Planning for and Responding to Energy Disruptions: Developing Capabilities for the Future

Devon StreitDeputy Assistant Secretary, Infrastructure Security and Energy Restoration, U.S. Department of Energy

Devon Streit serves as the Deputy Assistant Secretary for Infrastructure Security and Energy Restoration (ISER) in the U.S. Department of Energy’s Office of Cybersecurity, Energy Security, and Emergency Response.

The ISER division enhances the security and resilience of critical energy infrastructure, and facilitates the reconstruction and recovery of disrupted energy systems. Previously, she served as a Senior Advisor in the Office of the Secretary of Energy with a portfolio that spanned international science projects including the multi-national ITER fusion energy facility being built in Cadarache, France; DOE National Laboratory issues, and technology transfer and commercialization.

Streit has spent much of her career managing, advising on, and supporting the nation’s science and technology enterprise. She came to the Department in 2001 from a career that spanned state government, DOE National Laboratories, not-for-profit institutions, and for-profit companies, all focused on promoting scientific research and addressing policy issues that affect the use and commercialization of science and technology. Streit received her BA in Neurobiology from Vassar College in 1985 and her MA in Science Policy from George Washington University in 1992.

L. Vance TaylorChief, Office of Access and Functional Needs, California Governor’s Office of Emergency Services

L. Vance Taylor is the Chief of the Office of Access and Functional Needs at the California Governor’s Office of Emergency Services. He is responsible for ensuring the needs of individuals with disabilities and persons with access

or functional needs are identified before, during, and after disasters and integrated into the State’s emergency management systems.

Taylor was diagnosed with muscular dystrophy as a child and uses a power wheelchair. He has worked in Washington, D.C. as an advisor for two different members of Congress, directed security policy at a national water association, and been a principal at a top-ranked homeland security and emergency management consulting firm. Taylor is a nationally recognized public speaker and advocate for individuals with disabilities.

Taylor has a Master’s degree in homeland security from the University of Connecticut and an undergraduate degree from Brigham Young University.

Understanding the Value of Insurance

Sean KevelighanChief Executive Officer, Insurance Information Institute

Sean Kevelighan joined the Insurance Information Institute as President and Chief Executive Officer in 2016. Previously, he worked for several private sector companies, including Citigroup, Inc., as Head of Strategic Communications for its Global Consumer Banking business;

and the Zurich Insurance Group, as Head of Group Media Relations in North America, Head of Government and Industry Affairs for North America, and most recently as Group Head of Public Affairs.

Kevelighan has advised multinational and FORTUNE 100 corporate clients on policy issue management programs, corporate reputation campaigns, and crisis communications. He served in various public sector posts. As a political appointee in the administration of President George W. Bush, he served first in the Department of Treasury as a spokesperson for economic issues, and eventually became Senior Advisor for the Office of Tax Policy. He was also the Press Secretary for the White House Office of Management and Budget, and has worked on Capitol Hill, serving on the staff of members of Congress. Sean is a graduate of the University of Colorado at Boulder.

Saving Lives After a Nuclear Detonation

Brooke BuddemeierPrincipal Investigator in the Global Security Directorate of Lawrence Livermore National Laboratory

Brooke Buddemeier is a certified health physicist in the Global Security Directorate of Lawrence Livermore National Laboratory (LLNL), providing technical leadership to deliver supporting science for radiological and

nuclear terrorism risk assessments and response planning. He facilitates response preparedness activities through advanced modeling and close coordination with federal, state, and local response organizations.

Buddemeier is a council member on the National Council on Radiation Protection and Measurements and has served on several scientific committees, including the writing committee for Responding to a Radiological or Nuclear Terrorism Incident: A Guide for Decision Makers. He received his Master’s in Radiological Health Physics from San Jose State University and his B.S. in Nuclear Engineering from the University of California, Santa Barbara.

Dr. Sheri FinkAuthor, Five Days at Memorial: Life and Death in a Storm-Ravaged Hospital

Sheri Fink is the author of the New York Times bestselling book, Five Days at Memorial: Life and Death in a Storm-Ravaged Hospital about choices made in the aftermath of Hurricane Katrina. She is a correspondent at the New York Times, where her and her

colleagues’ stories on the West Africa Ebola crisis were recognized with the 2015 Pulitzer Prize for international reporting, the George Polk Award for health reporting, and the Overseas Press Club Hal Boyle Award. Her story “The Deadly Choices at Memorial,” co-published by ProPublica and the New York Times Magazine, received a 2010 Pulitzer Prize for investigative reporting and a National Magazine Award for reporting. A former relief worker in disaster and conflict zones, Fink received her M.D. and Ph.D. from Stanford University. Her first book, War Hospital: A True Story of Surgery and Survival, is about medical professionals under siege during the genocide in Srebrenica, Bosnia-Herzegovina.

