Council for Youth and Sports and Chairman of the Bahrain Olympic Commit-tee. This comes within the Governorate’s positive role in encour-aging and giving attention to the youth and youngsters through involving them in public programs and events.

1. Recreational Day for the EmployeesThe Capital Governorate organized a recreational day for its associates at Sakhir Area, and the highlights of the event included launch and dinner in addition to many other entertaining activities. The recreational day was organized to enhance communications among the em-ployees and reduce work pressures allow them to have good times.

2. Capital Governorate’s Bahraini Woman Day CelebrationsThe Capital Governorate celebrated the Bahraini Women Day in the presence of all female employees of the Governorate. The program included a women seminar entitled “Laws and Legislations Concerning Woman”. HE the Governor honored Advocate Ebtisam Ali, Advo-cate Suha Al Khazraji and Legal Counsel at the Capital Governorate Mariam Al Manaie.

3. Ghabgah for the Employees of the Capital GovernorateThe Capital Governorate hosted the Annual Ramadhan Ghabgah at Al Ghazal Ballroom at Ritz Carlton, in the presence of HE Sheikh Hisham bin Abdul Rahman Al Khalifa, the Governor of the Capital Governorate, with a generous support from Bahrain Islamic Bank and other entities. The event was attended by all the employees of the Capital Governorate and a number of guests of honor.

The Capital Governorate has recorded substantial progress in building relations with its peer cities that are distinguished with their political and economic weight. This comes within a perception that underlines the desire of the capital continue building strategic partnerships beyond the boarders of the country. This expansion has strengthened largely during the last two years. This desire contrib-uted in developing the level of bilateral relations on more than one level with two cities i.e. St. Petersburg in the Republic of the Russian Federation and the People’s Republic of China. The outcome of the

meetings with the governors of the two cities resulted in increasing the pace of activation of conventions and memoranda, especially in the economic, educational and tourism fields etc., thus contributing in the promotion of common benefits that have positive dimensions. a. Execution of the Mutual Cooperation Memorandum between the Capital Governorate and St. Petersburg City

During April 2014, His Royal Highness Prince Sulman bin Hamad Al Khalifa, Crown Prince, Deputy Supreme Commander and First Deputy Prime Minister visited the Russian Federation. H.E. Sheikh Hisham bin Abdul Rahman Al Khalifa, Governor of the Capital Governorate signed a memorandum of cooperation between the Capital Governorate and St. Petersburg City which aims at cooper-ation in the economic, commercial, technical, cultural, educational and sport and other fields.

In order to activate highest levels of cooperation between the two cities, especially following signing the memorandum of coopera-tion, H.E. the Governor of the Capital Governorate headed a visiting delegation to the Russian Federation during the period 10-15 Octo-ber 2015. The delegation consisted of 22 governmental authorities and private bodies totaling 38 persons. This visit comes in line with the Governorate efforts to achieve further progress and play its role that is dictated by its message and vision.

Similarly, the Capital Governorate achieved a new pioneering achievement in receiving a delegation from St. Petersburg City in Russia during the period from 24-27 April 2016, among a delega-tion that consisted of 60 persons representing many governmental authorities and private bodies headed by the Governor of the city HE Mr. Giorgi Baltavashinka.

Company and Moda Mall The Russian delegation visited Al Bilad Real Estate Company and Moda Mall, where both Bahraini and Russian parties, especially businessmen and merchants expressed their desires to identify the investment opportunities, and the benefits provided by each country. This will contribute in concluding further joint agreements, initia-tives, activities and projects which will lead to increasing the com-mon interest, since both are enjoy many attracting factors including rich infrastructure and encouraging motivations.

St. Petersburg Governor Visits GPICThe visiting Russian delegation was introduced to the operations of the factories through the miniature model and the simulator. The guests were also introduced to the e-Learning center and were accompanied in a tour to the factories of the company where they were briefed about production and export operations. Then the delegation was accompanied to an exploration visit to the group of environmental projects within the company complex including the Green Belt which is installed inside the complex.

The two parties discussed the issues related to enhancing co-operation relations between the two parties, and the investment opportunities available in the health sector in Bahrain. — 3. Outcome of the VisitThe visit of the delegation of the City St. Petersburg to the Kingdom of Bahrain witnessed a success. The program prepared for the delega-tion was very busy with field visits to major companies and institutions in the both government and private sectors and included industry, commercial, tourism, cultural and art fields. The most important results that have emerged from this visit are:

1. The Governorate of the City St. Petersburg signed six memoranda and agreements, varying between cooperation and understanding memorandums with a number of government and private sectors in the Kingdom of Bahrain, that included:

5. Three cooperation agreements were signed in the field of health and development of health services quality between Bahrain represented by Bahrain Royal Hospital and the St. Petersburg City.

