POLICIES 1. ThefloatandhobomobilecategoryisreservedforentriesrecognizedasSouthDakotaStateUniversity

studentorganizationsonly.2. AllfloatsandhobomobilesshallpertaintoHoboDayand/orSouthDakotaStateUniversity.Adetailed

descriptionmustbeincludedoneachorganization’sentryformandreceiveapprovalfromBenHanzen(FloatsCoordinator),ScottSimons(AssistantGrandPooba),andAnnaChicoine(GrandPooba).

3. Floatsandhobomobilesmaynotcontainmessagespromotingsocietalissuesorspecificreligiousbeliefs.AcceptablecontentisuptothediscretionoftheGrandPooba.

4. Vehiclesallowedtopullafloatthroughtheparade,include:cars,pick-ups,andtractors(under160horsepower).

5. Absolutelynoundecoratedunitswillbeallowedintheparade.6. Dimensionsoffloatsandhobomobilesmaynotexceed15feetwide,15feethigh,and40feetlong.7. GroupsbuildingmustconferwithBenHanzen,ScottSimons,andAnnaChicoine.8. AllfloatsandhobomobilesmustbeapprovedbyAnnaChicoine(GrandPooba)priortoOctober14,2017.9. MaintainingparticipantsafetyisatopHDC(HoboDayCommittee)priority.Nomorethantenpassengers

willbeallowedonanyfloatorhobomobilewithoutpriorapprovalfromBenHanzen,ScottSimons,and/orAnnaChicoine.

10. TheHDCclaimsnoresponsibilityfordamagestothefloat,thehobomobile,oranypassengers(passengerswillberequiredtocompleteawaiverofliabilityformpriortothebeginningoftheparade).

11. Noalcoholicbeveragesorcoolersofanykindwillbepermittedonfloatsorhobomobilespriortoorduringtheparade.

12. Noorganizationisallowedtodistributeprintedmaterialalongtheparaderoute.13. AccordingtoBrookingscityordinance,nocandycanbethrownfromentries.Candycanbepassedout

alongtheroute.14. EntrieswhoarenotinvolvedintheFantasticFloatsprogramwhoaresecuringbusinesssponsorshipscan

displaysignagefeatureofthebusiness’slogo.Thesignagemustnotexceed2’x2’.

PROCEDURES

1. Organizationschoosingtoparticipateinthe“FantasticFloatsProgram”ortobuildahobomobilewillbeeligibleforfundingfromtheHDC.

2. Awardswillbeawardedtoallfloatandhobomobileparticipantsbasedonjudgingpriortothestartofparade.

3. ItisunderthediscretionoftheFloatsCoordinatortoallocategrantfundingtoqualifiedapplicantsbasedonplansanddescriptionofentryandprioryears’participation.

4. TheHDCissupportiveoftheconceptsofnon-discrimination,affirmativeaction,andequalopportunityastheyrelatetorace,creed,religion,ethnic,origin,gender,sexualorientation,ageandphysicalability.TheHoboDayCommitteestressestheimportanceofeliminatingdiscriminatorybehaviorandcontentfromtheuniversitycommunityandurgesallorganizationstocooperateinthiseffort.ThecommitteeencouragesthoughtfulplanninginallaspectsoftheHoboDayprogramtoreflectandaffirmthevalueanddignityofallmembersofthecampuscommunity.
