Odbor ûivotnÌho prost¯edÌ Magistr·tu hl. m. Prahy(OéP MHMP) je podle z·kona Ë. 244/1992 Sb.,o posuzov·nÌ vliv˘ na ûivotnÌ prost¯edÌ, p¯Ìsluö-n˝m org·nem dle ß 20 uvedenÈho z·kona (aktivitydle p¯Ìlohy Ë. 2). OéPMHMP obdrûel v roce 199911 ozn·menÌ a do konce srpna r. 2000 dalöÌch5 ozn·menÌ. Celkov˝ poËet ozn·menÌ za 8letÈ ob-dobÌ ˙Ëinnosti z·kona ËinÌ 82 posuzovanÈ akti-vity. MéP »R jako p¯Ìsluön˝ org·n dle ß 20 v˝öeuvedenÈho z·kona (aktivity dle p¯Ìlohy Ë. 1) ob-drûelo v roce 1999 celkem 3 ozn·menÌ a do koncesrpna roku 2000 dalöÌ 3 ozn·menÌ pro aktivity na˙zemÌ Prahy.

Za obdobÌ 1. 9. 1999 aû 31. 8. 2000 bylo na OéPMHMP projedn·no 13 aktivit. Charakter posuzova-n˝ch aktivit se p¯Ìliö nemÏnÌ. P¯evl·dajÌ aktivity vesmyslu bodu 7.8 p¯Ìlohy Ë. 2 z·kona Ë. 244/1992 Sb.V poslednÌ dobÏ jsou p¯ipravov·ny k v˝stavbÏp¯edevöÌm polyfunkËnÌ objekty, kde je vedle ob-chodnÌ funkce zastoupena i funkce administra-tivnÌ, spoleËensk·, sportovnÌ atd. NovÏ posuzo-vanÈ aktivity byly umÌsùov·ny do mÌst s dobroudopravnÌ obsluûnostÌ a na okrajovÈ Ë·sti mÏsta(Praha 3, 4, 8 a 13).

Ve stejnÈm ËasovÈm obdobÌ bylo v kompetenciMéP »R projedn·v·no na ˙zemÌ mÏsta 8 aktivit,p¯evl·dajÌ dopravnÌ stavby (6 aktivit), zb˝vajÌcÌ2 aktivity se t˝kajÌ tÏûebnÌ Ëinnosti.

D2 ENVIRONMENTAL IMPACTASSESSMENT (EIA)

According to Section 20 of the Act No. 244/1992Code on environmental impact assessment theEnvironmental Department of the Prague City Hall(OéP MHMP) is the appropriate authority (pro-jects as listed in the Annex No. 2). In 1999 OéPMHMP received 11 notices and by the end ofAugust 2000 further 5 notices. Total number of no-tices received in the eight-year period of the Actperiod of effectivity accounted for 82 assessed pro-jects. TheMinistry of the Environment of the CzechRepublic as the appropriate authority according toSection 20 of the Act mentioned above (projects aslisted in the Annex No. 1) received in total 3 noticesin 1999 and by the end of August 2000 further threenotices on projects on the territory of Prague.

In the period from September 1, 1999 to August 31,2000 OéPMHMP processed 13 projects. Charac-ter of the projects assessed has not been muchchanging. Prevailing activities are those describedunder the point 7.8 of the Annex No. 2 of the ActNo. 244/1992 Code. Recently most of all multipur-pose premises are under preparations for construc-tionwhere besides their business function there areother functions as offices, social, sports, etc. Newlyassessed projects were located to places with goodtransport services and at the outskirts of the City(Prague 3, 4, 8, and 13).

At the same time period MoE CR assessed 8 pro-jects within its jurisdiction on the City territory,mostly transport constructions (6 projects), the tworemaining projects are for mining activities.

PracovnÌch setk·nÌ, analytick˝chi projekËnÌch pracÌ a expertnÌho posuzov·nÌ sev pr˘bÏhu uplynul˝ch let z˙Ëastnilo cca 1000 osobvËetnÏ 40 expert˘ britskÈho Know How Fund.Strategick· koncepce mÏsta je tak zaloûena nejenna celkovÈ vizi budoucnosti mÏsta, ale i nakonkrÈtnÌch z·vÏrech z 15 pracovnÌch setk·nÌ.