6. Announcement of formation of a joint committee between the Capital Governorate and the City of St. Petersburg to follow up the implementing of the proposals and suggestions that have been discussed through the mutual visits between the two cities, as well as exchanging investment opportunities and development of the bilateral relations.

7. The cooperation that exists between the two cities is considered an opportunity for imple-menting the proposal of signing the “twinning agreement” between the two cities, which is now under discussion, as an advanced step following the memorandum of cooperation to fulfill the level of ambitions desired by both parties.

8. There is a definite desire by the Russian party to establish a number of projects in Bahrain, especially in the field of developmental.

9. The visit allowed the opportunity to introduce the level of vital projects in Bahrain and dis-cussion of means of exchanging the common benefits between the two parties.

Women Society in Bahrain & RussiaThe Bahrain Business Women Society concluded a Memorandum of Understanding with the delegation of the Governorate of St. Peters-burg. The aim of this MOU is to open new markets and enhance investment opportunities in all sectors, as well as exchanging exper-tise and information regionally and internationally. The MOU also aims to explore new opportunities for business women and leading Bahraini and Russian women, plus cooperation in implementing joint ventures which may serve the beneficiaries from both parties, especially in the educational and tourism sector.

operation with the Russian DelegationThe delegation of the Governorate of St. Petersburg has familiar-ized themselves with the strategy of Bahrain Authority of Culture & Antiquities and its vision within the concept of investing in culture. b. Signing and implementing a joint memorandum of understanding between the Capital Governorate and the Chinese city of Shenzhen

The Capital Governorate signed on September 2016 a joint memorandum of understanding with the Chinese city of Shenzhen. The MOU was signed following a high level delegation headed by H.E Mr. Axio Quinn, the Governor of the City visited the Governorate for three days from 4 to 6 September 2016. This memo comes in line with the efforts of the Governorate to build a strategic partnerships with major peer cities. All the meetings have concentrated on discussing and strengthening means of cooperation in a number of economic, educa-tional, cultural and other spheres in order to benefit from the experiences and strengthening the mutual investment opportunities between the two friendly countries. The delegation comprised senior officials from both public and private sectors and representatives of the Chinese company, whose have selected Bahrain as their headquarters to carry out their business in the region.

After three months of the visit of the city delegation to the Capital Governorate, specifically during the period 15-19 November 2016, the Governorate attained another achievement by visiting the Chinese city of Shenzhen, among a delegation that included six government and private authorities, headed by HE Sheikh Hisham bin Abdul Rahman Al Khalifa, the Governor of the Capital Governorate. This visit was arranged by the Bahrain Economic Development Board and upon the directives of the wise leadership to ensure implementation of the joint memorandum of understanding signed between the Capital Governorate and the Chinese city of Shenzhen. This also comes as rec-ognition of the role and status of the Capital Governorate being one of the first governorates in terms of the date of establishment and has a special character, being the political, economical, cultural, and tourism capital of t the Kingdom of Bahrain.

ShenzhenThe governor of the Capital Governorate took part in the Forum of Friendly Countries of the Chinese city of Shenzhen with the partici-pation of 30 countries on the international level.

o The participation of the Kingdom of Bahrain comes as an honorary gain added to its records being the first and only Arab country participating in its events, represented by H.E. the Gover�nor of the Capital Governorate.

o H.E. conveyed his greetings of the wise leadership to H.E. the Governor of the Chinese city Mr. Axio Quinn, and its desire to extend the bridges of cooperation and communication with the People’s Republic of China.

o H.E. emphasized the fact that the Kingdom of Bahrain is looking forward to extending the bridges of cooperation in order to achieve the common interest and maximize the genuine benefits as well as opening the door for strategic partnerships. — 3. Outcome of the VisitThe visit, headed by the Capital Governorate and organized by Economic Development Board, to the Chinese city of Shenzhen has record-ed major success. The program that was prepared for the delegation was busy with field visits to the largest companies and prominent institutions in both the public and private sectors. The meetings with the Chinese Party contributed in agreeing on ideas and visions and exchanging experiences, thus increasing the co-operation opportunities between the two parties in order to sign further agreements and memoranda of cooperation. The outcome of the visit is summarized as follows:

1. During his meeting with the governor of the city, the Governor of the Capital Governorate submitted a proposal related to granting a land to the Chinese party by the Crown Prince with an area of 50 hectares. This land to be reclaimed by the Chinese party, develop infrastructure in preparation of building investment projects on it by them. The Chinese counter part welcomed the idea and showed their willingness to do the necessary.

2. The Bahraini business sectors ground, represented by Economic Development Board (EDB) concluded with its Chinese coun-terpart 4 agreements with Chinese commercial companies and organizations for strengthening the commercial and economic re-lations, including assistance in providing more opportunities in the field of business for the companies in China and Bahrain, and BYD Auto Co. Ltd : a Chinese company specialized in four sectors: IT, vehicles, renewable energy and transportation by rail. The company is also looking forward to work with the EDB to establish an industrial establishment in Bahrain to serve the region.

