CTV News Regina, November 12: Ottawa: Premier Scott Moe has expressed his disappointment
with how his meeting with the Prime Minister went.
"We have provided some options for (Trudeau) to support the people of the province and today I
did not hear a commitment to moving forward on those items, " said Moe.
Top of the agenda were the Premier's previously stated priorities, outlined in a series of letters
sent to the Prime Minister following the election that saw the Liberals entirely shut out of
Saskatchewan and Alberta.

SASKATOON REMEMBRANCE DAY CEREMONY RECOGNIZES THE PAST, PRESENT AND FUTURE
It was an honour to lay a wreath on behalf of the Government of Saskatchewan at the 2019
Remembrance Day Service held at SaskTel Centre.
This year's ceremony incorporated the theme past, present and future. Thousands gathered to
remember those who have made the ultimate sacrifice and those currently serving in the military.
Saskatoon Willowgrove constituents Brad Sylvester and Wade MacBain also laid wreaths.
Global News: “It’s certainly an honour … to receive the salute. But being a cadet, I represent the
future. Hopefully, as part of the future we can do more for our country,” said Cdt. David Huang,
one of the cadets who took part in the ceremony.
The ceremony held in Saskatoon is one of the largest indoor Remembrance Day events across
the country. Several Remembrance Day Services were held across our province and were
attended by many that showed respect and remembered those who have given their lives in
service to our country. Lest we Forget.

PROVINCE SUPPORTS NEWCOMERS IN OVERCOMING BARRIERS TO EMPLOYMENT
The Government of Saskatchewan is continuing its partnership with the Regina Open Door
Society (RODS) to assist newcomers to the province in overcoming cultural and language
barriers to employment.
The Employment Readiness program helps prepare newcomers reach employment readiness in
order to find and maintain ongoing employment, as well as reach self-sufficiency in job search,
career decision making, employment planning, labour market attachment and job
management. RODS and the Employment Readiness program will help up to 1,000 newcomers to
the Regina area from June 2019 to May 2020.
“By helping newcomers become fully engaged in our economy, we can help fulfill their potential,
and ours as a province,” Immigration and Career Training Minister Jeremy Harrison
said. “Programs like Employment Readiness help newcomers successfully integrate into our
communities, as well as ensure employers have access to people with the right skills at the right
time.”

PROVINCE HOLDS SERVICE OF REMEMBRANCE FOR PUBLIC SERVANTS
Premier Scott Moe gathered with dignitaries, veterans and members of the Saskatchewan public
service in the Rotunda of the Legislative Building last week to remember public servants who
have given their lives in times of war and to commemorate the eightieth anniversary of the
beginning of the Second World War.
The service paid tribute to those who heeded the call to protect our country and sacrificed their
lives for our freedom.
“Eighty years ago, brave men and women from Saskatchewan and across Canada stood together
to defend our country during the Second World War,” Moe said. “Too many of them never made
it home. Today, we remember those who fell and those who returned home, all of whom fought to
ensure our freedom.”
Following the service, the Premier laid a wreath at the Saskatchewan War Memorial, which is
located on the Legislative grounds to the west of the Legislative Building. The memorial lists the
names of Saskatchewan’s fallen soldiers over the generations.
The Saskatchewan Virtual War Memorial, managed by the Saskatchewan War Memorial
Committee, is an online website to commemorate Saskatchewan citizens who lost their lives in
war. The site features more than 11,000 war casualties and their stories. The site complements
the physical war memorial.

MORE THAN 11,000 NEW JOBS CREATED YEAR-OVER-YEAR
According to the most recent Statistics Canada data, Saskatchewan’s unemployment rate is down
from last year and from last month.
In October 2019, the seasonally adjusted unemployment rate was 5.1 per cent, down from 6.1 per
cent in October 2018 and down from 5.3 per cent in September 2019. The national average was
5.5 per cent. October marks Saskatchewan’s 15th consecutive month of job growth, with year-
over-year employment rising by 11,100 jobs, an increase of 1.9 per cent. Female employment
increased by 5,700 (+2.2 per cent) and off-reserve Aboriginal employment increased by 4,400 (+9.5
per cent).
“Saskatchewan continues to experience one of the lowest unemployment rates in the country and
below the national average, despite external headwinds,” Immigration and Career Training
Minister Jeremy Harrison said. “Our government is committed to ensuring Saskatchewan
remains the best place in Canada to live, work and raise a family. A growing Saskatchewan is a
strong Saskatchewan.”