Strategick· vize rozvoje Prahy se opÌr· o silnÈstr·nky mÏsta, p¯edevöÌm o jeho jedineËnost, du-chovnÌ a kulturnÌ tradici, mimo¯·dnÈ p¯ÌrodnÌ i ur-b·nnÌ hodnoty, ekonomick˝ a lidsk˝ potenci·l, v˝-hodnou polohu v srdci Evropy a souËasnou vlnuz·jmu turist˘. Tematika ûivotnÌho prost¯edÌ prostu-puje cel˝m dokumentem. Koncept strategickÈhopl·nu mÏsta, schv·len˝ radou Zastupitelstva HMPdne 21. 7. 1998, se stal z·kladem programovÈhoprohl·öenÌ rady Zastupitelstva HMP po volb·chv tÈmûe roce i v˝chozÌm dokumentem pro p¯Ì-pravu strategie rozvoje regionu. Dne 24. 6. 1999projednalo a schv·lilo Zastupitelstvo HMP n·vrhpriorit a program˘ pro prvnÌ etapu implementacestrategickÈ koncepce mÏsta a uloûilo jej reali-zovat. K naplnÏnÌ dlouhodobÈ koncepce rozvojemÏsta v letech 1999 - 2006 byly zvoleny tyto stra-tegickÈ priority:

D3 CITY DEVELOPMENT

D3.1 STRATEGIC PLAN OFTHE CITY OF PRAGUE

The Strategic Plan is a long-term conceptual docu-ment, which establishes objectives, priorities andways in addressing of crucial issues of the City de-velopment. The Strategic Plan of the City of Praguepreparations were commenced in the half of 1990sand since the very beginning they have been per-formed as efforts for partner dialog in between thepublic and private spheres, the citizens and their as-sociations, entrepreneurs, politicians, experts andthe municipal government of the City and the countrygovernment. Workshops dedicated to crucial themesof the City development have become the core ofworks on the strategic concept of the City, which wereco-ordinated by the City Development AuthorityPrague (⁄RM). Some 700 persons including 40 ex-perts of the British Know How Fund participated inwork meetings, analytical and project works, andexpert assessments over the past years. The strategicconcept of the City is based not only on the overallvision of the future City yet on concrete conclusionsof 15 work meetings as well.

Strategic visions of the Prague development arebased on the strengths of the City, first of all itsuniqueness, spiritual and cultural traditions, extra-ordinary nature and urban values, economic andhuman resources, advantageous location in thehearth of Europe, and current wave of interest oftourists. Environmental themes and issues windthrough the entire document. The Concept of theStrategic Plan of the City approved by the Councilof the Municipal Assembly of the City of Prague onJuly 21, 1998 become the platform of the Pro-gramme Statement of the Council of the MunicipalAssembly of the City of Prague after the elections inthe same year as well as the initial document forpreparations of the regional development policy. OnJune 24, 1999 the Municipal Assembly of the Cityof Prague discussed and approved a proposal ofpriority and programme list for the first stage ofthe strategic concept of the City development andimposed its implementation on appropriate per-sons. In order to fulfil the longterm City develop-ment policy in 1999 to 2006 strategic priorities havebeen chosen as follows:

ï Integration of Prague into the structures ofthe EU;

ï Prague - a centre of innovations and qualifiedlabour force

ï Support to housing market and providing foravailable housing

ï Reliable and environmentally sound city transport

There is a proposal sheet ready for every of thepriorities mentioned, where partial planned activities(programmes, projects. etc.), responsible persons andprogramme participants, major sources of financing,assumed period of implementation, and expectedeffects are specified. The Strategic Plan was discus-sed and approved by the Municipal Assembly ofthe City of Prague on May 25, 2000 (ResolutionNo. 19/03). The newprogrammedocument of theCityhas already brought concrete results in practise. Itinfluenced the decision making process on the use ofrevenue from the sale of the second emission ofPragueís bonds and become the initial material forthe Regional Operation Programme and otherdocuments, which serve as the basis the City utilisesas a support for acquisition of funding of its projectsfrom the European Union funds. It is also guidanceand inspiration for development of the City budgetand the programme of investments for 2001 andfurther years. D3.2 LAND USE PLANNINGDOCUMENTATION ANDBACKGROUND MATERIALSFOR LAND USE PLANNINGON PRAGUEíS TERRITORY

