Instructions to Applicants

Applicants are required to read carefully the contents of this document and to provide required

information in sufficient detail so that the capabilities of the applicant can be fully appreciated

and assessed.

DDC (Detailed Design Consultants) may be individuals, consultancy firms or joint ventures well

experienced in the respective categories. Applicants must read carefully the directions

concerning the requirements for groups. All members of a group will have their submittals

evaluated.

This document consist of pre-qualification Enquiry document, pre-qualification

questionnaire and Evaluation criteria.

Applicants are to complete the Questionnaire and to provide the required information in separate

Sections as described in the “Contents of Sections”. These documents may be submitted in sets

of one original and two copies, and marked so. The use of sections is to separate the information

provided so that there is no doubt as to the intention of the applicant, and to considerably

simplify the process of assessment of the applicant‟s capability and suitability.

Submittal will be assessed to demonstrate convincingly that the applicant possesses the

experience, technical, administrative and financial capability to perform the contract for which

application is made, and has good performance record in the relevant area.

Applicants will not be considered if they have a poor performance record such as: abandoning of

works; not properly completing contracts, inordinate delays in completing contracts; litigation

history, financial failure etc.

All documents are to be in English Language.

Successful applicants will be advised of the result of their application, however, it should be

noted that RDSO will not discuss any aspect of the evaluation process and the result of the

evaluation.

Applicants should note clearly the date and time of submittal of applications. No Document

will be received after the stipulated Date and Time. Applicants are reminded that no

supplementary material will be entertained by RDSO, and that evaluation will be carried

out only on the basis of documents received by the closing time for receiving submittals.

In the event of a conflict between documents submitted by the applicant, the material contained

in the original set only will prevail.

Applicants will not be considered if they make misleading or false representations in statements,

attachments and pre-qualification questionnaire submitted in proof of the qualification

requirements.

PRE-QUALIFICATION OF DETAILED DESIGN CONSULTANTS (DDCs)

RESEARCH DESIGNS & STANDARDS ORGANISATIONS

LUCKNOW

1. INTRODUCTION

1.1 RDSO intends to shortlist Detailed Design Consultants (DDCs) for preparing a standard

panel of approved consultant of repute to engage them for specialized design job on need

basis. Zonal Railways may also make use of this panel for works at railway level.

1.2 DDCs will be short-listed for following categories of works:

Structural design of railway bridges, FOBs/ROBs and other railway structures of :

(i) Steel/Composite (Steel+Concrete) Super structure

(ii) PSC/RCC Super Structure

(iii) Substructure/Foundation of Any type

1.3 The panel of respective category shall remain valid for 3 year from the date of

empanelment. Addition/deletion in the list will be done once in a year. Expression of interest

shall be notified for fresh applications once a year or as decided by RDSO.

1.4 Deletion of consultant from panel shall be on the basis of bad performance report from

the client.

1.5 All DDCs shortlisted for pre-qualification are not necessarily be hired by RDSO.

1.6 RDSO intends to invite application from only suitable and highly experienced Indian and

International individuals, consultancy firm or joint ventures who must be having an

established office in India. Tenders for awarding any work for detailed designing will only

be invited from those who have been pre-qualified by RDSO through this PQ tender. It is

mandatory for the International applicants to have Indian partners in the joint venture, who

have experience in the appropriate disciplines.

1.7 Interested consultants may apply for pre-qualification individually or as joint ventures,

partnerships or consortia (groups). However, they will not be permitted to tender for the

same contract as an individual or individual firm and at the same time as part of a joint

venture, partnership or consortium. Also any firm can participate or become member of

only one consortium/joint venture/partnership or group.

1.8 Applicants for pre-qualification should note that this Pre-Qualification Enquiry and

Questionnaire is intended to provide consultants with preliminary information. The

information contained herein shall not in anyway be constructed as binding on RDSO.

1.9 Applicants are advised that selection of consultants shall be entirely at the discretion of

RDSO. Applicants will be deemed to have understood and agreed that no explanation or

justification of any aspect of the pre-qualification process will be given and that RDSO‟s

pre-qualification decisions are without any right of appeal whatsoever.

1.10 All costs incurred by an applicant for pre-qualification shall be borne by the applicant,

RDSO, or any railways office are entirely without liability for such costs on other parties.

1.11 RDSO reserves the right not to proceed with the pre-qualification procedure at any time

without notice or liability.

1.12 All documents and other information supplied by RDSO or submitted by an applicant

shall remain or become the property of RDSO. Applicants are to treat all information as

strictly confidential. RDSO will not return any pre-qualification submission except the

original documents, if any.

1.13 RDSO will notify successful applicants of the result of pre-qualification for the contract.

However, pre-qualification of applicant does not make binding on RDSO that they must

be taken as a part of DDC.