AMENDMENTS TO SASKATCHEWAN'S TOBACCO CONTROL ACT TO LIMIT VAPING PASSED
November 6, amendments to The Tobacco Control Act were passed unanimously by the
Legislative Assembly allowing the province to move quickly to ensure regulation of vaping and
vaping products is in line with existing tobacco legislation.
“Quick passage of this legislation demonstrates how important it is to further protect our youth
from vaping,” Health Minister Jim Reiter said. “I want to thank our partners and health
stakeholders for their support for this legislation and look forward to consulting with them again
on the regulations and how to best address flavoured vaping products.”
Over the next months, the Ministry of Health will proceed with the necessary supporting
regulations to address both the restrictions on vaping and vaping products and the
enforcement. New signage prohibiting vaping will be made available for public buildings, retail
locations and school properties. It is anticipated that The Tobacco Control Act amendments and
supporting regulations will be in force in early 2020.
Introduced on November 5, the amendments in Bill 182 will:
• restrict the sale of vapour/e-cigarette devices and products to individuals 18 years of age
and older;
• prohibit the display of vapour/e-cigarette products in a retail business where young
persons have access;
• restrict the use of vapour/e-cigarette products in and around public buildings, including
schools and school grounds, in the same manner as our provincial tobacco legislation;
• prohibit the sale of vapour/e-cigarette products from specified facilities such as
amusement parks, arcades, and theatres where youth frequent; and
• restrict advertising of vapour/e-cigarette products in the same manner as tobacco
products by prohibiting advertising signs and promotional signs in areas where young
persons can enter.
GOVERNMENT WORKS TO ESTABLISH COMMITTEE ON CLASS SIZE AND COMPOSITION
November 6, Deputy Premier and Education Minister Gordon Wyant released terms of reference
to education sector partners that will be used to develop a framework to guide class size and
composition practices in Prekindergarten to Grade 12 classrooms.
The Ministry of Education will work to establish the Provincial Committee on Class Size and
Composition and host the first meeting before the end of the month.
“I have heard from parents, teachers and staff that our classrooms are more complex than ever,”
Wyant said. “I look forward to the work of this committee helping to develop solutions to guide
class size and composition planning in our schools.”
The Provincial Committee on Class Size and Composition will be comprised of representatives
from various education partners, including:
• parents;
• academics;
• professional staff;
• the Saskatchewan Teachers’ Federation;
• the Saskatchewan School Boards Association; and
• the Ministry of Education.
The committee will be expected to construct a framework on class size and composition with the
intention of implementing recommendations for the 2020-21 school year.
RETAIL LIQUOR PERMITS AVAILABLE SOON IN FIRST ONLINE AUCTION
The first auctions for available retail liquor store permits in Saskatchewan begin November 27
with bids closing on December 6. Communities included in the first round of auctions are
Estevan, Martensville, Melfort, Weyburn and Warman.
“We have received a fair amount of interest since first announcing the population-based policy to
allocate additional liquor permits earlier this year,” Minister Responsible for the Saskatchewan
Liquor and Gaming Authority Gene Makowsky said. “The online auction process is a way to
allocate the permits efficiently and transparently so that new permittees can complete the
application process and open for business in a timely manner.”
In May 2019, the government announced changes that outline how additional retail liquor permits
are distributed in Saskatchewan. The availability of permits is determined by the population of
the community and the number of current retailers operating. A community must have a
minimum population of 500 to be eligible for a retail liquor permit.

