    M r. (President,(Excellencies,Ladies and (gentlemen,

    I thank th e Almighty God for granting m e, once more, this opportunity toaddress this important international meeting.I wish to begin by congratulating yo u, M r. President, fo r having assumed th epresidency of the 64 th Session of the UN General Assembly and wish you all thesuccess. I also extend my thanks to H.E. Mr. M iguel d'Escoto Brock ma nn, Presid entof the 63rd Session of the General Assembly, for his excellent stewardship of thework of the General Assembly during his term.

    Over the past four years I have ta lked to you concerning th e main challengesfacing our world. I have talked about th e roots an d underlying causes of thesechallenges and the need for the world powers to review their outlook and w o r k o u tnew mechanisms to address th e press ing international problems.     the two confl ic t ing out looks preva i l ing in our wor l d ; one that is based on thepredominance of i ts mater ial is t ic interests through spreading inequal i ty andoppression, poverty and de privat ion, aggression, occup ation and deception, and tendsto bring the entire world under i ts control and impose its will on other nations. Thisoutlook has produced nothing but frustration, disappointment and a dark future for theentire hum ani ty.

    The other outlook is the one that spouses with the belief in the oneness of theAlmighty God, fol lows the teaching of His messengers , respects human digni ty andseeks to build a secure world for all members of the human community, in whicheverybod y can eq ually enjoy the blessings of sustainable peace and spirituality. Thelatter is an outlook that respects all human beings, nations, and valuable cultures indefiance of all types of discrimination in the world, and commits itself into a constantfight to promote equality for all before the law on the basis of justice an d fraternity,laying a sol id foun dation to g uarantee equal access for all human beings in their questto excel in knowledge and science.

    I have laid emphasis time and again on the need to make fundamental changesin the current atti tudes towards the world and the human being in order to be able tocreate a br ight tomorrow .Friends and Colleagues;Today, I wish to share with you a few points about the changes that should

    take place.First,

    Clearly, continuation of the current circumstances in the world is impossible.The present inequi table and unfavorable condi t ions run counter to the very nature ofhuman kind and move in a direct ion which contravenes the truth and the goal behindthe creation of the world.

    It i s no lo ng er possible to inject thousands of bil l ions of dollars of unreal wealthto the world economy simply by printing worthless paper assets, or transfer inflationas wel l as social and eco nom ic pro blem s to others through creat ing sever budgetdeficits. The engine of unbridled capitalism with it s unfair system of thought hasreached the end of road and is una ble to move . The era of capitalist thinkin g and. imposition of one's thoughts on the internat ional co mm unity, intended to predominateth e world in the name of globalization and the age of setting up empires is over. It is

    no longer possible to humil iate nat ions and impose double s tandard pol icies on thewor ld comm uni ty .Approaches in w hic h real izat ion of the interests of certain powe rs is consideredas th e only criteria to weigh democracy, and using th e ugliest methods of intimidationand decei t under the mantle of freedom as a democrat ic pract ice, and approachesthrough which sometimes dictators ar e portrayed as democrats, lack legi t imacy an d

    The tim e has com e to an end for those who define d em ocracy and freedom an dset standards whilst they themselves are the first who violate its fundamentalprinciples. They can no longer sit both the jud ge and the executor and challenge thereal dem ocratically- established g overnm ents.

    The awakening of nations and the expansion of freedom worldwide wil l nolonger allow them to continue their hypocrisy and vicious attitudes. Because of al lthese reasons most nations including th e people of the Untied States are waiting fo rreal and profoun d changes. They have welcomed and will continue to welcom echanges.

    How can one imagine that the inhuman policies in Palestine may continue; toforce th e entire population of a country out of their homeland fo r more than 60 yearsby resorting to force and coercion; to attack them with all types of arms and evenprohibited weapons; to deny them of their legitimate right of self-defense, while muchto the chagrin of the international community calling the occupiers as the peace-lovers, and portraying the victims as terrorists.

