Pre-Service and In-Service Training

• “Teacher education” shall mean the pre-service education, in-service education, and graduate education of teachers, in various areas of specialization.

WHAT IS PRE-SERVICE EDUCATION?

• The trainees can take all the time they need to focus on their learning without having other responsibilities.

• Before entering into any pre-service education most students will have obtained a previous degree,(e.g. BSE, BSIE, BEED, BECED) in a subject of their choice (e.g. English, Mathematics, Science...)

Here are some situations in which pre-service training is appropriate:

The trainees cannot do the task without the training. The trainees must be certified before they can begin doing the task. The trainees are not accepted by the community to do a given task unless they have appropriate training. ___

• During the pre-service education program the pre-service teacher will learn how to use their knowledge to formulate lesson plans to teach their class. Common topics include classroom management, lesson plans, and professional development. A major focus during such education programs are the practicum where the pre-service teacher is placed within a school setting (either elementary, or secondary) and shadows an experienced teacher. The pre-service teacher will be given opportunities to develop skills through lesson plans, teaching lessons and classroom management.

IN-SERVICE CONTINUING EDUCATION FOR TEACHERS

An inservice program is a professional lecture, where professionals are trained and discuss their work with others in their peer group.

Inservice programs also refers to educators, where they discuss methods and cases and work Loads.

Here are some situations in which in-service training is appropriate:

You need to make adjustments in an established literacy program.

Trainees need practical experience before they can or will benefit from the intended training.

If a task is quite complex, trainees may need repeated training so they know how to do the task correctly;

If little or no supervision is available, the in-service training can help fill this need.

You introduce new materials or methods to people experienced with the task.

1. To keep abreast with the latest happenings in the subject area.

2. To help teachers recognise the individual differences in children and modify the method of teaching accordingly.

3. To recognise and master the use of teaching aids like computers, power point presentations, internet to make the teaching-learning process more lively and useful.

IN-SERVICE HELPS THE TEACHERS:

To provide teachers an opportunity to meet peers and exchange ideas on better curriculum transaction. 6. To provide an opportunity to engage with other teachers professionally and to update knowledge._________

The following are education institutions, which are considered the pillars of teacher education, are working singly and collaboratively to upgrade the standard of teacher education in the Philippines.

The Philippine Normal University (PNU).

• A state university that is dedicated to teacher education, PNU was founded in 1901 during the American occupation in the Philippines. Its mission is “to provide professional, technical, and special instruction for special purposes; and progressive leadership in education.” Considered as the premier teacher education institution in the Philippines,

University of the Philippines. National Institute of Science

and Mathematics Education (UPNISMED).

• One of the institutes of the University of the Philippines, UPNISMED is dedicated to science and mathematics education.

University of the Philippines Open University (UPOU). Formerly called the School of Distance

Education (SDE) of the University of the Philippines,

• the pioneer of distance education and online teaching in the Philippines

• active in post-baccalaureate or life long learning

Department of Education, Culture and Sports (DECS).

• an agency that is task by the Government of the Philippines (GOP) to provide basic education to Filipinos.

• It employs about a million elementary and high school teachers throughout the country. Although its primary role is “to provide basic education”, it is however, very active in in-service training of its teachers.

Commission on Higher Education (CHED).

• CHED is task by the government to set up policy and standards for Baccalaureate and post-Baccalaureate degrees. It evaluates curricular programs of all higher education institutions and issue Permit to Operate to private schools that satisfies the standard. CHED has also the power to cancel permits and effect closure of private schools that violate policy, rules, and guidelines for quality education.

Department of Science & Technology (DOST).

• This agency is mandated by the government to “provide central direction, leadership and coordination of scientific and technological efforts and ensure that the results are geared and utilized in areas of maximum economic and social benefits for the people.”

Non-Government Organizations (NGOs)

• Private foundations and companies, like the Foundation for the Upgrading of Standard in Education (FUSE), the ABS-CBN Foundation, IBM Corporation, Educ Quest, People’s Television Network (PTV) and some other NGOs are active in helping promote quality education.

• Their involvement ranges from passive (cash or equipment donation) to the more active present roles of collaborating with government institutions in producing quality learning materials.

Why In–Service Training of Teachers

• In–Service training program is frequently organized every year to orient new comers or to orient the old ones. They are scheduled in such a way that after a national or regional program for a definite area or objective has been held, echo or seminars are conducted in the different divisions and later in the schools within. The organizers of the programs vary from year to year and are tailored to the needs of the teachers as well as the school system.

• Those whose professional preparation is below the present accepted standard and who wish to “upgrade” themselves.

• Those who wish to prepare for another type of position.

• Those who even though their preparation meets present standards, wish to increase their knowledge or skills in some phase of their work or to add to their general outlook and cultural background.
