2018 GoalsBy Supervisor Linda Puglisi

1. Finances: Continue our very low town tax increase record (only 1% increase over 27 years), low debt, always a surplus, never a deficit and an excellent fund balance.

2. Address all of the challenges that come with the Indian Point nuclear plants closing in 2020/21 as announced byEntergy and Governor Cuomo this year (loss of revenue, loss of jobs, cleanup of land, re-use, etc.) with our local andState task forces.

3. Paving/resurfacing throughout the town, $2 million (no borrowing) a total of $5.5 million in 3 years.4. Completion of another important water storage tank off Croton Avenue (total cost $2.2 million, with 1,621,500 gallons).5. A larger trail network throughout the town (for biking, walking, jogging).6. Research to place a bubble over town pool for winter use.7. Have an indoor ice skating rink to be built privately in the town.8. A new position for our Spring/Summer season – a Town parks ranger to assist the Town of Cortlandt with monitoring

our many parks.9. Reconstruct the Town’s bathhouse and snack bar at our Town pool to add to our other amenities (later in the season).10. Implement policies from our award winning Sustainable Master Plan.11. Support the Cortlandt Community Rowing Association initiated by Councilman Frank Farrell; It is a big success!12. Support the initiative of former Councilman Seth Freach – a trail challenge network behind the town pool area and

construct in 2018. This will be another exciting recreational project for our community.13. Continue to work with our Cortlandt Coalition in our Recreation department for the prevention of substance abuses.

This is a very important issue and challenge in our area and throughout the nation. We will hold additional forums onthese topics throughout the year.

14. Continue to look for ways to share services with other municipalities in order to meet NYS mandates and to savemoney for our taxpayers.

15. We will be adding a minimum of five new large vehicles to our town’s fleet for approximately $600,000. This total, alongwith the ten purchased or leased last year for $1.56 million is a total of $2.6 million spent on our vehicles and large, heavy equipment replacement plan in a two year period. Once again, without borrowing. “Pay as you go” has been ourfiscal policy for these purchases for 26 years and will continue.

16. Town and Recreation Events:• Egg Hunt• Earth Day Hike• Shop and Dine and Do Business in Cortlandt Event• Pool opens and summer camps• 13th Annual Cortlandt Family Fun Day (September 8, 2018) with music, good food, games and fireworks with no

entry fee.• Free Summer Concerts and Movie Nights (2018 Dates found on page 55)• And many more – make sure you check out our town’s website and Facebook pages

17. Otocast which is an app to download on your phones to find out about all of our historic and recreation areas in town.18. Also we support our Senior Center, Youth Center, Youth organizations, Veteran’s activities and we always give thanks to

our emergency service providers. They keep our families safe!19. Visit our parks, fields and parkland by the Hudson River. We are so fortunate to live in a beautiful community withwonderful residents.

“It’s an honor to be Cortlandt's Town Supervisor and to work with our Town Board, other elected officials and with our govern-ments team of employees. We are all dedicated to our Town”. — Supervisor, Linda D. Puglisi

Military Order of the Purple Heart Memorial dedicated on October 30, 2015 located in front of theCortlandt Town Hall, 1 Heady Street, Cortlandt Manor, NY

A New Vietnam Memorial at Cortlandt Town Hall

The Town of Cortlandt designed & constructed a Vietnam Memorial on the front lawn at Town Hall.We want to honor the men and women Vietnam Veterans for the 50th anniversary of the Vietnam War.

This memorial will be a living tribute to those who defended our Country and to those who sacrificedtheir lives for our freedoms in America.

This monument will be in addition to our lovely Purple Heart Veterans Memorial at Town Hall and inour courtyard where we fly the flags of every branch of military service.

We also have a glorious Veteran’s Memorial at our Cortlandt Waterfront Park by the Hudson River in our hamlet of Verplanck. Our Cortlandt Regional Veteran’s Committee meets monthly at our Community Center off Westbrook Drive and our chairman, Willy

Nazario (a Purple Heart Vietnam Veteran) and his fellow Veterans represent the pride in Country that is reflected in all of ourVeterans throughout the years.

