PRE – FEASIBILITY REPORT

1.0 EXECUTIVE SUMMARY

This is an existing mine. Proposal for obtaining Environmental Clearance of Silica Sand &

Soap Stone Mining lease with production capacity 69,180 TPA near Village- Dantli, Tehsil

& District: Dausa . The lease area is 4.6380 ha. which is an Private Land.

This mining lease for Silica Sand and Soap Stone Minerals M.L. No. 06/1993 near Village

Dantli, Tehsil & District –Dausa in favor of M/s Rajasthan Khaniz Agency proprietor Shri

Kastoor Chand Jain was renewed for 20 years for 5 ha area vide order dated

26/11/1996. The period of renewal is from 04/06/1995 to 03/06/2015. The mining

plan for 5 ha of M.L. no. 06/1993 was approved vide order 584(4)(3)(252)/95-RCM-AJM

on dated 30/05/1996. The lease applied for surrender a part of 0.3994 ha from the

renewed lease area of 5 ha. The final closure Mine plan for 0.3994 ha area was approved

vide order SME/JP/F.M.C.P./31/2011/2886 on dated 10/10/2011. Surrender part of

0.3994 ha was accepted by superintending Mining Engineer, Jaipur Circle, Jaipur vide

order no. SME/JP/F-3/2001/37 on dated 24/10/2011. The rider agreement for retained

part of 4.6380 ha is made on 02/01/2012.which was attested from Notary public on

04/01/2012.

ENVIRONMENTAL MANAGEMENT PLAN

AIR POLLUTION CONTROL

���� Plantation will be developed within ML areas and will also be developed outside the

ML area equal to 33% of the lease area.

���� Periodical water spraying on the roads will be done.

���� Proper maintenance of all machines will be carried out that will control emission of

gaseous pollutant.

WATER MANAGEMENT

���� There is no surface water body in and around the mining lease area.

���� The rain water collected in mining pit will be used in plantation and dust

suppression.

NOISE POLLUTION CONTROL

���� Proper maintenance of all machines will be carried out which will reduce noise

generation during operations.

LAND RECLAMATION

At the end of five year from the 4.6380 ha lease area, Out of which 1.50 ha area will

be excavated. 0.16 ha area will be used for dump, 0.25 ha area will be used for

construction, around 0.25 ha area will be used as green belt on around the lease

periphery & 2.178 ha area will be used as undisturbed area.

SOLID WASTE MANAGEMENT

� The waste is un-weathered portion of quartzite. The lessee will sale the waste after

taking STP from department time to time. The waste masy also used after grinding as

low grade silica sand. The waste is proposed to dump.

GREEN BELT DEVELOPMENT

Green Belt/plantation will be developed equal to 33% of total lease area. The trees will

be planted at suitable spacing to encourage proper growth around the lease boundary.

The dead plants will be replaced by fresh plants. Native Plant species will be planted

SOCIO ECONOMIC IMPROVEMENT

���� As the mining activities will increase, better employment opportunity.

���� Semi skilled & unskilled workers will be recruited from the nearby villages.

���� Protective respiratory devices will be provided to personnel working in dusty areas

with adequate training.

2.0 INTRODUCTION OF THE PROJECT/ BACKGROUND INFORMATION

(i) Identification of Project and Project Proponent

This is an existing mine. Proposal for obtaining Environmental Clearance of Silica Sand &

Soap Stone Mining lease with production capacity 69,180 TPA near Village- Dantli, Tehsil

& District: Dausa . The lease area is 4.6380 ha. which is an Private Land.

Mining operation will be worked by semi mechanized open cast method. Environmental

Clearance is required As per EIA Notification dated 2006, as amended time to time, this

project is comes under B Category

(ii) Brief Description of the Nature of Project

This is an existing mine. Proposal for obtaining Environmental Clearance of Silica Sand

& Soap Stone Mining lease with production capacity 69,180 TPA near Village- Dantli,

Tehsil & District: Dausa .The Lease area is 4.6380 ha.

(iii) Need for the Project & Its Importance to the Country/ Region

The silica Sand (friable quartzite) uses in foundry industries at Indore and at other

places. This Silica Sand is also uses in silicate industries of Punjab, Haryana, Himachal.

The mining activities will increase better employment opportunities. Average income

level which is the indicator of socio-economic status of house hold is expected that it will

uplift the economic standard. Thus, to improve quantity of life and prosperity.

(iv) Demand – Supply Gap

Considering the demand of mineral sufficient availability of the mineral in the area, it is

essential to have Silica Sand & Soap Stone Mine to sustain the supply of mineral in silicate

industries.

(v) Imports vs. Indigenous Production

The Silica Sand (friable quartzite) uses in foundry industries at Indore and at other places.

After washing it may be used in glass industries. The low grade will be used as Bazari for

construction purpose.

(vi) Export Possibility

This Silica Sand is also uses in silicate industries of Punjab, Haryana, Himachal.

(vii) Domestic/Export Markets

These minerals have only domestic market and will fulfill the requirement of local. After

washing it may be used in glass industries. The low grade will be used as Bazari for

construction purpose.

(viii) Employment Generation (Direct and Indirect) due to the Project

Approx 35 skilled and semiskilled manpower will be needed to run the mine.

3.0 PROJECT DESCRIPTION

There is no interlinked or interdependent project based on mineral produced. The mineral

will be sold directly.

No alternative site has been taken into consideration due to availability of mineral resources in the

area in question.

Mining lease area is estimated production capacity of Silica Sand Stone-69,180 TPA.

(4) Method of Mining

Proposed method of mining will be semi mechanized opencast by forming proper benches.

The mining is proposed as per present situation of the deposit.