The Department of Development of the City of Pra-gue has recently had the development, discussions,and approval of the new Town Plan as its majorresponsibility. On September 9, 1999 the MunicipalAssembly of the City of Prague approved the TownPlan in its resolution and the Plan then becomeeffective on January 1, 2000.

Since the proposal of the Town Plan (⁄Pn) was dis-cussed certain portions of the territory conditionshave changed and therefore it is necessary, in accor-dancewith needs of the territory development, to pro-vide for implementation of appropriate changes tothe Town Plan. Changes to the Town Plan are workedout in accordance with the building act and the Re-solution of the Council of theMunicipal Assembly ofthe City of Prague, according to requirements of citydistricts, demands of investors and landlords.

Besides the Town Plan of the City of Prague further11 land-use planning documentations are underdevelopment and three out of them - Vinohrady,

Other land-use planningworks concern the develop-ment of 76 territorial planing documentation -town-planning studies, which either serve for fur-ther development and stabilisation of the currentlyvalid Town Plan, its changes or amendments, andfurthermore to the monitoring of trends, evaluationof state and potentials for the development on theterritory of the City of Prague and for the land-usedecision making.

V r·mci pr·ce na aktualizaci vznikla ¯adamateri·l˘ zab˝vajÌcÌch se jednotliv˝mi sloûkamiûivotnÌho prost¯edÌ v uvedenÈm ˙zemÌ. Jsou vyuûÌv·ny jako v˝chozÌpodklady pro zpracov·nÌ ˙zemnÏ pl·novacÌchpodklad˘ a ˙zemnÏ pl·novacÌ dokumentace. D·lejsou vyuûÌv·ny i v r·mci archivnÌch geologick˝chreöeröÌ a p¯edbÏûn˝ch inûen˝rskogeologick˝chpr˘zkum˘ pro realizaci staveb. Ke kaûdÈmu ma-povÈmu listu je zpracov·na pr˘vodnÌ zpr·va adoloûeny popisy dokumentaËnÌch bod˘. V sou-ËasnÈ dobÏ je jiû sestaveno a vytiötÏno 106 ma-pov˝ch list˘.

D3.3 OTHER SELECTED ACTIVITIESOF ⁄RM

D3.3.1 Updating of the town-planningstudy of the Prague HistoricalReservation

In the course of 2000 the Department of Develop-ment of the City of Prague updated the town-planning study of the Prague Historical Reserva-tion. After discussions and development of sum-mary opinion this study should be upgraded to theconcept of the Town Plan of the Prague HistoricalReservation. Within the framework of the updatingworks numerous materials dealing with individualcompartments of the environment on the territorymentioned were worked out. All background mate-rials concerning the proposal period of the updatedtown-plan study, which was laid down for 2010,were digitised and imported to ArcView softwareand following assessments were elaborated:

ï engineering and geological assessment and radonhazard assessment

ï assessment of current air qualityï assessment of air quality in the proposal horizon2010

ï acoustic assessment of the current state for day-time and night-time

ï acoustic assessment in the proposal horizon 2010for every alternative of transport system for day-time and night-time

ï more exact territorial system of ecological stabilityï assumed waste management in the proposal hori-zon 2010.

D3.3.2 Detailed geological andengineering maps of the City

The edition of detailed geological and engineeringmaps of the City at scale 1 : 5000 have been developedsince 1969 upon the order of the Department ofDevelopment of the City of Prague, which is thecoordinator and distributor of them. The mapscompound a unique complete set even in the worldand are a result of long-term geological survey andmapping. They are utilised as basic documents forthe development of land-use planning backgroundmaterials and land-use planning documentation.Furthermore, they are used for archive geologicalresearches and preliminary geological and engi-neering surveys for construction implementation.Large documentation is available to each mapsheet. At present there are already developed andprinted 106 map sheets.

