A. Action Item -- Project Management Remaining Items

Member Zerwin discussed the memo provided to the committee outlining the remaining

tasks for Hexagon. Chairman Berlin commented that item 7A is more of a notice of what

work is left to be done, adding that he is looking for agreement from the committee on

the items listed.

Member Zerwin recommended that when Hexagon discusses the list with the DuPage

County staff, that any open items be reported back to both the ETS Board and PRMS

Oversight Committee. Member Carlsen noted that doing so is standard practice.

Member Franz asked if they will be evaluating the RFP and contract to ensure all aspects

have been fulfilled. Members Zerwin and Carlsen responded yes.

Member Vesta asked if there is an update as to when the interfaces will be completed.

Member Bloom then asked if the interfaces are tied to the final payout. Member Zerwin

said that the final payment is not tied to a scope of work. Dave Jordan, RMS Manager,

responded that there are two primary interfaces that are in progress. He added that there

is language in the contract stating what Hexagon must have completed for final payment.

Chairman Berlin recommended the committee obtain a list of open work items from

DeltaWrx and review it before sending it to Hexagon. Member Bloom asked if the

County team should reach out to the users to make sure they are on board with the final

payment. He also asked what the County would do if there are stability issues after

payment is made. Mr. Jordan said he is unsure, noting there are maintenance payments

required after final payment, which may be where the leverage is. Member Bloom

expressed his concerns further. Mr. Jordan said his team will identify any issues with

Hexagon prior to the final payment being made, adding that it could be brought back to

the committee. Member Carlsen explained that the final payment closes out the

implementation and that the maintenance is a separate cost. He said seeing the report

from Mr. Jordan will be helpful.

Member Zerwin suggested that Mike Galvin go through the maintenance portion of the

contract so that it is clear who is responsible for what. Member Franz asked if there are

two different maintenance agreements moving forward for RMS and CAD. Member

Zerwin responded that it is one contract but there are two separate service level

agreements (SLAs) specific to each component. Member Vesta stated that he is not

comfortable approving the final payment until everything is laid out and the committee

signs off. He also said he would prefer to hold an additional meeting to approve the

payment. Member Franz asked what the timeline would be for DeltaWrx to review and

provide a response. Member Zerwin said they are currently working on it and would

likely be done by sometime in March. Member Carlsen added he thinks it will be done

relatively quickly. Chairman Berlin said the committee will receive a list from DeltaWrx

to review and edit as needed before final payment is approved. Member Vesta asked if

this information would also be distributed to users. Chairman Berlin responded it would

be beneficial so it is known if everything is in order. Member Carlsen asked if it would

be a good idea to obtain feedback through the focus group and committees that were

created. Mr. Jordan said that the focus group is made up of five chiefs and he would like

to see the information disseminated to all of the chiefs.

Member Franz asked for more detailed information on the groups being mentioned. Mr.

Jordan said there is the User Focus Group and the Command Focus Group. The first is

made up of ten members and is open to all agencies user-wide. Their purpose is to go

over what Hexagon has completed and any issues. The other group is made up of five

chiefs and was designed to communicate status updates to the Chiefs Association. He

noted there are 31 agencies using the system. Member Franz asked if a communication

method should be decided to ensure all agencies are receiving the same information. Mr.

Jordan said he sends all information to the Command Focus Group, which does not

always filter through to the agency level. He said he is working with agencies to find

more contacts to whom the information can be sent.

Member Zerwin stated that Kurt Vavra with the Glen Ellyn Police Department will be

doing a training tomorrow, so perhaps he could report back to the PRMS Oversight

Committee with feedback. Mr. Vavra then discussed how communication is something

that needs to improve. He stated that end users are not represented, causing difficulties.

He said he would get feedback from the group of about 50 during his meeting tomorrow.

Member Franz asked how information sent to all users would be achieved, such as via e-

mail, etc. Mr. Vavra said it seems that each agency has one go-to person for the Hexagon

project, and it sometimes does not make it to the right person, resulting in

miscommunication or vague communication by the time it reaches the end user.

Chairman Berlin asked the committee for ideas as to how to best accomplish improved

communication. Member Vesta said the Chiefs Association has a standing discussion

item for the Command Focus Group updates. He said he thinks part of the issue is that

not every agency is sending someone to the User Focus Group meetings. There was then

discussion about sending messages out to all users to ensure each agency is updated on

information.

To summarize the discussion, Member Franz stated DeltaWrx will report back on

outstanding issues, an evaluation of the RFP and Contract will be done determine

responsibilities, ensure the interfaces are complete, and review the maintenance

agreements, and obtain user input prior to approving the final payment, to which the

committee members agreed.

Member Carlsen said there could be an issue sending out an open-ended e-mail,

suggesting an online survey might be a better option.

Member Zerwin asked what direction she should provide to the ETS Board from this

committee.

Chairman Berlin said the committee would vote on the item, whether or not to approve

the final payment.

8. OLD BUSINESS

Member Zerwin asked the committee if a notification should be made to Hexagon about the

decision to not pay the final invoice. Member Franz suggested Hexagon be informed that more

time is needed to evaluate where the project stands. Member Carlsen recommended it be called

Project Close-Out.

Member Franz asked if an update could be provided on previous discussions, such as what issues

are still outstanding and how they are being addressed. Mr. Jordan said a PowerPoint

presentation was sent to the committee with an update. He noted that some items are marked as

complete while others are marked Q1 or Q2, depending on their priority level. He said that

Hexagon has resolved some of the issues, noting that some changes have had an impact on users.

In regards to the GIS issue, Mr. Jordan stated there are four issues including not being able to

validate the geocode and not getting the full city name, both of which have been corrected. In

addition, he said Hexagon is still working on correcting the CAD link that drops a portion of the

address as well as an issue with the ISS server pool.

Mr. Jordan said there have been two RSA onsite since January, one working with the CAD

system while the other works with RMS. Mr. Jordan advised of the weekly update included in

the packet.

Member Franz said there are a couple of towns frustrated with the FBR and asked if Mr. Jordan

and his team are looking into alternatives. Mr. Jordan said interest has been expressed by a

couple of towns in using RMS to write reports and not FBR. He has been discussing it with the

Chiefs Association and they would like to see him to explore the possibility of doing a pilot

program. He said they have just started exploring that option with Glendale Heights, Villa Park,

and Winfield. Member Carlsen brought up the concern of what may or may not be lost or

achieved by changing. Member Bloom asked if this idea is out of frustration with the FBR

product. Member Vesta said FBR was chosen because it is a way to run reports if you are not

always connected to the internet. He said at the Chiefs' Conference a comment was made by the

vendor that you are not required to use FBR, so agencies are looking at other options. Mr.

