This evening, the Milwaukee Police Department is proud to honor and recognize members of our organization and everyday citizens for the extraordinary acts they performed. These brave and selfless men and women placed their lives on the line for the safety of our community.
We gather to honor our award recipients twice a year but the work of the Milwaukee Police Department takes place every minute of every day. Please join me as we celebrate and congratulate these remarkable individuals who are committed to forwarding the vision and mission of our Department. They are examples that we can all follow in our daily lives.

Award Classifications
Medal of HonorThe Medal of Honor is the highest award granted by the Milwaukee Police Department. It is awarded to a member for exceptional bravery at the imminent risk of life or serious bodily injury. The recipient has demonstrated exceptional courage by performing a voluntary action in an extremely dangerous situation. The act may involve situations where deadly force is used against an officer and the officer prevails or a rescue situation in which the risk of death or injury was substantial.
The Medal of ValorThe Medal of Valor is presented to a member who has performed a deed of personal bravery or self-sacrifice so conspicuous as to clearly distinguish himself/herself for gallantry and intrepidity. The act goes beyond normal demands and is of such a nature that the member was fully aware of the threat to his/her safety and acted above and beyond the call of duty at the risk of his/her own life.
LifesavingThe Lifesaving Award is presented to a member who is directly responsible for saving a human life. A member is eligible to receive this award if his/her actions led to the prolonging of the life of a victim to the extent that the victim was released to professional medical care.
Purple Valor/StarThe Purple Valor/Purple Star Award is presented to a member who, in the line of duty, sustains any serious bodily injury or permanent disfigurement or permanent or protracted impairment of the function of any body member or organ or permanent or protracted impairment of health. A “V” device will signify combat-related serious bodily injury.

Chief ’s Superior LeadershipThe Chief ’s Superior Leadership Award is presented to a member at the discretion of the Chief of Police for leadership excellence in the performance of duty and/or honorable conduct and professionalism in pursuit of the Department’s mission.
Distinguished ServiceThe Distinguished Service Award is presented to a member who has continuously distinguished himself/herself by exceptional service in the performance of his/her duties or great or unusual responsibility wherein he/she has displayed unusual responsibility and initiative, marked ability, keen observation and exceptional energy.
Excellence in Police ServiceThe Excellence in Police Service Award is presented to a member who makes a significant contribution, above and beyond the call of duty, to the community-service component of the Department’s mission. The award recognizes those instances over a period of time wherein the member’s diligence, teamwork, perseverance and problem-solving ability exemplifies the highest standards of community policing.
Meritorious ServiceThe Meritorious Service Award is presented to a member who makes a significant contribution to the mission of the Milwaukee Police Department above and beyond the normal call of duty. It recognizes those instances wherein a member’s courage, resourceful-ness, tenacity, diligence and/or perseverance in the line of duty goes beyond that which is normally ex-pected of members in the protection of life or property, the prevention of a major crime or the apprehension of an armed and/or dangerous criminal.
Unit ServiceThe Unit Service Award is presented to a Departmental Unit whose actions through a combination of teamwork, diligence and perseverance is performed in an exemplary manner.

Several officersjumped into the frigidwater and pulled both people to dry land.Other officersbeganrescuebreathingandcompressions,atwhichtimebothindividualsregainedapulseandweretransportedtoalocalhospital.Themotherwentintothewaterwiththeintentionof killingherself andherchild.Shewouldhavebeensuccessfulif notfortheselflesseffortsof theseofficers.
Mr.DonaldD.GwinnMr.WalterT.Wojtyra ValorousConductOnMay15th,2016,Mr.GwinnandMr.WojtyrawerefishingonLakeMichigan.Theysawfourcitizensinthewaterandheardthemcallingforhelp.Theroughwater and winds had ferociously capsized their small eleven foot motorboat.Withouthesitation,themenpulledallfourpeoplefromthe47degreewaterandconveyedthemtoMcKinleyMarina.Medicalhelpprovidedimmediatetreatment.If notforthequickthinkingandactionsof thesemen,thesituationcouldhaveturnedtragic,asaresultof theirexposuretothefreezingwater.
DistrictTwo CaptainHeatherN.WurthPoliceOfficerMatthewJ.MurrayPoliceOfficerTerrellS.Velazquez LifesavingAwardOnAugust14,2016,OfficersMurrayandVelazquezweredispatchedtoasickandinjuredcallnear10thandCleveland.Whileenroute,theyobservedawomanwalkingdownthestreetwhomatchedthebroadcasteddescription.Thewomanappeared tobedruggedbecause shewasnodding inandoutof consciousnessandslurringherspeech.Suddenlysheslumpedoverandbecameunresponsive.TheofficersquicklyadministeredNarcan.Thewomaninstantlybecamealertandbegantobreatheonherown.Medicalassistancewasrequestedandthewomanwas conveyed to thehospital for further treatment.Thequick thinking, heroicactionsanddeterminationof theseofficerssavedthewoman’slife.