TheDepartment of Development of the City of Pra-gue also develops, operates and maintains envi-ronmental information systems. Brief characteris-tics of such systems are as follows:

Information System on Energy Supply to Estab-lished Areas (IS UC) - monitors history, status andfuture of energy supply in Prague. It registers re-sults of agreements, developed alternative studiesof energy supply to theCity, and other information.

The information system of Routes of Pollutioninto Watercourses (IS VNOS) - is a digital graphicarchive of information that enables collecting,archiving, presentation, and analysis of informa-tion related to the issues of Pragueís watercour-ses pollution. It includes standard functions forsearch, queries and sorting of information.

Since the beginning 2000 Prague has been one ofthe participants of the European Union HEAVENProject, which has been solved as a part of the5th Framework Programme in the area Techno-logy of Information Society to Support Environ-mental Protection, managed by the headquartersof DG XIII. for telematics and informatics. TheDepartment of Development of the City of Praguewas authorised to co-ordinate the Project on be-half of the City. Detailed information is included inthe Chapter D4 along with other European Unionproject of INTERTACT implemented under thesame Framework Programme.

D4.1 PRAGUE ENVIRONMENTALINFORMATION SYSTEM (IOéIP)AND PROJECTS OF THE CITY

The City of Prague has had many-year long tradi-tions in processing and providing of informationon the environment.

Prague Environmental Information System (IOéIP)collects and proceses data on selected compart-ments of the environment on the territory of the Cityof Prague. The System objectives are as follows:

ï collecting and processing of data on status of indi-vidual environmental factors in Prague obtainedby various organisations and institutions into anintegrated automated information system

ï evaluating of the scope of the data availableand acquiring such data, which there is no othersource of

ï providing information to the authorities of theCitymunicipal administration, experts, and the public.

The beginnings of the Prague Environmental Infor-mation System can be found in the half of 1980swhen it was developed as one of theme dedicatedcircles of the City Information System. The estab-lished abbreviation IOéIP come from that time, theonset of systematic monitoring of selected compart-ments of the environment and taking over data,which now constitute the base of the data resourcesof the System.

Over the time of its existence the System went throughsome organisational and technology changes (P⁄DIS,REL, »E⁄). Since 1994 till the half of 2000 the ope-ration and further development of IOéIP was per-formed by the Institute of Municipal Informatics ofthe City of Prague (IMIP). Within the frameworkof the transformation of municipal informatics andrestructuring of the IMIP the System operation,along with other projects, was incorporated intothe Department of Informatics of the Prague CityHall since July 1, 2000.

This Yearbook published in a printed form since1989, and later also in the English version and inan electronic format, has become the most knownoutput of the System. Since 1997 there were threeCD-ROMs of Pragueís environment, which includeYearbooks since 1992 with their English versions,other publications (own products or the taken over)

as the Protected Areas in Prague (AOPK), Develop-ment Trends and Statistics, Sources of Air Pollution,Atlas of the Environment with maps in a bitmap for-mat, Numeri Pragenses (»S⁄), Information Sources(⁄EP), an application of Ecolaw (Ag.Koniklec), etc.

The System development has been driven by effortsto follow the rapid development in informationtechnology. Since the arrival of GIS technology newmap outputs have been created. Database, that isthe data foundation of the System, was migrated intoan up-to-date database system of Oracle. Recentlyattention has been concentrated on providing out-puts through the Internet. At present the series ofthe Yearbooks on the Internet (http://www.praha-mesto.cz) is added by the Atlas of the Environmentworked out as an application under the GIS softwareWebMap in co-operation with the company of Hy-drosoft VeleslavÌn (http://www.premis.cz/atlaszp orhttp://www.wmap.cz/atlaszp). In further develop-ment of the System an internet server, which wouldintegrate applications for providing Prague envi-ronmental information (books of facts from theYearbooks, maps, databases, air quality monitoringdata ñ see PREMIS, information from authorities,and service for communication to the City citizens)that have been implemented as separate ones so far.

