24° 20’ 14.736 ”N & Long. 83° 27’ 40.8” E to 83° 27’ 45.0” E in Topo sheet no- : G 44 × 7 has been
applied for a period of 10 yrs (Ten years) on 16.10.2017 to DMO Garhwa, by Dhananjay Kumar
Singh, S/o –Shri Baliram Singh, Vill. - Bhaisberwa, P.O. - Bhojpur, p.s- Nagar-untari District-
Garhwa. The proposed production capacity of Stone is 9336 tone/yrs. The lease area lies in
Garbaandh village of district Garhwa, Jharkhand. The total mine area is 0.33 hectares which is
non-forest land.
There shall be under obligation to carry out mining in accordance with all other provisions as
applicable under the Jharkhand Minor Mineral Concession Rules 2004 (2014 & 2017 revised),
Jharkhand Mineral Dealer Rule 2007 and Jharkhand Mineral Transit Challan Regulations, 2005.

2.2 Brief description of nature of the project
The proposed mining area is 0.33 hectares of Garbaandh Stone mine in district - Garhwa, Jharkhand.
It has-been proposed to excavate Stone 2700 cum or 7290.22 mt /annum.
2.3 Need for the Project and its Importance to the Country or Region Building huge infrastructure as envisaged by Government of India particularly in housing sector
requires basic building and construction raw materials. The Stone is one of primary building material
required for the purpose. The mining activities as proposed are the backbone of all construction and
infrastructure projects as the raw material for construction is made available only from such mining.
The Stones is in high demand at the local market for real estate and infrastructure industry. This
project will also provide employment to local people helping them in earning livelihood.
2.4 Demands-Supply Gap
The demand for Stone is ever growing with the growth of the infrastructure sector in our country.
The mineral is used mainly in the construction activities like roads embankment, buildings, and
bridges. The requirement for the Stone is always high throughout the country. Therefore there is
always a good demand of the mineral in the domestic market.
2.5 Imports vs. Indigenous Production: The demand in the domestic market is high. . Stone is
available in abundant quantity in the area and can be excavated indigenously. Import does not apply
in the present case of Stone mining.
2.6 Export Possibility
There is no proposal and no scope to export the Stone.
2.7 Domestic/ Export Markets
Domestic Market
The Stone will be directly sold in the domestic market.
Export Market
The proposed mining activity is for indigenous consumption only for real estate and infrastructure
Sector etc. No possibility of export of Stone from this project.
2.8 Employment Generation (Direct and indirect) due to the project
This project operation will provide livelihood to the poorest section of the society. It will provide
employment to the people residing in vicinity and indirectly by the development of supporting
infrastructure.
3.0 PROJECT DESCRIPTION
3.1 Type of Project Including Interlinked and Interdependent Projects, If Any.
The proposed project of 0.33 Hectares is of Stone mining project. The crusher is being proposed to
be established in near future, for which necessary permissions will be obtained by the Applicant
from the concerned authority.
3.2 Location
The Lease for mining of minor mineral Stone has been granted by the DC, Garhwa, in village -
Garbaandh, Thana no. – 01, Plot no. - 80(P), khata no, - 57, Thana – Nagar-untari, District – Garhwa,
Jharkhand. The area of mining is 0.81 Acre (0.33 Hectares).

The land of project site is being allotted by the State Government to project proponent. No alternate

site has been considered for the proposed Stone Excavation activity. Excavated Stone will be
transported through trucks/tippers covered by tarpaulin sheets.
3.4 Size or Magnitude of Operation
Stone excavation will be done in 0.33 Hec. of land. It has-been proposed to excavate Stone 2700 cum
or 7290.22mt /annum.

In the proposed Stone Excavation project approx. 10 KLD water will be required to meet the
domestic purposes and others. Water will be sourced through tube well.
3.8.2 Power
No power is required
3.8.3 Liquid Effluent
No liquid effluent will be generated at the mine site due to the mineral excavation. No effluent will
be generated due to proposed Stone Excavation unit. The major sources of pollution in proposed
Stone Excavation activity will be Particulate Matter (Fugitive emission) generated due to Drilling,
Blasting, and Excavation of Stone. The surrounding of project area is agricultural in nature with good
greenery all around. This will minimize the fugitive emissions. However, wet drilling operation will be
carried out and transportation of minerals will be done by under loaded vehicles covered with
tarpaulin sheet. A few solid waste will be generated which will be used for maintaining the roads.

4.3 Topography
The lease area is hilly.
4.4 Existing land use pattern and shortest distances from Forests, Water bodies, Eco sensitive
areas, etc.
The forest land is about 250 meters from lease area. There are no water bodies or Eco sensitive
areas within 5 km of the mine area.
4.5 Existing Infrastructure
The site has some temporary infrastructure, like shelter for labours, blasting shelters, water shed.
4.6 Geomorphology and Soils
Garhwa district is highly rugged topography with thick green forest all over the area. The hills are
widely scattered and rise up to 1164 m above MSL in the Southern of the district. Average height of
the hills varies from 700 – 900 mts. The hill which is called Gulgulpath -3819 ft. is said to be second
highest peak in Jharkhand situated in Bhandriya Block of the district. There are also low land in
Northern and Western part of the district which is suitable for agricultural purposes. The elevation of
plain varies from 250 – 500 mtr. The slope of the district is towards north...

