1. Section 4(1)(b)(i) Particulars of the Organization, Functions and Duties
Prasar Bharati (Broadcasting Corporation of India) is the public service broadcaster
in the country, with Akashwani (All India Radio) and Doordarshan as its two constituents.
It came into existence on 23 November 1997, with a mandate to organize and conduct
public broadcasting services to inform, educate and entertain the public and to ensure a
balanced development of broadcasting on radio and television.
Objectives
The major objectives of the Prasar Bharati Corporation as laid out in the Prasar Bharati
Act, 1990 are as follows:
i) Upholding unity and integrity of the country and the values enshrined in the
Constitution.
ii) Promoting national integration.
iii) Safeguarding citizens' rights to be informed on all matters of public interest and
presenting a fair and balanced flow of information.
iv) Paying special attention to the fields of education and spread of literacy,
agriculture, rural development, environment, health & family welfare and
science & technology.
v) Creating awareness about women's issues and taking special steps to protect the
interests of children, aged and other vulnerable sections of the society.
vi) Providing adequate coverage to the diverse cultures, sports and games and
youth affairs.
vii) Promoting social justice, safeguarding the rights of working classes, minorities
and tribal communities.
viii) Expanding broadcasting facilities and promoting research and development in
broadcast technology. Prasar Bharati Board
The Corporation is governed by Prasar Bharati Board, which comprises a Chairman, an
Executive Member (also known as Chief Executive Officer), a Member (Finance), a Member
(Personnel), six part-time Members, a representative of the Ministry of Information &
Broadcasting and Directors General of All India Radio and Doordarshan as ex-officio
Members.
The Chairman is a part time member with a six year tenure. The Executive Member, the
Member (Finance) and the Member (Personnel) are whole time members, also with a six year
tenure, subject to the age limit of 62 years.
Prasar Bharati Board meets from time to time and deliberates on important policy
issues and gives directions to the executive to implement policy guidelines.

Organizational Structure
Prasar Bharati Board functions at the apex level ensuring formulation and implementation of
policies of the organization and fulfillment of the mandate in terms of the Prasar Bharati Act,
1990. The Executive Member functions as the Chief Executive Officer (CEO) of the
Corporation, subject to the control and supervision of the Board. The CEO, the Member
(Finance) and the Member (Personnel) perform their functions from the Prasar Bharati
headquarters at 2nd Floor, PTI Building, Parliament Street, New Delhi 110001.
All important policy matters relating to finance, administration and personnel are submitted to
the CEO and the Board through the Member (Finance) and the Member ( Personnel) as
required, for the purpose of advice, implementation of proposals and decisions thereon.
Officers from different streams working in the Prasar Bharati Secretariat assist the CEO, the
Member (Finance) and the Member (Personnel) in integrating actions, operations, plans and
policy implementation as well as look after the budget, accounts and general financial matters
of the Corporation.
Prasar Bharati also has a unified vigilance set up at the headquarters, headed by a Chief Vigilance Officer.
Prasar Bharati Marketing offices located at Mumbai, New Delhi, Kolkata, Chennai, Bangalore
and Hyderabad look after marketing activities of both All India Radio and Doordarshan.
To facilitate decision making, the Policy & Executive Committee (earlier known as
Management Committee) chaired by the CEO, has been constituted for both Doordarshan and
AIR.
The Directorate General of All India Radio and the Directorate General of Doordarshan are
headed by the Directors General. They function in close association with the Member
(Finance), the Member (Personnel) and the CEO, in carrying out the day to day affairs of AIR
and Doordarshan. Both in AIR and Doordarshan, there are broadly four different wings
responsible for distinct activities viz. Programme, News, Engineering and Administration &
Finance.

The Director General, Doordarshan is responsible for the overall administration of the
Doordarshan network which consists of 60 Doordarshan Kendras / Production Centres, 126
Doordarshan Maintenance Centres, 194 High Power Transmitters, 830 Low Power
Transmitters and 379 very Low Power Transmitters as on 31.12.2004. Doordarshan is
presently operating 26 channels.
Doordarshan is divided into four wings: Programme, News, Engineering, Administration &
Finance, Programme Wing deals with all aspects relating to programme conception,
production and procurement at the national, regional, and local level. News Wing puts out
news bulletins and other current affairs programmes at the national and regional level.
Engineering Wing deals with all the hardware requirements of the entire network, including
the space segment and the studios, transmitters etc. Administration & Finance wing deals with
the administrative and financial aspects including general administration, personnel

2. Section 4(1)(b)(ii)The powers and duties of officers and employees of Doordarshan
Kendra, Bangalore
4.2.1. The most important duties attached to the various posts in Doordarshan Kendra
are given below.
The duties should not be deemed to be exhaustive.
The distribution of work among the staff at a Doordarshan Kendra should be
made by the Director generally in conformity with the details indicated below.
Suitable minor changes may, however, be made by the Director in accordance
with the requirements and certain local conditions.
Any important deviation should have the prior approval of the Director General.
4.2 .2 Dy. Director General (discharging the duties of Director)
The Director is the head of the Kendra. He/She is responsible for the efficient working of the
Kendra and in all its branches. His principal duties are as follows:
(a) Supervision: He supervises the working of the Kendra in all aspects.

(b) Overall control of programmes : i. He allocates duties to the entire programme staff. He directs and supervises their
work, guides and advises the programme staff on all matters concerning planning,
production and presentation of programmes.
ii. He examines and finally approves all programme schedules.He suggests the lines on
which the Directions issued from the Directorate on specific aspects of programmes
should be implemented.
iii. He also advises action for short notice programmes on specific local problems of
emergent nature affecting the people at large.
iv. He gives final approval to the selection and engagement of all casual artists engaged
by the Kendra. He scrutinizes and accords financial sanctions to the payment of fees
to the artists.
(c) Overall Control of Administration and Accounts :
i. Entire staff working at a Doordarshan Kendra is under his control. Certain
administrative and financial powers are delegated to him and as Head of the Kendra he
exercises these powers (see Vol.III-Appendix I) =Delegation of Power'. If the Director
of the Kendra is in the grade of Rs.12000-16500 (pre-revised) or above, he will have the
powers of the Head of the Department under SRS/FRS, GPF/CPF Rules. Delegation of
Financial powers Schedule V, and General Financial Rules. These, however, do not
extend to special powers of the DG: Doordarshan.
ii. He is the appointing and disciplinary authority in respect of group =C' and group =D'
staff.
iii. He is responsible for preparation of Budget and Revised Estimates, and exercises full
control over the expenditure of the Kendra
iv. During the exercise of his administrative and financial powers, the Director would
delegate sufficient powers to the in-charge of other wings so that they can function with
ease.