3. The governor of the Chinese city of Shenzhen confirmed that there are 17 projects which are interested to work in the Kingdom of Bahrain in several fields and sectors.

4. The Chinese party confirmed its intention to establish a complete industrial city called “Satellite City” to be managed by the city of Shenzhen under a Bahraini authority and to be independent and has its own laws and procedures.

5. “Shenzhen Group for Energy” – one of the major Chinese companies- expressed its desire to establish a factory for recycling of wastes in Bahrain with the cost of $ 50 million. The factory would fulfill the needs of the Kingdom’s population in term of recy-cling of wastes in order to maintain the environment from the effects of solid materials.

6. “Jason Lee” the Director of Investment at the Chinese company Galaxy Group reveled the fact that discussions are underway for developing a project for incubators business pioneers in Bahrain in the field of Artificial Intelligence and Information Technology.

7. “Yuan Ji”, Director of Projects in the Department of International Businesses at cimc company for containers industry said that the company commenced its operations in the Kingdom of Bahrain work since last year 2015, and that it has obtained a work permit to establish cold containers factory for medicines and foodstuff. He also said that there is a desire to expand and develop their project for the second and third phase, and to enter to the remaining GCC markets through the Bahraini market.

8. “Wendy Yang”, Sales Officer of the Middle East at Mindray Company, a Chinese company specialized in microelectronic and electronic devices used in the medical field that it is seeking to arrange meetings with the officials in Bahrain for the expansion of the company’s business through establishing a commercial office.

9. “Huawei” company expressed its desire to develop security surveillance technology in the Kingdom and other projects related to the latest information and communication technologies.

Special Meeting with the Mayor of Shenzhen o H.E. confirmed during the meeting the aspiration of the

Kingdom of Bahrain to open new and wide horizons of coopera-tion and coordination and to benefit from the achievements of the Chinese city of Shenzhen in term of development and prosperity and attention to the economic and commercial fields.

o H.E. explained that Bahrain owns many of the elements that makes it a distinguished destination in the GCC region.

o H.E. the Governor of the Capital Governorate during the meeting confirmed that the People’s Republic of China is consid-ered one of the major countries that plays a leading role and has an effective influence in the international ground.

o H.E. stated that the Government of the Kingdom of Bahrain strongly believes in the policy of convergence with China especially in the economic and cultural fields.

Business Meeting with BYDH.E. the Governor of the Capital Governorate met with the officials in BYD Company, which is specialized in using modern technolo-gies in the vehicles industry that includes cars and trains.

Business Meeting with Yeefung Company• The Governor of the Capital met the officials of Yeefung Company, which is specialized in technology of reducing traffic con-gestion. H.E. reviewed the way of using robots in parking the cars in a smart way, resulting in reducing the congestions in parking and minimizing spaces as much as possible.

— Secondly: Quality of WorkAs part of its efforts to improve and develop employees performance constantly, the Capital Governorate has been keen to upgrade the quality of work being the basic substrate to ensure the achievement of the distinct services to the people and achieving the strategic goals that ultimately goes in favor of the organizational and management development.

The last year statistics show, that the Capital Governorate has provided 3254 services connected to the level of career achievement, whether provided to the employees inside the Governorate or to the people outside the Governorate. This also has connection with strengthening concepts and principals of quality for the employees of the Governorate that eventually fed into the improvement of the services provided to the beneficiaries, either inside or outside the Governorate.

— Firstly: Courses and Training WorkshopsThe wise leadership has given the development of its national cadres major importance, since it be-lieves that it is the ideal investment and the successful bet for the future of the Kingdom of Bahrain. In order to achieve its national development strategies, the Governorate has sought to provide all methods that contribute in increasing the efficiency of its human resources and developing of their skills through enrolling them in various training courses and workshops thus contributing in promoting their capabilities on highest levels, and enhancing their affiliation, encouraging them to work and help in the development of themselves inside and outside work.

According to the statistics of 2016, 55 employees from the various divisions and departments have benefited from the courses and training workshops that have been organized inside and outside the premises of the Governorate. All such programs aimed at developing their skills and their selves in all administrative or technical fields, learning modern technologies, gaining knowledge or learning subjects related to the skills at work.

The total number of courses which benefited the Governorate’s employees was 75, while the total training hours was 646 hours:

o Strategy of Performance Measurement and Improving Productivity o Core Competencies for the Secretaries o Personality patterns and their relation to success o Creativeness in the government services o Performance Management System o Personal Guidance in Improving the Performance of Employees o Explanation of pension rights and benefits
