President’s Message Marc Bacchetti

Paul Munger was 82 when he died on April 19th, and was a

well-known member of the Rolla community. He was the chair

of the Board of Elders at his local church, and was the Director

of Project Development at his firm, Morris & Munger Engineers.

His wife, Frieda, of 49 years had passed away in 2003, as well as

his twin brother Gene, his brother Thurman and sister Mary. He

had four children and nine grandchildren.Rolla was his home.

Although he was born in Hannibal, he graduated with his BS at

MS&T in 1958, got his Master’s degree there in 1961, and was a faculty member from the

time he completed his B.S. for the next 41 years when he retired in 2000 as professor

emeritus of civil engineering at Missouri University of Science & Technology. I guess he got

bored, because he formed Morris & Munger in 2007.

This doesn’t seem surprising, considering his career,

accreditations, and accolades. He was the Director of the

Institute of River Studies for seventeen years and the

International Institute of River Studies for ten years at

Missouri S&T; Chairman of the Missouri Board for

Architects, Professional Engineers and Land Surveyors;

National President of Chi Epsilon; President of the National

Council of Examiners for Engineering and Surveying; as well

as a Member of the National Society of Professional

Engineers (NSPE); a Charter Member of the Missouri

Society of Professional Engineers; President of the National

Institute of Engineering Ethics; Charter President of the

Council of Engineering Specialty Boards; and President of

the National Council of Engineering Ethics.

As a member and Fellow of ASCE, he served on over 12 major ASCE committees and as

President of the District 14 Council, District 16 Director, and Vice-President of Zone III. In

addition, he received the Edmund Friedman Professional Recognition Award in 2011. I find

his dedication and energy awe-inspiring, as well as exhausting. It is no wonder that he was

so well known by ASCE.

Paul was probably best known as one of the investigators in the Hyatt Regency walkway

collapse in 1981. At the time, it was the most devastating engineering failure in the United

States, and at the time, he was chairman of the Missouri Board for Architects, Professional

Engineers and Land Surveyors. In 2011, while Chairman of ASCE's Committee on

Professional Conduct, he participated in a 21 minute interview, which is available in a

podcast at ASCE’s website.

A very learned and wise man, he acquired his doctorate degree in civil engineering

specializing in water resources engineering, hydraulics, river mechanics, hydrology, and

sediment transport. He was a great advocate for technical societies, and a student of

engineering failures. He was adamant in his belief that we must study and learn from our

mistakes so that we will not repeat those mistakes. “Often we had to find out for

ourselves” that the stove was hot, even though Mom told us it was, but this is often a cruel teacher.

His awards speak to his dedication to the engineering field, ranging from the ASCE President’s medal, to the Bronze Order

of the de Fleury Medal from the Army Engineer Association, Paul was an amazing man, one of which we can all be proud

as fellow civil engineers, and aspire to be as dedicated and active as he was.

Call for Local Award Nominations

The St. Louis Section is seeking nominations until June 1 for the following Local Awards:

St. Louis Section Project of the Year

This award is made annually for any engineering project that falls into the general category of civil engineering. The award is given to the owner, lead design engineer and general contractor of the project. Only engineering and construction achievements within the boundaries of the St. Louis Section are eligible. The project must have been completed and placed into operation within 5 years of the date the nomination is submitted. Basis for the Award is “an engineering project that demonstrates the greatest engineering skills, and represents the greatest contribution to civil engineering progress and mankind”.

Professional Recognition Award

This award recognizes the importance of professional attainment in the advancement of the science and profession of engineering and is presented annually to a Member of the St. Louis Section who has made substantial contributions to the engineering profession and the St. Louis Section.

Young Engineer Award

This award recognizes professional contributions of younger members to the Society and to the Section and is presented annually to a Member of the Section who is less than 35 years of age on February 1, 2014.

Award to Service People To bring public recognition to individuals who have performed outstanding service to people in their communities and to further public understanding and recognition of the identification “Civil Engineering - A People-Serving Profession”. The awardees need not be civil engineers but are selected based on their service to the general public that has some connection with the planning, design or construction of the people serving works of the civil engineering profession.