1.14 Applicants are advised that RDSO is not bound to respond to any enquiries or into

communication concerning or relating to selection process or the pre-qualification

procedure.

1.15 RDSO/Zonal Railway will scrutinize the designs/drawing presented by DDC and will

give the final approval.

SCOPE OF WORK

The Scope of Work for the Design Consultants :

Conduct Design Alternatives on the conceptual design provided in the contract package

using principles for cost-effective designs.

Prepare a design basis note prior to start the actual design as per prevailing IR Codes. In

absence of provision in IR other codes in the order of preference as given in the design

contract document shall be used.

Wherever codal provisions are not available DDC shall use sound engineering practices

and provide the complete logic for using the practice.

Perform detailed designs of structures (Superstructure, substructure, foundation,

expansion joints, bearing & Seismic restrainers).

Prepare the detailed design document which can be easily understood by the approving

authority i.e. RDSO.

Incorporate changes in design resulting from RDSO‟s design reviews.

Plan, design, detail, control, co-ordinate, and execute the design phase of the Works for

production of drawings, documents and reports to meet the key schedule date included in

the Agreement and as directed by RDSO/Zonal Railways.

Prepare and submit a Design Quality Control Plan to RDSO for approval;

Maintain a Quality Control activity and an effective internal procedure for checking the

accuracy of Work and assuring compliance with contract requirements;

Attend all meetings and prepare, distribute and maintain all meeting minutes, reports,

notes, correspondence and other documents of whatever nature required during the course

of the work;

Proof checking of designs and drawings shall be done by RDSO/Zonal Railway. In case

of very special type of work like steel/PSC arch bridge, Road cum rail bridge, proof

checking shall have to be arranged through expert agency in that field as mutually

agreed..

Maintain a qualified design team for engineering services during the construction

contract: to review contractor‟s bar bending schedules, shop and working drawings for

the Works for compliance with the design requirements and contract documents; to

prepare supplemental reports, calculations, recommendations, etc. or modify existing

drawings as necessary to incorporate system wide requirements and unforeseen

conditions;

Providing solutions to the various problems during construction raised by the field

engineers;

2. PROJECT ORGANISATIONS

2.1 The RDSO/Zonal Railway will be “Employer” under the terms of any contacts to be

awarded.

3. CONTRACTUAL MATTERS

3.1 The execution of the works will be through public tender from pre-qualified tenderers.

3.2 DDCs will be required to develop the conceptual designs and Outline Specifications as

per Employer‟s Requirements into detailed designs and full specifications complete with

all necessary drawings to proceed to tender for construction. As part of the design effort

the DDC will make progress submittals of designs, specifications. RDSO/Zonal Railway

will carry out proof checking of the DDC‟s work but the DDC will be required to operate

an internal Quality Assurance Programme to ensure that all work is checked before

submittal to RDSO. The DDC will prepare design reports, as well as reports on

Constructability and Maintainability of their designs. In case of very special type of work

like steel/PSC arch bridge, Road cum rail bridge etc., proof checking shall have to be

awarded through expert agency in that field as mutually agreed.

3.3 If a contract is awarded to a group, each member thereof will be severally and jointly

liable for the whole performance of the contract obligations. A single performance

guarantee from the lead member will be required for a group of tenderers.

4. PREQUALIFICATION APPLICATION

4.1 Applicants for pre-qualification are required to submit the Pre-qualification

Questionnaire and associated information as herein requested.

4.2 Applicants shall submit the requisite information in the sectional arrangements as

indicated in the Table “Contents of Sections” in the pre-qualification questionnaire.

4.3 Applicants should attach clearly marked and referenced continuation sheets in the event

that the space provided in the Questionnaire is in sufficient. Alternatively, Applicants

may format the questionnaire making due provision for incorporation of the

requested information.

4.4 Applications for pre-qualification must be submitted by hand or by registered post so as

to reach the office of the RDSO by ………. hrs. on …………...The onus of ensuring

this is with prospective applicant. Late or delayed applications will not be received

or considered.

4.5 Submissions shall be made in two sets of documents comprising one original set and one

copy set and addressed to the ED/B&S/RDSO at the address shown below :

4.6 Information supplied by a applicant (or other constituent member if the applicant is a

joint venture) must be relevant to the applicant or constituent member named in the

application and not, unless specifically requested, to other associated companies or firms.

Unless otherwise approved by RDSO, invitation to tender documents will only be issued

to consultants or groups whose identity and/or constitution is identical to that at pre-

qualification.

