1.0 EXECUTIVE SUMMARY

1.1 Company Profile

Naroda Enviro Projects Ltd. (herein after referred as NEPL/Unit), is a company registered

under Section 25 of the Companies Act, 1956 and working on “No Profit No Loss” basis.

The Company is established in 1995, pursuant to landmark judgment given by Hon'ble

High Court of Gujarat under SCA No.770 of 1995. The Company is working as a Nodal

Agency between Industrial Units and various Government agencies. The Company has

two main Projects; the Common Effluent Treatment Plant (CETP) which is giving services

to the polluting industries of Naroda GIDC Estate and Treatment, Storage and Disposal

Facilities (TSDF), giving services to Industries of Gujarat to dispose their hazardous

waste in scientific manner.

The projects completed & successfully operational are summarized bellow…

• Naroda Eco Park/Paryavaran Mandir at TSDF Hazardous Waste on capped Pit I

• CETP with Multi Effect Evaporator(MEE) 6 stage (300 KLD)

• Wind Mill of 1.25 MW

• Estate Beautification & Greening Project

NEPL has successfully achieved National & International acclamations:

• Indo German Greentech Environment Excellence Award from 2001 to 2005

• Golden Peacock Environmental Management Award for Clean Technology – 2005

• Rajiv Gandhi Shiromani Award – 2009

• In the year 2014 Bhamasha Award was received by Shri Shailesh I. Patwari at

the August hands of Petroleum Minister, GOI, Shri Dharmendra Pradhan and Shri

Murli Manohan Joshi at New Delhi

• Gauravvanta Gujarati Award by International Creative Art Society during the

month of June 2015 at the August hands of Hon’ble Mayor, Shrimati Minaxiben

Patel.

WAY AHEAD – NEPL future Vision and Mission

From the day first we are committed to use renewable energy by replacing thermal

energy/coal and in the process we have made up our mind to set up nearly 1 MW

Solar Park on capped landfill site at a cost of nearly Rs. 6 crores and likely to save

energy cost of Rs. 15 lacs per month from NEPL CETP, UGVCL charges.

The said Pit II is capped scientifically in May 2014 and nearly 12.5 MT hazardous waste

is collected and dumped scientifically in this pit. We have served all the industries of

Gujarat at a very very concessional rate.

We have supported GPCB to clear unauthorised dumping and collected waste in our site

without charging any cost. Till date more than Rs. 60 lacs of such unauthorised

dumping we have cleared as a CSR activity.

We are also encouraging the PPP model by imparting environmental knowledge amongst

the students of Schools and Technological Universities by holding Seminars and

Innovative Workshops.

Total 1,07,577.4745 sq. meter land area is available at site; out of this area approximately

20,000 sq. meter area will be allotted for tree plantation and other forms of greenery.

1.8 Power & Fuel Requirements

Electricity Connection: UGVCL

Electricity Requirement: 500 KVA.

D. G. set : 250 KVA x 2 nos. (Stand by).

Coal/Wood briquette= 6 T/Hr. &

HSD at rate of 2 KL/Hr. will be used as fuel in D.G. Sets.

2.0 INTRODUCTION OF THE PROJECT/BACKGROUND INFORMATION

2.1 Identification of the project and project proponent. In case of mining project, a copy

of mining lease/letter of intent should be given.

125, 125/p & 132, Village: Alva, Taluka: Dhansura, Dist: Aravalli, Gujarat.

Identification of the project proponent

M/s. Naroda Enviro Projects Ltd, a company is promoted by various industries in

Ahmedabad.

2.2 Brief description of nature of the Project

Development of Secured Landfill facility (TSDF) for Hazardous waste

2.3 Need for the project and its importance to the country and or region

As per the hazardous waste (Management, Handling and Transboundary Movement) Third

Amendment Rules, 2010 of Environment Protection Act, 1986, hazardous waste generated

by industries has to be collected, transported, treated and disposed in a properly designed

TSDF Facility. The aforesaid rules and its amendments lay down a procedure for collection,

storage, transportation and disposal of hazardous wastes. The scientific disposal of

hazarded waste can be done at a secured landfill, which wills an engineered operation,

design and operation according to acceptable standards. Secured landfill is considered as a

method of disposing waste on land without creating nuisance or hazard to public health or

safety. The landfill facility of NEPL having proposed capacity of 27,50,000 MT.

2.4 Employment Generation (Direct and Indirect) due to project.

M/s. NECL will give direct employment to local people based on qualification and

requirement. In addition to direct employment, indirect employment shall generate

ancillary business to some extent for the local population.

3.3 Details of alternate sites considered and the basis of selecting the proposed site,

particularly the environmental considerations gone into should be highlighted.

Hazardous waste landfills preferred located in areas of low population density, low

alternative land use value, low ground water contamination potential and at sites having

high clay contain in the subsoil.

Hazardous waste landfill site selected by following the guidelines published by MoEF. The

step by step procedure as follows.

1. Earmarking a “search area” taking into account the location of the waste generation

units and a “search radius” (Typically 5 to 250 Km). The search area is chosen that it

minimizes the number of HW landfills in any region or state.

2. Identification of a list of potential site of on the basis of

a) Availability of Land

b) Collection of preliminary data

c) Restrictions listed in the locational criteria

• The location of the all necessary infrastructural facilities such as power,

transportation, water supply and manpower are easily available.

Project is determined by the following consideration:

• The site is located on Bayad –Dhansura state highway No-59.

• Identified area for landfill does not fall under coastal area, forest and grazing land,

high rainfall area or area with high water table as mentioned in criteria for

hazardous waste landfill by CPCB.

3.4 Size or Magnitude of Operation

3.6 Raw Material required along with estimated quantity, likely source, marketing area of

final product/s, mode of transport of raw material and Finished product.

3.7 Resource optimization/recycling and reuse envisaged in the project, if any, should be

briefly outlined.

After set up of unit, every effort will put to recycle/reuse the water.

now there is only open land.

5.0 PLANNING BRIEF

Total water requirement shall meet through rain water or surface water.

6.7 Sewerage System

Sewage will be disposed in Septic Tank & soak pit.

6.8 Solid Waste Management

Apart from sewage, there will not be any kind of solid waste generation.

6.9 Power Requirement & Supply/Source

7.0 REHABILITATION AND RESETTLEMENT (R & R) PLAN

7.1 Policy to be adopted (central/state) in respect of the project affected including home

oustees, land oustees and landless laborers (a brief outline to be given)

There is no habitation on the proposed project activity area and it is barren land which is

purchased for development of facility, so R & R policy is not applicable to this project.

There shall not be displacement of any population in project area. Any major activity that

may lead to resettlement of the people is considered as permanent impact. Hence, there is

no permanent impact on this account. The increasing industrial activity will boost the

commercial and economical status of the locality up to some extent.

8. PROJECT SCHEDULE & COST ESTIMATES

8.1 Likely date of start of construction and likely date of completion (Time schedule for

the project to be given).

Construction work will be started after getting Environment Clearance & CTE & operation of

TSDF will be started after applying for CC&A.

8.2 Estimated Project cost along with analysis in terms of economic viability of the

project.

Total Project cost for proposed project activity is Rs. 45 Crores.

9. ANALYSIS OF PROPOSAL (FINAL RECOMMENDATIONS)

9.1 Financial and social benefits with special emphasis on the benefit to be local people

including tribal population, if any, in the area.

• Employment would be as per prevailing norms of state government for skilled and

unskilled people for the proposed project.

• Social Welfare shall be done.

• Cordial relation with the neighbouring villages shall be established and representation

shall be made to villagers for help for creation of facilities related to health, education,

etc.