It has been my privilege and honor working with Veterans over the years, building memorials to honor them and to host ourVeteran’s committee and ceremonies.

Also, if you would like to purchase a brick in honor or memory of a Vietnam Veteran please contact my office. The cost is $100 andyou will be able to give us an inscription for your brick.

1. The Town of Cortlandt will retain an Economic Development Consultant to work with Town staff and Supervisorto: Review possible locations for new economic growth throughout the town that will offset loss of revenuewhen the Indian Point’s two nuclear plants close (2020/2021)

2. Work with the New York State Empire Development Agency to also assist with new commercial/corporate/industrial growth and assist with finding us grants for future infrastructure for this development.

3. To continue working with the local and New York State task forces. We have defined our challenges since theannouncement in January 2017 (loss of revenue $32 million in total, loss of jobs up to 2,000. including contractor jobs) radioactive spent fuel rods storage, environmental clean-up, decommissioning of the plants andre-use of the 240 acres.

4. New York State is retaining a consultant through NYSERDA to address all of the above issues and file a reportby April 2018. We will be working with the State and their consultant that will be announced at the State taskforce meeting on September 28, 2017 at Cortlandt Town Hall.

5. Implementation of all consultant’s recommendations.6. Lobby Entergy for a new PILOT for tax stabilization once the plants close since they will still own the structures,

the rods and the land.7. Lobby New York State and the Federal Government for assistance for those losing their jobs once Indian Point

closes and to insist on retraining.8. Once decommissioning begins insist that the many local skilled workers currently at Indian Point be hired for

this process.9. Work to have the dry cask storage units (of the radioactive spent fuel rods) be allowed to be assessed and

taxed by the town for additional revenue.10. Request that the Town be allowed to utilize funds set aside by Entergy and/or New York State for economic

and infrastructure needs to offset the closure of our largest taxpayer and employer, Entergy (Indian Point).11. Continue to speak with other communities going through a similar situation of having a nuclear plant close or

have had nuclear plants closed in past years. This communication is helpful inorder to let us know whatoccurs during a decommissioning process.

12. Continue to speak with the NRC, DOE and federal public officials to seek their assistance and to receive

“We will continue to work with our partners in the Hendrick Hudson School District, Village of Buchanan and allothers in the community to address these challenges we face with the closure of Indian Point.”

Purchase of 100 acres on the Hudson River by the Town of Cortlandt

On June 30, 2016, The Town of Cortlandt purchased the 100 acres from Consolidated Edison, Inc. for $2.75 milliondollars.

Public Hearings had been held by the Town Board, public notice given and the Town Board and I unanimously votedover a year ago to buy this property in the hamlet of Verplanck, Town of Cortlandt.

This large tract of land is adjacent to the Hudson River and already is the location of a sports field and a small beacharea. It also has a waterbody (a naturally filled in old quarry) and will be a special addition to the Town’s inventory ofland for public use.

There are many ideas that the Town Board and I are considering for future use including:• Additional sports fields• A walking/jogging/bicycle trail path• A dog park/handball court• Enhancing the beach area along the river• Consolidating our DES operations headquarters to the northern corner of this property• And suggestions are welcomed from the community.• Plan for an aquatic park at the quarry

This is an exciting day for our Cortlandt residents. We are now adding to our properties we own along the HudsonRiver for public use. (Steamboat Dock, Cortlandt Waterfront Park, Boat docks for small watercraft and one for theCortlandt Community Rowing Association (crew), our Veteran’s Memorial and the flags and historical panels at theOverlook, as well as a lovely nature preserve).

This purchase ends the “Stop the Buzz” project that was proposed by a private company for a 50ft high electric con-verter with a 24/7 loud buzzing sound.

A Special thank you goes to our many volunteer task force members and to our town attorney, Thomas Wood, whohelped us achieve this goal.