Jordan stated there is a percentage of Hexagon users who do not use FBR. He said he can

explore other possibilities if the committee would like. Member Vesta suggested looking at

other options in case they are needed. Member Franz said this could be a waste of time and

resources. Multiple committee members asked who authorized Mr. Jordan and his team to do

this. Member Carlsen asked if Hexagon should be doing this work. Member Franz suggested

DeltaWrx should be doing the work since Hexagon could be considered a conflict of interest.

Member Zerwin suggested starting with Hexagon to obtain pros and cons of the interfaces since

it is already in the contract. Mr. Jordan said he would reach out to Hexagon for a discussion.

Member Franz said the PRMS Oversight Committee is available for guidance to Mr. Jordan and

his team.

The next PRMS Oversight Committee meeting will be held on Tuesday, June 16, 2020. The meeting location is Conference

Room 3-500B, 421 N. County Farm Road, Wheaton, IL 60187

Field Based Reporting (FBR) Outage:

On Monday, February 17th, we experienced a complete outage of the FBR system. The outage began at midnight the

morning of the 17th. FBR was partially restored at 6 am, but was not fully restored until approximately 9:30 am.

The outage was caused by a licensing issue. During the system update done in January, Hexagon discovered that our FBR

licensing model was incorrectly setup. While they work to correct the issue, Hexagon issued temporary licenses for FBR.

Hexagon’s product team insured the county and the RSA that using temporary licenses would not cause any issues. This

issue has been escalated to Hexagon’s senior management.

FBR has been stable since it was fully restored and we have not experienced any further issues. However, Hexagon is still

working to correct the licensing model

Focus Group Meetings:

User Focus Group

The User Focus Group meet on February 11th at Glendale Heights Police Department. During this meeting, the weekly

updates provided by Hexagon was reviewed. This update is used to track Hexagon’s progress on resolving the issues that

were outlined when Hexagon was on-site back in December. The presentation detailed the list of priority issues that the

county outlined and gave a tentative timeline for when some of the issues would be resolved. However, a number of

issues are still under review by Hexagon’s product teams.

The next meeting will be held on March 10th. Hexagon representatives will be on-site for this meeting to discuss progress.

Command Focus Group

A meeting was held on February 24th with Chief Flint of the Glendale Heights Police Department. Chief Flint is the chair of

the Command Focus Group. Hexagon provided a more detailed report on the status of the remaining system changes.

Chief Flint was to give a status update to the DuPage Chief’s Association.

Statistical Reports:

The Report Working Group met on Thursday, February 13th. The reports that are currently being work on is as follows:

• Calls for Service (Individual Beats)

• Calls for Service (Monthly)

• DUI Summary

• Event Log by Event type

• Officer Activity by Reporting Officer

• Officer Traffic Stop Report

The specifics of these reports will be sent out to all agencies once they have been finalized. Agencies do have access to all

of the 31 base reports provided by Hexagon

Business Intelligence (BI) training session were scheduled for those in the working group that would like to learn how to

write and develop their own reports. The BI system that we purchased allows for individual agencies to create and modify

reports. Multiple agencies have expressed interest. We are working to organize these sessions.

Geo-verification:

The upgrade to FBR and WebRMS resolved two of our outstanding issues. Geo-verification in FBR\WebRMS now allows

for the verification of county addresses, and geo-verification in FBR\WebRMS now utilizes the full city name. Hexagon has

upgraded the IFCADLink in production. This upgrade allows the county addresses to come across from CAD/MPS to FBR

correctly.

Resident System Administrator (RSA):

Hexagon RSA started working on campus Monday, January 6th. Hexagon has been utilizing two of there staff members to

provide us on-site coverage. Hexagon has identified a permanent RSA. This person will be going through a four to six week

training period at Hexagon locations. Once the person is fully trained they will be on-site to shadow the current RSAs until

they are fully capable.

CAD/RMS Replacement Project

In response to the outage issue experienced in January, Hexagon had members of their technical team

on site to review the CAD configuration and meet with technical experts from ETSB and the PSAPs.

The team reviewed the design and assembled a follow-up report that was due to ETSB the week of

March 2nd (at the time of this writing, the report has not been reviewed by DELTAWRX). The

remaining project task related to the CAD application is the SIS alarm interface, which requires review

and sign-off from DuCOMM before moving forward. reports

In regard to the RMS, the RSA continues to work on-site to provide additional support and work

through SRs with the RMS Project Manager. Separate weekly are provided and available upon request.

A handful or so interfaces remain in the project as they have not yet been tested by the County before

rolling them into Production.

At the of March/early April, DELTAWRX and the Hexagon Project Manager are planning to be on-

site to provide a project review. This will be a review of all the project deliverables and contracted

items to ensure they have been provided to the County in a satisfactory manner prior to moving to

the support phase of the project. A follow-up report will be provided by DELTAWRX after the

conclusion of that meeting.

HIGH PRIORITY ITEMS:

• There is a current issue with FBR and the reading of license files. As it stands currently, the production andtest FBR systems will only read TEMPORARY license files that are set to expire on April 16TH, 2020. Theexpectation is that the FBR product will be enhanced to support the new license in the March 2020release. It is expected the issue will be patched back to the current version of the software due to thetesting time needed for a roll to production.

Notes / Comments from week:

A decent amount of SR work completed, spent most of this week dealing with issues as they came to me this week, especially regarding reports and issues with assigning lead investigator:

• CADLink – FBR2 has been updated, I may not get done comparing all configuration files before I leave. Iwill make sure next week RSA is aware and will check everything before testing.

• NIBRS – It was noted that the production and test are the older version. At the current deployment isUCR centric, the team is working to see if the validation routines for Federal NIBRS can be updated. Inadditionally the TEST environment is not operational, after working with the NIBRS team, the SR 1-4732814271, was escalated to support. The status of this remains the same for this week 2/28.

• Address Server – The app pools continue to need to be manually recycled on all production servers.Research is ongoing on strategies to solve this issue. Older SR (1-4563258771) reopened.

• 3rd part components – I will attempt to get this done today before I leave in the test system, should nottake long. Will leave for next week RSA to verify things are working properly and plan a production push.

• Reports – The reports (datasheets/attachment management) stopped working suddenly on Wednesday, Ispent most of Wednesday afternoon with PC in an attempt to resolve. We were finally able to get theresolution on Thursday morning. Please see SR for details on the issue: 1-4797611788.

• Address revalidation – There are thousands of master location records in the system that were not ableto be validated at the time of creation, but now can. The use of the remaining 22.5 T&M hours wasoffered to Dave for Hexagon to create a tool to address these issues, and he is reviewing.

