• The Chartered Institute of Logistics and Transport (CILT) sets the highest
standards of professional practice for the industry through education,
comprehensive qualification framework, professional grades and continuing
professional development.
• The CALF programme is designed by CILT Hong Kong to provide a unique
opportunity for young managers of the industry to develop an overall picture
of the latest industry trends, learn from experience of senior executives in
the trade and build their social network with other high flyers in the industry.
• The CALF programme aims at preparing young managers for further career
advancement by broadening their perspectives and helping them build their

• Nominated by employers or Individual application are both welcome to

• The participants have to be members of CILT Hong Kong or they need to

Take 2 subjects in either the logistics or transport stream ( the major
stream )

Complete one written assignment
For completion of the programme, the participant has to: take at least 8 subjects out of 11
Join GBA Technical visit
Complete one written assignment on Greater Bay Area development
outlook (no more than 600 words)

Program Fees
• An all-inclusive non-refundable program fee of HK$8,800 will be charged for each
participant, paid at the time of registration, which include the expenses for the
Greater Bay Area (GBA) technical visit
• The fee includes annual membership fee 2019 & 2020 of the MILT grade; and
application fee. Participants have the option to top up for a higher membership
grade if applicable
• All fees are payable to “The Chartered Institute of Logistics and Transport in Hong
Kong” in Hong Kong Dollars

be awarded a certificate issued by CILT Hong Kong.

Post Disastrous-event Management

Module Overview In Logistics and Transport Operations, avoiding an emergency
situation is one of the Operator’s key priorities. Furthermore,
when an emergency situation occurs, it should be handled well
to reduce its impact. The course will cover the subject of
Emergency Handling in the metro industry and mitigations
taken in the post event. The MTR experience, as a world class
metro operator, will be used to demonstrate the concepts and
applications of emergency handling.

Dr. Venus Lun

Dr Venus Lun received her PhD from the University of London.
Currently, she is the Deputy Director of Sustainable Energy
Limited located at the Hong Kong Science Park. She is the
Editor-in-Chief of the International Journal of Shipping and
Transport Logistics which is a Social Sciences Citation Indexed
(SSCI) scholarly journal. She has published five books with
international publishers and more than 60 articles listed in Web
of Science Core Collection.
She was the Founding Director of the Shipping Research Centre
of The Hong Kong Polytechnic University (PolyU). Her
appointments at PolyU include Programme Leader of BBA in
International Shipping and Transport Logistics (2008-2016),
Programme Director of MSc in International Shipping and
Transport Logistics (2012-2017), and Associate Head of
Department of Logistics and Maritime Studies (2014-2017).

Daniel Shim has held a number of HR leadership roles in major
global corporations & international government organization both
in Hong Kong and overseas.
He is currently the Vice President – HR, Knorr Bremse Asia Pacific
Holding Ltd. Knorr Bremse Group (KB) is a listed company based
in Munich.
KB is the world’s leading manufacturer of braking systems and a
leading supplier of safety critical sub-systems for rail and
commercial vehicles.
Prior to joining KB, he was the first Director General, HR for the
Asian Infrastructure Investment Bank (AIIB) based in Beijing. AIIB
is a multilateral Development Bank initiated by China.
He also held senior HR appointments in MTR, Las Vegas Sands,
General Electric, Inchcape and Intel for over 20 years.

Lily is currently heading the Procurement Department of the
Airport Authority as the General Manager, Procurement.
She graduated from the HK Polytechnic University. Since
then, she has not stopped studying and obtained MSc in
Information Technology, BSc in Management, Postgraduate
Diploma in Public Sector Management and Postgraduate
Diploma in Construction Law and Arbitration.
Lily joined the Airport Authority in 2013 and has driven
continuous improvement in procurement efficiency and
effectiveness in a roadmap of transformation to strategic
procurement. Before that, she worked for HK Jockey Club,
Ocean Park, MTR, Cathay Pacific, PwC BPO,
CLP Power.

Dr Chan is the Deputy Director, School of Professional and
Continuing Education, University of Hong Kong, and Head
of Centre for Logistics & Transport; the Independent Non-
Executive Director of HK Mass Transit Railway Corporation
Limited and AMS Public Transport Limited.
Retired in 2002 as the Deputy Commissioner for Transport,
Dr Chan has a long connection with the Chartered Institute
of Logistics and Transport. She became the International
President of the Institute between 2013 and 2014.
“Women in Logistics and Transport” was established under
her presidency. In 2015, Dr Chan was awarded Honorary
Fellowship by the Institute and is the Institute’s Global
Advisor for WiLAT.