(d) Responsibility:
As head of the Kendra, he supervises/monitors the work of all categories of staff of all
wings located at a Kendra. This includes programme, news, engineering and
administration staff
(e) Relations with the State Government:
For the successful function of the Kendra he maintains close liaison with various heads
of State Government Departments and other Officials. He attends important meetings
held by the State Govt. to which he is invited. He also attends important functions
organized by State Govt. when some major schemes are launched.
(f) Relations withPublic:
He keeps in close touch with artists, writers, social workers, agriculturists,
industrialists, legislatures, scientists and secures their cooperation in devising and
presenting different categories of programmes. He attends important functions
organized by some public institutions. He undertakes tours of different places within
his programme jurisdiction in order to meet the cross sections of people to know their
opinion and also to discover talent of his area at his level.
(g) Relations with Press:
He maintainsclosecontactswith the Press and constant watch over press reactions. In the
event of major wrong statements appearing in the press he issues contradictions by merely
stating the factual positions.
(h) Advisory Committees:
Heconvenes and conducts meetings of the various Advisory Committees attached to the
Kendra. In the event of a Doordarshan Director being the senior most media officer in the State
he has to convene, conduct and act as Chairman of the Inter Media Publicity Coordination
Committee.
A. PROGRAMME WING
4.2.2. The Dy. Director(Programmes)/ Executive Producer
i. He will be directly responsible for all programme matters at the Kendra, subject of
course, to the overall supervision by the Director. He will supervise the work of the
ASDs in-charge of various programme sections. Except cases involving policy matters,
or heavy financial commitment, all routine programme matters will be decided at
DDP's level. Suitable delegation of administrative and financial powers will be made to
the Dy. Director in this regard by the Director. If the Director is absent on leave/tour
etc. the Dy. Director will be in complete charge of all programme matters.
ii. He will also be conversant with the work assigned to the Director regarding
coordination, relations with Press, Public, State Government etc. and assist the Director in all these matters.
4.2.4 Assistant Station Director
The assistant Station Director assists the Director in all matters concerning the Planning and
production of programmes; hesupervises the work of the Programme Executive, Producers and
other Production Staff/Staff Artists; he is responsible for the part of programme administration.
4.2.5. Programme Executive/Producer
The staff entrusted with the Planning and Production of Programmes at Doordarshan Kendra is
divided into a number of individual units, each responsible for a particular branch of activity.
The number of such units and the strength of each unit varies according to the size and
importance of individual stations; but the basic pattern is the same. This consists of:
a) Staff borne of the regular establishment; and b) The Programme Production Staff (those staff artists on contract have opted to
become Govt. servant. This is a dying cadre).
a) The Producer/Programme Executive plays a pivotal role. He / She is at once the
convener, the coordinator and the conductor in respect of all functions and activities of
the units to which he is attached. He arranges discussions and consultations within the
Unit; co-ordinates the work of different members of the Unit, and the work of his unit
with that of the other Programme units at the Kendra; and provides the means whereby
members of the Programme Staff in his unit can translate their ideas and plans into
actual telecast.
b) For a detailed and precise picture the duties and functions of producer/programme
executive can be divided into the following categories:
A. Planning and coordination of programmes.
B. Programme Production
C. Programme Administration
D. Public Relations
Each of these aspects is explained below: Planning and Coordination of Programmes.
1. Preparation and maintenance of the basic fixed-point schedule according to which time
and channels are allotted after taking into account factors like the nature of the
programme, Viewers' habits and preferences, requirements of balance and variety, co-
ordination with the plans of other Kendras in the region, as well as with the centrally
organized National telecast and other programmes on the network.
2. Processing of instructions received from the Directorate, of recommendations made by
various central and regional advisory Committees, and at conferences and seminars
organized by Doordarshan and decisions taken at the daily programme meetings,
keeping in view the requirements of topicality, consideration of balance and variety,
compliance with policy directives etc.
3. Preparation of daily transmission cue-sheets, incorporating last minute changes and
adjustments.
4. Preparation of rehearsals and production charts involving allocation of artists, studios,
equipments and other facilities.
5. Compilation and maintenance of classified graded lists of various categories of artists,
talkers and performers.
6. Study and examination of viewers' reactions and press-comments and working out their
implications in terms of programme planning.
7. Organizing action on special programmes projects, either long-term or short term, for
instance projection of socio-cultural variety of the North East in the network
programme.
Programme Production
a) To sit on the panel and produce programmes.
b) To work in close and continuous collaboration with the programme production staff at
every stage of the rehearsals, recording and actual presentation of programmes.
c) To acquaint himself/herself with every bit and detail of the entire programme, to give
suggestions and advise to the existing production staff from the professional and
technical angle.
Programme Administration
1. Producer/Programme Executive will be on duty during transmission of programmes
and will be responsible for smooth telecast of programmes.
2. He / She will watch the progress of expenditure under the relevant Budget Head in
terms of allotment made to different programme production staff, working out these
and expenses to be paid to the artists according to the scales prescribed and submission
of detailed proposals pertaining thereto for sanction by the Head of the Kendra.
3. In the absence of Asst. Station Director, programme Executive will be responsible for
execution of contracts with artists, talkers, performers and writers; will attend to all
aspects of copyright and carry out all correspondence pertaining to such transactions.
4. Dealing with correspondence with viewers, with other Kendras of Doordarshan and
with the Directorate on various aspects of programmes and guidelines.
5. Requisitions of recordings, video tapes and scripts for use in telecast as per schedule.
6. Dealing with all administrative work involved in the procedure governing audition of
artists.
7. Supervision over the functioning and discipline of the staff working in the unit
programme production staff, artists, clerical staff etc.
8. Supervision over maintenance of musical instruments.
9. Organizational work connected with the supply of recording Programme Exchange
Unit or to other Kendras making the request for such material.
10. Bringing out pamphlets and brochures in respect of specific type of telecast, if required.
11. Preparation of reports/Memoranda/Notes and minutes pertaining to meetings of
Advisory Committees.