• Geo Files. The Hexagon team is ready to process the server files, which should take 60 minutes for eachserver. To combat an outage time, Dave Jordan is working with Jerry to learn/manage the Network loadbalancer, so this can be scheduled to be done. DuPage will follow up when ready. This status remains thesame, Dave wants to try and get this done next week.

Lots of SR work completed/refreshed this short week due to the holiday. The main crux of work outside SR work was around the following items:

• CADLink – The FBR5/TEST machines are in sync, but production is running on the older version on FBR2while testing commences. When last promoted, the production environment did not behave as it did intest. All testing was redone by Mike D. at the city in TEST and all files were compared for accuracy. At15:55 on 2/19 we reactivated and are monitoring for accuracy.

• NIBRS – It was noted that the production and test are the older version. At the current deployment isUCR centric, the team is working to see if the validation routines for Federal NIBRS can be updated. Inadditionally the TEST environment is not operational, after working with the NIBRS team, the SR 1-4732814271, was escalated to support.


• 3rd part components – It was noted that in TEST and Production Java and Tomcat were not updated to1910 versions. Files have been staged to the Test machine and am working out appropriate times to dothis update, to plan for the production push.

• Wellness Plan – Specific SR’s tied to the wellness plan were amended from Complete to more accuratelyreflect whether they are deployed to TEST or Production to better convey information.

• Personal Logins. A request was made to ensure no local account logins were used on any services, or IISpools. All servers reviewed and no such configurations existed.

• Geo Files. The Hexagon team is ready to process the server files, which should take 60 minutes for eachserver. To combat an outage time, Dave Jordan is working with Jerry to learn/manage the Network loadbalancer, so this can be scheduled to be done. DuPage will follow up when ready.

• Data. Change made to read-only script on incident to more accurately convey information on Incidentwhen multiple sups were connected.

• Wellness Plan SR’s. To help facilitate closure of the original pain points, a document was crafted to showthe status and where applicable the fix that was applied, to help aid in closing those SR’s.

• Pilot Program. The agencies are still under review for the process and planning. AN adjustment to theWebRMS BAR file needs to be modified to follow how the FBR works, where rejects go back to the originalofficer.

• Gun/Article Query Testing. The new product enhancements are close to roll out and working to get theenvironment staged

Additional Information in regarding the written response from DuPage of Final Payment Milestone 5A:

DuPage identified issues with Address server. Namely that address server was not functioning the same between all product suites (CAD/FBR/WebRMS) on

handling alpha numerical addresses. Hexagon agreed and presented a Hotfix on Dec 23, 2019. The hot fix was successful in creating uniformity amongst the

products. All products follow the FBR style of adding a space between PRODSTREET and STREET to validate addresses. The second issue brought forth by

DuPage was a list of additional SRs and CRs that was requested to be fixed along with the upgrade of the production WebRMS product from 1811 to 1910. These

items were the direct result of the onsite meetings Ben Van Horne and Patrick Mellin had onsite speaking with Dave Jordan and Chiefs during Chiefs meeting for

WebRMS. The upgrade is scheduled to be completed on 1/6/2020. These would fix many of the list of additional items. HXGN agreed to these fixes and will

present them on a weekly report in Jan to DuPage to show progress.

Update in the month of Feb from above. Hexagon continues to makes strides to completing FBR/WebRMS SRs/CRs as they arise. The items that have been

completed are found in the RSAs weekly reports + the weekly SR reports with support staff.

User Focus Group

The User Focus Group met on March 10th at Glendale Heights Police Department. Ben VanHorne, of Hexagon, was on-site

for this meeting. Prior to this meeting, Hexagon delivered a more detailed updated on their progress in resolving the issues

that were outlined when Hexagon was on-site back in December. This updated included information on how Hexagon

resolved issues. Further discussion was had on multiple issues and direction was given to the user group to monitor the

issues that Hexagon resolved to ensure that they meet our standards. Further discussion was held as to the timing of the

next system update.

With the current COVID-19 situation limiting ability to hold meetings, the next user group meeting has not been scheduled.

Alternative forms of meeting are being explored. On April 15th, the Records consortium meeting will be held via Microsoft

Teams meeting.

Command Focus Group

Also, on March 10th, the entire Command Focus group meet with Ben VanHorne of Hexagon. The discussion mainly focused

on the continued issues that agencies are experiencing. Further discussion was had on moving forward with writing reports

using WebRMS only and not using FBR. The Chiefs were made aware of the concerns expressed by the Oversight

Committee. Additional discussion will need to be held on how to move forward once the pilot program is complete.

Infectious/Contagious Contact:

At the request of several agencies, additional codes have been added to WebRMS to track contact with potentially

infected persons. A disposition code of INFECTIOUS/CONTAGIOUS CONTACT has been added to CAD and WebRMS. This

will allow an officer to close a call in MPS with this code. The UCR offense code 8427 INFECTIOUS/CONTAGIOUS

CONTACT was added in WebRMS. This code is available in FBR for officer use.

In addition to adding the codes, two WebRMS BI reports have been written for agencies to pull reports. These reports

are being tested and will be made available to agencies shortly.

CAD to WebRMS Link:

Hexagon has finished upgrading the IFCADLink in production. This is the interface between CAD and WebRMS. This

upgrade addresses several outstanding issues. One issue is the geo-verification issues that were discussed in previous

monthly updates. The other two major issues that were addresses are the calls for service primary officer names coming

over correctly and the call for service remarks coming over completely. These corrections are being monitored to ensure

they are resolved.

The upgrade has resulted in one new issue. After the upgrade the time and date on the remarks are coming over

incorrectly. The time and date are exactly five hours earlier then they should be. Hexagon has identified the problem and

is working to resolve. Once the issue is resolved, all affected calls for service records will be corrected.

Project Closeout:

On March 31st, there was conference call between the county, Hexagon and Deltawrx. During this call, a complete list of

deliverables was reviewed in order to identify outstanding items based on the contract. Deltawrx will be developing report

of the outcome of the meeting. Once the report is complete, it will be sent out to all agencies for review. All agencies will

have the ability to comment and submit any outstanding issues. This list will be presented to both the ETS Board and the

PRMS Oversight Committee.

User Focus Group

Due to the current stay at home order, the User Focus group did not meet in April. Alternatively, the Records consortium

group met on April 15th via a Microsoft Teams meeting. This was a good opportunity to test the ability to hold effective

virtual meetings. The meeting went well, however, there were some limitations and the forum did not provide a good

opportunity for questions and answers.

A User Focus group meeting is being scheduled for the month of May to discuss the next system update.

