ENCATC > PROMOTING STUDENT MOBILITY
Academics, researchers, professionals from the cultural sector, policy makers, artists, students and media from Europe and beyond will gather for the 23
rd ENCATC
Annual Conference “The Ecology of Culture: Community Engagement, Co-creation, Cross Fertilization” to be held from 21-23 October 2015 in Lecce, Italy. How does a cultural system work as a whole? What are the relationships and links between publicly funded, homemade and commercial culture? Seeing culture as ecology, rather than only as an economy, is helpful to stimulate discussion on the multiple values culture creates, rather than focusing only on financial or social ones. By applying ecological metaphors such as emergence, interdependence, networks, and convergence to culture, we can gain new understandings about how culture works, and these understandings in turn help with policy formulation and implementation.
Our keynote speaker John Holden is an Associate at the think tank Demos, where he was Head of Culture for 8 years, and also a visiting Professor at City University, London, and an Honorary Professor at the University of Hong Kong. In Lecce, Professor Holden will present “The Ecology of Culture” about new models of visualising and categorising the cultural world. His insight will shift the perspective from seeing culture in terms of its funding and business models (such as state funded or the creative industries) towards the roles different people and organisations play within an overall system.
The ecology of culture will make for a rich debate. By going beyond the obvious notions, it provides the opportunity to explain how culture functions in the context of its local environment. It has the potential to lead to new taxonomies, connections, visualizations, and a clearer picture of the proper characteristics of a particular cultural field.

“The cultural ecosystem metaphor can also shed new light on new forms of cultural production, co-creation, cross-fertilization and community participation in a local context. Local communities are crucial places where cultural activity is rooted and exposed to different conditions for growth or death. Co-creation in terms of value creation, convergent art, co-production, cooperative learning, and collective funding is from this perspective very relevant and closely linked to different ways of community participation. Cross-fertilization implies establishing links between culture and economy, culture and society, local and global and technology as well, telling us how these links transform behaviour, fertilize knowledge, allow for creativity etc. The use of an ecological approach by researchers and policy makers is a way of assessing multidimensional relations of different cultural actors and other sectors,” said Annick Schramme, ENCATC President.
The dynamic three-day programme in Lecce is designed to explore different understandings and approaches to culture as an ecosystem. In addition to more keynote speakers, this major international conference will include the popular and interactive 8
th Annual ENCATC Thematic
Area Cultural Seminars accompanied by study visits to some of Lecce’s flagship cultural institutions to foster connections and dialogue with local cultural operators. The conference’s Knowledge Transfer Session will provide first-hand insight on the topics of Horizon 2020, Creative Europe, Erasmus Plus, and how to write a successful European project followed by project presentations from ENCATC members. Two more seminars are also planned. The first will present the initial results of the European Cultural Leadership project to develop an Education Programme to improve the competence, knowledge and skills of emerging leaders in Europe’s cultural sector. The second is about skills and competences needed in MED countries by future cultural managers. To strengthen the European research area and to learn about the latest trends and developments happening in arts and culture, academics, researchers, cultural professionals and policy makers are invited to attend the 6
th
Annual ENCATC Research Session. For young and early career researchers, the Young Cultural Policy Researchers’ Forum will address research and career issues, open pathways to learn from established researchers, and meet with peers. Finally, a rich cultural programme will accompany the conference inviting participants to discover the talents of local artists.
The 23rd
ENCATC Annual Conference is being co-organised with two ENCATC member institutions, the Fitzcarraldo Foundation and the University of Salento, and in partnership with the City of Lecce. The conference will also be made possible thanks to the support from the Creative Europe programme of the European Union.

The latest issue of ENCATC Scholar is now online! Produced by ENCATC with the editorial support of its member, the University of Deusto, ENCATC Scholar was born to satisfy the demand of ENCATC members – academics, researchers and students in more than 40 countries – to exchange teaching methodologies and knowledge to use in the classroom and have a reference tool for education and lifelong learning on cultural management and cultural policies. In this current issue readers can find a profile piece on David Throsby (1939), renowned Australian economist, who has gained international recognition for his research and writings in the economics of the arts and culture. Contributions in issue N°3 of ENCATC Scholar also include: a case analysis on Euroregional cultural policy by Thomas Perrin, Lecturer in Spatial Planning and European Studies at Lille University, Research Centre TVES; an article on Basics on active arts participation policies: Objectives, mechanisms, sources and common tendencies in Europe by Dr. Anna Villarroya, Associate Professor and Vice-president of the European Association of Cultural Researchers (ECURES), University of Barcelona; a case analysis about Managing arts projects with Societal Impact (MAPSI) by the project’s consortium which includes members of ENCATC, the Estonian Academy of Music and Theatre and the University of Arts
Helsinki-Sibelius Academy; and proceedings from the ENCATC Advanced Seminar on Rethinking Cultural Evaluation by Dr. Cristina Ortega Neure, Director, Institute of Leisure Studies at the University of Deusto and Dr. Fernando Bayón, Senior researcher at the University of Deusto. The first issue of ENCATC Scholar was launched in early 2013. This online publication also aims to be an open tool that encourages participation and sharing in the creation of teaching materials. It provides a balance of geographical and cultural sector representation to ensure a variety of different angles, points of view, and voices shared. ENCATC Scholars also offers suggestions about some basic and accurate methodological approaches related to how to study emerging issues that affect public policies and it presents and analyses case studies. Finally, it asks questions and fosters debates on how to improve project management. Download the issue N°3 of ENCATC Scholar: http://site.transit.es/encatcscholar/ ENCATC would like to thank Trànsit Projectes for the technical support of ENCATC Scholar.