12. Arrangements in connection with outside spot recordings.
13. Arrangements pertaining to the functions organized for invited audiences, issue of
invitations, hiring of halls, seating arrangement, reception facilities, etc.
14. Assistance to the members of the Programme/Viewers/Production Staff in the
organizational work relating to various types of Viewer's Clubs, Rural Forums,
Women's and Children's viewers' club, and maintenance of relevant records.
Public Relations
Yet another important category of functions performed by the Producer/Programme
Executive in a Doordarshan Kendra is in the field of public relations. These pertain to dealing
with the artists and talkers who are booked, attending the various public activities and functions
which take place in the sphere of literature, art, industry, social welfare, national development
etc., activities with which the Programme Executive/Producer must keep in constant touch so
that these can be reflected in the programmes in one way or the other. He has also to be aware
of public reaction to the programme as expressed in letters, in conversation and through the
press.
Note: The producers who are involved in actual production of programmes are to be provided
with all facilities to produce programmes fit for telecast. The Kendras, besides improvement in
their working conditions, would provide them dedicated teams of assistants in various fields so
that they are able to put in their best efforts in productions. Within the constraints of staff
available, the producers should be allowed to use the same team for production of a programme
till the concerned fixture is completed. This would lead to continuity and better finish of the
product. Steps are also being taken to increase the powers and status of the Producers.
4.2.6 Transmission Executive
1. The Transmission Executive who is the officer on duty is responsible for carefully
watching the various items of programmes telecast and preparing the Daily Report in
prescribed form DD P.29.
2. The Transmission Executives should evaluate programmes at Doordarshan
Kendras/Offices and enter their assessment in the column —Remark for the day's
telecast. The assessment should be discussed in the next programme meeting and
modified or revised in the light of comments of Programme Executive/Producer etc., in
the meeting. Thereafter the final assessment should be entered in the card Index of the
performer vide DD P.34.
3. Those Transmission Executives attending the Programme Meeting will later apprise
their colleagues, that is, other Transmission Executives, of the discussion held and
decision taken in the Programme meetings which concern them.
4. Detailed entries should also be made in the Studio Log Book (P.30) by Transmission
Executives. Great care should be taken in making entries in this book as it is the main
initial record for making payments to artists, talkers, film producers, etc. Every entry in
the Log Book should be initialed by the Transmission Executive in the appropriate
column. While making entries of telecast of recorded programmes, he should also
indicate, wherever possible, the date of recording in the Studio Log Book so that the
Accountant could complete the entries in the separate Pay Order Book (for
pre-recorded programme) and ensure that all such programmes are telecast.
5. Payments to artists are made by the officer on duty who issues the certificate of telecast.
A form is used for making payment of fees for telecast of recordings of tapes. The upper
portion of this form is filled by the Programme Section a day in advance of the date of
telecast. The performance certificate should be completed by the duty officer as soon as
the telecast is over, the certificate should be counter-signed by the Programme
Executive/Producer concerned and the assistant Station Director before the same is sent
to the Accounts Section for payments.
Cheques in respect of payments to artists, along with contracts, acceptance, etc.,
relating to a day, sent by the Accounts Section should be acknowledged by the Transmission
Executive in column 8 of the Pay Order Book. Cash payments, if any, should be received by the
officer on duty from the casher and acknowledged by the former in the pay order book. The
casher should keep a note on this in a separate note book kept in the cash chest. The
Transmission Executive should hand over the cheque or cash to the artist and obtain the artist's
signature on the voucher. The officer on duty should compare the signature of the artist's
receipt with the signature on the contract before actually handing over the cheque/cash. A
rubber stamp with the inscription -Payment made by …………………Date ………………
should be affixed on all vouchers below the artist's signature and should be signed by
the officer onduty.
If, in a rare case the cheque is not ready for disbursement to the artist/performer at
the time of telecast, the officer on duty may complete the certificate of telecast and send the
voucher to the office next day when the office will prepare the cheque and forward it by
registered post or remit the amount by Money Order as the case may be. A copy of the
memorandum forwarding the cheque to the payee by post should be filed alongwith the
voucher.
The undelivered cheques and undisbursed cash pertaining to artists who do not turn
up and the receipts in cases where payments have actually been made should be sent by the
officer on duty along with the Log Book and all documents to the Accounts Section next day
for further action.
4.2.7. Production Assistant
Provide assistance to Producer/PEX in respect of
i) Preparation of budget estimates for each production in accordance with the directives of
the Producer.
ii) Arrangement of basic facilities as per requirements of the programme i.e. studio,
rehearsal, recording, etc.
iii) Sending Scripts, rehearsals, charts and drawings to artists.
iv) Preparation of cash lists, ordering of graphics and visuals, scenery, properties,
costumes, music and photographic sessions.
v) Arrangements of planning meetings with Floor Manager, Designer, Technical Director
and Lighting Engineer
vi) Booking of facilities like sound recording, camera for outdoor shooting, dressing room
and transport.
vii) Arrangement for Raw Film stock, its processing after shooting and editing.
viii) Section's routine work and maintenance of all records, proposal register, recording
register, issue of contracts.
ix) Taking over the programme in an emergency and in the absence of the Producer/PEX
x) Helping Producer/PEX in-charge of Transmission for smooth and proper telecast.
xi) Any other related duties which may be assigned to him from time to time.
4.2.8. Video Executive and Cameraman Grade I
1. To work on the electronic, film and video cameras in the studio and/or on outside
locations for different programme activities of the Kendras.
2. To direct and produce independently film and/or video programmes after these are
approved by the Director of the Kendra concerned.
3. Organize the facilities of the Camera Department, like camera supports, lights and
lenses including ENG equipment.
4. See that all equipment is in working order
5. Attend daily News Meetings and note down camera assignments.
6. Discuss with Producers any special requirements they may have and assist in
planning optimum utilization.
7. Obtain raw stock from stores and keep an account of raw stock used.
8. Coordinate repair of equipment with the Maintenance Unit.
9. Producer documentaries and other programmes on film/ENG as and when required.
10. Coordinate the duties and activities of and draw up the duty charts of Cameramen
Gr.II (and Cameramen Gr.I in the case of Video Executive) and other support staff
like Lighting Assistants in the Electronic and Film/ENG Sections, as and when
required by the Director of the Kendra concerned.
