The agreement consists of a catalogue of measures with the following main parts:•Preventive programmes to reduce air pollution in urban areas with a step-wise introduction of restrictions (traffic ban) in the environmental zones.•Measures to reduce traffic emissions: inner-city measures and promotion of new technologies (particle fliter, hydrogen, ..).•Measures to reduce other emissions (construction sites, heating, industry, climahous, etc.).•Propagation of innovative concepts such as car sharing and car pooling•Measures concerning awareness of the public (information campaigns).

Domestic heating

It‘s a problem in rural zones of South-Tirol. In some alpine valleys during cold winter days with stable thermic inversion the

wood combustion in stoves are the greatest PM10 source; for example in Val Venosta

The programme includes restrictions on domestic heating: If the daily average PM10 concentration exceeds 50 µg/m³ for more

than five consecutive days, an advice to reduce wood heating is given. After eight consecutive days comes into force a ban to use wood heating for buildings where an alternative heating

system exists.

Wood is known and accepted as a climate-neutral energy source. Therefore, a conflict with greenhouse gas emission goals exists

which cannot be solved but has to be communicated in a credible way e.g.

Very important is the preven-tive control and information in cooperation with the munici-pality and chimneysweepers.

For example: don’t burn rubbish, treated wood, plastics, etc. Use only dry wood and don’t overload the stove; a modern stove, e.g. with pellets, produce less PM.Provincial law Nr. 8/2000, art. 18 : Inspectorsof municipalities are responsible for the fuel-control in private households. The law contem-plate economic sanctions for illegal rubbishcombustion (103 - 2.000 Euro).

The chimneysweepers have the duty to report illegal combustion and to support the mayor in the control activities.