SASKATCHEWAN COMMUNITIES BENEFIT FROM PROGRAM TO SUPPORT VETERANS
The Saskatchewan Veterans Service Club Support Program is well-received by the military
service clubs it is intended to help. The $100,000 program, announced last November by Premier
Scott Moe, is fully subscribed, with 25 organizations receiving funding grants to tackle much-
needed repairs and upgrades to buildings and equipment.
“These grants support the Royal Canadian Legion Saskatchewan Command (Legion) and the
Saskatchewan Army, Navy, Air Force Veterans (ANAVETS) properties around the province,”
Parks, Culture, and Sport Minister Gene Makowsky said. “In many cases, the surrounding areas
also benefit, as many facilities are also community spaces, in addition to their important role of
serving veterans.”
The program was implemented as part of the 2019-20 budget to provide funding grants to
registered, non-profit military service clubs, Legion branches and ANAVETS units based in
Saskatchewan.
The grant program strengthens and contributes to the long-term sustainability of military service
clubs as well as engage, promote and inspire not only the veterans, but their families and
communities.
“These funds have been put to good use across the province and have provided sustainability to
branches and units,” Royal Canadian Legion Saskatchewan Command President Keith Andrews
said. “We thank the provincial government for honouring the sacrifices of those who provided us
with our freedom.”
The Legion and ANAVETS are an integral part of Saskatchewan communities. The program
repairs and upgrades allow for military clubs to continue serving as community hubs, to support
the important work of veterans and to help keep the memory of fallen heroes alive.

World Trade Center Saskatoon at Prairieland Park
PROVINCIAL CAPITAL COMMISSION MARKS 75TH ANNIVERSARY OF D-DAY WITH VETERAN CARE PACKAGES
November 7th, Provincial Military Liaison and Moose Jaw-Wakamow MLA Greg Lawrence marked
75 years since Canadian soldiers stormed the beaches of Normandy with a century-old tradition
of care packages for soldiers.
“During the First and Second World War, a popular activity in North America was to send care kits
of stitchery, knitting, letters and snacks to soldiers on the front lines to raise morale and thank
them for protecting our rights and freedoms at home,” Lawrence said. “Today, we continue to
mark the sacrifice and service of our Canadian Forces by providing modern care kits to
veterans.”
The Provincial Capital Commission leads this initiative in partnership with the Regina Stitchery
Guild, Royal Canadian Legion and the UnderstandUs mental health initiative. Kits include a letter
of thanks and encouragement, hand-crafted scarf and cross-stitch ornament, UnderstandUs ball

WCB COVERAGE EXPANDED TO INCLUDE NEW FORMS OF CANCER FOR FIREFIGHTERS

Starting November 15, professional and volunteer firefighters will be able to access Workers’
Compensation coverage for six additional cancers. In addition, an amendment will come into
force to enable Workers’ Compensation Board (WCB) claimants to access their entire claim file.
The amendments, which were announced last December, adds prostate, skin, breast, cervical and
ovarian cancer as well as multiple myeloma to the list of occupational diseases with presumptive
coverage for firefighters.
“We value the work that our firefighters do and continue to do every day to keep the province
safe,” Labour Relations and Workplace Safety Minister Don Morgan said. “We know the risks that
they face and want to continue to provide the supports they need by updating and expanding
their WCB coverage.”

Congratulations to high schools participating in Provincial Football finals across the province
this past weekend.
It was a pleasure to attend the game in Wynyard last Saturday between the Hafford / Blaine Lake
Vikings and the Wynyard Golden Bears.
It was a cold day in Wynyard but the hospitality was warm! I was honoured to present the
Provincial Championship trophy to the Hafford / Blaine Lake Vikings along with gold medals. The
Wynyard Golden Bears received the runner up trophy and silver medals.
Congratulations to players from both teams, the coaches, parents and spectators who braved the
cold to cheer their teams on.
SASKATCHEWAN SEEKS NEW INNOVATION AND LABOUR MARKET OPPORTUNITIES IN EUROPE
Efforts to drive new innovation and economic development activity in the province will get a
boost this week. Saskatchewan industry and government leaders are in Germany and France to
look for opportunities at two of the largest events of their kind.
“Germany’s AgriTechnica is the world’s premiere showcase for new technology and innovation in
agriculture,” Innovation Saskatchewan and Advanced Education Minister Tina Beaudry-Mellor
said. “Given the rapid growth of Saskatchewan’s agriculture technology sector, this is where we
need to be. Our ag-tech companies can find business partners and investors here that will help
them access global markets.”
More than 450,000 visitors from 130 countries will visit the trade fair over the course of the
week. The event features 2,750 exhibitors from 51 countries. Saskatchewan Trade and Export
Partnership members work with the Ministry of Trade and Export Development annually to
develop a Saskatchewan presence at the show.
“Trade relationships are so critical for our province,” Beaudry-Mellor said. “When you live in a
place that globally exports 70 per cent of what it produces, you need strong international
relationships to remain competitive.”

