History
Under ICAO model, the IR is (was) a natural
progression from the PPL
When JAR introduced, IR theory exams became
a subset of professional training the ATPL
Minimum flying hours increased from 40 to 50- an increase of 20%
No recognition of previous experience or ratings

History
PPL/IR Europe, working with other
organisations, proposed a more accessible IR
EASA (to their credit) recognised and accepted
the need
FCL.008 commenced work in late 2008
Finally approved by EASA committeeOct 2013