DistrictTwo CaptainHeatherN.WurthPoliceOfficerErinA.JacksonPoliceOfficerKennethJ.JustusExcellenceinPoliceServiceAwardAsexualassault complaintwasmade toDistrictTwoof theMilwaukeePoliceDepartment inearly2016.Duringthecourseof this investigation, informationcametolightthatthesuspectwassolicitingprostitutes,druggingandfilmingthemwhileengagedinsexualactivity.Theseactswerecommittedwithouttheirconsent.FromFebruary2016toApril2016,OfficersJacksonandJustusworkedtirelesslytoidentifythevictims.Eventually,morethanadozenwomenwereidentifiedandinterviewed.Theofficers’ investigativeworkledtothearrestof acriminalwhowasremovedfromsociety.OfficersJacksonandJustusdisplayedcompassionandunderstandingindealingwiththevictimsof suchapersonalandabusivecrime.Theirworkresultedin52felonychargesissuedagainstthesuspectandbroughtadangerouscriminaltojustice.
PoliceOfficerTaylorD.BaasPoliceOfficerMarkJ.Swieciak,Jr. MeritoriousServiceAwardOnSeptember8,2016,OfficersBaasandSwieciakwereonaninvestigationwhentheynoticedacitizenwalkingtheirdogonthesidewalknear25thandLapham.Theofficersobservedapitbullrunoffaporchandbegantoattackthecitizenandhispet.OfficerSwieciakattemptedtousehisdepartmentOCspraybutwithnoeffectonthepitbull.OfficerBaasdeployedhistazerinanattempttoreleasethedog’sgripfromthecitizen’sarm.Theprobesstruckthedoganditretreatedbacktoitshome.OfficersBaasandSwieciakdemonstratedcourageandexceptionalquick thinkingwhen theywere confrontedwith thisdangerous situationwhichcouldhaveresultedinseriousinjuries.
PoliceOfficerDerekJ.Kitts MeritoriousServiceAwardOnJuly4,2016,OfficerKittswasonhiswayhomefromworkandsawavehicleattheendof thealleywithitslightson.Asuspectcarryinganobjectcameoutof anearbygarage.Aninitialinterviewwiththesuspectrevealedarobberywasinprogress.OfficerKitts immediately contacteddispatch tohaveofficersmeethimatthislocation.Thesuspectwastakenintocustodybytherespondingofficer.OfficerKitts demonstrated courage and quick thinkingwhile being alone andwithanindividualthathadjustcommittedafeloniousact.
PoliceOfficerScottA.Voeks MeritoriousServiceAwardOnJuly12,2016,OfficerVoeksrespondedtoadomesticviolencecomplaintnear16thandForestHome.Thecallerstatedherhusbandhitandthreatenedtokillher.OfficerVoeksattemptedtomakecontactwiththehusbandathishomebutthemanrefusedtoopenthedoorandfiredhisweapon.

