Tim Bownes is a Chartered Civil Engineer and commenced work with Royal Haskoning in 2008. He works principally on projects in the Middle East and in March 2010 relocated to the region in order to be more closely involved with projects and to demonstrate a clear commitment to clients. Since joining the company Tim has been project director on a number of major projects in the Middle East. Tim Bownes has 25 years experience in the construction industry, principally working for contractors and clients. For 11 years until 2008, he was Chief Engineer for Mersey Docks & Harbour Co (latterly Peel Ports) where he was responsible for all aspects of engineering prospects and maintenance activities throughout the group. This responsibility extended to the obtaining of statutory consents for projects, taking projects from inception, through feasibility and commercial justification, approval, construction, commissioning and into operation and maintenance. This included high level liaison with external consultees with the primary aim of developing trusting, long-term relationships and the establishment of close working relationships with the end users of the facilities. Tim was the main point of contact within the group for environmental issues as well as those relating to engineering functions. Further responsibilities were taken on when required such as dealing with objections to proposals put forward by others, due diligence exercises and representing the company at a high level. Throughout the time he was employed by Mersey Docks, Tim has worked closely with Royal Haskoning and has the advantage of being able to view matters from the client's perspective. He has excellent project management and communication skills and has been responsible as Team Leader and Project Manager for numerous large maritime developments and large-scale Greenfield port projects, from their earliest inception up to completion. These include the National Port Master plan Study for the Tanzanian Port sector in 2008 and the development of an offshore SBM project in Tanzania in 2007 and Ghana in 2006. Furthermore, Mr. Elzinga is currently involved as Project Manager for the planned land bride corridor in Thailand aiming to shortcut the transport routes for o.a. oil products through an overland pipeline from west to east in southern as well as Project Manager for the refurbishment and concession of an existing oil import facility in Liberia . Through his involvement in these projects and other earlier projects in the region such as in the Sudan and Uganda, Mr Elzinga has built up a good knowledge and understanding of the East African Market.