4.2.9. Cameraman Grade II
i) Compose and frame pictures as instructed by Producer both in the studio or on
Film/ENG.
ii) Search for shots for Producer, often on his initiative (Especially on news assignments,

rehearsal/recording/transmission starts.
iii) Look after the normal comforts of artists/talent inside the studio, keep them in right
mood so that the best performance come out of them.
iv) Supervise the work of Floor Assistants including handling of captions.
v) Maintain the log of studio floor activity in detail.
vi) Any other related duties assigned to him from time to time

Clerk Gr.I/ U.D.C. (Transport Assistant)
He is responsible for the proper maintenance of office vehicles. He should assign duties
to and supervise the work of car drivers. It is also his duty to purchase petrol for the
Government transport vehicles and to maintain the Log Book of Petrol, Oil and Maintenance
Account for Station Cars. He is also responsible for hiring vehicles as and when required
subject to the limits prescribed, to maintain Log Books separately for hired vehicles and to
scrutinize the claims for hire charges with reference to such Log Books/Trip Sheets.
Deputy Director (Audience Research & Marketing) (discharging the duties of Audience Research Officer) 1. To conduct surveys/studies and collect information about Doordarshan viewership.
2. To assess viewers reaction to programme/telecast.
3. To study how information, education and entertainment could be effectively
communicated to viewers at different levels of understanding.
4. To provide leadership and guidance to junior staff in the Unit.
5. Any other duties assigned by DAR and DTC.
Research Assistants (re-designated as Asst. Research Officers) 1. To conduct formative research-need assessment studies, audience profile, script testing,
programme testing, impact studies, etc. and to prepare reports thereon.
2. To organize large scale sample surveys, scrutiny of schedules/questionnaires,
tabulation of open ended questions and to assist ARO in the preparation of survey
reports.
3. Collection of feedback through tele-clubs, press cum-viewers letters, field visits etc.
4. To assist in organizing different types of studies/surveys.
5. Any other research/administrative job assigned by ARO.
Tabulator Clerks 1. Typing of research reports and other secretarial work in connection with
studies/surveys.
2. Manual tabulation of data wherever necessary.

respect of data collected from the field by the A.R.Unit as and when required.
Sorters

4.2.40. B. ENGINEERING WING 4.2.41. Superintending Engineer
As the senior most engineering officer at Doordarshan Kendra/Upgrah Doordarshan
Kendra, Superintending Engineer supervises all engineering functions and is responsible for
the overall smooth and efficient functioning of equipments and facilities for the
production/transmissions of the programme at the Centre. His other functions include:
i) Liaison with concerned State/Central Government Departments P/S organization &
DOT representatives on engineering matters.
ii) Training of Engineering staff subordinate to him.
iii) Indigenization of imported equipment wherever possible.
iv) Procurement of Stores and Management of Stores.
v) Performance appraisal of the subordinate engineers.
4.2.42 . Station Engineer i) As the Head of office of the Television Maintenance Centre and High Power TV
Transmitting Centre, Station Engineer is responsible for the smooth overall functioning
of the Relay Centre(s) under their charge—both in terms of equipments/technical
facilities as well as office/technical administration.
ii) Procurement of Stores & Spares for the Centers.
iii) Responsible for the staff working at attached LPTs. Liaison with other depts..
iv) As the second in command in the Engineering Section at Doordarshan/ Doordarshan
Kendras, Station Engineer assists the Superintending Engineer in supervising activities
in various technical areas such as TV studio(s), TV Transmitters, OB spot and
engineering stores, etc., and coordination of recording activities with Programme wing.
Station Engineer is responsible in respect of engineering matters for maintaining liaison
with the civil construction wing, handles correspondence with the Headquarters, Zonal
Office and outside agencies, controls, and deploys subordinate staff, and is responsible
for preparation of annual budget of the engineering wing. He is specially responsible
for the engineering matters related to OB arrangements.
v) He is also responsible for installations, as necessary.
4.2.43. Assistant Station Engineer
Assistant Station Engineer is primarily responsible for proper maintenance of
Television studio equipments including VTRs, TV transmitter, microwave link, TV OB
including ENG/EFP equipments, TV receivers, air conditioning, fire-fighting/safety
equipment; power generating/power supply switching and distribution equipments,
land/buildings/electrical installation at Doordarshan/ Doordarshan Kendra. Asst. Station
Engineer, also makes technical arrangements for outside broadcast; is responsible for operation
and maintenance of each station equipments/ Transportable communication terminals; controls
the engineering stores including the procurement, issue of spares, functions as overall in charge
of the transmission shift and prepares routine periodical returns in addition to carrying out any
other work assigned to him by Superintending Engineer/Station Engineer from time to time.
Asst. Station Engineer reports to the Station Engineer. As and when required, he would also
carryout installation works and be installation officer.
4.2.44. Assistant Engineer
Assistant Engineer is primarily responsible for the smooth and efficient operation and
maintenance of various equipment—systems/technical facilities; organization of
recording/transmission shifts duty work with the help of junior staff members; management of
engineering purchase/stores; and installation work in Doordarshan Kendra. This is in addition
to any other work assigned by the superior engineering officers from time to time.
At DDK
I. Assistant Engineer is In charge of operations in various technical areas and
functions as;
a) Technical Director: Responsible for studio technical operations during
production/transmission of programmes from the centre and during Outside
Broadcasts (OBs)
b) Transmitter Engineer: Ensures proper functioning of the transmitter(s) and
associated equipments.
c) Master Switching Room Engineer: Responsible for proper routing of incoming and
outgoing signals from and to various sources i.e. studios, VTRs, out-stations in the
network and foreign organization, as may be necessary.
d) M/W Engineer: Responsible for setting up of MW links at the studio and OB ends
for receiving/sending TV signals and Coordination with concerned agencies.
e) Maintenance Engineer: Responsible for the maintenance and servicing of defective
equipments in various areas.
f) Installation Engineer: Responsible for the proper installation of new equipment
systems/technical facilities at the Kendra.
g) Stores/Purchase Engineer: Responsible for the procurement of engineering stores
and management/Control of inventory at the Kendra.
