from the PNC3 president . . .
Treasurer John Himes reports that over 250
members did not renew their membership in a
timely fashion after the 2013 dues notice in the
December issue. He speculates that the reason
might be that members aren’t reading the journal.
Or that they are skimming the issue only for special
items of interest.
This is indeed unfortunate, as late renewers
incur a $4 late fee. (This fee covers the cost of
reminder letters as well as the cost of sending the
missed issue of Coil Line by first-class mail.)
Some members reported that they did not
receive a bill for renewal and therefore did not
respond. Perhaps these members are confusing our
club dues-renewal notification policy with that of
APS or USSS. These organizations send renewal
notices via first-class mail to members each year at
great expense. PNC3 has never adopted such a
policy, expecting that members will have sufficient
notice in the monthly journal. A plea in December
to “do it now, before it is forgotten” apparently fell
on deaf ears in many cases.
Perhaps we will need to incur the expense of
first-class dues bills this year if that is what the
membership wants. Alternatively, we could post
notice of renewal in both the November and
December issues, giving members twice the oppor-
tunity to respond in a timely fashion. Some
feedback on these alternatives (or a different
suggestion) would be welcome so that the Board has
a sense of what the membership desires in this

Elsewhere in this issue is a list of members
who have been dropped for non-payment.
Fortunately, after a reminder mailing went out in
January, most members did renew, but there were
still 83 who had not renewed by the start of Feb-
ruary. If you know any of these good folks, perhaps
you could contact them to encourage them to renew
now. The renewal form is in the December issue or
available from John Himes (contact info on mast-
head page). We’ll send back issues of this year’s

If you are a new reader to Coil Line, PNC3 is
in our 26th
year. We are a community of stamp col-
lectors specializing in plate numbered coil issues of
the USA. The first PNCs were issued in 1981 and,
in February 1988, a network of PNC specialists
founded our club. Coil Line was launched in May,
1988 and serves (along with other club literature)
to inform collectors on the many aspects of PNCs.
Studies include scarce numbers, varieties, printing
methods, market values, PNCs on mail, and more.

Connecticut Stamp Show March 10
The Connecticut Chapter of PNC3 plans to
meet at the Second Sunday Stamp Show, March 10th at the Executive Suites (formerly Comfort Inn), 900 E Main St., Meriden, CT at 1 p.m. (The meeting for February 10
th as mentioned in last
month’s Coil Line was canceled due to the massive snow storm that struck the Northeast.) Postmaster Maurice Bessette will have an extensive array of stamps including the new coils. 8 to 10 dealers plan to attend as well. Where is a PNC Version?
The U.S. Postal Service announced on February 6 that it plans to end Saturday mail delivery to street addresses effective August 6. That date is the Monday of the first week without Saturday delivery, exactly six months after the news. Postmaster General Patrick Donohoe stated in an interview on PBS that evening that the cutback plan would save $2 billion a year. He noted stamped mailpiece volume dropped from 51 billion in 2003 to 30 billion in 2012. Two days later, I heard news that a sharp drop in mail volume for October-December 2012 factored in a $1 billion USPS loss for the quarter. Ever since the notion of ending Saturday delivery became serious about a year or so ago, I have wondered if a particular flaw in the plan would be addressed. It didn’t, since we don’t have an alternate plan that keeps Saturdays in the rotation of a reduced five-day delivery week. The flaw is that too many Saturdays are part of extended weekend holidays, most being “federal Monday” holidays. As a coincidence, I’m writing this on the Saturday of President’s Day weekend. I learned that a three-ounce parcel I left for my carrier to pick up the prior Wednesday was not delivered Friday to an address that gets two-day service for my letters. Without delivery on Saturdays, the next possible delivery date is Tuesday, six days for first-class mail to travel 95 miles. But that is only one vignette of the plan’s outcome. A minimum five federal holiday observances are set on Mondays. This is 10% of the weeks in a year that Tuesday delivery will consist of four days’ mail. Then consider that sometimes other holidays will fall on a Monday (Veterans Day in 2013), and also others falling on a Sunday will be observed on Monday (e.g., July 4
th in 2011).
Yet this impact of dropping Saturday delivery continues: Some Monday deliveries likewise will consist of four days’ mail. Having a normal two-day weekend for letter carriers now means holidays falling on Fridays are included for the first time. This is in addition to those falling on Saturdays that are observed on Friday (e.g., New Year’s in 2011, as well as the preceding Christmas Day a week prior). Granted, given the substantial reduction in mail volume that has occurred in the past decade or so, this observation could be construed as tilting at windmills. However, the fact remains that for many areas of small-business, home-office and hobby commerce involving mail, these episodes of “feast or famine” mail delivery will have substantial impact on their schedules, and thus, their operations. – Ron Blanks

