INTRODUCTION
TheNERACOOSModelingandAnalysissubsystemisbasedontheNortheastCoastalOceanForecastSystem(NECOFS),acoupledatmospheric,waveandoceancirculationmodel.VariousothermodelsareorareanticipatedbeingnestedwithNECOFSincludinghigherresolutionmodels,suchasoneforMassachusettsBay,InundationForecastSystems,waterquality,andecosystemmodels.Modeloutputsareavailablethroughinteroperableweb‐basedservicessuchastheThematicRealtimeEnvironmentalDistributedDataServices(THREDDS).Withthis,furtherspecializedmodels,suchasphysical‐biologicalmodels,areabletobeinitiated.Ahydrologicalwatershedmodelprovidesimportantinputinformationforestuariesandnearshorewaters.
Toprovideamorerobustmodelinginfrastructuremodelingeffortsmaybetransitionedtofederalagencies.However,NERACOOSwillmaintainamorerapidlyadaptableandflexiblemodelingcapacitythatiscloselytiedtostate‐of‐the‐artmodelingefforts.
Theobservingsubsystemiscloselytiedtothemodelingandanalysissubsystem–thetwoprovidinganinformationsystemfortheregion.Observationsareassimilatedintomodels,fillinggapsbetweenobservationswithnowcastsaswellasprovidingfutureconditionswithforecasts.Modelscaninformobservationalstrategiessuchthatmodeluncertaintiesareminimized.Hindcastswhichassimilatehistoricalobservationsallowpasteventsandtrendstobestudiedandassessed.Theyalsoprovidearangeofconditionsthatmightbeexpectedandallowforsimulationofextremeeventssuchashurricanesandnor’easterswithchangedsettingssuchasariseinsealevel

NERACOOSmakesregionaloceaninformationfromobservationsandmodelsavailableinavarietyofways.RobustmetadataisInteroperableweb‐basedservicesallowformachinetomachinecommunications.Portalsfacilitatehumanaccesstorealtimeandhistoricalinformation.Examplesincludeportalsfor;real‐timeseasurfacestateobservationsformariners,historicalclimateandecosysteminformationformanagers,andgeospatialinformationsupportingCoastalandMarineSpatialPlanning(CMSP).Partnershipsareimportantforregionalinformationstewardshipandaccessibility.ImportantregionalpartnersincludetheNortheastCoastalOceanDataPartnership(NeCODP)andtheNortheastOceanDataPortalWorkingGroupforCMSP.

TheServiceOrientedArchitecture(SOA)ofSOSandTDSsystemsneedtobemaintainedandinoperation24/7forthepriorityareasofMarineOperations,CoastalHazardsandClimateChangemonitoring.Thiswillensurereadyaccesstoreal‐timein‐situobservationsandthedevelopmentoflongtime‐seriesofobservations.Asmentionedabove,thesoftwaretools,librariesandpackagesneedtobeconsistentlymaintainedandperiodicallyupgradedtokeepupwithemergingIOOSstandards,dataformatsandconventions.

INTRODUCTION
Todevelop,operate,andmaintainafullyintegratedobservingsystemthatachievesthesocietalgoalsofIOOSwillrequirecontinuedinvestmentinresearchanddevelopment(R&D).ThisR&Dincludesactivitiestoadvanceourknowledgeofhowthecoastal,oceanic,andGreatLakeswatersandtheirecosystemsfunction,todevelopthesensorsandplatformsnecessarytorapidlydetectchangesintheecosystemanditscapacitytoprovidegoodsandservices,andtodevelopthetoolsnecessarytopredictsuchchanges.AlthoughIOOSisaimedatoperationalobservingsystemsratherthanR&D,theRegionalAssociationshaveauniqueroleinidentifyingandprioritizingtheregionalrequirementsforR&D,aswellasthenecessarytransitionsfromresearchprojecttopilotprojecttopre‐operationalactivitiestooperationalsystems.