Command Focus Group

The Command Focus group did not meet in April. An update was provided to the Chiefs. The update included information

on the next system update, the Resident System Administrator’s (RSA) reports, an updated tracking list of configuration

request, and a Hexagon provided breakdown of service requests (SR) for the first three month of 2020. The Chiefs have

not provided feedback on the update and the next Command Focus group has not been scheduled.

System Update:

Hexagon has released the 3.7.2003 version upgrade for OnCall Records and FBR. Staff worked with the RSA to install the

upgrade into the test environment. In order to avoid similar issues that occurred during the last upgrade, staff will spend

several weeks testing the upgrade. Once the testing is completed, the upgrade of the production system will be schedule.

Address Revalidation:

Hexagon has developed a tool that will allow us to revalidate all addresses in the Master Location Index. This is a new tool

that Hexagon developed at our request. The tool has been deployed in the test environment. The RSA is working to gather

metrics on the timing and success rate of the tool when ran against our test database. These metrics will be used to

develop a deployment plan on the production database.

Datasheets Re-Design:

After discussion with the State’s Attorneys Office, the Chiefs, and agency personnel, staff has begun re-designing the

datasheets for all modules in OnCall Records. The re-design process will take multiple iterations before the final design

is approved and implanted into the system. The datasheets for the Incident, Incident Supplement, Booking, Arrest, and

Calls for Service modules have gone through the initial re-design. Examples have been sent to the State’s Attorneys

Office for review. Staff is currently working on the three master indexes.


During the current stay at home order, Hexagon has suspended all travel for their staff. Hexagon has provided us with

extra support through our RSA. Patrick Mellon, Hexagon’s senior RMS implementor, has been taking an active role is our

support. This is in addition to our regular RSA. Additionally, Hexagon has brought on a local resource. This resource will be

available to be on-site as soon as the office is re-opened regardless of Hexagon’s travel restrictions.

Re: DuJIS Project Update – March 2020


On March 31st, 2020, DELTAWRX, Hexagon, and members of the County’s Project Team met

virtually to conduct a project closeout review. The following topics were covered:

▪ A review of all contract line items;

▪ A review of all Statement of Work deliverables;

▪ A review of outstanding items

▪ A review of current P1 and P2 errors; and

▪ A discussion of next steps regarding outstanding items and P1 and P2 errors

The outcomes and next steps are documented in a separate document that is currently under review.

At a high level, the majority of remaining tasks revolve around interfaces; Hexagon has provided their

side of the interface, it is the responsibility of the County to dedicate the necessary resources to

conduct testing. Once the resolution plan for each remaining task is agreed-upon and necessary

actions taken, the delivery phase of the project will be considered complete and the County will be in

the support phase of the project.

Re: DuJIS Project Update – April 2020


Specific to Project delivery, Hexagon has been working to accomplish the remaining tasks that were

identified at the Project Closeout meeting at the end of March. Work continues on the majority of

tasks, particularly as they relate to the remaining P2 Errors and interfaces (specifically testing those

interfaces in the Production environment), however Hexagon was able to verify the remaining

installations and licensing counts as well as work on queries (Legacy RMS and the Informer CQR

query).

RMS RSA support continues, with separate weekly status reports provided to the RMS Manager.

During the week of May 5th, Hexagon will be doing a “deep-dive” on the UEDelta CAD issue (a

current P2 issue). Local ETSB resources will assist as necessary.

Until all tasks outlined in the Project Closeout Memo, are completed or a resolution plan is agreed-

upon, the implementation phase will not be considered complete.

Lastly, the Hexagon system experienced an outage with the Purvis interface on April 25th. The issue

was caused by the enabling of journaling in the interface. The outage lasted for 1 hour and 40 minutes,

during which time fire events were dispatched manually. The interface has since been modified and

journaling disabled.

• There is a current issue with FBR and the reading of license files. As it stands currently, the PRODUCTIONsystem will only read TEMPORARY license files that are set to expire on May 16TH, 2020. The FBR 3.7.2003has been deployed in TEST and is reading permanent license file hosted in the CAD Test DB.

• SR 1-4822591698 - Time for Remarks field are coming over incorrectly from CAD. [This has been patchedin TEST. Performed initial testing and the issue seems to be fixed. However, I still need new CAD test withremarks information to make sure this is working as expected.








Close a few Service Request and set several to waiting on Customer. This week consisted mainly around the following items:

• Test Licenses – Updated the license files in TEST to fix the hard limit

• API Patch – Patched Production RMS API on Wednesday to resolve SR 1-4973918991

Notes / Comments from week: Closed few SRs. Worked on fair amount of SR and set the status as appropriate. This week consisted mainly around the following items:

• FBR Licenses – Replaced FBR licenses for Production

• NCIC Legacy Queries – Worked with Kris and Maria to get an account added in CAD and Test CAD toprevent the account from getting deleted when a db refresh happens. This causes the NCIC Legacy queriesto not work. Kris has added the user. Im working with Maria to get this user setup. We can then startrolling to other agencies in test, as well as try to increase the NCIC result from 50 to 100.

• Guns/Articles Testing – The returns are working per Kris and we’re getting ready to test this on MPS / FBRside. SR 1-4947632715 / 1-4936949476

• FBR – New build has been deployed in Test this week to fix the DOB issue. Will schedule a push toProduction next week.

• NIBRS – Working on upgrading NIBRS to 1912 today in Test.

• There is a current issue with FBR and the reading of license files. The expectation is that the FBR product will be enhanced to support the new license in the March 2020 release. It is expected the issue will be patched back to the current version of the software due to the testing time needed for a roll to production.

Closed fair amount of open SR’s this week and set several to Waiting on Customer. Worked through issues mainly dealing with Address Server and NIBRS.

This week consisted mainly around the following items:

• Address revalidation – The only concern with the tool is it crashes the AS pool in IIS and it needs to berestarted. Then, address validation can start reprocessing again. As far as performance, I didn’t noticesignificant slowness in the system.

• NCIC Legacy Queries – XSL can be modified to change the current max for the query returns. The filename is transWebRMStoLegacyRMS.xsl and it resides in the INFSERV product folder where informerserver is installed (CADTST-PRI-INT1). I’m unable to make changes to test as it seems like I have no accessto the server

• Guns/Articles Testing – Debbie was working with Kris to test the new parsing. Debbie providedinstructions for Kris to install the new files. SR 1-4947632715 / 1-4936949476

• FBR – New build has been deployed in Production this week.

• NIBRS – Fixed in test. Prod NIBRS is not working but I have the patch ready for deployment once approvedby Dave SR 1-4732814271. NIBRS 1912 has been released. I will deploy the new version in TEST nextweek.