DistrictTwo CaptainHeatherN.WurthOfficer Voeks proceeded to contact the husband by phone where he talkedwithhim fornearly anhour.Themanmade it clearhehad ammunition andwaswilling to shootatpolice.Hisactionscauseda large scalepolice response,including the deployment from theTactical EnforcementUnit.OfficerVoeks’phone conversation was instrumental in convincing the subject to surrenderwithoutfurtherincident.OfficerVoeksdemonstratedcouragewhenconfrontedwithanindividualdeterminedtocauseharmtothosearoundhim.
DistrictThree CaptainShuntaA.Boston-SmithDetectiveAlexanderC.AyalaPoliceOfficerJoseA.Acevedo LifesavingAwardMs.VanessaVasquezMs.AnnetteVelezMs.ClaudiaVillarreal MeritoriousConductAwardOn July 26, 2016, Detective Ayala and Officer Acevedo were attending afundraisingeventoff-dutyatMillerPark.They learnedof amissing6-year-oldautisticchild.Ms.Vasquez,Ms.Velez,andMs.Villarrealsawthechildindeepwaternearabridgeandbegantoalerteveryoneinthearea.Uponhearingthefranticscreams,DetectiveAyalaassistedbyOfficerAcevedo,pressedthroughtheundercurrentsof therivertoretrievethechild.Thechildwasbroughtsafelytoshoreandreturnedtohisdistraughtfather.Thegroup’simmediateresponseandcoordinatedeffortpreventedapossibledrowningof achild.
PoliceOfficerKathrynL.AndererPoliceOfficerCharlesK.Seelow LifesavingAwardOnJune16,2016,OfficersAndererandSeelowrespondedtoasuicideattemptonthe35thStreetViaductwherethedropis70feettotheground.Afemalesubjectwas sitting on the bridge and threatening to jump. Officer Seelow positionedhimself opposite the woman while Officer Anderer began talking with thedistraughtfemale.Shebecamedistractedforabrief momentandturnedtowardOfficerAnderer.OfficerSeelowrecognized theopportunity toact immediatelyandpulledthewomanawayfromtheedgeof thebridge.TheofficerscontinuedtocalmthewomanusingtheirCrisisInterventionTraining.ShewasconveyedtotheMilwaukeeCountyMentalHealthComplexforobservationandtreatment.Theofficers’skillfuluseof theirde-escalationtrainingpreventedthelossof life.

PoliceOfficerKevinG.Gaulke MeritoriousServiceAwardOnAugust10,2016,OfficerGaulkerespondedtoacallof asubjectdrowningintheWashingtonParkPool.OfficerGaulkeenteredthepoolarea,removedhisequipmentanddoveintorescuethevictim.Heswamwiththevictiminhisarmsto the surfaceof thepool andbeganCPRuntilmedicalhelparrived.DespiteOfficerGaulke’sbraveefforts,thevictimsuccumbedtohisinjuries.OfficerGaulkedemonstratedcourageandexceptionallyquickthinkingwhenhewasconfrontedwiththisdauntingsituation.
PoliceOfficerMichaelLopez MeritoriousServiceAwardOnApril9,2016,OfficerLopezwasalertedtothesoundsof gunfireashepassedthroughtheintersectionof WestAtkinsonAvenueandWestRooseveltDrive.Afterscanningthearea,OfficerLopezstoppedandtalkedtoamanwhohesuspectedfired theweapon.After the field interview, theman stated hewas a victim of an attempted armed robbery. Officer Lopez recorded details of the physicaldescriptionof thesuspectandreferredtheincidenttotheCriminalInvestigationDivision.

Mr.MichaelA.Beal ValorousConductAwardOnFebruary28th,2016,Mr.Bealrananerrandforhiswifeatapharmacynear59thandLisbon.While in thecheckout line,Mr.Bealnoticedamanreachingintothecashdrawerwithhislefthandwhilecarryingahammerinhisrighthand.Mr.Beal,without regard for his own safety, swiftly grabbed thehammer fromthesuspect’shand.Thesuspectranoutof thestorewithoutstealingthemoney.Mr.Bealremainedcalmandwasabletorelatetheflightpathof thesuspecttoresponding officers.Mr. Beal placed the welfare of the store’s employees andcustomersabovehisownandactedheroicallytodisruptthisviolentcrime.
Ms.ElizabethD.Nelson MeritoriousConductAwardOnSeptember2,2016,Ms.Nelsonsawawomanlyingonthegroundbyacarnear 70th andMain Street. She was having a seizure and turning blue. Ms.Nelson,whoisanurse,determinedthewoman’sbreathingwasextremelyshallowandherpulsewas faint. Immediately,Ms.Nelsoncalled9-1-1and thenbeganchest compressions untilmedical help arrived.Ms.Nelson’s quick actions andimmediateinterventionpreventedthelossof life.
Mr.RonaldL.Williams MeritoriousConductAwardOnJuly30th,2016,Mr.Williamssawamanpullingonanelderlywoman’spursewhileshewasstandingonacornernear35thandWells.Mr.Williams,withoutregardforhisownsafety,chasedthemananddemandedhegivebackthepurse.As a result, theman threw the purse onto the ground and fled.Mr.Williamsimmediatelyreportedthisincidenttothepoliceandwasabletoreturnthepurseto the victim. The Milwaukee Police Department recognizes Mr. Williams’commitmenttomakingMilwaukeeasafeplaceforallcitizens.

