Involvement The preliminary plans for the S. Christa McAuliffe Elementary School addition project were developed based on the educational specifications prepared by Montgomery County Public Schools. Through a series of public work sessions, several design alternatives were developed and evaluated. The proposed plans presented herein were reviewed and subsequently modified in accordance with recommendations and suggestions received during the schematic design meetings. Background/History Location: 12500 Wisteria Drive, Germantown, MD 20874 Cluster: Seneca Valley History and Square Footage of Existing Building: 1986 Construction of the Original School 77,240 Square Feet Total 77,240 Square Feet Site Size: 10.59 acres Program Capacity: 531 Number of Relocatable Classrooms: 8 Enrollment projects at S. Christa McAuliffe Elementary School reflect a need for an addition. S. Christa McAuliffe Elementary School has a program capacity for 531 students and enrollment is expected to reach 681 students by the 2022-2023 school year. The feasibility study for this project was conducted in 2013 and planning funds were approved in the FY 2017 Capital Budget and the FY 2017-2022 Capital Improvements Program. The construction appropriation was requested in the FY 2018 Capital Budget and Amendments to the FY 2017-2022 Capital Improvements Program to maintain the scheduled completion date of August 2019.

Educational Program Objectives The purpose of this project is to provide needed capacity and eliminate the need for relocatable classrooms on site. The addition project will increase the school’s capacity to 740 students by adding ten classrooms; six standard classrooms, and four kindergarten. The addition will also include an instrumental music room, large instructional support room, therapy support room and a staff development suite. The core facilities of the existing school are currently designed to accommodate 740 students. Therefore this project will not require the expansion of the multipurpose room, media center, or administration suite.

Project Design Objectives The purpose of this project is to add onto S. Christa McAuliffe Elementary School to provide program spaces for grades pre-Kindergarten through fifth grade that meet the requirements of the educational specifications. The addition will be built where the portable classrooms are currently located. The portables will be relocated during the construction and then removed after the addition is complete. The building will be in full compliance with the Americans with Disabilities Act (ADA) and the addition project will provide the required teaching spaces and support spaces for the school programs. The following are some of the key elements of the project design:

• The design of the addition creates better circulation by connecting the existing corridors and allows for a continuous loop circulation.

• The design eliminates the current dead end corridor. • The new second story provides accessibility to the upper fields. • The placement of the addition allows for phasing of the construction while minimizing the effect of school operations.

Site Design Site Features: S. Christa McAuliffe Elementary School currently is located on a 10.59 acre property on the west side of Wisteria Drive in Germantown, Maryland. Construction of the school addition will not interfere with regular school operations. The relocation of the portable classrooms will allow for existing student capacities without displacement. The student play areas will be relocated and expanded to comply with current code standards. Additional hard play surface and soft surface play area will be added to the rear of the building. During construction the soft surface play area will be relocated to provide adequate functionality for students. A primary site design goal is to preserve as many trees on the site as possible. There are trees located internal to the property which are anticipated to be removed as a consequence of the construction process. However, detailed investigation of the site design, site survey, and affected tree root areas will be performed during design development in an effort to maximize avoidance.

Building Design General Description: The proposed building addition, designed to meet Montgomery County Public Schools educational specifications, is a two-story, steel-framed structure with masonry veneer exterior and masonry interior partitions. The proposed building addition will create an academic wing perpendicular to the existing academic modular wing. This portion of the building forms the east edge of a new exterior courtyard. The wing includes kindergarten classrooms and first through fifth grade classrooms flanked by staff support spaces to the north and south. The exterior character of the building addition aims to create an attractive and inviting school building that matches the existing school. The existing school building is one-story and the proposed new addition is two-story. The two-story design is located on site to take advantage of the existing site topography, which allows for the completion of a loop circulation on the lower level of the existing school. The new second story allows for an accessible route provision connection to the upper level play areas and fields. Classroom Technology: The classrooms are designed to support interactive educational technology that includes controlled wireless computer access and interactive whiteboard systems. Individual classrooms are designed to provide a student seating arrangement that can be organized into small groups for project-oriented teaching or students can face the teacher in a traditional method.

Sustainability The proposed addition project will be designed and constructed with an emphasis on the environmental sustainability. The architecture and engineering systems will align with Montgomery County Public Schools facility management sustainability principals to ensure long term operational effectiveness. The addition project will be built to meet Leadership in Energy and Environmental Design (LEED) standards but certification will not be pursued. The addition will also meet the International Green Construction Code (IgCC). Key features related to the sustainability include the following:

• Encouraging alternative transportation to the existing school by providing additional bike racks. • Managing storm-water to both reduce runoff quantity and improve quality. • Using highly-reflective roof surfaces at the new addition to reduce heat gain to the addition. • Installing water-conserving, low flow plumbing fixtures, in the new addition. • Optimizing the energy performance of the addition by providing a highly energy-efficient building envelope, lighting system,

heating, ventilation, air conditioning systems. • Optimizing equipment selection, installation, and operation of new HVAC equipment through commissioning of the building

addition energy systems. • Adhering to construction indoor air quality management plans and using low emitting building materials to safeguard occupant

health in the new addition. • Providing a high level of occupant control over individual lighting and thermal comfort to promote enhanced indoor environment

in the new addition • Using construction materials that are recycled and regionally manufactured in the new addition. • Maximizing daylight in classroom addition. • Minimizing background noise level from heating, ventilation, and air conditioning systems in classrooms and control

reverberation time with sufficient sound absorptive materials in the new addition.

Sustainability (continued) One of the primary design factors required to achieve a sustainable facility is the conservation of energy. The importance and consideration placed on energy conservation will be reflected in the selection of materials, and the mechanical/electrical systems utilized. In addition, a direct digital automatic temperature control system will be provided to monitor and control all new heating, ventilation, and air conditioning equipment from a central building management system. The new building addition will be designed to meet or exceed 2015 International Energy Conservation Code (IECC), as well as Montgomery County energy conservation codes. The design will incorporate the ANSI/ASHRAE/IES Standard 90.1-2016, Energy Efficiency Standard for Buildings Except Low-Rise Residential Buildings.
