The Extremadura Energy Agency (AGENEX) is a non-profit privateorganization created in 2001 thanks to the communitarian program ofpromotion of energy efficiency.
The Aim of AGENEX is:
• Promoting of renewable energy sources and energy efficiency incompanies and public in general.
• Improving of efficiency and implementation of energy savingmeasures in the region.
• Designing energy planning at regional and local level together withthe authorities.

The TA or PDS has been provided from the signature of the contract to the end of the project and can be split in three different stages:
- STAGE 1. From the signature of the project contract until April 2016, when the identification and selection of the investments weremade by Agenex’s staff. The ELENA PDS, were supported with Agenex’s own staff resources.
- STAGE 2. From April 2016 to March 2017, where 16 technicians were working full-time and completely dedicated to the ELENAPDS.
- STAGE 3. From March 2017 to the end of the project, where the staff for the technical assistance was reinforced with 5 moretechnicians.

LEVEL 3: DISTRICT HEATING IN MONTERRUBIO DE LA SERENA
Assistance in the definition of the technical project, the bidding process and thesupervision of the works.
0,56 GWh/year of renewable energy produced, 148 tCO2/year avoided
The district heating, fed by biomass and covering several municipal buildings was finishedin summer 2015.
The total investment was 126.487,60 € including the heat network, the boiler rooms and allthe necessary equipment.

LEVEL 3: ESCO CONTRACT FOR STREET LIGHTNING IN JEREZ DE LOS CABALLEROS
Assistance in energy studies, award of the contract and supervision of theimplementation of the contract
Renovation of 2.487 street lamps and ornamental lightning and control centres.
Energy savings of 1.129 MWh/year and a reduction of CO2 emissions of 450,41ton/year.
Value of the contract: 1.020.000 €

LEVEL 2: PUBLIC LIGHTNING IN THE CITY OF BADAJOZ
Technical assistance and support to the technical staff of the city hall.
Assistance during proposal for Jessica Funds. Energy studies and proposals for the variousdistricts of the city.
Assistance during the tender process.
23.364 street lamps and improvement of control panels together with a point to pointmanagement system. 70% of reduction of energy consumption and emissions.
Investment of 10,260,000 € financed by Jessica Funds.

LEVEL 1: PV PLANT IN BADAJOZ COUNTY COUNCIL BUILDING
Installation of photovoltaic panels for self-consumption (11Kwp)
Located on the rooftop of the headquarters of PROMEDIO
Investment of 21.725,66 €.
Preparation of the bidding documents (technical and administrative) and the technicaldocuments required for the tender. AGENEX also followed the project implementation andassisted the municipality’s staff until the works had been completed.

LEVEL 1: EE IN BUILDINGS OF THE SOCIAL SERVICE OF THE REGIONAL GOVERNMENT
AGENEX provided technical assistance during the preliminary data compilation, preliminarystudies, technical design and documents/reports for the bidding process. AGENEX alsoparticipated in the tender preparation, the evaluation committee and the supervision ofthe contract´s fulfilment.
The first invitation for bidding has been the refurbishment of “La Granadilla” elderly home,it was launched in June 2018, and the works will be carried out between February andSeptember 2019, with a total investment of 308.550,00 €.

OTHER TECHNICAL ASSISTANCES
About 96 projects were assisted but not all of them had time enough to be launchedduring the lifetime of the project.
The total amount of investment supported was more than 67 M€.
Special mention to the big efforts dedicated to the assistance to the regionalgovernment to develop models of ESCO contracts for their buildings.
Some of the investments will be done at the end thanks to the ELENA project but theywill not compute for the justification.
Thanks to the Elena Project, Agenex could give technical assistance to the countycouncils to manage the request for national grants for street lightning, RES andmobility for municipalities of less that 20.000 inh. The global amount was about 2 M€

In level 1, there was big efforts dedicated to advise to the regional government aboutESCO contracts for their buildings. The pace was very slow due to two main causes:
• The calculation of debt of the ESCO contracts public administrations:• The complexity of the model and the lack of knowledge about it
Municipalities of level 2 advanced at good pace due to the possibility of financing theprojects thanks to Jessica funds and national grants.Agenex provided technical assistance during all the process both with the technicaleconomic, administrative analysis and generation of documentation ad during thetender process and monitoring of the works. Same situation happened in many caseswith grants for RES an EE in buildings
In level 3 bundling of municipalities was not and option due to changes in the politicalteam of the county council. The county councils with the help of the TA achieved tomanage and cthe application for the funds and the further development of thebidding processes and works

SOME DIFICULTIES AND LESSONS LEARNED
The Public Administration, especially the regional one, works at a very slow pace dueto the big bureaucracy, both in the decision-making process and in the proceduresthemselves.
There are too much buildings and small technical staff in the administrations thatcan’t invest time in planification.
The calculation of debt of the ESCO contracts has been a great problem in theimplementation of the Project in all its phases. Many efforts have been devoted to tryto implement this type of contracts, but it has yet not been possible within theregional administration (which is the body that has the possibility of making largercontracts).
In terms of justification of the investments was diffcult for Agenex to get the contractsof the processes.This was specially complicated in the case of large administrationslike the regional government and the county councils.

NEXT STEPS
As a result of the Project, the Junta de Extremadura, with the support of AGENEX, hasmade an Energy Efficiency Plan for the Public Buildings of the Regional Administration.
The idea is to extend the technical support for the development of the Plan and takeadvantage of a large part of the work already done.
New contracts of ESCOS in hospitals. Thanks to the hard work done for ESCOScontracts, the Regional Government finally aproved the launch of tenders for thesekind of contracts in its buildings.
Agenex is also working with the government in an emobility plan using also theexperience aquired through the Project.
The Project positioned the energy Agency in the local and regional administrations asthe institution of reference for technical assistance in energy projects
