Consortium for Secure Cyber Collaboration Launched Amsterdam, September 30 th , 2013 By the end of September, a Consortium has been officially launched aiming to bridge the gap between the business principle of Need-to-Share and the security principle of Need-to-Know. The Consortium was founded by Elisabeth de Leeuw, CEO of IdTopIQ LLC and unites members from public sector, science and business. The founding of the Consortium is a result of research and development in the last couple of years, performed by Elisabeth de Leeuw. In her role as security consultant, she observed the growing and sheer unbridgeable gap between the business principle of Need-to-Share and the security principle of Need-to- Know: The principle of Need-to-Know caused NSA, CIA, FBI to fail. A main criticism on NSA, CIA and the FBI has been their failure to effectively share and analyze available data prior to 9/11. Putting two and two together, the attacks could have been averted. The principle of Need-to-Share poses a threat to national security. After the 9/11 attacks, a trend of information-sharing between intelligence agencies has been initiated in the United States. However, concern about leakers (WikiLeaks!) will likely reverse this trend. In order to solve this problem, Elisabeth designed an innovative Security Model, named MDAC. The acronym MDAC stands for Multi-Dimensional Access Control. The MDAC Φ System, yet to be built by the newly founded Consortium, facilitates directed, non-pervasive and non-persistent sharing of information, in compliance with legal and regulatory requirements. The MDAC Φ system is based on the MDAC Security Model. The Greek character Φ stands for the golden ratio. The Φ in MDAC Φ symbolizes the balance between the principles Need-to-Know and Need-to-Share created by this system.

  • The Consortium has found two organizations prepared to act as Launching

    Customer for the yet-to-be-developed MDAC System. However, in order to

    protect their business, these organizations have requested to not include their

    names in this press release.

    The Consortium will be active as of January 2nd, 2014 and will be led by

    CyberTopIQ LLC, a subsidiary of IdTopIQ LLC.