PoliceOfficerNicholasGronwall LifesavingAwardOnAugust21,2016,OfficerGronwallandhispartnerwereonpatrolnear60thandGoodHopewhen they sawa car cross into oncoming trafficand strike acurb.OfficerGronwallnoticedthedriverappearedtobeunresponsive.OfficerGronwalladministeredNarcantothemaninanattempttobringthemantoaconsciousstate.Theofficerremovedthemanfromthecarandstartedperformingchestcompressionsandsternumrubsuntil the subject responded to treatment.Whenthesubjectcameto,heconfessedtoOfficerGronwallhehadoverdosedonadrug.Thesubjectwastransportedtothehospitalforfurthertreatment.OfficerGronwall’simmediateinterventionpreventedthelossof life.

PoliceOfficerBrianD.MattePoliceOfficerSarahA.Polka DistinguishedServiceAwardFrom2011 to 2015,OfficersMatte andPolkawere assigned to theDistrict Fiveburglarycar.Theyworkedtirelesslytoresolvethenumberof burglariescommittedandcontributed to reducing theburglary ratebyapproximately43percent.Theofficers accomplished this by targeting prolific offenders, looking for traces of solvability and conducting follow-up on leads. They also recovered thousandsof dollars in stolen property. The officers demonstrated the highest level of professionalism anddevotion andultimately combatted crime, fear, and disorderthroughoutthecity.

PoliceAideJonathanC.Schroeder LifesavingAwardOnMarch20,2016,PoliceAideSchroederwasassigned to theDistrictSevenbookingroom.Whileprocessingaprisoner,hecompletedthePrisonerMedicalIntake Screening by asking medical questions pertaining to the health andwellnessof theprisoner.PoliceAideSchroederthenplacedthisprisonerinacellpursuant to procedures.He continuedwithhis duties and later discovered theprisonerhangingfromthecellbars.PoliceAideSchroederimmediatelyactivatedtheemergencyalarmwhichnotifiedofficerstorespondtothebookingroom.Theprisonerwassubsequentlyremovedfromthecellandcarefullylaidonthegroundby Police Aide Schroeder. Officers assisted him while he summoned medicalassistance.Theprisonerwas transported toa localhospital and treated forhisinjuries.

MetropolitanInvestigationsDivision ActingCaptainLt.PaulJ.FormoloDetectiveMarlonE.DavisDetectiveRosemarieC.GalindoDetectiveKatherineM.SpanoDetectiveHaroldD.ThomasDetectiveErikK.VillarrealDetectiveMichaelC.Washington MeritoriousServiceAwardOnNovember6th,2014,districtsquadsweredispatchedtoashootingof afiveyear-oldchild.Thechilddidnotsurviveherwounds.Witnessesdescribedseeingthe suspects flee in a dark colored vehicle with tinted windows; however thesuspect’sidentitieswereunknown.
Attheonsetof theinvestigation,thecasegeneratedagreatdealof inaccurateandunrelated information alongwith reliable investigative leads.The investigationproveddifficultandchallengingduetoanumberof factors.Themostsignificantbeing therewasnoconnectionbetween thechild’s familyand thoseultimatelyfound responsible for her death. As a result of hard work and diligence, thisinvestigation revealed multiple other cases linked through ballistic evidence.This teamof detectivesplayedacrucial role infindingwitnessesand suspects.Eventuallythearrestandconvictionof severalsuspectsweremadeandfirearmswererecovered.
Thisteamof detectivesweredeterminedtobringthoseresponsibleforthistragiceventtojusticeandarethereforerecognizedwithaMeritoriousServiceAward.