4.7 A Group comprising a joint venture, partnership or consortium may apply for pre-

qualification. Applicant‟s attention is drawn to paragraphs 1.6 & 3.3 above. In the case

of applications from groups, a statement or participation for each constituent member

shall be submitted to the effect that they are bona fide members of the joint venture

applying for pre-qualification and that, in the event of pre-qualification, they agree to be

jointly and severally liable to RDSO under any contract which may be subsequently

awarded to the joint venture. Details of the existing or proposed joint venture, partnership

or consortium agreement in the form of a Memorandum of Understanding (MOU) signed

by all participants will be required.

4.8 RDSO will review and evaluate the information submitted by applicants and select the

applicants to whom invitations to Tender will be issued.

4.9 In responding to the pre-qualification submission, applicants should demonstrate their

capabilities, by providing material based on their experience, past performance, their

personnel, equipment and financial resources, including:

Capability to design to the requisite standard and to monitor and control design

development.

Capability to programme and re-programme the design work, monitor progress against

programme and to utilize computer programming and monitoring techniques.

Capability pro-actively to undertake and manage contract interfaces or co-ordination.

Capability to execute the work in time by having adequate resources.

Operate a design quality control programme.

In the case the application is from Joint Venture, or consortium, each member of the

group should substantially satisfy the pre-qualification requirements.

4.10 Applicants will not be requested to provide additional information or material

subsequent to the date of submission, and such material if submitted can be

disregarded.

4.11 All documents submitted by applicants shall be in the English Language. Submitted

documents will not be returned except the original documents.

EVALUATION CRITERIA

1. Introduction

The Evaluation Criteria is prepared for use in evaluating the Applicants for their suitability to perform the

Detailed Design Consultancy for structural design of railway bridges, ROBs/FOBs etc.

2. Evaluation Factors

The Enquiry Document required applicants to demonstrate their capabilities to the RDSO by providing

material based on their experience, past performance, their personnel, equipment and financial resources,

including :

Capability to design to the requisite standard and to monitor and control design development.

Capability to programme and re-programme the design work, monitor progress against

programme and to utilize computer programming and monitoring techniques.

Capability to execute the design works in time by having adequate resources.

Operate a design quality control programme.

In the case the application is from Joint Venture, or consortium, each member of the group should

substantially satisfy the pre-qualification requirements.

3. Evaluation Criteria

3.1 Assessment Topics

The Technical and Organizational capabilities, together with Experience and Contract records are of greater

significance. The qualities of the design team are of the greatest importance. Accordingly, the number of

topics to be assessed are shown in Table 1.

3.2 Change in Assessment Topics

The assessment topics have been designed to meet the requirements of the contract

T1. Liquidity and Bankers References : These are important to indicate the financial

standing of the applicant and access to credit facilities.

T2. Profitability: Will be obtained from the Balance Sheets that each applicant must provide.

T3. The Applicant must have well qualified staff to undertake the design work.

T4. The applicant must be able to field a complete team for each station of the contract.

T5. This support T3. The staff is the most visible asset of an Applicant.

T6. The Applicant must show that he has adequate design facilities.

T7. Quality of the consultant‟s output is essential for the RDSO to achieve its goals. The consultant

must possess and practice a QC programme.

T8. Length of Time in Business: A new firm will not have adequate experience, a long established

firm will be anxious to protect its reputation. This is an important consideration.

T9. The team must show that it has experience in designing structures for Railway/Metro bridges with

respective category of superstructure i.e. A steel structure B.PSC/RCC super structure.

T10. The Team must show experience in designing of railway bridges other than the specific category

or similar bridges of highway.

3.3 Assessment Score

This is based on the weighting to be given to each Topic relative to the whole of the pre-qualification

topics, and the points scored by the Applicant against each topic.

3.4 Basis for Weightage

The weighting has been determined by the importance of the Topic. The weighting is

graded between 4 and 22, depending on the relative importance of the assessment topic.

3.5 Basis for Awarding Points

The purpose of the points system is to be able to put the Applicants into a “pecking

order” of capability. Therefore whilst there may be some subjective consideration as to

what constitutes the award of points, as much as possible criteria for awarding points has

been laid down based the response of the Applicant to the Questionnaire. It must be

appreciated that the answer to some Topics are a Yes or No answer, with only 3 points or

0 points awarded is :

T1 It is necessary that the firm can withstand the Cash Flow that the contract will

require until payment received from RDSO. Liquidity, therefore, becomes an

important consideration. This can be seen from the balance sheets of last three

year and from the banking reference Current Assets > 2,usually has adequate

liquidity. If this ratio is Current Liabilities

less than 2 but there is an adequate banking reference in the form of solvency

certificate of min amount 25 lachs, one can say that the liquidity is adequate

Adequate Liquidity = 3 points

4. Evaluation

The Evaluation Team will go through the document of each applicant for respective

category and prepare the evaluation sheet and award the scores. The team should use

their judgement in case of subjective aspects while awarding the scores. The

recommendations should be put up to competent authority for acceptance.