• Address Server – I opened a SR to separate the lat/long decimal values SR 1-4954814898. As far as theduplicate issue, Jim and Mike D are in discussion on how to clean up the data as this goes back to the databeing changed on the shapefile.

• Alarm data – We were able to get some test data generated in TEST. However, the alarm data was notcreated. We will be following up and do some more testing next week.

• NIBRS – NIBRS is currently not working in test. We had a meeting with development to troubleshoot. I willneed to do couple things and provide feedback to development. SR 1-4732814271

Worked through SR’s with John Ruben for training purposes. Monitored fixes from last week and verified WOC SR’s as resolved. Worked through some FBR testing for the new build to be deployed in production.


• CADLink – Janine was able to get this done last week, monitored this week and the Link is runningproperly.

• Address revalidation – Going to run some tests today to verify stability.

• NCIC Legacy Queries – Maria added required fields and checks to the NCIC queries. The return limit canbe increased as it is at 50 right now, but we don’t want to pull too much as it may be too large for thesystem to handle.

• Guns/Articles Testing – Angela had a meeting with DuPage personnel on Wednesday to run queries forthe logging needed on the informer side to fix the parsing of the returns. This information has been givento the Informer devs and will be worked on next week by them.

• FBR – New FBR build has been deployed in TEST. Sent a document to Dave with screenshot of the fixes inFBR to review.

• Missing FBR attachments – I attached a document on the SR listing all the missing fbr attachments thatneeds to be extracted from the fbr client machine that was used to submit the report. Dave will need topass this along to the users on the list so they can provide the attachment files.

• WebRMS CPU Utilization – I haven’t seen or heard of any problems this week regarding the WebRMS CPUutilization. Increasing the memory utilization for the service has resolved this issue.

Fair amount of SR work done. Mostly working issues as they arise while on-site. Testing the address re-validation tool before use in production.


• CADLink – I found a few minor discrepancies between config files this week, I’ll let next week RSA do afinal overview of the config files and test just to make sure everything will work as expected.

• Address revalidation – Currently running tests with the tool to verify production usability/stability. Shouldhave some results before I leave today.

• NCIC Legacy Queries – Should be good to go to let Dave begin testing on this to confirm things workingproperly.

• Alarm data – Rama out sick this week, next week RSA can follow up if she’s available.

• Guns/Articles Testing – Waiting for the parsing to be fixed per Angela. Until this is fixed, no further actioncan be done.

A decent amount of SR work completed. There is an issue with the FBRTEST license where some users are getting a license error on some machine. Dave is in the process of creating an SR for this issue.


• CADLink – Compared all the files on FBR2 from FBR5 and changed the appropriate files so they similar.The only thing that needs to be done on this is to switch over CADLINK to FBR2 to test if it is working asexpected.

• 3rd party components – 3rd party components have been replaced in all PROD servers.

• FBR PDF Report – I re-pushed the FBR reports that were ‘lost’ when the drive ran out of space. Therewere few SR’s related to this that I set to Waiting on Customer.

• Address revalidation – Had a chance to see the tool that will fix this. Although, I may not have a chance toshow Dave to see how it performs.

• Geo Files. – This task is complete. Worked with Jim Haffly as he configured Address Server in PROD to fixthe leading zero issue.

• NCIC Legacy Queries – I was working with Josh and Maria to test this. However, we could not get a result.I will give Wyatt more information to move along for next week.

March saw government lockdown quarentines due to COVID-19, this caused all resources within HXGN to work remotely/from home when able. This included the RSAs assigned to DuPage. DuPage was agreeable to this situation for public health reasons. RSAs from Hexagon are continuing to provide value added performance and operating hand in hand with HXGN support. HGXN has made signifigant progress with the WebRMS list made at the request of ETSB RMS team. RSA weeklies are additional attachments to this report. The Project Close Out meeting was positive, there a few items that need to be confirmed/verified with ETSB for contract closure. April should see the closure of the project.

DuPage was a list of additional SRs and CRs that was requested to be fixed along with the upgrade of the production WebRMS product from 1811 to 1910.

These items were the direct result of the onsite meetings Ben Van Horne and Patrick Mellin had onsite speaking with Dave Jordan and Chiefs during Chiefs

meeting for WebRMS. The upgrade is scheduled to be completed on 1/6/2020. These would fix many of the list of additional items. HXGN agreed to these

fixes and will present them on a weekly report in Jan to DuPage to show progress.



Update in the month of March from above. Hexagon continues completing FBR/WebRMS SRs/CRs . Many of these items are found in the RSA weekly

reports. HXGN does not consider these issues to be a part of the implementation project. This is considered part of support/customer success. Regardless of

labeling HXGN will definately work closely with ETSB to provide a successful resolution to any problems that may arise or have arisen.

DuPage during close out meeting identified a few key items that needed to be completed before the project could be closed. The following is an update of

those items:

1. Guns and Articles XML Parsing: Development and testing completed by HXGN. DuPage to begin testing with RSAs week of 5/4/2020. After which this

items is considered to be completed.

2. Legacy RMS Interface ‐ Completed and Signed off 4/10/2020 by Dave Jordan.

3. Informer CQR Query ‐ Completed and Signed off by Kurt Vavra 4/16/2020.

4. Licensing Counts: Dee Irwin from HXGN completed license review with Kris Cieplinski on 4/16/2020. Discrepcies were found, 200 Backup Licenses were

not installed. Corrected by HXGN on 4/17/2020 and verified by DuPage. 36/25 ProQA licenses are being used by DuPage. DuPage has a soft count of infinite

due to surging, but has been asked to purchase additional licensing if the 11 licenses will stay in use. Firelink and Tracker licensesing was also not able to be

identified by Dee Irwin at the time. Update on 5/4/2020 (outside of monthly) Angela Fine completed this review with Kris Cieplinksi. All Firelink and Tracker

license counts are correct.

5. FBI/NIBRS Submission: Janine to provide further information about how we can get this installed.

6. RMS to Informer LEADS Query ‐ Being handled by RSA and DJ, implementation team not required.

7. Intersections/Dead‐ends ‐ SR being handled by HXGN support as was an SR after reliability. It is being managed by Bambi McGaha and team.

8. UEDELTA issues. DuPage has reported multiple UEDelta Issues. HXGN support and implementation teams are working together to complete. A deep dive

with Angela Fine is scheduled the week of 5/4/2020.

Hexagon continues to makes strides to completing FBR/WebRMS SRs/CRs as they arise. The items that have been completed are found in the RSAs weekly

reports + the weekly SR reports with support staff. HXGN does not consider these issues to be a part of the implementation project. This is considered part

of support/customer success. Regardless of labeling HXGN will definately work closely with ETSB to provide a successful resolution to any problems that may

arise or have arisen.