The IOéIP System and products as the Atlas of theEnvironment on the Internet have acquired awardson the domestic grounds (for example, in the compe-tition on Geoapplications CAGI, III/2000) as wellinternationally (included in the publication CaseStudies of Information Projects for Air and WaterProtection ñ so called ìGood Practicesî, of theWork Group ENWAP, DG XIII of the EuropeanCommission). Then Prague was invited to partici-pate in solving of other international projects (asCEROI, INTERACT, HEAVEN see bellow).

Besides the IOéIP System the City also managesother projects on environmental informatics, whichwere in the half of 2000 transferred from the IMIP tothe Prague City Hall (the Department of Informaticsin co-operation with the Department of the Environ-ment). These are, for example, the PREMIS Project(publication of operating data on air quality usingmodel calculations from the »HM⁄ and weatherconditions on the Internet at http://www.premis.cz),the air quality assessment employingmodel calcula-tions (ATEM), monitoring of organic contaminantsin air (SCOL), the updating and administration ofdata on sources of air pollution (REZZO) and the de-velopment of Vegetation Maps. Other importantproject launched in 2000 is the development of theAutomobile Traffic Noise Map employing methodscorresponding to the European standards that arebeing created now.

D4.2.1 Projekt INTERACT

Akronym je odvozen z n·zvu ÑINTERACTiveServices and Management Support for Environ-ment Impact Assessment and Permitting Proce-duresì, tj. ÑInteraktivnÌ poskytov·nÌ informacÌo ûivotnÌm prost¯edÌ a sluûeb pro podporu povolo-vacÌch proces˘ì.

D4.2 INTERNATIONALCO-OPERATION

In its Concept of the Foreign Policy Development,Prague declares further and deeper internationalco-operation and integration of the City into inter-national structures, within the European Union inparticular. At present Prague is already a memberof a group of several organisations of the Euro-pean Union associating cities for purposes of jointsolving of certain issues. These are, for example,associations of EUROCITIES (association of 106large European cities), UCEU (Union of the Capi-tals of the European Union), METREX (associa-tion for information and experience exchange inspatial planning of metropolitan regions), OWHC(Organisation of World Heritage of Culture),POLIS (association focused on transport issues),and others. In 2000 in the field of informatics Pra-gue joined the association of cities supporting thecall for the Global Cities Dialogue initiated by theassociation of TELECITIES.

Prague has important and active internationalcooperation in the field of environmental infor-matics. In 1999 Prague was one of approximately20 pilot cities in the project CEROI (City Environ-ment Report on Internet), which was co-ordinatedby a branch of the international organisation GRID,Arendal, Norway within the United Nations Envi-ronmental Programme. Prague along with othercities (even non-European ones) developed an ap-plication of city environmental information forthe Internet according to the established methods(content, itemising, indicators, schema effect-state-response, PSR/DPSIR, respectively) employ-ing the software Publikit (http://www.ceroi.net).

In 1999 Prague was invited to participate in thepreparations of projects for the European Unionin the field of environmental informatics ñ INTER-ACTandHEAVEN,whichwere launched at the be-ginning of 2000. These are parts of the 5th Frame-work Programme, partial programme IST ñ Infor-mation Society Technology, managed by the Di-rectoriate of the Commission DGXIII ñ Telematicsand Informatics. Both the projects deserve moredetail information on here bellow.

D4.2.1 INTERACT Project

The acronym is derived from the name ìINTER-ACTive Services and Management Support forEnvironment Impact Assessment and PermittingProceduresî.