The responsibilities or Assistant Engineer are described in details as below:
a) Technical Director
i) To be the link between the Producer of the programmes and the entire technical crew.
ii) Offer suggestions to the Producer of the programme on all engineering matters
regarding recording/transmission of the programme from the studio.
iii) Attend Programme/transmission planning meetings and offer technical suggestions
suitably.
iv) Scrutinize and implement with the help of technical-operations crew and lighting plot,
audio arrangements and other special technical requirements in the studios and at OB
spots.
v) Coordinate exchange of signals and their timing between the production control room
and other technical areas like VTR, MSR, Transmitter, OB spot etc.
vi) Check programme material like video tapes, audio tapes and films well in time for
recordings/playbacks.
vii) Ensure proper operation of all the equipments in the studio chain viz., cameras,
vision-mixer, audio-mixing desk, telecine, VTRs, inter-communication, signal
distribution etc., and advise the Producers about any change of plans necessary due to
technical considerations.
viii) Man end-control position and adjust the video signals for proper levels of the various
parameters.
ix) Ensure proper coordination amongst all members of the technical, operations crew and
arrange substitution of duties wherever necessary.
x) Maintain log of studio activities during transmission and recording for submissions to
senior engineering officers.
b) Transmitter Engineer
i) Be overall responsible for proper functioning of the transmitter(s) and all other
associated equipments.
ii) Coordinate with studio and/or MSR for lining up of programme input equipment chains
before each transmission.
iii) Test the transmitter(s) including stand-by arrangements like spare transmitter, diesel
generators, air-conditioning units and spare exciter rack etc., prior to transmission.
iv) Man Control desk to continuously monitor the technical quality of the picture both at
input and at output of the transmitter, and take necessary corrective measures in case of
power failure/equipment failure.
v) Ensure safety precautions in respect of high voltages, earthling, aviation obstruction
lights and first aid kit etc.
vi) Carry out periodic maintenance as per approved schedule including special work like
valve changes, test major spares, take performance measurements, and keep records of
the same.
vii) Carry out survey of the reception of signals in the service area including the field
strength measurements at periodical intervals, as required.
c) MSR Engineer
i) Overall In charge of all activities in MSR for network switching.
ii) Ensure proper functioning of all switching, monitoring inter-communication, and
associated equipments, including TVRO and DRS.
iii) Check the daily schedule of programme exchange and finalise routing plan. Incorporate
changes in the schedule taking into account technical considerations.
iv) Coordinate with TD/MW engineer, transmitter engineer/OB engineer and checking
technical quality of incoming programmes and incorporate additional circulatory
wherever necessary.
v) Periodically test DOT Microwave link circuits jointly with DOT staff.
vi) Coordinate with satellite stations/OCS to confirm timings and availability of booked
circuits; ensure technical quality in respect of standards and levels, routing of audio and
video signals from foreign organization etc., arrange audio conferencing between
various centers in the network and with foreign organisations.
4.2.45. Senior Engineering Assistant and Engineering Assistant
Senior Engineering Assistants and Engineering Assistants primarily perform operational duties
in various areas like vision mixing, camera control, lighting, audio, telecine, VTR transmitter,
microwave links, field recording on VCR, Sync sound studio, receiver section, MSR, etc., and
assist engineering officers in the maintenance and installation of equipments/technical
facilities and in Stores work at Doordarshan/ Doordarshan/TV Relay Centers. This is in
addition to any other work assigned to them from time to time by senior engineering officers.
Their detailed duties are as under:
A. Vision Mixing:
i) Attending planning meeting for programme recording/transmissions and suggest
changes in camera script/cue-sheet necessitated due to technical considerations.
ii) Studying the camera-script together with the programme production staff and plan
technical interpretations of the aesthetic requirements of the programme, as determined
by the Producer of the programme.
iii) Studying the transmission cue sheet and plan the technical operations in coordination
with audio-engineer, telecine-engineer, lighting-engineer, VTR Engineer under the
guidance of Technical Director and other members of the technical operations crew.
iv) Checking vision - mixer input signals from all areas.
v) Checking and aligning all monitors in the production control room of the studio for
optimum matching.
vi) Checking the operational performance of all the necessary functions of the vision mixer
and remote controls for proper functioning.
vii) Checking and adjusting the clock system.
viii) Reporting on all minor/major faults to the Technical Director and assisting him in their
rectifications.
B. Camera Control
i) Checking electrical and mechanical working of all the Cameras well in advance for
proper operation of the dollies, pan and tilt head, view-finder, zoom and focus controls
of the lens, the balance of the camera, an to make adjustments wherever necessary.
ii) Checking all the controls of the Camera, main control panel and remote control panel
for normal operation of iris and pedestal etc.
iii) Lining up all the cameras as per the prescribed procedure including white-balance,
black-balance, registration etc., and effecting corrections wherever necessary.
iv) Cross checking with the vision mixer the camera inputs to the switcher for proper
levels.
v) Checking and ensuring the efficient operation of camera producer-CCU/TD
inter-communication system.
vi) Checking the Camera picture quality, during blocking and rehearsal and suggesting
changes to lighting engineer/producer in lighting plot to enhance the overall technical
quality of the programme.
vii) Following the Camera script for production during the rehearsals and Planning camera
controlling sequence accordingly for subsequent implementation during
recording/transmission.
C. Lighting:
i) Attending planning meeting for recording/transmission and suggesting changes in
camera angles/light Plan/cue sheet due to technical consideration for the overall
improvement of programme quality.
ii) Preparing lighting-plot in consultation with Technical Director/Producer, ensuring
optimum technical quality & meeting the aesthetic requirements of programmes.
iii) Briefing the supporting staff for proper implementation of the lighting plan in respect of
physical locations and in consultation with audio-engineer to eliminate
boom/microphone shadows.
iv) Implementation physically the lighting plan ensuring prescribed precautions and
effecting changes wherever necessary.
v) Operating Lighting Control Panel during recording/transmission.
vi) Continuously monitoring the technical quality of the picture from the Camera from the
point of view of lighting and effecting corrections on the spot in close liaison with CCU
Engineer.
vii) Ensuring satisfactory operation of light fittings and power distribution system taking
into account all electrical and mechanical safety precautions.
viii) Attending to routine servicing and maintenance of lighting system.
ix) Maintaining all records in respect of life of bulbs, fittings, etc.
D. Audio:
Attending planning meeting for productions and finalise audio arrangements to meet the
requirements of the production, planning and implementing the microphone placement plan for
recordings/transmissions.
Planning and implementing audio effects for programme production in consultation with the
programmer and TD.
Checking the audio console thoroughly for all its functions, including pre-listening,
foldback and echo etc., checking all inputs signals for levels and quality and effecting
necessary individual channel equalizations.
