A. Overview of the Problem1. To be free from misery and obtain

education, health, and material goods is a basic human aspiration that has yet to be fulfilled. Besides political freedom, people need economic development. (#6)

2. The ill effects of colonialism are still present despite some progress. The imbalance between nations is evident.(#7-8)

A. Overview of the Problem

3. Social conflicts have taken a world dimension, glaring inequalities in living and working conditions are unworthy of human persons. (#9)

The acute restlessness engulfing the poorer classes in countries that are now being industrialized has spread to other regions where agriculture is the mainstay of the economy. The farmer is painfully aware of his "wretched lot."

Then there are the flagrant inequalities not merely in the enjoyment of possessions, but even more in the exercise of power. In certain regions a privileged minority enjoys the refinements of life, while the rest of the inhabitants, impoverished and disunited, "are deprived of almost all possibility of acting on their own initiative and responsibility, and often subsist in living and working conditions unworthy of the human person.”

A. Overview of the Problem4. The social fabric is falling apart as a

result of conflict between traditional and industrial civilizations.

The conflict between generations leads to a tragic dilemma: either to preserve traditional beliefs and structures and reject social progress; or to embrace foreign technology and foreign culture, and reject ancestral traditions with their wealth of humanism. The sad fact is that we often see the older moral, spiritual and religious values give way without finding any place in the new scheme of things. (#10)

B. The Church and Development1. Following the example of Christ, the Church

has not failed to foster human progress. Missionaries have helped material progress and cultural development. We need to continue to give generous and unselfish service to the needy. (#12)

2. Local and individual work is no longer enough. The modern world demands new actions based on total and clear vision . We have to continue to “scrutinize the signs of the times and interpret them in the light of the Gospel.” We need also a global vision of the human person and of the human race. (#13)

B. The Church and Development

3. The Christian vision of development cannot be limited to mere economic growth. To be authentic, it as to be integral. It has to be inclusive of each person and the whole of humanity. (#14)

4. The human person has to attain self-fulfilment. This is the biggest goal of human development. Persons have to develop themselves with spiritual dimension and orientate themselves to God. (#15)

◦ Endowed with intellect and free will, each man is responsible for his self-fulfilment even as he is for his salvation. He is helped, and sometimes hindered, by his teachers and those around him; yet whatever be the outside influences exerted on him, he is the chief architect of his own success or failure. Utilizing only his talent and willpower, each man can grow in humanity, enhance his personal worth, and perfect himself.

B. The Church and Development5. We have to work towards the good of

whole human family, and this is a duty. (#17)

6. The main obstacle to personal and communal development is greed and materialism. This leads to opposition and disunity. Avarice is the most evident form of moral underdevelopment. (#18-19)

7. Authentic development has to be a movement from less human conditions to those which are more human. (#20)

C. Actions To Be Undertaken1. The earth and all its fruits belong to all. Therefore,

justice and sharing is demanded by God. (#22)2. The world is given to all. Private Property is not an

absolute and unconditional right. (#23)3. Industrialization promotes economic growth and

human progress. Liberal capitalism, with profit as the key motive, excessive corruption and private ownership without limits leads to “the international imperialism of money.” This has led to excessive suffering, injustices and conflicts.

4. Work is human only if it remains intelligent and free. It has to lead to a mission of sharing. (#28)

C. Actions To Be Undertaken

5. Too many people are suffering, the gap is increasing but we have to be careful about industrialization. (#29)

6. There is a tendency towards violence and revolution that create new injustices. (#30-31)

7. We need to face the situation with courage. “Development demands bold transformations , innovations that go deep.” The ferment of the gospel has to come alive. (#32)

8. Individual initiative and free play of competition cannot achieve true development. Neither can complete collectivization.(#33)

9. To speak of development is to also to promote social progress. More wealth produced has to result in equitable distribution.(#34)

10. To promote literacy is central to the whole process of making the human person capable of acting for oneself. (#35)

11. The family plays a vital role in this process. (#36)12. The question of population increase has to be

tackled with prudence. (#37)13. There is no place for materialistic and atheistic

philosophy. (#39)14. Economically poor nations are rich in wisdom. They

should know how to choose what is really good for them. (#41)

15. A fully-rounded development has to be open to the values of the spirit and to God. (#42)

Development For All In Solidarity

We cannot move towards complete development of the person without also developing all of humanity in a spirit of solidarity. We have to work together to build the common future of the human race. (#43)We need to search for concrete and positive ways to achieve a true communion, a true brotherhood and sisterhood.

We have the duty to: Attain solidarity through aid between rich and developing

nations; Promote social justice; and Promote universal charity. (#44)

A. Aid For The WeakThis means:

War against hunger Contributing generously to those in want and this

demands sacrifice and unceasing effort. Just rewards for labour. Advanced nations have a very heavy obligation to

help developing nations. Superfluous wealth be placed at the service of

poor nations. Concerted and planned social progress. (#45-50) Set up a “World Fund” to help most destitute,

resulting in collaboration. (#51-52) This will reduce the need for other expenditures that are motivated by fear and stubborn pride. (#53)

E. Development is the New Name for Peace

1. Excessive economic, social and cultural inequalities among people arouse tension and conflicts and are a danger to peace.

2. Peace is not the absence of war – it is a more perfect form of justice among people. (#76)

3. Regional agreements and programmes among weak nations is essential for development that leads to peace. (#77)

4. International cooperation is needed to establish an order of justice. We need a world authority to act effectively in juridical and political sectors. (#78)

5. We need a well-founded Hope for a better world and this requires effort and sacrifice. (#79)

6. Unless we are united in this progress towards God, the peace and the future civilization is at stake. (#80)

F. A Final Appeal1. Catholics• Lay persons should take seriously their task of

renewing the temporal order.• They need to infuse the Christian spirit of the

Gospel into the mentalities, customs, laws, and structures of the community.

• Those in the developed nations must bring their talents and work to overcome difficulties of developing nations.

2. Christians have to expand their common cooperative efforts to bring peace through development. This means overcoming selfishness, pride, rivalries, ambitions and injustice. (#82)

F. A Final Appeal3. People of Good Will - delegates to international

organizations, government officials, media personnel, educators have to be builders of a new world.

4. Government Authorities – All officials need to mobilize people to form a more effective world solidarity. To convince people of the need to tax luxuries to pay for development. The same is needed of intellectuals. (#84-85)

5. A Task For All –We have heard the appeal of suffering peoples. We need an economy which is put at the service of the human person. The sharing of wealth that moves from self-centeredness to genuine brotherhood and sisterhood and a sign of God’s loving care for all. (#86)