Excellence in Journalism Award This award is to honor journalists for outstanding articles that enhance public understanding of the role and impact of civil engineering in designing solutions for clean water, transportation, the environment, and other public works projects. Nominations will be accepted for journalists and producers from English-language, general-interest regional and national newspapers, radio and television stations, magazines, and electronic and Web-based news outlets. These awards are presented to deserving civil engineering projects and individuals in our community and are a great way to showcase the civil engineering excellence in our Section. University of Missouri S&T Student Chapter News

Greetings from Missouri Science and Technology’s ASCE Chapter:

The Missouri S&T Chapter of the ASCE holds meetings every other Wednesday evening, and each meeting hosts a guest

lecturer. Most recently, Greg Hempen from URS spoke on the topic of explosive blasting. Graduate student Misha Miller-

Gilmore gave a presentation on her studies in water filtration using ceramic pot filters. Dick Koch, President of

Vandevanter Engineering, discussed hydraulic pumps for both municipal and industrial use at a joint meeting with the

Water Environment Federation (WEF). We would like to thank all of our guest speakers for sharing their knowledge and

providing insight into various facets of being a professional engineer.

Dr. Robert Holmes of Missouri S&T took a small group of students to an ASCE meeting in St. Louis on April 8th. The trip

provided a look into the parent organization and how it operates. It was also a great chance for students to network with

professionals in the field. Thank you to Dr. Holmes for providing these opportunities.

The semi-annual trash pick-up took place on April 13. Highway 63 from the Havener Center to Lowes located north of

Rolla is now trash-free! The Concrete Canoe and Steel Bridge Teams from MST will be competing at the ASCE Mid-

Continent Student Conference at Oklahoma State University April 24-26.

sustainable development that citizens, non-profit organizations, businesses, and local governments can use to

make better use of resources and meet the needs and aspirations of residents. The presentation will focus on

the structure of the plan, resources available through the OneSTL website, and next steps East-West Gateway

and partners are taking to implement the plan. Additionally, attendees will be asked to engage in a discussion

about the information presented and where improvements can be made from the perspective of engineering

The presenters will be Aaron Young and David Wilson from the East-West Gateway Council of Governments.

Aaron Young is the Sustainability Planning Manager at East-West Gateway Council of Governments. He has

worked at East-West Gateway since 2010 and was the project manager for the St. Louis regional plan for

sustainable development - OneSTL.

Prior to East-West Gateway, Aaron work for 11 years in the private sector as a planning consultant. He

participated as a team member on a variety of projects including municipal comprehensive plans, greenway and

open space plans, corridor plans and studies, joint land use studies and county-wide plans.

Aaron has a Master’s Degree in Urban and Regional Planning from the University of Illinois at Champaign/Urban

and GIS Certificate from Northwest Missouri State University. He sits on the Board of Directors of the St. Louis

Section of the American Planning Association and is a member of the American Institute of Certified Planners.

David Wilson is Senior Manager, Environment and Community Planning, East-West Gateway Council of

Governments), where he has worked since 2002. In his professional life, he has balanced three distinct but

the quality of education - especially experiential education and leadership development.

Since 2010 David has worked on OneSTL, a regional plan for sustainable development. David also chairs the

Water Resources Committee at East-West Gateway and served on planning committees for several other

watershed based plans. David is co-editor of At the Confluence: Rivers, Floods and Water Quality in the St. Louis

Region, 2003.

David currently serves on the Board of Directors of St. Louis Earth Day. He is past president of the St. Louis

Metropolitan Section of the American Planning Association and has served on the Missouri State Chapter

Executive Board of the APA.

Training Class Announcement for

Missouri Structural Assessment and Visual Evaluation

(SAVE) Coalition

The SAVE Coalition’s objective is to assist the Missouri State Emergency Management Agency (SEMA) in the execution of its

responsibilities with respect to the use of qualified volunteers in the emergency assessment of buildings following a catastrophic event such as

an earthquake, tornado, flood or manmade disaster which causes structural damages.

When a disaster strikes a community, there is an immediate need for damage inspections throughout the affected areas. People need to be

kept from using unsafe buildings, and safe shelter must be provided for those left homeless. Regular building inspection officials may become

overloaded instantly and require additional help. It is essential that qualified SAVE inspectors quickly identify structures that are safe for

reentry and those that must be avoided.

When requested, the SAVE Coalition’s volunteers are available to work for up to three days inspecting buildings to determine if they are

safe for occupation. During this service period, the volunteer inspectors are immune from liability for acts committed in the performance of

their official emergency duties, except in cases of willful misconduct or gross negligence. Incidental expenses incurred by the inspectors are

paid by the local jurisdictions they serve.