The ribbon cutting Ceremony was held on July 2, 2014 in the Cortlandt Town Hall parking lot.“We are all very excited about providing this station in Cortlandt to encourage the purchase of electricpowered cars/vehicles with the purpose of reducing usage of gasoline and diesel power for vehicles.

NYPA, the New York Power Authority provided the grant for this station and constructed it for usafter the Town of Cortlandt had applied for this project to NYPA.

Electric vehicles operate on electric batteries and need to periodically recharged. Residents in ourcommunity will now be able to recharge their electric cars/vehicles at Town Hall for a fee to cover the

cost of the electricity. EV’s require less maintenance than gasoline-powered vehicles. We are very proud to be one of the first towns in the region to have an electric vehicle outlet station.”

Solutions to Stormwater PollutionEasy Things You Can Do Every Day to Protect Our Water

Stormwater is water from rain or melting snow that flows from rooftops, paved areas and lawns that doesn't soak intothe ground but runs off into waterways.

As it flows, stormwater runoff collects and transports soil, animal waste, salt, fertilizers, oil and grease, pesticides, litter and other potential pollutants. This pollution can enter groundwater, streams, lakes, ponds, and rivers and caneven affect the quality of our drinking water. Increases in impervious surfaces cause more stormwater runoff. Be-cause less water is soaking in, flooding can become more frequent and more destructive.

The Town of Cortlandt is a regulated MS4 community and has enacted Town ordinances governing stormwater. Tolearn more, visit our website at: www.townofcortlandt.com/stormwater

What can you do to help with Stormwater Issues?Lawn CareMost lawns tested in Westchester County do NOT need more phosphorus. If you mustfertilize, use phosphorus-free fertilizer (where the middle number on the bag is zero).Excess fertilizer flows into streams, lakes, rivers, and reservoirs, where it can degradedrinking water, lead to algae and plant growth and contribute to fish kills. Don’t fertilizewhen rain is expected. Leave grass clippings on the lawn to recycle nutrients. Moreinformation on lawn care is available in the Town of Cortlandt Recycling brochure onour website.

Septic System MaintenanceFailing septic systems can contaminate groundwater, drinking water and surface flows. Most of the Town ofCortlandt is serviced by individual septic systems. These septic systems should be pumped and inspected regularly, preferably every 2 years. Do not pour chemicals, paints, fats, or excess medications down your pipes. Driving on orparking on septic field may damage them. Generally, septic tanks should be cleaned out every 2-4 years, depend-ing on the size of the tank.

Scoop the PoopPlease pick up after your dog or cat. It doesn't matter the size of the animal– all animal waste hasan impact. Animal waste is easily carried by runoff, washing off roads and lawns. Pet wastecontains harmful bacteria and phosphorus that can promote the growth of weeds and algae.

Landscaping HelpsKeep vegetation and organic material on the soil, especially on slopes. Build a buffer of vegetation by water-courses to help filter sediment. Replace the lawn at water’s edge with shrubs, hedges or trees. Anything that slowsthe flow of water will help us give time for the pollution to be removed.

Care for your CarLittle drops of oil and gas add up. One pint of oil can cause an oil slick the size of a football field. Take used motoroil to gas stations. NEVER pour it down the drain. Take other fluids to approved recycling locations. Use saw dustor kitty litter to clean up leaks and spills in your driveway. Wash your car on your lawn if possible to capture runoff.More information is available in the Town of Cortlandt Recycling brochure on our website.

Reporting Stormwater PollutersYour actions or the action of your neighbor can affect water resources. We are all downstream ofsomeone. No polluted water should be allowed to go into our stormwater system. If you noticepollution of Stormwater you can report the details to the Town of Cortlandt Stormwater Hotline at914-203-0900.

Open Space in Cortlandt IncreasesDuring this administration (1992-2018) open space land has increased and been preserved by 110% approx. (3170additional acres)

“One of my goals in becoming Town Supervisor was to increase and preserve land for open space. Once the land isgone, its gone forever! We have worked very hard over the years to achieve our goal of acquiring and/or protectingopen space as well as to balance this with rational regulated economic growth,” states Supervisor Puglisi.