Projekt HEAVEN je zamÏ¯en na ¯eöenÌ automo-bilovÈ dopravy s ohledem na minimalizaci ne-gativnÌch d˘sledk˘ na kvalitu prost¯edÌ, tj. sniûo-v·nÌ emisÌ a hluku z dopravy. S vyuûitÌm ˙daj˘z monitorov·nÌ o dopravnÌ z·tÏûi bude modelo-v·no zneËiötÏnÌ ovzduöÌ a hlukov· situace. Jde

The INTERACT Project is focused on the admini-stration of environmental data of a city or region,development of a system for their dissemination toprofessionals and the public and support to auto-mated agenda of permitting procedures includingEIA in accordance with the directives of the EUand using the technologies of Intranet/Internetand GIS (workflow management system, environ-mental data warehouse, virtual front office).

The Project is scheduled for 27 months (I/2000 ñIII/2002) and its participants are cities of VitoriaGasteiz (Spain), Cologne (Germany), Prague (CR),Torino (Italy), and the Piemonte Region (Italy).Representatives of public administration of thecities are accompanied by associated solvers (com-panies collaborating in the development of infor-mation systems). Prague (at the beginning repre-sented by the IMIP, then by the Prague City Hall)has a local partner of Hydrosoft VeleslavÌn. Thecompany of CH2M HILL, London, Great Britainis the international co-ordinator.

The Project objectives for Prague are as follows:a) to assist the public administration in publicisingof EIA information; b) to make publicly availableenvironmental information to processors of studiesand to the public including maps on the Internet;c) to make searching for available information easy;d) to facilitate process agendas of the permittingprocedures (at least guidance, forms, etc.); e) to pre-pare model solution in accord with the EU legisla-tion (the directives of IPPC, Seveso II, and EIA).

Prague has a good starting position ñ the existingIOéIP System with its environmental database, theapplication of the Oracle system for the databaseadministration, the intention to administer graphicdata in SDE, WebMap software, and the applica-tion Atlas of the Environment on the Internet, thelaunching of works on the creation of metainfor-mation and distribution systems, the existence ofEIA information system at national level, etc.

The acronym is derived from the name ìHealthierEnvironment through Abatement of Vehicle Emis-sion and Noiseî.

The HEAVEN Project is focused on addressingof automobile transport in order tominimise its ad-verse impacts on the quality of the environment, ie.abatement of traffic generated emissions and



o systÈm pro podporu rozhodov·nÌ p¯i organizacidopravy ve mÏstÏ v souladu se smÏrnicemi EUv procesu ˙zemnÌho pl·nov·nÌ a p¯i operativnÌm¯ÌzenÌ dopravy.

Projekt je rozvrûen na obdobÌ 36 mÏsÌc˘ (I/2000 -III/2002). Partnery v projektu jsou p¯ev·ûnÏ velk·mÏsta: ÿÌm, Pa¯Ìû, BerlÌn, Rotterdam, Leicester aPraha. noise. Using data of the monitoring of traffic loadair pollution and noise conditions shall be model-led. It is a decision-making supporting system forthe arrangement of the City transport in accor-dancewith the directives of the EU in the process ofland-use planning and in operating traffic mana-gement.

The Project is scheduled for 36 months (I/2000 -III/2002). The partners within the Project are largecities as: Rome, Paris, Berlin, Rotterdam, Leicester,and Prague. The representatives of public admini-stration of the cities are accompanied by asso-ciated solvers (companies collaborating in the de-velopment of information systems). The Depart-ment of Development of the City of Prague is theco-ordinator of the Project on behalf of Prague,other partners are the Institute of Transport Engi-neering and the Czech Hydrometeorological Insti-tute (the IMIPwas a partner till the reorganising inthe half of 2000). The company of STA, having re-sidence in Rome, is the international co-ordinator.

The assumed outputs of the HEAVEN projects areas follows:

ï advanced modelling of air quality employing theAIR VIRO model, which was developed by theSwedish Hydrometeorological Institute and iswidely used by the EU cities in the form of mapsof real time development of a respective pollu-tant concentration

ï evaluation of traffic load of road network affectson ground level concentrations of pollutants andnoise across the Pragueís territory as a wholeand in selected parts of the City

ï potential for operating evaluation of changes intraffic load affects on ground level concentra-tions of pollutants and noise level in the processof land-use planning and for operating organi-sation of traffic

ï possibility for developing of a strategy for im-proving quality of the environment and the trans-port mobility for various alternatives of trans-port network, bypass routes, and traffic organi-sation.

