Items discussed were as follows: I
1. PRESENTATION:k
a. Nomination of Legal Counsel, Wally Hicks, to the Oregon Criminal Justice Commissiona
Wally Hicks, Legal Counsel, announced he is a new member to the Criminal Justice Commission ( CJC), appointed to a 1four-year term by the Governor and confirmed by the Senate, and he reviewed CJC Handbook PowerPoint( Exhibit A).
2. ADMINISTRATIVE ACTIONS IN CONSIDERATION OF:s
BOARD DECISIONS UNDER ADMINISTRATIVE ACTIONS WERE MADE AFTER PUBLIC COMMENT WAS RECEIVED
a. Approval of Memorandum of Understanding ( MOU) between Josephine County and Shelter Friends ( Oneoriginal MOUfiled with the County Clerk and two original MOU's returned to Public Health)
Diane Hoover, Public Health Director, advised this is a Memorandum of Understanding( MOU) between Josephine Countyand Shelter Friends and stated Shelter Friends really does the bulk of the work related to the cat program. Diane fintroduced Tana Mason who is on the Board of Directors for Shelter Friends and Tana explained Shelter Friends is a small Inetwork of volunteers that transport cats to and from PetSmart in Medford, hold onsite adoption events, transports kittensto and from the vet for spay or neuter and volunteers twice a day at the shelter to come " love" on the cats and give them iextra attention while they wait for their forever home. She mentioned without the support from the County and without thesupport from the Shelter staff their network of volunteers wouldn' t be able to do what they do.b. Approval of FOPPO Contract (One original Contract filed with the County Clerk and two original signature pages
returned to Human Resources) r
JJ Scofield, Human Resources Director, noted this is a ratified union contract between Josephine County and the fFederation of Parole and Probation Officers( FOPPO). He mentioned this is a strike prohibited bargaining unit where theygive up the right to go on strike and there is a process to follow if there is a disagreement.
c. Approval of Memorandum of Agreement between Josephine County and the Federal Emergency Management IAgency Integrated Public Alert and Warning System ( IPAWS) Program Management Office ( One originalAgreement returned to Emergency Services forfull execution) i

Jenny Hall, Emergency Services Manager, explained this MOU with FEMA is for use of the Emergency Alert System that Inotifies the entire county with a message that is now hooked into cell phones. She stated there is no cost to the County and Ithis MOU simply states that Josephine County understands the way in which FEMA expects the County to use the system Iand abide by those rules. 4
3. REQUESTS/COMMENTS FROM CITIZENS: ( Each person will be given three( 3) minutes to speak) t
Larry Ford, Grants Pass, spoke about his frustration to hearing about the closing of Rough and Ready and announcedFriday, February 26, 2016 there will be a Cannabis Symposium at the Grants Pass Fairgrounds. iBrad Converse, Grants Pass, spoke about his dissatisfaction with the money spent on the Grants Pass Water Lab Contract. fRick Barclay, Josephine County, spoke about his dissatisfaction with BLM.Sandi Cassanelli, Merlin, spoke about her dissatisfaction with the FOPPO Contract.
Dr. Christine Gardiner, would like the Board to ask OSU Extension Services to begin offering drip irrigation classes toeducate farmers to help protect the water resource in Josephine County.Mark Seligman, Selma, spoke about his support in the cannabis industry.Judy Reynolds, Josephine County, announced February 23, 2016 is World Spay Day and encouraged people to spay andneuter their pets and to visit www.jocospayandneuter.org. xJudy Ahrens, Grants Pass, read and submitted Congressional Investigation( Exhibit B).Dale Matthews, Grants Pass, spoke about his dissatisfaction to an advisory question on the ballot. a

Oregon Scenic Trail is looking for anyone who is interested in cutting or walking the trail and can sign up byvisiting their website at williamscommunityforestproject. org.
Public Health is collecting old eye glasses and sun glasses to help people in need. iThe Boys and Girls Club will be having a Family Fun Camp on Thursday, February 25, 2016.
Congratulated Rebecca Bender on bringing awareness to Josephine County on the dangers of sex trafficking thatare happening right here in our community.

I, in concert with the Pacific Patriots Network, am requesting a CongressionalInvestigation and Inquiry into the actions and conduct of the Bureau ofLandManagement( BLM). Requested issues for investigation:
BLM actions violate Title 18 USC Section 241 and Title 42 USC Section 1983
BLM training ofLaw Enforcement Officers (LEO) advocating the violation ofConstitutional Rights.
BLM and LEO macing ofdomestic animals, threatening citizens, brandishingweapons and trespassing on property without a court issued warrant.
No Responses to multiple Freedom of InformationAct requests violating FederalLaw.
BLM's Burning ofHistorical cabins in violation of the Antiquities Protection Actof 1979. including willful destruction ofHistorical Mining and ArchaeologicalRecords, and destruction ofPublic Documents.
A complete investigation into the death ofLavoy Finicum