    How can the crimes of the occupiers against defenseless women and childrenand destruction of their homes, farms, hospitals an d schools be supporteduncondit ionally by certain governments, and at the same time, th e oppressed men andwomen be subject to genocide and heaviest economic blockade being denied of theirbasic needs, food, water and medicine.

    They are not even allowed to rebuild their homes which were destroyed duringth e 22-day barbaric attacks by the Zionis t regime while th e win te r is approaching.Whereas th e aggressors and their supporters decei t ful ly continue their rhetoric indefense of hum an rights in order to put others under pressure.

    It is no longer acceptable that a small minority would dominate th e politics,economy an d culture of major parts of the world by its complicated networks, an destablish a new form of slavery, and harm the reputation of other nations, evenEuropean nations and the U.S., to attain its racist ambitions.It is not acceptable that some who are several thousands of kilometers awayfrom th e Middle East would send their troops fo r military intervention and forspreading war, bloodshed, aggression, terror and intimidation in the whole region

    while blaming th e protests of nations in the region, that are concerned about their fatean d their national security, as a move against peace and as interference in others'affairs. Look at the s ituations in Iraq and Afghanis tan.It is no longer possible to bring a country under mili tary occupation in thename of fight against terrorism and drug trafficking while th e production of illicit

    drugs has multiplied, terrorism has widened its dimensions and has tightened its grips,thousands of innocent people have been killed, injured or displaced, infrastructureshave been d estroyed and regional sec urity has been seriously jeopardized ; and those3

    who have created th e current disastrous situation continue to blame others. How youcan talk about frien dship and solidarity with other nations while you expand yourmilitary bases in different parts of the world including in Latin America. Thissituation cannot co ntinue. It is all the m ore impossible to advance exp ansionist andinhuman policies on the basis of militaristic logic. The logic of coercion an dintimidation will produce dire consequences, exacerbating th e present globalproblems.

    It is not acceptable that the military budget of some governments exceeds farlarger than those of the entire countries of the world. They export billions of dollarsof arms every year, stockpile chemical and biological weapons, establish militarybases or have m ilitary presence in other countries while accusing others of militarism ,and mo bilize all their resources in the world to impede scientific and technolog icalprogress of other nations under the pretext of countering arms proliferation.

    It is not acceptable that the United Nations and the Security Council, whosedecisions must represent all nations and governments by the application of the mostdemocratic methods in their decision making processes, be dominated by a fewgovernments and serve their interests. In a wo rld where c ultures, thoughts and publicopinions should be the determining factors, the continuation of the present situation isimpossible, and fundamental changes seem to be unavoidable.Second;

    Any change must be structural an d fundamental both in theory an d practice,involving all domains of our life. The outdated mechanisms which themselves wereinstrumental in and the root cause fo r present problems in human societies can neverbe used to bring changes and create our desired world. Liberalism and capitalism thathave alienated human beings from heavenly and moral values will never bringhappiness fo r humanity because they are the main source of all misfortune wars,poverty and depriva tion.W e have al l seen that how the inequitable economic structures controlled bycertain political interests have been used to plunder national wealth of countries forthe be nefit of a group of corrupt business giants. The present structures are incapab leof refo rm ing the present situation.

    The political and economic structures created following the World War II thatwas based on intentions to dominate the world failed to promote justice and lastingsecurity.

    Rulers whose hearts do not beat for the love of humankind and who sacrificedthe spirit of justice in their minds never offer the promise of peace an d friendship tohumanity. By the grace of God, Marxism is gone. It is now history. The expansionistCapitalism will certainly have th e same fate. Because based on the divine traditionsreferred to as a principle in the Holy Quran, th e wrong like the bubbles on the surfaceof water, will disappear. There rem ains only what that can be used foreve r towards theinterest of human societies.

    We must all remain vigilant to prevent the pursuit of colonialist, discriminatoryand inhuman goals under the cover of the slogans for change and in new fo rmats. Theworld needs to undergo fundamental changes and all must engage collectively tomake them happen in the right direction, and through such efforts no one and nogovernment would consider itself an exception to change or superior to others and tryto impose its will on others by proclaim ing wo rld leadership.