A CELEBRATION OF MULTICULTURAL HEROES

of Saskatchewan (MCoS) is celebrating the importance of multiculturalism in our province with
Saskatchewan Multicultural Week from November 16-24, 2019.

Culture and Sport Minister Gene Makowsky said. “Our population has grown steadily since the
first settlers came in search of a better life. Today’s immigration continues to diversify and
strengthen our labour force, bringing entrepreneurial spirit and energy. Saskatchewan
Multicultural Week is a celebration of this growing diversity.”
The annual week-long celebration kicks off with Multicultural Honours on November 16 at 2 p.m.

NEW TRAINING FOR SCHOOL DIVISION STAFF WILL HELP BUILD SAFE AND INCLUSIVE LEARNING ENVIRONMENTS
Today, Deputy Premier and Education Minister Gordon Wyant was joined in Regina by Respect
Group Co-founder Sheldon Kennedy, to announce the new Respect in School training for
teachers, school staff and volunteers. The training, which will be available in a few weeks, is
being offered at no cost to all school divisions, First Nation education authorities and
independent schools.
“We are happy to partner with Respect Group to make this valuable training available to all school
staff in Saskatchewan,” Wyant said. “We understand the importance of ensuring safe and
welcoming learning environments for everyone, and this training will further support the adult
leaders in our schools to better understand and act on complex issues.”The Ministry of Education
is partnering with Respect Group to deliver the 90-minute online personal development training
course. The training will be available over the next two years and includes content on preventing,
identifying, responding to and reporting incidents of bullying, abuse, harassment and
discrimination in schools.

REPORT FROM THE LEGISLATURE
November 7th - Your government is committed to reducing the length of time people are waiting
for surgery.
Reducing surgical wait times has long been a priority for our government, dating back to the
successful Saskatchewan Surgical Initiative which took the longest surgical wait times in Canada
to among the very shortest.
Wait times in Saskatchewan have been increasing again due to additional patients needing
surgery, not due to fewer surgeries being performed in Saskatchewan. We will work to improve
wait times for patients through $10 million in new funding.
Approximately 1,700 additional surgeries will be performed before the end of March 2020. These
surgeries include cataracts, hip and knee replacements, gynecological surgeries, dental, and ear
nose throat procedures.
The number of Transcatheter Aortic Valve Implantation (TAVI) cardiac procedures will also grow
by 60 per cent. TAVI is an option for patients who require aortic valve replacement and are not
candidates for open-heart surgery.
To meet the March 2020 target, the Saskatchewan Health Authority will increase surgical hours in
hospitals and also increase contracted volumes with third-party facilities. While the majority of
surgeries will occur in Regina and Saskatoon where some of the longest wait times exist, they will
be expanded to other centres as well.
In addition to action on surgical waits, we have unanimously passed amendments to The Tobacco
Control Act. This allows the province to move quickly to ensure regulation of vaping and vaping
products is in line with existing tobacco legislation.

Your Saskatchewan Party government has more than doubled health care funding since 2007,
and our focus on recruiting and retaining medical professionals has resulted in about 3,800 more
nurses and nearly 900 more doctors practicing across the province.
We have invested over $1.6 billion into needed health care infrastructure. These funds have
allowed our government to open five new or replacement hospitals, 13 long-term care centres,
and fund 20 additional major capital projects.
Earlier this year, our government announced that the Weyburn Hospital replacement project and
the Prince Albert Victoria Hospital redevelopment project will be entering their final planning
stages.
In March, our government delivered on its commitment to mental health with the 284-bed
Saskatchewan Hospital North Battleford and, for the first time ever, Saskatchewan has its own
children’s hospital – the new Jim Pattison Children’s Hospital in Saskatoon.
From record funding for mental health and addictions services to enhanced supports for seniors
and those living with dementia and Alzheimer’s disease, health care remains a top priority for our
government. We will continue to prioritize program spending and strengthen health care for all
Saskatchewan people.
• Regina Open Door Society and the Employment Readiness program will help up to 1,000
newcomers to the Regina area from June, 2019 to May, 2020.
• The government provides Estevan Diversified Services with more than $3 million
annually to help support people with intellectual disabilities.
• Innovation Saskatchewan crow-sources ideas from local innovators through the
innovation challenge program to resolve challenges or capture opportunities for citizens.
• The Saskatchewan Virtual War Memorial is an online website that features more than
11,000 Saskatchewan citizen war casualties and their stories.