The next PRMS Oversight Committee meeting will be held on Tuesday, June 16, 2020.

Customer Satisfaction/Configuration Changes:

The User Focus Group and Hexagon identified a list of 44 high-priority changes to make the system easier to use.

Hexagon has completed 24 of them. Four more of them will be completed once we get the Q1 release implemented. The

completion time frame is listed on the spreadsheet for the remaining issues.

The User Focus Group has reviewed the items that Hexagon has completed. After the Q1 release has been implemented,

the group will review the system again and further refine our list of issues.

Q1 Release:

Hexagon has installed the 3.7.2003 release into our test environment. Testing for both FBR and WebRMS has completed.

Several issues with FBR were identified and Hexagon has corrected them.

Hexagon has provided the release notes for the release. The release notes outline the changes to the applications.

Documentation on the changes is being prepared for the agencies. Similar to the January upgrade, training sessions are

being planned to review the changes with the agencies.

The next step is to schedule the upgrade of our Production system. This will be similar to the upgrade that took place in

January. Discussion with the Command Focus Group is ongoing.

Address Revalidation:

Due to the changes in address information and the changes in the CAD to RMS link, many addresses in the CFS module

did not come in as valid addresses. This has caused many of the addresses to not have Reporting Districts and/or Beats.

To fix this, Hexagon has developed a tool that will try to re-validate the address in the Master Location Index (MLI).

Hexagon started this process last week. They are working agency by agency.

Invalid Addresses:

Even with the revalidation tool, we are still going to have a lot of invalid addresses. Once Hexagon is done with the re-

validation process, we will work to correct the remaining invalid addresses.

Outside of the CAD to RMS Link, we have identified two primary sources for invalid addresses. One is FBR. If the officer

does not, or cannot, validate an address in FBR, then it will come into WebRMS as invalid. We’ve been working

with GIS on addresses that have been reported to us.

The second source was the citation module. Up until a few months ago, the citation module was creating MLI records for

each citation. This created thousands of MLI records that are not truly address points with no way of ever being

validated. For example, the address of “E/B LIES RD APPROACHING IDAHO ST” is not an address point with XY

coordinates. We had Hexagon change the interface to not create MLI records, but still record the location using the

At/Near Location data field.

We have begun discussion with Hexagon on how to handle invalid addresses that cannot be validated.


During the current stay at home order, Hexagon has suspended all travel for their staff. Hexagon has provided extra

support through our RSA. Patrick Mellon has been taking an active role is our support. This is in addition to our regular

RSA. Additionally, Hexagon has brought on a local resource. This resource is will be available to be on-site as soon as the

office is re-opened regardless of Hexagon’s travel restrictions.

Datasheet Re-design:

Staff has been working on re-designing the datasheets. The datasheets have been completed for the major modules.

Examples of the re-design to the Focus group for review. The goal is to push these out when we do the system upgrade.

Hexagon is moving towards replacing the underlying technology used for datasheets. They are moving towards using

Microsoft SQL Reporting Services (SSRS). SSRS is an industry standard for creating reports. Discussions with Hexagon on

deploying SSRS here at the county have begun. The move to SSRS will also give agencies another option for creating

statistical reports that can be integrated into WebRMS easier than the current reports module.

Livescan Interfaces:

The implementation process of the Livescan interfaces continues. However, we are still having problems with engaging

some agencies and/or vendors. Please review the vendors below for next steps.

• iTouch – The interface is in place and has been deployed at multiple agencies. We need agencies to contact

iTouch to initiate their side of the interface. Please notify us when you have contacted iTouch. Once iTouch has

setup your system, I will need to visit your agency to finish up the configuration.

• MorphoTrust – Hexagon has completed the interface. We need agencies to contact MorphoTrust to initiate their

side of the interface. Additional agency testing may be required.

• MorphoTrack – Hexagon has completed the interface. We need agencies to contact MorphoTrack to initiate

their side of the interface. Additional agency testing may be required.

• Cogent – Hexagon has completed the interface. We need agencies to contact Cogent to initiate their side of the

interface. Testing will need to be completed

BEAST Interface:

We have worked with Hexagon to identify technical issues with the interface. A meeting will be held in June with the

agencies to discuss this interface, review the functionality, and steps to move forward.

Business Intelligence (BI) Reports:

Since the stay at home order was put in place, the report writing group has not meet. However, we have continued to

create new reports and refine existing reports. All of the reports have been put in the Public Folders\DuPage WebRMS

Reports folder on the BI site. A report demonstration meeting has been scheduled for June 4, 2020. The purpose of this

meeting is to demonstrate to agencies how to access and run reports.

Re: DuJIS Project Update – May 2020


As discussed in last month’s report, Hexagon was scheduled to perform a “deep-dive” review on the

UEDelta CAD issue. The problem appears to have been identified and a solution was deployed that

is currently being monitored by the ETSB team. The team is closely monitoring the fix to ensure it is

viable and it has been stable for at least thirty days.

At the end of May, an RMS API patch was released and installed in the DuPage environment. This

will allow the Team to push the 2003 release into production as well as allow for greater support

interface testing.

RMS RSA support continues, with separate weekly status reports provided to the RMS Manager and

ongoing weekly project meetings.

Until all tasks outlined in the Project Closeout Memo, including resolution of all P2 issues, are

completed or a resolution plan is agreed-upon, the implementation phase will not be considered

complete.

• SR 1-4822591698 - Time for Remarks field are coming over incorrectly from CAD. This has been patched inTEST. Performed initial testing and the issue seems to be fixed. However, I still need new CAD test with remarks information to make sure this is working as expected.

Worked on open tickets and sent out follow up emails. Continued testing 2003 and no major issues. Vehicle section in 2003 FBR is not importing and pdf missing information. Also working on trashcan issue in 2003 FBR.This week consisted mainly around the following items:

• There is a current issue with FBR and the reading of license files. As it stands currently, the production andtest FBR systems will only read TEMPORARY license files that are set to expire on May 16TH, 2020. The FBR3.7.2003 has been released that has the fix for the licensing issue.

• SR 1-4822591698 - Time for Remarks field are coming over incorrectly from CAD. [This has been patchedin test. Performed initial testing and the issue seems to be fixed. However, I still need new CAD test withremarks information to make sure this is working as expected.







Notes / Comments from week: Closed few SRs. Worked on fair amount of SR and set the status as appropriate. This week consisted mainly around the following items:

• FBR Licenses – Replaced FBR licenses for Production

• NCIC Legacy Queries – Worked with Kris and Maria to get an account added in CAD and Test CAD toprevent the account from getting deleted when a db refresh happens. This causes the NCIC Legacy queriesto not work. Kris has added the user. Im working with Maria to get this user setup. We can then startrolling to other agencies in test, as well as try to increase the NCIC result from 50 to 100.

