South Africa does not compare well with other countries in terms of ICT skills availability. Although there are numerous initiatives in ICT skills training, there is a mismatch between what is taught and what skills are actually needed in the workplace.

During the July 2002 Lekgotla, Cabinet approved the conceptual framework for the establishment of the Advanced Institute for ICT. This Institute comprised of 3 legs: Research and Development; Applications Development; and Skills Development and industry related issues.

The DST is responsible for the first two legs, while the DOC was tasked to implement the third leg.

On 10 March 2004 Cabinet approved the establishment of the Advanced African Institute on ICT. In 2005 the name was changed to the Meraka Institute, under the auspices of the DST/CSIR

The purpose of the Meraka e-Skills Institute is to advance the quality of life of our people and the workplace readiness of our graduates in an emerging information society and knowledge economy.

The Meraka e-Skills Institute will leverage existing institutional capacity in a collaborative manner – including the private sector, academia and civil society.

The key focus areas are e-skills for government, business and for development.