D5.1 CO JE MÕSTNÕ AGENDA 21?

MÌstnÌ Agenda 21 (MA21) je proces, v nÏmûmÌstnÌ˙¯ady a samospr·va ve spolupr·ci s reprezentantyvöech z·jmov˝ch skupin obce pracujÌ na sestavenÌpl·nu akcÌ, kter˝mi hodlajÌ podpo¯it zav·dÏnÌ prin-cip˘ udrûitelnÈho rozvoje do Ëinnosti obce.

MA21 je poprvÈ zmÌnÏna v kapitole 28 Agendy 21- dokumentu Organizace spojen˝ch n·rod˘, kter˝byl schv·len svÏtov˝m shrom·ûdÏnÌm v roce 1992(konference OSN o ûivotnÌm prost¯edÌ a rozvojiv Rio de Janeiro) k podpo¯e princip˘ udrûitelnÈhorozvoje. P¯edstavitelÈ zemÌ celÈho svÏta, vËetnÏtehdejöÌho »eskoslovenska, se zde zav·zali k ˙Ëastiv tomto procesu.

V uvedenÈ kapitole se hovo¯Ì o tom, ûe velkÈmnoûstvÌ celosvÏtov˝ch problÈm˘ m· svÈ ko¯enyna ˙rovni mÌstnÌch aktivit, a ûe je vhodnÈ je ¯eöitna mÌstnÌ ˙rovni. Vöechny mÌstnÌ ˙¯ady by mÏlyvstoupit do dialogu s obËany, mÌstnÌmi organiza-cemi a soukrom˝mi podniky a p¯ijmout tzv. MA21.DoporuËuje se, aby se mÌstnÌ ˙¯ady na z·kladÏ kon-zultacÌ a vytv·¯enÌ konsensu pouËily od obËan˘,mÌstnÌch obËansk˝ch, komunitnÌch, obchodnÌch apr˘myslov˝ch organizacÌ a zÌskaly informace nutnÈpro zformulov·nÌ nejlepöÌch strategiÌ.

Dokument oslovuje vöechny mÌstnÌ autority a samo-spr·vy v celÈm svÏtÏ a vol· po spolupr·ci vöechz·jmov˝ch skupin v mÌstnÌm spoleËenstvÌ, ËÌmûpodporuje demokratick˝ proces. Je to vÌce neûjenom Ñzelen˝ì pl·n - jedn· se o integraci ûivot-nÌch podmÌnek, soci·lnÌho, ekonomickÈho a kul-turnÌho dÏnÌ; o kvalitu ûivota vöech lidÌ na mÌstnÌ˙rovni. D5 LOCAL AGENDA 21AND SUSTAINABLEDEVELOPMENT

D5.1 WHAT IS LOCAL AGENDA 21?

Local Agenda 21 (LA21) is a process in which localauthorities work in collaboration with representa-tives of all interest groups of communities on deve-lopment of an action plan by means of they intend tosupport the implementation of sustainable develop-ment into community activities.

LA 21was for the first timementioned in theChapter28 of Agenda 21 - the document of the United Na-tions Organisation, which was adopted by the worldassembly in 1992 (at theUNConference on theEnvi-ronment and Sustainable Development in Rio deJaneiro) to support principles of sustainable deve-lopment. Representatives of countries of the wholeworld, including that time Czechoslovakia, commit-ted to participate in the process there.

The chapter mentioned above deals with the factthat a great number of global issues have roots at thelevel of local activities and therefore it is also suit-able to get them solved at appropriate local level. Soall local authorities should start a dialog with citizens,local organisations, and private companies and busi-nesses and adopt so-called LA21. It is recommendedthose local authorities on the basis of consultancyand consent learn from citizens and local citizenorganisations, community organisations, and pri-vate enterprises and this way acquire informationnecessary for formulating of the best strategies.