There are other areas throughout our community that we are working on for open space and passive recreationpurposes. Putting together partnerships with the Town, State, County, not-for-profit groups and the private sector isa major way of working together with a receptive property owner, to acquire open space. We also have appointed anopen space committee to assist us with our goals.

Our largest accomplishment using this practice was the Hillpoint Property in Northern Cortlandt, now called the HudsonHighland Gateway Park-352 acres has been purchased and preserved forever! A committee has worked on passiverecreation– a trail and walkway system so we can enjoy the natural beauty and environment of this land.

• Also, an additional 50 acres of open space was added to our open space inventory (Washington Trails Site), and70 acres at the golf course area are deeded to the Town for open space and 50 acres from Valeria developmentwas recently transferred to the Town.

• Also, an additional 150 from other sites were added to our inventory this year.• We recently added 52 acres of land and a water body when purchased Furnace Dock Lake after the repair of the

dam. The repair of the dam is paid for by Con Edison.• The purchase of 100 acres along the Hudson River (Formerly owned by Con Edison)

We are very proud of our record and will continue to work on our future open space goals.

AMANDA’S LAW: CARBON MONOXIDE ALARM REQUIREMENTS GO INTO EFFECT FEBRUARY 22, 2010As a result of recent legislation, Amandas Law went into effect on February 22, 2010. Amanda's Law wasnamed in honor of Buffalo resident Amanda Hansen, a teenage girl who lost her life to carbon monoxide

(CO) poisoning from a defective boiler when sleeping over a friend's house in January 2009.

It requires essentially all residences, both new and existing, to have carbon monoxide alarms installed. The specific requirements differ for new and existing residences and also on when the buildings

were built and subcategories of occupancy groups.

Hudson Highlands Gateway ParkSprout Brook Road (Main)

Doris Lee DriveCortlandt Manor, NY 10567

Threatened twice by dense residential development, was protected in 1998when a coalition of more than 35 groups representing homeowners, thehomeowners, the community, government agencies and several environmen-tal organizations united to preserve this 352-acre site. The Coalition to Pre-serve the Hudson Highlands Gateway raised $6 million to buy the parcel. InMay 2000, the Scenic Hudson Land Trust, the Town of Cortlandt and WestchesterCounty purchased the property. A network of trails in the park exposes visitors to woodlands, streams, steepslopes, bedrock outcroppings and meadows, revealing much human and natu-ral history and providing spectacular river views. This park is ecologically sig-nificant because it is home to several; noteworthy ecosystems. The site’s up-land wetlands are crucial for many frogs and salamanders to survive. Several different snake species use the prominent,east-facing cliffs of the park to warm themselves in the sun. Also the park’s Westchester County location is in one of thecountry’s three major bird migration corridors. Come spring, hundreds of thousands of birds fly over the park where theystop to rest and feed. Since the property was acquired, the Hudson Highlands Gateway Task Force, a group of concerned citizens - has beenworking with The Scenic Hudson Land Trust, the Town of Cortlandt and New York-New Jersey Trail Conference on issuesincluding park improvements, illegal ATV use and assessing the park’s natural resources. Hudson Highlands Gateway Park is an ideal destination for an afternoon or all-day outing. Recreational activities abound, including hiking, birding, cross-country skiing, fishing and snowshoeing. Located at the southern end of the fabled HudsonHighlands, the park once served as a Revolutionary War lookout and now is open for public enjoyment. DirectionsTwo parking areas are available; one is temporarily shared with Sprout Brook Park, 0.3 miles from the intersection of SproutBrook Road and Highland Avenue, just past and on the same side as the athletic. Cross road and enter park through the gapin guardrail. Universally accessible parking area is at the end of Doris Lee Drive (see map). Park on gravel in front of fence.