Ms Carmen Li General Manager – High Speed Rail and Intercity

Ms Carmen Li joined Kowloon-Canton Railway Corporation (KCRC) in 1989,
and since then had held a variety of posts, the last one being General
Manager - Intercity & Freight. Most of her duties involved business dealings
with Mainland organizations. September 2018 marked another milestone in
Ms. Li’s career as she witnessed the successful opening of the High Speed
Rail (Hong Kong Section).
In January 2019, Ms. Li was appointed General Manager–High Speed Rail
and Intercity, signifying her role in promoting the business and passenger
services of the cross-boundary High Speed Rail link between Hong Kong and
the Mainland’s 29,000km High Speed Rail network which tops the world in
both length and scale; in addition, she continues to be in charge of the
Intercity services connecting Hong Kong and the vast network of the
Mainland Railways.
Ms. Li graduated from the University of Hong Kong in July 2001 with an MA in
Transport Policy and Planning (with Distinction), and from the Chinese
University of Hong Kong in July 1990 with an MA in Translation. She is a
Fellow of the Chartered Institute of Logistics and Transport [CILT] and an
Associate Fellow of the China Hong Kong Railway Institution [CHKRI].

responsible for aviation security management and
development training. He is qualified and accredited by
ICAO as Aviation Security Professional Manager,
National Inspector and Instructor.

Industry across Asia in manufacturing and
sourcing. Currently Vice President of Great Mind
Apparel (HKG) LTD, a full service provider with
owned and operated factories in China. Prior to
this, was part of the Levis Global Sourcing
Organization for 16 years, and have led and
directed teams and offices in the Philippines,
Indonesia and Hong Kong with most recent
focus in Product Development and Sourcing.

Mr Simon K Y Wong is the Chief Executive Officer of the Logistics and
Supply Chain MultiTech R&D Centre (LSCM). It was established in 2006
by the HKSAR Government and charged with the mission to research
and develop relevant technical solutions to serve the logistics,
construction and eCommerce industries in Hong Kong and the Pearl
River Delta region.
Mr Wong has more than 30 years of working experience in the
commercial sector. Before joining the LSCM, Mr Wong held a number of
technology development and management positions in Hong Kong and
Taiwan. He worked at the General Electric Company between 1996 and
1999, and he was the President of GE Appliances Asia from 1999 to
2004. He joined Johnson Electric in 2004 as the President of JE
Trading Limited. He was highly involved in developing supply chain
solutions for customers and exploring new business models. He held
this position until 2010.

Ronnie Tong

Ronnie is the Head of Operating – South Region of Hong Kong MTR. He is the
overall in-charge of the safe and effective operation of the 5 railway lines viz.
Kwun Tong Line, Tsuen Wan Line, Island Line, Tseung Kwan O Line and the
South Island Line (East). On top of that, Ronnie is keep providing a visionary role
for railway operations in terms of operations strategy, project liaisons and staff
development.
Ronnie has 37 years of experience in railway station and traffic control,
delivering excellent customer services and solutions on railway incidents. He has
actively involved in numerous major railway projects both locally and overseas
including the successful migration of all operations control centers to Tsing Yi in
2001; the opening of new railway extension e.g. Kwun Tong Line extension in
2016; and involved in the consultancy works in China, Singapore and UK.
Meanwhile, he’s the Operating champion in the new signalling, the CBTC
replacement project, of Tsuen Wan Line, Kwun Tong Line, Island Line and Tseung
Kwan O Line.
Ronnie is holding the Chartered membership of the Chartered Institute of
Logistics & Transport, and member of the Institution of Railway Signal Engineers
(Hong Kong Section).

Mr Loh has 35 years of professional experience in urban
transport planning, development, regulation and
management covering policy, institutional framework,
integrated transport planning, public transport planning,
bus regulation, bus development, bus operations,
transportation studies, traffic management, road/rail safety
management as well as transport advisory and professional
capacity development.
Mr Loh held various senior positions in Singapore Land
Transport Authority (LTA), served as the Secretary of Public
Transport Council; and headed the transportation units of
listed public transport group and Sentosa Development
Corporation.
Mr Loh led several international transport advisory projects,
including in China, Singapore, Colombo, Malta, Mauritius
and Fiji. He also advised major UK and China transport
groups on international bus service tendering projects.