    All problems existing in our world today emanate from th e fact that rulershave distanced themselves from human values, morality and the teachings of divinemessengers. Regrettably, in the current international relations, selfishness andinsatiable greed have taken the place of such humanitarian concepts as love, sacrifice,dignity, and just ice. The belief in the One God has been replaced with selfishness.Some have taken th e place of God and insist to impose their values an d wishes onothers. Lies have taken the place of honesty; hypocrisy has replaced integrity andselfishness has taken the place of sacrifice. Deception in interactions is calledforesight and statesmanship; looting the w ealth of other nations is called develop men tefforts; occupation is introduced as a gift towards promotion of freedom an ddemocracy, and defenseless nations are subjected to repression in the name ofdefending human rights.Friends and Colleagues;

    Settlement of global problems and administration of justice and maintenance ofpeace will only be materialized with collective determination an d cooperation of allnations and states. The age of polarizing the world on the premises of the hegemonyor dominat ion of a few governments is over.Today we must rise together in a collective commitment against the present

    challenges; we must take change seriously and help others through collective work toreturn to the basic moral and human values. Messengers were sent by God to show th elight of the truth to hu man kind, they came to mak e people aware of their individ ualand social obligations . Piety, having faith to Allah and its judgment of humanbehavior or conduct in the next world, belief in the primacy of justice in both lives,seeking one's happiness, well being and security in the happiness, well-being andsecurity of others, respecting human kind, making efforts to expand love an dcompassion against hostili ty were all on top of the teachings offered by theMessengers of God from Adam to Noah, from Noah to Abraham, Moses, Jesus Christand the last one Prophet Mohamamd (PUH). All of them came to do something toeliminate war and ignorance, to eradicate poverty an d uproot discrimination in orderto spread happiness in the entire world. They are the best gifts that G od Almighty hasgranted to hum an beings.If the belief in Entezar( A w aiting patiently for the Imam to return) will turn into acommon and we join hands to achieve prosperity fo r all, then there will be more realand increasing hopes for reform.

    (fourth;In my opinion, we have several important agendas in front of us. The S ecretary-

    General and the UN General Assembly can take th e lead by undertaking necessarymea sures for the fulf i l lment of our shared goals on the basis of:1 - Restructuring th e United Nations in order to transform this world body toan eff ic ient and fully democratic organization, capable of playing animpartial, equitable, and effect ive role in the international relations;reforming th e structure of the Security Council, specially by abolishing th ediscriminatory privi lege of veto right; restoration of the inalienable rightsof th e Palestinian people by organizing a referendum and free elections inPalestine in order to prepare a conducive ground for all Palestinianpopulations, including Muslims, Christians and Jews to live together in

    peace and harmony; putting an end to all types of interferences in theaffairs of Iraq, Afghanistan, Middle East, and in all countries in Africa,Latin America, Asia and Europe.

    As our great Prophet said, a government m ay survive with blasphemy, but neverwith oppression. Oppression aga inst Palestinians and vio lation of their rights stillcontinue; a new gro up of Palest inians who l ived in al-Qod al-Sharif were again forcedout of their homes as the destruction of their residential homes continues by theoccupiers; bombings in Afghanistan and Pakistan have not yet sopped; andGuantanamo Prison has not yet been shut down and there are still secret prisons inEurope.Continuation of the present situation adds to hostilities and violence.

    Op pression and military aggression must be stopped. Regrettably, official reportsconcerning th e brutalities of the Zionist regime in Gaza have not been completelypublished. The Secretary-General and the United Nations have crucial responsibi l i t iesin this respect and the in ternat ional community is impatient ly wait ing for thepunishment of the aggressors and the murderers of the defenseless people of Gaza.2- Reforming th e current economic structures and setting up a newin ternat ional economic order based on human and moral values andobligat ions. A new course is needed that would help promote just ice andprogress worldwide by flourishing the potentials and talents of all nationsthus bringing well-being for al l and for future generations;3- Ref ormin g the internatio nal political relations based on the prom otion oflasting peace and friendship, eradication of arms race and elimination ofall nuclear , chemical and biological w eapons;4- Reforming cultural structures , respect for diverse customs and traditionsof all nations, fostering moral values and spirituality aimed at institution offamily as the backbone of all hum an societies;

    5- Worldwide efforts to protect the environment an d full observance of theinternational agreements and arrangements to prevent th e annihilation ofnature's non-renewable resources.