NarcoticsDivision CaptainJefferyC.MicklitzDetectiveAbnerValcarcelPoliceOfficerEvelynLazo ExcellenceinPoliceServiceAwardFromOctoberof 2014toJanuary2016,DetectiveValcarcelandOfficerLazoledmembers of theNarcoticsDivision in the investigationof numerous robberiesoccurring inbothMilwaukeeandWaukeshaCounties.Afterseveralmonthsof developing and linking cases together through interviews and networkingwithotherinvestigators,searchwarrantswereexecutedleadingtothearrestof severalsuspects.Theofficers,whileleadingthisinvestigativegroup,wereabletolinkthecriminalincidentsandactivity.Thisresultedintheclearanceof severalrobberiesandthefederalindictmentsof sevensuspects.Theseofficersdemonstratedahighlevelof professionalismanddevotiontodutybyhelpingbringcriminalstojustice.
NeighborhoodTaskForce CaptainLeslieM.ThielePoliceOfficerStevenJ.Kuspa Medalof Valor-CombatAwardOnApril21,2016,OfficerKuspawasonanunrelatedinvestigationandheardgunshotsnear29thandConcordia.OfficerKuspaimmediatelyrespondedtothegunfireand located themale suspect.Numerousgunshotswerefiredat severalvehiclesandhousesbythesuspect.OfficerKuspaengagedthemanwithdeadlyforcebecausethesuspectwasfiringroundsinthedirectionof otherofficersandcitizensonscene.OfficerKuspa’sactionsendedthethreattoothersandthesuspectwastakenintocustody.OfficerKuspaputhimself inperilbutwasdeterminedtoprotect thecitizensof thecommunity.Hepursued thecriminalandended thethreatof hiscriminalbehavior.
PoliceOfficerCaseyC.DonahuePoliceOfficerAndrewT.FuertePoliceOfficerEricA.NorthwoodPoliceOfficerRyanM.Reagan LifesavingAwardOnSeptember7,2016,officersrespondedtoshotsfirednear28thandHadley.Theofficersdiscoveredavictiminsideanearbyhomewhohadmultiplegunshotwoundsthroughouthisbody.Afteranalyzingthesituationandrequestingmedicalattention, the officers started cutting off the victim’s clothes in order to locatehiswounds.Noticingseverebleedingcomingfromthevictim’sbody,theofficersappliedseveraltourniquetstotheareas.Theofficerscontinuedtoperformfirstaidetothisshootingvictimtopreventhisdeath.Thevictimwastransportedtothehospitalformedicaltreatment.Duetotheirimmediateresponseandtraining,theseofficerssavedthevictimslife.

These officers effectively removed avictimfromadangeroussuspectwhointendedseriousharm.Asaresultof thisteamsskillfulactionsandtactics,livesweresparedandthesuspectwasremovedfromthecommunity.
NorthInvestigationsDivision CaptainJohnnyC.SgrignuoliDetectiveRodneyB.Young Medalof Valor-RescueAwardOnJune21,2016,DetectiveYoungwasonpatrolandcameacrossanaccidentnear 24th andFairmount.Two cars had collided andone of the vehicleswasengulfedinflames.DetectiveYoungworkedtirelesslytoremovethedriverfromthevehicle. In theprocess,he sustainedextensiveburns tohis ownhandsandarms.Thevictimwasremovedfromthevehicleandtransportedtothehospitalwherehelatersuccumbedtohisinjuries.DetectiveYoungknewthatattemptingtoremovethesubjectfromtheburningvehiclewouldbeapotentialhazardtohisownpersonalsafety.TheMilwaukeePoliceDepartmenthonorsDetectiveYoungforhisheroicactions.

SensitiveCrimesDivision CaptainAimeeM.ObregonDetectiveSarahC.BlommePoliceOfficerJamesR.HenryJr. MeritoriousServiceAwardOn May 19, 2016, Detective Blomme and Officer Henry observed a houseengulfed in flames near 34th and St. Paul. Detective Blomme saw a suspectattemptingtodamagethefirehosebeingusedtoextinguishthefire.Theofficersremovedthesuspectfromtheareawithoutincident.Whilewaitingforthesuspecttobetransported,headmittedtostartingthefire.DetectiveBlommeandOfficerHenry ensured the safety of the community through immediate interventionandremovalof adangeroussuspectwhointendedtoharmcitizensanddamageproperty.Theiractionspreventedfatalitiesandreducedfearinthiscommunity.

InAugust2015,MPD’sNarcoticsDivisionandother lawenforcementpartnersfromWisconsinHIDTA,begananinvestigationintoaviolentorganizationknownasthe“BlessTeam”.Thisgroupwasconnectedtodrugdealing,firearmviolations,carjackings, pursuits, and drug overdose deaths in and around theMilwaukeearea. The first part of this operation focused on gathering field intelligenceabout the “Bless Team” while managing a confidential informant who was akey player in developing this case. The second part of this operation involvedextensiveinvestigationandtheexecutionof searchwarrantsthatledtotheseizureof firearms, money and illegal drugs. Several arrests were made, felony andmisdemeanorchargeswereissuedandthreehomicideswerecleared.Thesuperioreffortsandpersistenceof theseinvestigators,analysts,supervisorsandprosecutorsinthisoperationresultedinthesuccessfuldismantlingof theBlessTeam.
