    MISSISSIPPI DEPARTMENT OF EDUCATION Hinds CountySalary Range: $128,033.60 –  $224,058.80(Salary Commensurate with Experience)

    The Mississippi Department of Education (MDE) is currently seeking an Educ-Deputy StateSuperintendent to function as the Chief Information Officer (CIO) in the Office of Technology

    and Strategic Services. The ideal candidate will be a dynamic, results oriented, technology leader

    with an exceptional background to lead our Office of Technology and Strategic Services.

    Candidates with proven strategic leadership ability and a record of accomplishment in eitherpublic or private sector organizations are encouraged to apply.

    As the CIO, the ideal candidate will:

      Work as a member of the State Superintendent of Education’s Executive Cabinet to bring

    about positive outcomes for the students and staff of Mississippi Public Schools

      Have a proven track record of providing leadership, management, and innovation in theeffective use of technology and data in complex environments

      Have an understanding of current legislative, ideological, and technological issues facingK-12 leaders and be able to work in a highly collaborative manner with MDE Leadership

    to implement high quality solutions for Mississippi school districts

      Foster a strong culture of respect and communication

     

    Create and maintain a positive work environment in which all employees are actively

    engaged and motivated to perform their best work

      Have strong oral, written, and interpersonal communication skills

      Provide strategic direction and leadership to the staff of the Office of Technology andStrategic Services

      Develop and implement the Office of Technology and Strategic Services’ Technology

    Plan as part of the Superintendent’s Strategic Plan

      Manage the MDE technical infrastructure, including LAN/WAN andtelecommunications, email and directory services, and systems management and security

      Manage and enhance core data collection and reporting systems and processes including

    the Mississippi Student Information System, the MDE Data Warehouse, and the stateaccountability system to provide more streamlined information and application services

    to the school districts and to internal program offices

      Coordinate and submit all federally mandated EDFacts school and student performance

    data to the US Department of Education

      Provide leadership to the Data Governance steering committee to achieve the most

    effective and impactful use of information and technology

    Act as the MDE liaison with the Mississippi Information Technology Services agency for

    all technology related projects and systems hosting agreements

      Partner with districts on the development and alignment of their strategic technology

    plans

      Participate in multi-agency initiatives pertaining to technology and data

     

    Represent the State Superintendent of Education on information technology matters

    The Mississippi Department of Education (MDE) provides resources and technical support to

    Mississippi’s public school system. The MDE seeks to create a world-class educational systemthat gives students the knowledge and skills to be successful in college and in the workforce and

    to flourish as parents and citizens. This agency, which is located in Jackson, MS, serves 146

    school districts, with 901 schools and 490,223 students.

    Special Qualifications/ Preferred Candidate will:

      Have experience in K-12 strategic planning and leadership at the district (LEA) or state

    (SEA) levels

      Be familiar with CoSN’s Framework of Essential Skills of the K -12 CTO or attainmentof the Certified Education Technology Leader (CETL) certification

      Have knowledge of information technology service management principals or attainment

    of Information Technology Infrastructure Library (ITIL) certification

      Have knowledge of program and project Management principals, or attainment of the

    Project Management Professional (PMP) or Program Management Professional (PgMP)

    certification

      Have knowledge of complex contract negotiation procedures and issues for theprocurement of hardware, software and professional services

     

    Have a Chief Information Officer (CIO) Certification from and accredited university or

    the CIO Council

    Experience/Educational Requirements:A Master's Degree from an accredited four year college or university in education, school

    administration, or a closely related field, and eight (8) years of employment in work related to

    the above described duties, five (5) years of which must have included line or functionalsupervision.

    Awarded Vendor: Blue Sky Innovative Solutions, LLCWashington, DC

    Scope of Project: The purpose of this modification is to increase funds to allow

    the contractor to continue the organizational review and oversight of the Office ofManagement Information Systems (MIS) at the Mississippi Department ofEducation. The review and oversight will include day-to-day management;evaluation of current staffing, position classifications, and organizationalstructure; and a high level examination of current systems. In addition, thereviews and oversight will include creation of a roadmap delineating phasedtasks leading to implementation of a plan of action that will enable MIS to providequality customer service both internally (MDE program offices and Special StateSchools) as well as externally (school districts).

    Personnel associated with this contract are not former Department employees orrelated to any Department employees.

    Scope of Contract:

      Term of Current Contract: March 12, 2014 – June 30, 2014

      Cost of Current Contract: $29,050 

      Modification Increase: $69,450

      Total Cost of Modified Contract: $98,500

      Method of Award: Pool of Service Providers