    Fifth;O u r nation has successful ly gone through a glor ious an d fully- democrat icelection, opening a new chapter for our country in the march towards national

    progress and enhanced international interactions. They entrusted me once more witha large majori ty this heavy respo nsibili ty.And now, I want to declare that our great nation that has made great con tributionto the world civilization, and the Is lamic Republ ic of Iran as one of the mostdemocratic and progressive governments of the world is ready to mobilize all itscultural, polit ical an d economic capabilit ies to engage into constructive process aimed

    at addressing the international concerns an d challenges. O u r country has been a mainvictim of terrorism and the target of an all-out military aggression during the firstdecade of the revolution.All through the past thirty years we have been subject to hostile att i tudes of thosewho supported Saddam's military aggression and his use of chemical w eapons againstus, and then they took m ilitary action in Iraq to get rid of him. Today, our nationseeks to create a world in which just ice an d compassion prevail . W e announce ou rcommitment to participate in the process of building a durable peace and securitywo rldwide for all nations based on ju stice, spirituality and hu man dignity, while beingdedicated to strongly defending ou r legitimate an d legal rights.To materialize these goals, our nation is prepared to warmly shake all those handswhich are honestly extended to us. No nation can claim to be free from the need tochange and reform in this journey towards perfectness. W e welcome real and hu m ane

    changes an d stand ready to actively engage in fundamental global reforms.Therefore , we em phasize that:

    - The only path to remain safe is to return to Mmonotheism (believing in theOneness of God) and justice, and this is the greatest hope and opportunity in all agesan d generation s. W ithou t belief in God and com mitm ent to the cause of ju stice andfight against injustice an d discrimination, the world architect would not get right.Man is at the center of the universe. The man's unique feature is his humanity.The same feature which seeks for justice, piety, love, knowledge, awareness and allother high values. These human values should be supported, an d each an d everyfellow humans should be given the opportunity to acquire them. Neglect ing any ofthem is tantamou nt to the o mission of a constituting piece of hum anity. These arecommon elements which connect all human communities an d constitute the basis ofpeace, security and friendship.

    The divine religions pay attention to all aspects of human life, includingobedience to God, morali ty , justice , fighting oppression, and end eavor to establish justand good governance. Prophet Abraham called fo r Oneness of God against Nimrod,as Prophet M oses did the same against Pharaoh s and the Jesus Christ and Prop hetMuhammad (Peace be upon them) did against th e oppressors of their own time. Theywere al l threatened to death an d were forced out of their homelands.Without resistance an d objection, th e injustices would not be removed from theface of the earth.Sixth;(Dearfr iends andcoCCeagues ;

    The world is in continuous change and evolution. The promised destiny for themankind is the establishment of the humane pure life. Will come a t ime when justicewill prevail across the globe and every single human being will enjoy respect anddignity. That will be the time when th e Mankind's path to moral and spiritualperfectness will be opened and his journey to God and the manifestation of the God'sDivine Names will come true. The mankind should excel to represent the God's"knowledge and wisdom" , H is "compassion an d benevolence", H is "justice an dfairness", His "power and art", and His "kindness and forgiveness".These will all come true under th e rule of the Perfect Man, the last DivineSource on earth, Hazrat Mahdi (Peace be upon him); an offspring of the Prophet ofIs lam, who will re-emerge, an d Jesus Christ (Peace be upon him) and other noble m enwil l accompany him in the accomplishment of this , grand universal mission. A nd thisis the belief in Entezar (Awaiting patiently for the Imam to return). Waiting withpatience for the rule of goodness and the governance of the Best which is a universalhuman notion and which is a source of nations' hope for the betterment of the world.