• Guns/Articles Testing – The returns are working per Kris and we’re getting ready to test this on MPS / FBRside. SR 1-4947632715 / 1-4936949476

• FBR – New build has been deployed in Test this week to fix the DOB issue. Will schedule a push toProduction next week.

• NIBRS – Working on upgrading NIBRS to 1912 today in Test.

Closed fair amount of open SR’s this week and set several to Waiting on Customer. Worked through issues mainly dealing with Address Server and NIBRS.


• Address revalidation – The only concern with the tool is it crashes the AS pool in IIS and it needs to berestarted. Then, address validation can start reprocessing again. As far as performance, I didn’t noticesignificant slowness in the system.

• NCIC Legacy Queries – XSL can be modified to change the current max for the query returns. I’m unable to make changes to test as it seems like I have no accessto the server

Worked through SR’s with John Ruben for training purposes. Monitored fixes from last week and verified WOC SR’s as resolved. Worked through some FBR testing for the new build to be deployed in production.

• NCIC Legacy Queries – Maria added required fields and checks to the NCIC queries. The return limit canbe increased as it is at 50 right now, but we don’t want to pull too much as it may be too large for thesystem to handle.

• Guns/Articles Testing – Angela had a meeting with DuPage personnel on Wednesday to run queries forthe logging needed on the informer side to fix the parsing of the returns. This information has been givento the Informer devs and will be worked on next week by them.

Fair amount of SR work done. Mostly working issues as they arise while on-site. Testing the address re-validation tool before use in production.


• CADLink – I found a few minor discrepancies between config files this week, I’ll let next week RSA do afinal overview of the config files and test just to make sure everything will work as expected.

• Address revalidation – Currently running tests with the tool to verify production usability/stability. Shouldhave some results before I leave today.

A decent amount of SR work completed. There is an issue with the FBRTEST license where some users are getting a license error on some machine. Dave is in the process of creating an SR for this issue.


• CADLink – Compared all the files on FBR2 from FBR5 and changed the appropriate files so they similar.The only thing that needs to be done on this is to switch over CADLINK to FBR2 to test if it is working asexpected.

• 3rd party components – 3rd party components have been replaced in all PROD servers.

• FBR PDF Report – I re-pushed the FBR reports that were ‘lost’ when the drive ran out of space. Therewere few SR’s related to this that I set to Waiting on Customer.

• Address revalidation – Had a chance to see the tool that will fix this. Although, I may not have a chance toshow Dave to see how it performs.

• Geo Files. – This task is complete. Worked with Jim Haffly as he configured Address Server in PROD to fixthe leading zero issue.

• NCIC Legacy Queries – I was working with Josh and Maria to test this. However, we could not get a result.I will give Wyatt more information to move along for next week.

June 11, 2020 To whom this may concern: Hexagon has continued to meet regularly with the DuPage County team to solicit feedback and implement changes to the software. We are confident end users have seen an improvement already in several areas. Hexagon has provided several resources to work alongside the DuPage ETSB team to implement multiple configuration changes to improve the adoption and acceptance of the products. We are working closely with our onsite Resident System Administrator to augment DuPage resources to provide timely follow up on cases that are reported to ETSB. We understand that with implementing a major software upgrade, also comes change management and we are working tirelessly with Hexagon to provide the additional support to make this change efficient for end users. To summarize some of the most recent efforts, we are hopeful that the end users have seen an improvement in several areas to include the following:

1. Dave Jordan has validated that no reports have been lost. (We have identified a few instances of user errors which made it appear that a report was lost, but no actual lost reports have been identified.)

2. DuPage is currently testing the Hexagon Q1 Release and a process has been identified to roll this out very quickly to production. While no production date has been scheduled, Dave Jordan will be scheduling this soon. This includes several enhancements (this is not a comprehensive list):

1. FBR review notes can’t be deleted by officer 2. FBR Trash Can so that deleted items can be recovered 3. Ability to change password in FBR 4. Ability to add multiple vehicles to field interviews

3. Q2 Release is the next deliverable following the Q1 update to production. This release includes several

enhancements including: 1. Notifications to lead investigator for case management displays both case management number

and incident number for easier hyper linking 2. Added column in inbox for case title and primary offense in FBR and OnCall Records field reporting

tab. This will allow supervisors and administrators the ability to sort and select higher priority reports.

3. FBR search incidents have the ability to filter on agency.

4. These modifications are in addition to what has already been deployed since go-live including: 1. FBR reports rejected by records now goes back to the officer 2. Ability to modify reports in FBR during workflow steps 3. All imported records are unlocked 4. Hide confidential box 5. Enlarged inbox count

Background: During the PRMS Oversight Committee meeting on February 18th, the committee discussed necessary steps to move forward with approving payment. Chairman Berlin recommended that we utilize the final closeout review performed by staff, DeltaWRX and Hexagon to identify any outstanding contractual items. He also recommended that user agencies be given the opportunity to submit any outstanding issues. On March 31, 2020, a project closeout meeting was held. This meeting included a line‐by‐line review of the contract. Mike Galvin, of DeltaWRX, provided a memo on the results of the meeting to the ETSB on April 29, 2020. A survey was used to give agencies the opportunity to submit outstanding issues and provide feedback. The survey was sent on the behalf of Chairman Berlin, in conjunction with the ETSB. The survey was sent to agency Chiefs, and the DuPage Chiefs Association helped with soliciting responses. Budget Impact: This is a budgeted item and has no budget impact.

Recommendation: Based on the outcome of the project closeout and agency survey, it is recommended that the Committee approve the final milestone payment. The results from the project closeout demonstrate that Hexagon has implemented all of their contractual requirements. There were two Priority 2 RMS related tickets when the memo was written. One of the tickets has been resolved, and the other ticket will be resolved during the next system update, which is scheduled for June 16th. The survey results do demonstrate areas in need of improvement; however, it does not show any systemic issues that should preclude approving the milestone payment. All issues reported will be addressed with Hexagon through our support agreement.

On March 31st, 2020, DELTAWRX, Hexagon, and members of the County’s Project Team met virtually to conduct a project closeout review. The following topics were covered:

A review of all contract line items; A review of all Statement of Work deliverables; A review of outstanding items; A review of current P1 and P2 errors; and A discussion of next steps regarding outstanding items and P1 and P2 errors.

The following is an outline of the outstanding items and P1 and P2 errors and discussion of next steps.

Outstanding Items

The following line items from the contract have not been satisfactorily completed:

Guns and Articles XML Parsing: Remains under development by Hexagon. Hexagon must still provide the configuration files to test the ability for the data to be parsed from the MPS to FBR. Following delivery, DuPage will be responsible for testing shortly thereafter and will work with Hexagon support to remedy any outstanding issues.