Checking the audio tapes for the duration and cue marks along with the programme Production
staff.
Attending planning meeting for transmission and suggesting changes found necessary on
account of operational constraints.
Ensuring all the tapes necessary for the transmission are available in proper order of sequence,
checking all the cuts, their durations and cue marks along with programme Production staff.
Ensuring that the audio signals to all the areas (VTR, TK, XTR, MSR, MW etc.) are available
and checking their quality and levels before each recording and transmission.
Checking and adjusting the levels of inter-communication links between the producer, studio
and all other technical areas.
Checking and ensuring the satisfactory working of the studio loud-speaker and fold-back
reservation systems.
Manning the audio-console, tape recorders, turntable during the recording and transmission
and maintaining the individual and relative levels as per the requirements of the production or
transmissions.
E. Transmitter:
i) Assisting the senior engineering officer, if available on duty, in the proper working of
transmitting and associated equipments.
ii) Periodical logging of meter readings.
iii) Carrying out routine maintenance of transmitter and power supply equipments.
iv) Constant monitoring of audio/video signals received from control room/TVRO/DRS
and demodulated signal of transmitter.
v) Checking and maintaining the imprest stores of the transmitter.
vi) Checking the normal functioning of DRS/TVRO relay receivers where provided at the
transmitter site for relay of programmes.
vii) Ensuring proper functioning of intercommunication links with other areas.
F. Master Switching Room: i) Testing of switching, monitoring, intercommunication and associated equipment in
MSR including TVRO and DRS.
ii) Attending along with MSR engineer the daily meeting to discuss the schedule of
programme exchange and prepare a routing plan.
iii) Checking technical quality of incoming and outgoing signals and setting and variable
controls for a particular set up.
iv) Checking and aligning monitors and audio monitoring system and adjusting levels.
v) Manning of switching console for timely change over and continuous monitoring of
incoming and outgoing signal.
vi) Attending to faults and assisting MSR engineer in maintenance of equipment.
vii) Checking to ensure proper operation of intercom links with other areas.
G. Electronic News Gathering (ENG): viii) Testing and aligning the ENG gear along with the cameraman for satisfactory
audio/video operation of the unit.
ix) Offering suggestions or assistance to the cameraman in respect of operation of camera
viz-filter settings, video level, white-balance, registration etc.
x) Operating the recorder during the recording at location and checking the recording for
optimum quality.
xi) Maintaining records of the performance of equipment at locations and report any
malfunctioning to senior officers at the base.
xii) Keep essential tools and attending to the minor faults at location.
xiii) Assisting the senior engineering officers in the maintenance of ENG equipment.
H. VTR:
i) Assisting the AE in the Testing of VCR machines for satisfactory
ii) Operating the VTR during the recording/playback/editing etc.
Previewing tapes for recording/transmission, playback along audio audio/recording
and play back.with programme production staff, checking and confirming the track to
be used and briefing the audio engineer accordingly.
iii) Maintaining records of recording/Playback of tapes.
iv) Assisting the AE in the maintenance of VTRs.
v) Ensuring proper functioning of intercom links with other areas.
I. Sync Sound Studio: i. Testing the sync sound transfer machine(s) tape recorders, audio-video monitors, turn
tables,
ii. echo units, audio console and other associated equipment for satisfactory/operation.
iii. Transferring the sound from 16mm tape to VI to VI audio tape for capsuling for a
particular programme.
iv. Attending to monitor faults at the time of operation, reporting Major faults to the T.D.
or AE in charge of the film Section.
v. Checking the projection system in the Studio and the associated remote control.
vi. Checking placement of microphone, testing and adjusting level and balancing for audio
recordings and operation of audio console.
vii. Checking functioning of film equipment in other areas like editing, processing and
preview.
G. Microwave Link: i. Assisting members of staff during the bench test, installation at the
transmitting/receiving and lining up of the equipment.
ii. Ensuring proper packaging and testing of the equipment before movement to and from
OB spot and unpacking at the other end.
iii. Manning the control units during transmission/reception.
iv. Establishing the voice communication link between the transmitter/receiver.
v. Assisting in routine measurement on MW chain for optimum performance.
vi. Ensuring proper operation of intercom links with other areas.
H. Maintenance/Installation:
Assisting the AE/ASE in charge of maintenance/installation teams in the servicing of defective
equipments in various areas and installation/commissioning of new equipment
systems/technical facilities at the Kendra respectively.
I. Purchase/Stores:
Assisting the Officer-in-charge of the engineering stores in the checking/testing of
equipments/spares, maintenance of records and preparations of various returns.
4.2.46. Senior Technician/Technician
Senior technicians/technicians primarily assist engineers in the maintenance of equipment in
various technical areas and in the operational activities of audio/lighting/
telecine/air-conditioning/transmitter and other areas. This is in addition to any other work
assigned to them from time to time by superior engineering officers. The details of their duties
are as under:
A. Audio Side
i. Placing microphones in the studio and connecting them to the audio-console via
microphone cables; Operating boom-mike fitted in the studio; helping
audio-engineer in the testing of microphones, headphones, inter-communication
systems, tape recorders, turn table etc., removing mikes, audio cables and other
associated portable and loose audio equipment used for programme and keeping
them in proper place after recording/transmission.
ii. Checking and maintaining all the tools provided in production control room and
keeping their record.
iii. Checking emergency light system.
iv. Remain present in Studio during recording/transmission for shifting the mikes and
connectors and keeping in constant touch with audio-engineer via headset.
v. Ensuring general cleanliness of equipment, racks, Consoles, glass-partitions, doors
etc. in the technical areas.
vi. Assisting engineers in the maintenance of audio/PCR equipments.
vii. Checking and replenishing first-aid box material.
B. Lighting Side
i. Testing of lighting system including moving light battens and essential studio
lighting circuits wherever provided.
ii. Positioning and adjusting light fixtures in the studio/OB location as per instructions
from the engineers.
iii. Operating lighting switchgear system.
iv. Keeping a watch on the lighting system for any abnormality like blow outs,
overheating of connectors, cables, fixtures and other failure during and after the
programme.
v. Attending to faults like replacement of fuses, cable, connectors, bulbs lenses etc.
during recording transmission shifts.
vi. Ensuring general upkeep of lighting fixtures and moving light batten-system for
proper electrical and mechanical operation and taking all electrical and mechanical
safety precautions.
vii. Testing of intercom links between lighting control and switchgear rooms.
viii. Checking tools, clock, first-aid kit, wherever provided, in lighting control room.