Climatic condition& Rainfall
The climate of the district is humid and sub tropical. The year can be divided in to three main
seasons, the winter season from November to March, the summer season is from March to May and
Monsoon season from June to September; October is a transitional month between Monsoon and

winter seasons. December and January are the coolest months. In winter the temperature goes
down to 3°C. By March temperature begin to rise steadily. In May and early part of June the
maximum temperature can be as high as 47°C on individual days. Humidity is generally normal in this
district, except in Monsoon months.

Geography
Garhwa district lies between 24° 60’ and 24° 39’ north latitude and 83° 22’ and 84° 00’ east
longitude. It is bordered by the Son River on the north, Garhwa district of Jharkhand state on the
east, Surguja district of Chhattisgarh state on the south, and Sonebhadra district of Uttar Pradesh on
the west.
Economy
In 2006, the Indian government named Garhwa district as one of the country's 250 most forward
districts, out of a total of 640. It is one of the 21 districts in Jharkhand state currently receiving funds
from the Backward Regions Grant Fund Program (BRGF).
Sub-divisions
Garhwa district comprises two subdivisions: Garhwa and Nagar-Untari, which are further divided
into 14 blocks. At the time of creation, this district comprised only eight blocks: Bhandaria,
Bhawanathpur, Dhuraki, Garhwa, Majhiyaon, Meral, Nagar-Untari and Ranka. Later, six more blocks
were created by reorganizing the existing blocks. These are: Chiniya, Dandai, Kandi, Kharaundhi,
Ramkanda and Ramuna. This district comprises 156 gram panchayat and 916 villages. It has two
police sub-divisions: Garhwa and Nagar-Untari, with eight police stations in Bhandaria,
Bhawnathpur, Dhurki, Garhwa, Majhiyaon, Meral, Nagar-Untari, and Ranka. The district consists
mostly forests and has only one city, Garhwa, which is also the district headquarters. There are two

Vidhan Sabha constituencies in this district: Garhwa and Bhawanathpur. Both are part of Garhwa Lok
Sabha constituency.
Transport
Garhwa is well-connected to roads and railways. Daily bus services are available from Ranchi and
major districts of Jharkhand, Bihar and Chhattisgarh. Road communication in this district is not as
good as in other districts of the state. Garhwa district is connected to Rewa in Madhya Pradesh and
Ranchi in Jharkhand by National Highway No. 75. There are 210 km of state highway, 55 km of
national highway (NH-75) and 96.95 km of district roads. Link roads and corridors are altogether
190 km. The nearest airport is at Varanasi (150 km). Garhwa Railway Station is a major railhead of
the Eastern Railway zone. National Highway 75 passes through Garhwa.
Flora and fauna
The area falling within the leasehold and adjoining places covering around 500 m or so do not have
vegetative cover of worth mentioning. Scattered growth of trees can be spotted in and around the
site. Domestic animals like cow, buffalo, goat, cat, dog etc are very common sight in the locality.
Existence of wild animal of any type has not been reported.
5 PLANNING BRIEF
5.1 Planning Concept
Open cast mechanised mining method will be adopted for Stone mining. Mineral excavated will be
used in infrastructure projects.
5.2 ASSESSMENT OF INFRASTRUCTURE DEMAND (PHYSICAL& SOCIAL)
Mines Office, Workshop etc.
Proper site services such as First Aid, Rest Shelter, and Drinking Water will be provided to the mine
workers near the mines site.
Rest Shelter
Rest shelter along with first-aid station complying with all the provisions of Mines Rules will be
provided by the project proponent.
Water Supply
Water will be supplied for human consumption, dust suppression and for plantation.
Power Supply
The mine will work in day time only, so no lighting arrangement will be required.
Transport of Men and Material
Employee will report to the duty on own means. The material from the mine will be transported by
Trucks/tippers or by Tractors.
Communication: Mobile phones will be used for communication.
Security Arrangements: Appropriate security arrangement will be made.
5.4 Population projection
The project will employ most of the workers from nearby villages. Thus there will no increase in
population due to the project.
5.5 Land use
The mining area is of 0.33 hect. There is no forest land in the lease area. The area so excavated will
be used as a water reservoir after conceptual period.

6.0 PROPOSED INFRASTRUCTURE
6.1 Industrial Area (Processing Area)
A crusher unit will be set up inside of lease area after taking all necessary permissions from
concerned authorities.
6.2 Residential Area (Non Processing Area)
As the local people will be given employment, no residential area/ housing are proposed.
6.3 Green Belt
The green belt will be developed as per approved eco-friendly mine plan and as per CPCB
Guide lines. The project proponent will also develop greenbelt in the premises of the schools,
hospitals and also carry out the avenue plantation in the vacant areas along roads. The greenbelt will
be developed by planting 375 saplings per year. Indigenous species with the consultation of the
State Forest Department will be planted and maintained.

No sewerage system is proposed. However for sanitation purpose portable toilets will be made
available.

