History Health Department identifies Moreland on list of areas of failing septic systems (c. 2008).
Northeast Four County Planning Agency (NEFCO) rates Moreland as # 2 on Health Department list of areas needing sanitary sewers (June 2016).
Stark County Regional Planning Commission (RPC) offers grant for Moreland sewer design (2017).
RPC allocated federal Community Development Block Grant (CDBG) of $550,000. Funds must be expended in the first half of 2019.
Currently under review by Ohio EPA.

Example of Assessment Cost (with interest rate of 4.5%):• Assume lot has 80’ frontage with a single family home • Current assessment is $6,591.00 for 80’. • Property Owners invoiced when Construction is
Complete.• Can be paid semi-annually with property taxes over
20 years. All interest will be due if paid off early.• Semi-Annual Payment on $6,591 @ 4.5% for 20 years
= $250.55/half (Paid in Property Tax Bill)

Current single family area charge = $2,000.00(Paid at time of connection)
5 YEAR OPTION @ 3%• 3% simple interest for 5 years = 60 monthly payments of
$39.29• Total amount paid is $2,357.50

Vacant Properties

Grant Funding• RPC CDBG construction grant of $550,000 secured and
required to be expended first half of 2019.
• Contingent on bid, will apply for $250,000 in Ohio Water Development Authority (OWDA) unsewered area grant.• Additional $100,000 in OWDA lateral assistance for
qualifying residents.• Some assistance may be available from RPC or from the
Health Department to qualifying homes.
• Savings realized by construction grants will be used to offset construction costs and lower assessments.
Important DatesBid in January 2019.Begin Construction in March 2019.CDBG Grant Funds require expenditure by June 2019.Construction completion expected in Fall 2019. Notification to connect to the sewer upon completion of sewer construction.Restoration work to continue into spring 2020.