Excavation is proposed by blasting. Hydraulic excavator/loader is proposed for removal and

loading of blasted stone.The haul/ approach roads will be provided wide, with 1 in 16 gradient

for easy movement of vehicles and to reduce th enoise from vehicular movement and its

propagation in near by area(outside the mining lease area). The stone and waste are proposed

to be transported by tractor trolley and tippers.

The mining will be carried out by opencast method by developing the bench of height 5-6 m

height and width. Four slices are considered in a bench. The calculations are as per the four

slices of a bench. Thus the end position of the bench is 6 meter height. Width is also proposed

6 meter.

6. LOADING & TRANSPORT

Tyre mounted Hydraulic excavator will be deployed from time to time and when required.

Trucks and tracor troley will be deployed for transportation of Masonry stone from working.

7. WASTE GENERATION & DISPOSAL

The waste is un-weathered portion of quartzite. The lessee will sale the waste after taking STP

from department time to time. The waste masy also used after grinding as low grade silica

sand. The waste is proposed to dump.

8. CONCEPTUAL PLAN

The conceptual mining plan considering proposed capacity of mine for the mineral has been

prepared by considering the probable category of reserve. At the end of five year from the

4.6380 ha lease area, Out of which 1.50 ha area will be excavated. 0.16 ha area will be

used for dump, 0.25 ha area will be used for construction, around 0.25 ha area will

be used as green belt on around the lease periphery & 2.178 ha area will be used as

undisturbed area.

2. Raw Material Required Along With Estimated Quantity, Likely Source, Marketing Area

of Final Products, Mode of Transport of Raw Material and Finished Product

The Silica Sand Stone will be transported by Tractors & trolleys. No raw material will be

required.

(vii) Resources Optimization/ Recycling and Reuse Envisaged in the Project, if any, should

be briefly Outlined

Total water requirement for the proposed project will be3 KLD which will be sourced from

nearby villages.

B. Power requirement:

The electric power will not be used in mining. Only HSD Fuel will be required for operating

machineries.

(ix) Quantity of Waste to Be Generated (Liquid and Solid) And Scheme for Their

Management/Disposal:

Domestic sewage water generated from office toilet will be disposed in soak pits via septic

tank. Around 90570 tonnes of waste will come across during the development period of this

modified mining plan and around 270000 tonnes during the life of the mine.

4.0 SITE ANALYSIS

(i) Connectivity

The lease area is 13.0 km away towards in SW direction from mine site. Nearest

Railway Station situated at a Bhan Kari Railway Station at a distance of ~ 2.0 km. in

SE direction from Mine site. The lease area is well connected to roads.

(ii) Land Use Pattern

The total ML area of 4.6380 ha comprises of Pvt Land.

(iii) Topography

The lease area comprises undulated terrains, and falls in private land . The highest

contour is 355 mRL and lowest contour is 305 mRL. General ground level of the area is

300 mRL.

(iii) Existing Infrastructure:

There is no building & structure within mining lease area except some vegetations

existing on the lease area which will be cleared as and when required.

5.0 PLANNING BRIEF

(i) Planning Concept (Type of Industries, Facilities, and Transportation etc.) Town

and Country Planning/Development Authority Classification

Uses: This is a mining Project

(ii) Population Projection

Manpower required will be engaged from nearby Villages. No significant influx of

people is anticipated in the area.

(iii) Land Use Planning

The area extent of proposed mining lease is 4.6380 ha. The area comprises of Pvt. Land

(iv) Assessment of Infrastructure Demand (Physical & Social)

Lessee will assess the demand of infrastructure (Physical & Social) in nearby area of the

proposed mine site and same will be developed under social work

(v) Amenities/Facilities

Lessee will develop the Amenities/Facilities in the nearby area of the proposed mine

site as per requirement of local people of the nearby area under corporate social

responsibility programs.

6.0 PROPOSED INFRASTRUCTURE

(i) Residential Area (Non Processing Area)

This is not required as mine workers will come from nearby villages. Rest shelter to the

workers will be provided outside the lease area.

(ii) Green Belt

Green Belt/plantation will be developed equal to 33% of total lease area. The trees will

be planted at suitable spacing to encourage proper growth around the lease boundary.

The dead plants will be replaced by fresh plants. Native Plant species will be planted.

(iii) Connectivity

The lease area is 13.0 km away towards in SW direction from mine site. Nearest

Railway Station situated at a Bhan Kari Railway Station at a distance of ~ 2.0 km. in

SE direction from Mine site. The lease area is well connected to roads.

(iv) Water Management (Source & Supply of water)

Total water requirement for the project will be 3.0 KLD which will be used for domestic

plantation as well as dust supression purpose and sourced from nearby village.

(v) Sewerage System

Domestic sewage water generated from office toilet will be disposed in soak pits via

septic tank. Outside discharge is not envisaged.

(vi) Industrial Waste Management

No industrial waste water will be generated from mining operation.

(vii) Solid Waste Management

The mining activity is done in the area and enhancement in production will be done

after Environmental Clearance from MoEF, Rajasthan and consent to establish and

operate from RSPCB.

Project

� Total Project Cost : 10.0 Lacs

� Environment Protection Cost : 0.50 Lacs Per annum

9.0 ANALYSIS OF PROPOSAL

���� Proposed Silica Sand & Soap Stone Mining Lease will result in growth of the

surrounding areas by increasing direct and indirect employment opportunities in the

region including ancillary development and supporting infrastructure. Special emphasis

on Financial and Social benefits will be given to the local people including tribal

population, if any, in the area.

���� Development of social amenities will be in the form of medical facilities, education to

underprivileged and creation of self help groups.

���� No major adverse effect on environment is envisaged as the required mitigation

measures are inbuilt in the project.