SAVE volunteers must attend the ATC-20 Post Earthquake Safety Evaluation of Buildings course to receive inspector credentials and

become qualified to assess disaster-damaged buildings. A panel of earthquake and structural experts and building officials has approved all

training materials used in this course. During it, procedures and documents are presented which promote uniformity in the rating of damages so

that different individuals examining the same building will arrive at the same conclusion about its relative safety. At the course, each SAVE

inspector will receive a field manual and detailed instruction to guide their future work. Some professional organizations also award continuing

education credit for completion of this course.

Volunteers are needed to work the 2014 MLRTE to be hosted by the SAME St. Louis Post, ASCE St. Louis Section and other participating organizations. There are several areas where we will need help with general titles and descriptions as follows: On-Site Registration

4 volunteers required on Monday and 2 on Tuesday and Wednesday to help registration staff and to provide customer service, stuffing bags, etc…

On-Site Technical Programs 4 volunteers are needed on Tuesday and Wednesday to assist program presenters with computer/AV equipment

Saint Louis Community College (SLCC) at Florissant Valley

CE-247 550 - Legal Aspects of Boundary Surveying

Location: SLCC Florissant Valley Campus, Engineering Building Room 160

Date/Time: Meets Wednesdays 5:30 PM-8:30 PM, Fall Semester begins August 2014

This course is intended to provide 3 credit hours of the 12 credit hours required to take the Missouri

Professional Surveyor’s license. However, it should also provide 90 PDHs for a professional engineer’s or

professional surveyor’s continuing education requirements.

On completion of the course, students should be able to understand how the bearings and distances in deeds

and record drawings are subject to change, by found monuments or unwritten property transfers such as

adverse possession, acquiescence, estoppel and agreement. Students will also be introduced to the

ambulatory nature of water boundaries; junior-senior rights; the history of the General Land Office (GLO)

surveys and the presumptions on how lost GLO corners can be reestablished; the establishment and vacation of

right of way and utility easements; locating simultaneously created boundaries; Missouri statutes and regulations

for boundary surveying; and the ethics and causes for discipline for professional surveyors.

MS&T—CE-335 Water Infrastructure Engineering

Location: To Be Determined

Date/Time: Meets Wednesdays 6:00 PM – 8:45 PM, Fall Semester begins August 27 2014

Instructor: Gary T Moore MS, P.E.

This course is intended to provide graduate students an opportunity to study the fundamental principles

underlying comprehensive water infrastructure development for facilities such as: sanitary sewers, sanitary

treatment facilities, stormwater sewers, stormwater detention, water power development, and hydraulic

structures. Latter part of the course is designed to apply design principals and standards to sanitary and

stormwater sewers, water distribution system, detention basin, culverts, and sanitary or stormwater pump

station. Both hand calculations and computer methods for the response of selected water infrastructure facilities

to design criteria will be developed. The student, as part of the course, will be responsible for the planning and

design of water infrastructure facilities for a site development in St Louis County. In addition, it is anticipated

agencies/manufactures will discuss product design, manufacture, testing, installation, and ASTM specifications

related to their products as part of the course.

On completion of the course, students should be able to understand water infrastructure products and

their uses as well as what is involved in specifying pipe products and appropriate site development layout for

those facilities. The student will also perform hydrologic and hydraulic calculations necessary to design their

selected water infrastructure facilities. Students will present their final design water infrastructure development

project and information in a professional setting. Computer applications will employ the use of modeling via the

Bentley (formally Haestad Methods) computer applications in Hydraulic engineering software (flowmaster,

sewercad, stormcad, watercad, pondpack, and more) as part of the course work. Other spreadsheet or hand

computations may be performed for hydrologic determinations for flow rates. Prerequisite: Cv Eng 230 with a

grade of "C" or better.

Geotechnical Engineer, PE

BS and MS degree in civil engineering or related field required. 7-10 years experience required. Competitive

pay based on relevant experience including complex field geotechnical projects from subsurface exploration

through construction involving soils, concrete, masonry, reinforcing steel and asphalt testing and inspection.

Ability to author geotechnical reports/proposals required.

Responsibilities:

- Perform geotechnical investigations.

- Prepare geotechnical, or related, technical reports.

- Define testing plans and interpret test data for use in engineering analyses.

Transportation Engineer