C. Transmitter Side
i. Assisting engineers on duty in operation and maintenance of transmitter equipment.
ii. Testing/checking clocks/emergency lights/first-aid kit provided in transmitter,
checking power supply switchgears and electrical sub-station equipments for normal
functioning under the guidance of engineer on duty.
iii. Testing and operating the standby diesel generator(s).
iv. Assisting the engineer in the installation/alignment of MW/TVRO/DRS links.
v. Attending to minor faults during the shift.
vi. Operating air-conditioning plants and window type air-conditioners.
D. Air-conditioning Side:
i. Operating A/C plants and window type air-conditioners.
ii. Periodic logging meter readings in A/C room and temperature/humidity readings in
different air-conditioned areas.
iii. Keeping constant watch on A/C equipment in shift for normal functioning.
iv. Routine checking of power supply switchgear provided in A/C Plant rooms.
v. Testing and operation of diesel generator(s) where not co-located with transmitter.
vi. Checking/filling the water in water reservoir for fire hydrant and periodic checking
of fire fighting facilities in the premises.
vii. Carrying out maintenance of A/C Plants and window Type aid-conditioners under
the guidance of Engineers.
viii. Attending to minor faults during the shift.
E. General Maintenance:
i. Assisting Maintenance Engineer in the maintenance of equipments in various
technical areas,
ii. Checking master/Slave Clocks in Coordination with various sections.
iii. Checking emergency lights and charging batteries provided in each section.
iv. Checking house lights in various technical areas.
v. Checking tools, portable test and measuring equipments and maintaining a record of
their movements.
vi. Checking technical pamphlets available in maintenance Section.
vii. Supervising general cleaning of the floors in technical areas in association with the
Helper/Khalasi.
4.2.47 . Mast Technician
Mast Technician is primarily required to work on transmitting masts/towers at the
transmitting centres: His duties include the following in addition to any other work assigned by
the superior engineering Officers from time to time.
1. Attending to antenna-feeders, distribution transformers and other fixtures in the
antenna system mounted on tour.
2. Replacing fused mast lights.
3. Repairing electrical fittings, cables on the mast.
4. Carrying out routine maintenance of electrical mechanical fixtures of the mast
including mast lifts.
5. Installing equipments and fixtures on the tower.
6. Carrying out maintenance and replacement of all necessary gear required for
working on masts/towers.
7. Installation and te4sting of Parabolic dish antenna and equipments of the microwave
links on tall structures/buildings for establishing programme link between the OB
spot and the centre.
4.2.48. Helper/Khalasi
Helper/Khalasi primarily perform following duties, in addition to any other work
assigned to them by their superiors from time to time.
1. Helping SEA/EA/Sr.Technician/Technician in the maintenance of equipments.
2. Maintaining cleanliness of equipments and technical furniture in technical areas.
3. Shifting of equipment/furniture.
4. Helping technical operations staff in lighting, telecine audio, air-conditioning
equipment maintenance and installation work.
5. Locking/opening of technical area in presence of the shift-incharge.
6. Working as Camera dolleyman/cableman in studio/OB spots.
7. Laying Cables and providing other manual help in installation of MW links during
OB/ENG coverages. (Authority: DG: DD Memo.No.1/12/85-S.II dated 16.10.1985)
B. ADMINISTRATION
4.2.49. Senior Administrative Officer
The Senior Administrative Officer will look after the work relating to personnel
administration (except that pertaining to Group =D' Staff) and budget and financial control. He
will be in overall charge of the entire Administrative and Accounts sections including
Transport. (Where there is Sr. Admn. Officer in place of DDA, his duties will be the same as
above).
4.2.50. Administrative Officer
The Administrative Officer will function as Drawing and Disbursing Officer. He will have
direct responsibility for work relating to staff matters pertaining to Group =D' staff (including
casual labour), Transport section, General section and other house keeping jobs including
upkeep of the Studio, Repair of cars will also be looked after by the Administrative Officer in
consultation with Superintending Engineer, wherever necessary.
Programme Administration: Checking and initialing every entry made in the ay Order
Book once when it is sent to the officer on duty and again after check with the Log Book on its
receipt back from the officer on duty the next day, whatch over delayed payments to artists and
keeping a watch over the payments to artists and owners of copyrights are some of the
important duties relating to administration of programmes.
Note: 1. Proposals for the purchase of stores requiring sanction of the Director/
Superintending Engineer/Directorate will be routed through the DDA/SAO.
Similarly proposals put up by the property/Scenic Section and other programme
sections to Assistant Station Director/Deputy Director (Programmes) for their
sanction will be routed through the AO.
2. All Administrative/Financial sanctions, after they are accorded on files by the
Director/Sg.E will be communicated under the signature of DDA/AO respectively.
3. The duties of DDA will be performed in his absence, by the AO and vice-versa.
4.2.51. Head Clerk/ Assistant
He should assist the Officer incharge of Administration/Administrative Officer and will
be incharge of establishment and items other than accounts e.g. Service Books and leave
accounts of Non-gazetted Government Servants, Staff artists, Maintenance of Statistical
Registers and Books, inventories.
He should also assist the Administrative Officer in supervision of work of Group “D' staff
posted in sections other than Engineering. Heads of Kendra should ensure there is equitable
distribution of work between the Head Clerk and Accountant.
On occasions when the Accountant or Head Clerk is away on leave or one of the posts is
unfilled, all duties attached to both the posts should be performed by the Accountant or Head
Clerk as the case may be.
4.2.52. Accountant /Assistant 1. The Accountant is responsible for the correct maintenance of all accounts, e.g. Cash
Book, Contingent registers etc. and for the correct preparation and filing of all
vouchers. He functions as a primary auditor. He is also responsible for the correct
maintenance of various expenditure registers and preparation of expenditure
statements, Budget/Revised Estimates etc.
perform these functions effectively, he should be appraised of all orders, sanctions etc.
He should keep a watch on the control of expenditure and advise AO/Head of office in
respect of all important proposals.
2. He should see that all orders, sanctions etc. affecting expenditure are entered in
Sanction Register and payments noted against relevant sanctions as and when they are
made:
Note: Sanctions relating to petty Contingent expenditure accorded by Head of office need not
be entered in this register. Only those sanctions which cannot be watched through other
registers need be entered.