7. REHABILITATION AND RESETTLEMENT (RARE) PLAN
There is no human settlement within the mine area. No human settlement will be disturbed due to
the mining activity. So, no Rehabilitation and resettlement is proposed.
8. PROJECT SCHEDULE & COST ESTIMATES
8.1 Likely date of start of construction and likely date of completion.
The project will commence once Environmental Clearance and other necessary certificates are
obtained from the respective departments.
8.2 Estimated project cost along with analysis in terms of economic viability of the Project
Estimated project cost is about 50 lakhs
As stated above, it is clear that the project is viable.
9.0 ENVIRONMENTAL MANAGEMENT PLAN
Environmental Management Plan details the environmental quality control measures which are

Stone (minor mineral). The environmental management plan includes all preventive as well as
mitigation measures to minimize impact on environment from the mined out Stone.

9.2 Air Pollution Control
Air Pollution:
Emission of gases and dust takes place due to movement of vehicles. Spraying of water and
plantation along the road side prevents the spread of dust. Plantation also acts as barrier for
restricting pollution. Impact on air environment has been assessed taking in to consideration the
proposed production and increase emissions.
Air pollutants released during production can be checked by:
Dust suppression system/ water spraying would be adopted at mine working and
loading points
Excavation operations to be suspended during very strong wind conditions
A forestation will be carried out for control of dust
Plantation with wide canopy trees along approach road will help in dust suppression.
particularly during summer months and dust storm periods
Transportation
Regular water spraying on haulage roads during mineral transportation by water
Sprinklers,
Avoid over loading of tippers/dumpers & consequent spillage on the roads,
Mineral carrying tippers/dumpers will be effectively covered by tarpaulin to avoid escape of
fines to atmosphere
Air quality shall be regularly monitored both in the core zone and the buffer zone.
Controlling of NOx level
The source of NOx is due to vehicular emission. This can be controlled by proper maintenance and
Servicing of vehicles. Only P.U.C. certificated vehicles will be permitted.
9.3 Water Pollution Control
9.3.1 Surface & Groundwater Management
There is no surface water body within the mining lease area. Thus, there is no localized
/concentrated contamination of water from the mining in area.
The proposed working area far above the general ground water table. No toxic minerals
substances and tailing pond located in the area. Thus quality of ground water will not
pollute.
The mining does not have any impact on topography and natural drainage of surrounding
area.
9.3.2 Waste Water Management
No waste water is generated from the mining activity of minerals as the project only involves lifting of Stone 9.3.3 Domestic Sewage Water Management
Domestic sewage water will be disposed in soak pits via septic tank
9.4 Noise Pollution Control
The drilling and blasting for mineral extraction will cause noise pollution in a very limited area; it will
not cause any problem to the inhabitants of the area. Noise pollution due to transportation will not

Cause any problem to the inhabitants of this area because there is no human settlement in close
Proximity to the link roads in lease area. Effective steps will be taken to keep the noise level well
below the DGMS prescribed limit of 85 dBA.
Noise control is achieved by the following:
Proper care and maintenance of the equipments will be carried out.
Personal protective equipments will be provided to the workers.
9.5 Solid waste Management
There is no top soil in the lease area. No overburden and waste is likely to be generated during lease
Period. There will be neither any stacking of soil nor creation of OB dumps.
9.6 Socio Economic Improvement
It is proposed that the Applicant shall spend for social development of the local residents. Under
social development of the area, the Applicant will donate part of his profit to provide drinking water
facility, books, to the poor student of the local school and medicines in the local hospital for
treatment of the poor people and other social work.
In the recruitment process of the organization, local people will be given preference.
Most of the deserving candidates have already been absorbed.
The management will recruit the skilled & semiskilled workers from the nearby villages, thus
increasing the social status of the villagers.
The management will contribute for the overall economy and social development of the
area.
9.7 Details of Health Check up and Insurance of all the Employed Persons
All workers will be subjected to medical examination as per Mines Rule 1955 both at times of
appointment and at least once in a years. Medical camps will be organized for this activity. Insurance
of all employees as per the rules will be carried out.
9.7.1 Corporate Social Responsibility
As a corporate responsibility following measures along with budget provision is proposed for
improving the conditions of persons in and around the project area:

9.7.2 Fund Provision for Environmental Management

Restoration and Rehabilitation fund.

Following provisions are proposed to be taken for improving, control and monitoring of environment
protection measures:

10. ANALYSIS OF PROPOSAL (FINAL RECOMMENDATIONS)
Project will create direct & indirect employment opportunities within the surrounding region.
Unit will use good faith efforts to employ local people from the nearby villages depending upon
the availability of skilled & un-skilled man-power surrounding at project site.
In this proposed mining project workforce of non-technical and technical persons are
Required.
Migration of highly education and skilled experience will result in increase of literacy in the
surrounding villages.
Assessment of the potential socioeconomic benefits during mining focused primarily on work
force requirements, acquisition of supplies, and the temporary increased demand for services
related to the mining project like food, housing, communications, law enforcement, medical
care, local transportation etc. Due to these, additional revenue to local suppliers for required
products and services related to the construction and operation phases of the project will
generate.
