UK has no ID card, no registration for residence and several separate “numbers”

DVLA has a register of 38m drivers, 22m of whom have photocard licences (also 32m vehicles - which overlap on keepers)

In Nov 05 we will have completely new web-enabled biometric capable Driver systems

Our emphasis has been on enabling

DRIVING LICENCE UPGRADE PROJECTProject Manager - Haydn Rees

•Build secure second site - operational 2006

•Replace existing card technology (now 9 years old) with state of the art technology - production in 2006

• Flexible platform allows introduction of smartcards - now producing tachograph smartcards with PKI

• Increased/flexible capacity

(Allows for production of smart/non-smart cards for other Govt agencies

and/or other Member States)

IDENTITY CARDS ID Cards Manager - Neil Akass

• Election - ID Cards Bill re-introduced

• Cards based on passports - driving licence not linked, though exact status now being reconsidered

• DVLA working closely with Home Office ID Cards Programme - possible physical card issuer

• Interoperability - smartcard driving licences/ID cards

• Biometrics remain key component

Key Issue for DVLABy 2008 DVLA will be issuing millions of smartcard

Driving Licences on a UK national basis (possibly Provisional DL sooner) . How will these fit with:

Local Government cards? Smart passports (ICAO and introduced soon)? ID Card (ICAO compliant but introduced 2009?)? Other UK Govt smartcards- e.g. Smart Vehicle Registration Certificates, -

plus a whole range of other applications that need clearance and ID? Other countries - DL and ID? Future technology projections?

Different pace of developments and own governance but need to decide soon