Legacy RMS Interface: The Legacy RMS interface has been tested by DuPage in the test environment with successful results. The interface will be pushed out to all agencies upon completion of testing for the RMS to LEADS Informer Query. It is Hexagon’s responsibility to complete this task.

SIS Alarm Interface: Hexagon has delivered their side of the interface, however it has not been able to be fully tested due to delays on the part of SIS. Scott Klein (DuComm) will work with Hexagon to conduct informal testing of SIS and the Hexagon system by May 4th, 2020. If any further work is required after SIS completes their side of the interface, it will be performed in product support and may require a change order (dependent if the interface needs to be re-designed).

BEAST Interface: The BEAST interface has not fully been implemented County-wide. It is currently being refined through Wheaton and, when completed, will roll out to the remaining

agencies. Once the Wheaton interface is accepted, this task will be considered complete as the subsequent rollout is the responsibility of DuPage (with standard support provided by Hexagon).

LiveScan Interfaces: Similar to the BEAST interfaces, the remaining LiveScan interfaces have not fully implemented County-wide. Hexagon has delivered their side of the interface; as such, is considered to be in support.

Informer CQR Query: Hexagon has delivered the CQR interface, however it is not processing the returns correctly. Hexagon will work with DuPage to remedy the issue (an SR currently exists).

Firelink and Tracker: Installations must be reviewed with Hexagon and ETSB staff. WebEx to be scheduled by Hexagon.

Deccan LiveMUM: The LiveMUM interface has been delivered by Hexagon, however there are issues in the Training environment. Hexagon will work with DuPage to remedy the issue (an SR currently exists).

RMS to Informer LEADS Query: DuPage is to validate that the query is working in the test environment (this as well as the Legacy RMS queries). DuPage is aiming to complete testing by May 8th, 2020.

P1 and P2 Errors

There are no P1 errors currently being experienced by DuPage. The following is brief outline of the P2 errors:

UEDELTA (SR 1-4851937771): After a map roll, there are random failures of the Mobile Server’s UEDELTA. The issue has been experienced intermittently since go-live. Hexagon will be doing a “deep dive” analysis on the issue the week of May 4th, 2020.

Inability to See Attachments (SR 1-4870011841): When in Global view, users are not able to view/download attachments in Attachment Management.

FBR Licensing (SR 1-4683541141): The FBR servers are not reading the production licenses correctly. A workaround has been developed, with permanent fix to be included in a future release.

API Failure Log (SR 1-4476983622): The API failure log is not always registering an error when a form FBR fails to import into WebRMS.

Next Steps

As noted on Page 105 of Hexagon’s Statement of Work, Hexagon considers the delivery of the project complete when the following has occurred:

With that said, Hexagon’s obligation and commitment to DuPage will continue throughout the lifetime of agreement via Hexagon’s support staff. Whereas CAD is being supported via traditional means, the RMS team has an on-site Administrator that is providing assistance to the County. Over the past 3 months, Hexagon has provided a number of fixes and enhancements, including:

Modifying workflows; Identifying original report author; Increasing inbox count in FBR; Unlocking imported FBR records; and Providing the ability to edit data when approving forms, amongst other fixes and

enhancements.

Over the next several months, Hexagon is scheduled to produce these additional enhancements:

Preventing the ability to delete officer in notes in FBR review; Ability to add multiple vehicles in the FBR field interview; Allowing users to modify their password in FBR; Providing case title in the FBR inbox, draft box, and sent box; and Transferring incident number (in addition to case management number) to the case

management module, amongst other scheduled enhancements.

The above are just a partial list of the system fixes and enhancements. A full listing of SRs and future product enhancements is available upon request.

Hexagon has expressed their commitment to DuPage in providing outstanding “Customer Satisfaction.” DuPage should expect and demand a high level of support throughout the lifetime of the agreement.

Lastly, a web survey will be conducted by ETSB in the coming weeks primarily focused on the WebRMS and FBR applications. The intent of the survey is to gauge end-user satisfaction, identify any issues with the applications currently unknown, as well as identify potential training issues (e.g., users unaware of functionality currently available in the solution). Information gleaned from this survey will be used to drive resources in improving the application, aid in identifying specific tasks for the WebRMS RSA, and assist the team in identifying methods to best train and educate end-users.

TELEPHONE SYSTEM BOARD OF DU PAGE COUNTY AND INTERGRAPH CORPORATION

D/B/A HEXAGON SAFETY & INFRASTRUCTURE

(TOTAL MILESTONE AMOUNT: $717,737.00)

WHEREAS, the DuPage County Emergency Telephone System Board (“DU PAGE ETSB”)

is an emergency telephone system board, established pursuant to Section 15.4 of the Local Government

Emergency Telephone System Act, 50 ILCS 750/15.4 (“Act”); and

WHEREAS, the DU PAGE ETSB is authorized and empowered, pursuant to Section 15.4 (b)

of the Act to plan, implement, upgrade, and maintain an Emergency 9-1-1 System; and

WHEREAS, the DU PAGE ETSB is authorized by law and local ordinance to make

disbursements from the 9-1-1 surcharge funds it receives pursuant to law for costs related to products

and services necessary for the implementation, upgrade and maintenance of the emergency telephone

system; and

WHEREAS, a contract, 1914-0001 SERV, has been negotiated and approved in accordance

with the DU PAGE ETSB ordinance; and

WHEREAS, the 9-1-1 System Coordinator recommends DU PAGE ETS Board approval of

Milestone #5A, a monetary milestone, in the amount of $717,737.00, for “Final Payment December

2019” pursuant to Exhibit E: Payment Milestone Schedule of Intergraph Customer Project

#DUPG2.00.11.11 having been duly completed; and

WHEREAS, approval of said milestone will allow payment of said claim pursuant to the

milestones in Exhibit E: Payment Milestone Schedule of Intergraph Customer Project #DUPG2.00.11.11

of Contract 1914-0001 SERV, Purchase Order #950900 to Intergraph Corporation, d/b/a Hexagon

Safety & Infrastructure, a Delaware Corporation, in the amount of $717,737.00;

NOW, THEREFORE BE IT RESOLVED, that DU PAGE ETSB Milestone #5A, a monetary

milestone, in the amount of $717,737.00, for Completion of “Final Payment December 2019” pursuant

to Exhibit E: Payment Milestone Schedule of Intergraph Customer Project #DUPG2.00.11.11, covering

said, for Contract 1914-0001 SERV, be, and it is hereby approved by the DU PAGE ETSB to Intergraph