3. The Accountant is also responsible for prompt and correct preparation of Commercial
(Proforma) Accounts and maintenance of connected records & registers.
4. Reconciliation of cheques issued and encashed and reconciliation of
expenditure/receipts is also the responsibility of the Accountant.
4.2.53. Clerks Grade T / U.D.C.
The more important items of work entrusted to a Clerk Grade I are: correspondence
relating to appointments, promotions, transfers, etc., preparation of periodical returns relating
to staff for transmission to the Director General; posting of entries in service books;
preparation or check of pay and T.A. bills preparation of budget and revised estimates and
attending to correspondence relating to them; preparation and submission of monthly accounts
to the DG, and the Accountant General; maintenance of Journal and Ledger, compilation of
Proforma Accounts and reconciliation of departmental figures with those of the Pay &
Accounts Officer. Where there are two Clerks Grade I, or more, the distribution of work
between them should be done by the Director/Head of Kendra/Office on the rational basis.
4.2.54. Storekeeper
The Storekeeper is in direct charge of the stores and is responsible for the acquisition of
stores, their custody and their disposal. He is also responsible for maintaining correct records
and preparing correct returns in respect of stores entrusted to him. All transactions of receipt
and issues should be recorded strictly in accordance with the prescribed rules or procedures in
order of occurance and as soon as they take place. The stores received Book (DD-A-7), Stores
Issued Book (DD-A-8), and Stores Ledger in form (DD-A-9), Register of unserviceable stores,
register of defective stores, register of empties, etc. are the important documents that should be
maintained by the Storekeeper.
4.2.55. Cashier 1. The consideration that should be kept in view in selecting a Cashier are printed in
Annexure I which also contains details about security, etc., to be furnished by him. The
main duties of the Cashier should be i) handling of cash and ii) maintenance of cash
book and other connected registers.
2. Printed receipt for amounts received should be prepared by the Cashier, checked by the
Accountant and signed byt eh Drawing and Disbursing Officer after the latter ensures
that it is correct in every way.
4.2.56. Clerks Grade-TT/ L.D.C.
The more important items of work entrusted to Clerks Grade-II are: Routine items of
work like preparation of monthly Pay Bill, T.A.Bills and Medical reimbursement bills,
maintenance of Bill Register, Increment Register, Register showing changes in Staff, Leave
Accounts of regular staff; Pay Order Book, Royalty Register, Stationary Account and
Registers, Artist's Ledgers, Store Ledgers (Value account), diarizing and dispatch of letters etc.
etc.
4.2.57. Librarian
He/She is in-charge of the Library of the Kendra which contains books, newspapers etc.
and video recordings and tapes. He/she should maintain separate stock Registers in form S-48
for books purchased and books received free and in form DD-A-6 for video recordings/tapes.
The account of Transcription Service Records may be maintained in form DD-A-5.
He/She should invariably take stock of books, video recordings, tapes etc. in his/her charge, on
the following occasions.
i. On appointment to the post of Librarian;
ii. On return from leave; and
iii. On transfer
A cent percent physical verification of the books should be under-taken at the end of each
financial year.
Note: Security deposit required under para 274 of GFRs need not be taken from the Librarian
of Library Staff. (Authority : On the line of DG:AIR Memo.No.22(3)A&G G/59 dated
13.11.1959).
C. NEWS WING
1) Joint Director (News) and Head of Regional News Unit: (To supervise and manage the functioning of the entire News unit)
a) Supervise the content of News Bulletins and Current Affairs programmes
produced by News Unit.
b) Delegate duties to News Editors.
c) Supervise the assignment of coverages to Stringers and to ensure its judicious
utilization.
d) Supervise the duties and assignments of Casual Staff working with News unit.
e) Liaison with concerned State/Central Government departments/PSUs regarding
News Coverages and related activities.
2) Function as the representative of DG (News):
a) To co-ordinate with DG (N&CA) office, New Delhi for coverages for DD -
News and function as the Bureau Chief for DD - News channel.
b) Produce programmes like State Scan, Press Review etc for DD - News.
c) Co-ordinate the deployment of DD (News) mobile DSNG in the State.
d) Report important events and breaking stories to DD - News.
3) Asst. News Editors
a) Selecting news items to be included in the News Bulletins
b) Drafting and editing News items
c) Compilation of News bulletins
d) Preparation of scripts for State Scan and Press Review
e) Other works delegated by Joint Director (News)

Decision making chart of Doordarshan Kendra, Bangalore is given below
4.Section 4(1)(b)(iv) Norms set by Doordarshan for the discharge of its functions. The functions of Doordarshan mainly concern the production of Programmes. To ensure
that the programmes produced for Doordarshan conform to the objectives of Prasar Bharati,
the following norms have been evolved:
i) Guidelines for commissioning of programmes by different units such as the central
commissioning unit, Kashir Channel, Sports Channel, DD-Bharati and Regional Kendras etc.
ii) Guidelines for Sponsorship of Programmes by different Wings such as DD-National, Sports,
DD-Bharati and Regional Kendras etc .
iii) Guidelines and norms for telecast of featur e films on Royalty basis by Regional Kendras and
for different Channels like DD- National, DD-India etc.
iv) Guidelines for acquisition of various categories of programmes. The following norms are also
relevant:
a. Guidelines for Sports Programme coverages and Revenue Generation thereof.
b. Resolution of issues and disputes concerning telecast of programme by the
Regional Kendras and various Channels of which the Directorate is the Appellate
Authority.
c. Pursuance of all such legal matters pertaining to the Programme activities in vir tue
of (ii) as above.
d. Rate structure for payment to various categories of artistes, authors and performers
for production of programmes for DD National and Regional Channels/Kendras.

Section 4(1)(b)(xii) - Manner of execution of subsidy programme, including the amount allocated and the
details of beneficiaries of such programmes.
Prasar Bharati Commissions programmes from outside producers from time to time in accordance to the Channel requirements of Doordarshan to compliment its In-House production and to have a variety in Programmes. Commissioning of programmes through outside producers will be done by Prasar Bharati both at its Doordarshan Headquarters and Regional Kendras subject to the availability of funds from time to time. Further details and guidelines on this are available on the website “ddindia.gov.in “. For the financial year 2017-18, no programme has been commissioned under this category by this Kendra.

Accredited Agencies are eligible for 15% commission for the business done with the Kendra.