The document addresses all local authorities andpublic administration over the world and calls forco-operation of all interest groups of local commu-nities, which should encourage the process of de-mocracy. This is more than a mere ìgreenî plan -this is an integration of conditions of living, social,economic, and cultural events and activities, itmeans quality of life of every human at local level.In the focus of interest of LA 21 there are crucialprinciples of sustainable development.

The Czech Republic has been among the countriesthat in 1992 adopted the commitments of the EarthSummit in Rio de Janeiro yet its attitude to LA 21was rather reluctant until recently. First attempts toapply LA21 in the country appeared in 1997 to 1998.Then the ideawas taken by some of non-government,non-profit organisations, and active local public ad-ministrations. At the same time the Ministry of theEnvironment of the Czech Republic became to sup-port LA 21 in terms of methods namely through theCzech Environmental Institute. This institute also fa-cilitates experience in LA 21 from abroad (mostlyfrom the Great Britain) and also arranges for courseswith foreign lecturers. The Ministry of the Environ-ment of the Czech Republic also issued calls forgrants concentrated especially on LA 21.

LA 21 idea was built in the official documents of thecountry Government as late as in 1999. Now it is oneof the objectives of the State Environmental Policy(Chapter VII - Instruments of the Implementation ofthe SEP, population involvement and Agenda 21). Inpractice, however, the idea has been still mostly takenas a matter of the Ministry of the Environment of theCzech Republic and its reporting organisations whichis not appropriate status, because the LA 21 shallaim towards interconnection of solving processesof issues in competencies of various ministries.

At present there is no activity ongoing at the levelof the City of Prague. The city development plan-ning and dissemination of environmental infor-mation to the public have been carried out withinthe framework of other activities and projects.At some of the City Districts, however, there arejoint efforts for better conditions of living and com-munication of citizens with local administrationauthorities in terms of LA 21.

The District Council of Prague 15 committed toimplement Local Agenda 21 in 1998 in its pro-gramme declaration. The process was launchedin 1999. MÏstsk· Ë·st Praha 12 se rozhodla uskuteËnitprojekt interaktivnÌho rozhodov·nÌ zamÏ¯en˝ naaktivity ml·deûe ve volnÈm Ëase.

Cel˝ projekt byl zah·jen pr˘zkumem ve¯ejnÈhomÌnÏnÌ, jehoû v˝sledky byly podrobeny ve¯ejnÈdiskuzi. Na podkladÏ diskuze byly vytipov·nyhlavnÌ oblasti, jejichû ¯eöenÌm se zab˝valy pra-covnÌ skupiny obËan˘. Mezi hlavnÌ oblasti z·jmupat¯ily moûnosti pro vyuûitÌ volnÈho Ëasu a vyuûitÌve¯ejn˝ch prostranstvÌ. Skupiny vypracovaly n·-vrhy ¯eöenÌ, kterÈ byly p¯edloûeny zastupitelstvuke schv·lenÌ.

SouË·stÌ projektu byla takÈ v˝stava fotografiÌ av˝tvarn˝ch pracÌ, kterÈ ztv·rÚovaly p¯edstavy dÏtÌo svÈm okolÌ.

dv˘r of the City of Prague and the Basic ChapterBotiË of the Brontosaurus Movement is responsiblefor and delivers environmental education there. Asof yet the project has been successful in promotingthe relations of the Prague 15 population to the loca-tion they live in, for example, through revitalisationof social life, improved awareness on local values,etc. The project aim for the future is larger publicinvolvement into decision-making processes.

Prague 12

City District Prague 12 decided to implement a pro-ject on interactive decision making focused on lei-sure time activities of the youth.

The whole project was started by a public opinionsurvey, which results were presented at a publichearing. Major areas were selected, which weredealt by work groups of citizens established after thepublic hearing. Potentials for spending of leisuretime and usage of public areas belonged to maininterests of citizens. The groups developed propo-sals for solutions, which were submitted to the localassembly for approval.

The project also incorporated an exhibition of pho-tographs and fine art artefacts, which expressed theideas of children on what they would like to havein their surroundings.
