It was rroved by Mrs. Staley, seconded by Hrs. McDonald, and carried, that Dr. H. W. Ellerbroek be authorized to attend the conference of the Association of Chief Business Officials of the United States and Canada to be held in Denver, Colorado, on October 14 through 19, 1979.
It was rroved by Mrs. Staley, seconded by Mr. McFadden, and carried, with a roll call vote as follows: (Marx-aye; McDonald-aye; McFadden-aye; Rurnmonds-aye; Staley-aye:) that the attached resolution regarding efforts of the maintenance crew during the recent flood be adopted. (See page 4a, attached)

It was rroved by Mrs. Staley, seconded by Mrs. McDonald, and carried, that the administration be authorized to advertise for bids for the sale of personal property, (Items 1 through 27 inclusive) as submitted.
It was rroved by Mrs. McDonald, seconded by Mrs. Marx, and carried, that the acceptance of VEA funding in the arrount of ~137,528. for 1979-80 year be approved.
The meeting was adjourned at 9:00 p.m.
REOOUJI'ION
\~S, the Coachella Valley experienced major flooding from heavy
rains July 20 and 21, 1979, and

\~, mechanical devices could not adequately protect buildings and
equipment on the Palm Desert campus, and
~S, there was a great need for manpower to protect certain buildings
from flooding, and
~, many personnel in the Department of Maintenance and Operations
responded quickly to the call for assistance at midnight, and
\~S, some personnel suffered loss of personal belongings and auto
mobiles in their travel from home to campus, and,
\~, the men remained on duty from midnight to noon, until mud and
water were removed from buildings and hazardous conditions rec
tified, thereby, saving thousands of dollars worth of equipment,
NOW THEREFORE, BE IT REOOLVED that the Board of Trustees join with the
College administration, staff and community in expressing deep
appreciation to the Maintenance and Operations personnel who
served so diligently and unselfishly, beyond the call of duty.
REOOLVED, FURTHER, that each person who performed in the disaster receive
a copy of this commendation.

New information has been creating a constant shifting of budget figures during recent days. Even though some information will be unknown for some time, we feel comfortable with the information being sent to you. You will note that the budget carries a salary increase of 8.7% rather than the full cpr of 9%. Although the staff would much prefer the cpr as having been provided over the years, in general, they are pleased to adhere to the President's guidelines.
Please be reminded that the October meeting is scheduled on the High Desert.

SUBJECr: Insurance Coverage for Volunteers
We have been advised that the Board should take a specific action regarding the provision of workers I compensation coverage for volunteers.
Education Code Section 72509 provides as follows:
Notwithstanding Section 72506 of this article, the governing board of any carrnunity college district may provide for persons authorized by the governing board to perform volunteer services for the district insurance coverage which is the same as or canparable to that provided for anployees of the district including coverage under the provisions of Division 4 (carmencing with Section 3200) of the Labor Code.
We reconmend the Board cover volunteers for workers I canpensation in accordance with the above code section.

FROM:
At the time the Board of Trustees approved the $5.00 Health Fee for the Palm Desert campus, it was determined not to charge a health fee at the High Desert Campus because there were not health service facilities and/or nursing personnel. Because of this decision there is no accident insurance policy available for the High Desert students. There is a great deal of concern for some type of coverage for students attending classes that have some degree of danger to their classroom activities or outside activities involving their classes.
Therefore I am requesting that the College Administration recommend to the College Board of Trustees at their next board meeting, the installation of a $2.50 Health Services Fee at the High Desert Campus for student accident insurance coverage to begin with the Spring Semester, 1980. This fee would not be charged of students attending classes on the Twentynine Palms Marine Corp Base.

The Department of Health Education and Welfare, in the last few months, has indicated a willingness to accept NDSL Defaulted Loans from colleges throughout the united States for collecting purposes. The College Administration should request from the Board of Trustees at their next Board meeting, approval for the assignment of any and all defaulted NDSL loans from College of the Desert to the Department of Health Education and Welfare for collection purposes.