Public Works & Emergency Management: Restoring Life Line Services

Philip R. MannPublic Works Director, City of Gainesville, Florida

Philip Mann has been with the City of Gainesville since 1987, currently as the Public Works Director. He started his career with the City as an entry level engineer. He is a 1987 graduate from North Carolina State University with a Bachelor of Science in Civil

Engineering. He is a registered Professional Engineer in the State of Florida. Mann is the Chair of the American Public Works Association’s (APWA) Emergency Management Team and is APWA’s Representative to the Department of Homeland Security’s SAFECOM Committee and to the Public Safety Advisory Committee (PSAC) working on the FirstNet project.

As a member of the City of Gainesville’s Public Works Department, he is the Incident Commander for Public Works and member of the City’s Unified Command Team with the Fire-Rescue and Police Departments on all hazards. He co-authored a paper entitled “Public Works and Terrorism Response—Black Sunday” that was published by the APWA as a Best Practice for Public Works Agencies and their role in planned special events at high capacity venues.

Using Complex Adaptive Systems Thinking to Understand Community Interdependencies

Dr. Charles “Chick” MacalGroup Leader, Social and Behavioral Systems Distinguished Fellow, Global Security Sciences, Argonne National Laboratory

Charles “Chick” Macal, PhD, PE, is the Chief Scientist of Argonne National Laboratory’s Resilient Infrastructure Initiative, where he leads a team of interdisciplinary researchers developing

new computational models and simulations for infrastructure interdependency analysis, planning, and resilience. Macal is recognized globally as a leader in the field of agent-based modeling and simulation, focusing on the social and behavioral components of socio-technical systems. He holds Senior Fellow appointments at the Computation Institute of the University of Chicago and the Northwestern-Argonne Institute for Science and Engineering, and holds an adjunct faculty position at the University of Chicago.

Macal received a PhD in Industrial Engineering & Management Sciences from Northwestern University and holds an MS in Industrial Engineering and a BS in Engineering Sciences from Purdue University. He is a registered professional engineer in the State of Illinois and is a senior member of the Association for Computing Machinery (ACM), the Institute of Electrical and Electronics Engineers (IEEE), the Society for Computer Simulation International (SCSI), and the Institute for Operations Research and the Management Sciences (INFORMS).

Private Sector Resilience: It is All in the Supply Chain

Dr. Yossi SheffiElisha Gray II Professor of Engineering Systems and Director, MIT Center for Transportation and Logistics

Yossi Sheffi is Elisha Gray II Professor of Engineering Systems and Director of the MIT Center for Transportation and Logistics (CTL). He is an expert in supply chain management and is the author of five books. Under his leadership,

the CTL has launched many educational, research, and industry/government outreach programs, including the MIT SCALE network involving six academic centers around the world. Recently, CTL has launched the on-line Micromaster’s program, reaching over 300,000 students worldwide.

Outside the institute, Dr. Sheffi has consulted with numerous organizations. He has also founded or co-founded five successful companies, all acquired by large enterprises.

Dr. Sheffi has been recognized in numerous ways in academic and industry forums winning multiple awards and honors.

He obtained his Ph.D. from MIT in 1978.

Aligning Public and Private Supply Chains Following Disasters

Dr. Jarrod GoentzelFounder and Director of the Humanitarian Supply Chain Lab, MIT Center for Transportation and Logistics

Jarrod Goentzel is founder and director of the Humanitarian Supply Chain Lab in the MIT Center for Transportation and Logistics. His research focuses on meeting human needs in resource-constrained settings through better

supply chain management, information systems, and decision support technology. Dr. Goentzel leads fieldwork in a range of contexts engaging public, private, and nonprofit sectors to improve response efforts during emergencies and strengthen supply chains in vulnerable communities. Previously, Dr. Goentzel was Executive Director of the MIT Supply Chain Management (SCM) Program, a nine-month master’s degree program. He joined MIT in 2003 to establish the Zaragoza Logistics Center in Spain, which was the first node in the MIT Global SCALE Network. He received a Ph.D. in industrial and systems engineering from Georgia Tech.