Member Peter Tukker submitted the above
related item in response to the question raised in last
month’s issue about the existence of a 1¢ Bobcat self-
adhesive coil used to uprate a 44¢ large-roll coil on a
direct-mail piece.
From Easter Seals, it has an ordinary Des
Moines inkjet postmark of January 29, 2013,
canceling a 44¢ Quill (available only in self-stick
large rolls) and an attached pair of 1¢ Tiffany Lamp
coils (available only in gummed large rolls). The
postage paid the one-ounce first-class rate that went
into effect two days earlier.
Since two different coil issues were affixed, the
odds of having at least one be a PNC are slightly
increased. (If I recall probability correctly, based on
the PNC intervals the 1 in 10 odds are the sum of:
the odds of a PNC on the 1¢ Tiffany Lamp pair, 2 in
31, and on the 44¢ Quill, 1 in 27 [.065+.037=.102].)
So Peter’s example is one of the 9 in 10 where
no PNC is present; does anyone know of an example
with a PNC? Interestingly, it occurred to me that
with 44¢ Quill rolls on hand, meeting the new 46¢
rate by affixing gummed 1¢ pairs was quicker than
affixing two 1¢ Bobcat self-sticks. – Ron Blanks

I found this 42¢ U.S. Flag
PNC from the first set of the Flags of
Our Nation series (the first stamp in
the series, actually) and it looks like
an embedded cobra to me. If it is an
embedded cobra, have many been
reported? I haven’t seen any in Coil
Line or online. Also, would you call
it a “Valley/Valley” (V/V) or a “Peak/
Valley” (P/V) die cut?
– Joe Lenahan #2127
[The “cobra” shape is the row-separator portion of
the vertical die cutting on most Sennett Security
Products’ produced coils. It is normally sliced in
half by row-slitting during coiling so that half is at
the top run of peaks and valleys; half is at the
bottom. If the die cutting is mis-aligned in relation to
the printed images, then more or all of this row
separator is displaced above or (as in this case)
below the horizontal cut that normally slices it in
half. Joe initially emailed another PNC3 member his
questions and received the following reply.]
Yes, this is a very nice example of an
embedded cobra. The stamp is P/V, which is true of
all stamps in this series. For Sennett stamps, if the
separator die cut runs like this “/”, it’s P/V. If it runs
like this “\”, it’s V/P. The FOON series is only P/V.
I’m not sure how many of these have been reported,
as I don’t think anyone is keeping count of embedded
cobra finds. It’s a fun item, and perhaps quite rare,
but would only command a small premium over a
normal die-cut stamp – perhaps 50% more or maybe
even double the normal price. But you won’t be able
to retire on the proceeds! – John Himes #957L
On the counterfeit (41¢) Flag PNC shown on page 18 of the February Coil Line: I wrote an article in the June 2008 Coil Line (page 107) about other counterfeits of this issue. One of those displayed a similar plate number (S111) to last month’s report. However, while the newly reported fake used three colors for the plate number, the earlier reported one used only blue ink. – Robert Thompson #1415L

I learned that Saturday street-address mail delivery is
not the only activity the USPS intends to eliminate.
The USPS will also stop processing most outgoing
mail on Saturdays. Even though post offices open on
Saturdays will remain open, the USPS failed to also
publicize that mail deposited at those POs on week-
ends will not even be collected until the next work day (up
to four days later during holiday weekends). This will
have much more impact on those actively mailing (e.g.,
getting bills out), in contrast to any ambivalence of the
public about which days mail is delivered. – Ron Blanks

46¢ Kaleidoscope Flowers

The 46¢ Kaleidoscope Flowers from Sennett
Security Products went on sale in Kansas City,
Missouri on January 14, 2013. It was issued in large
rolls of 3,000 and 10,000 for use by mass mailers who
use affixing equipment to stamp their mail. The
Kaleidoscope Flowers’ 46¢ denomination pays the
First-Class mailing rate that went into effect on January
27, 2013.
The S11111 plate number shown to the left
repeats every 28th
stamp along the roll. Most collectors
will save this as a PS9 (plate strip of 9) with the plate
numbered stamp in the middle of the strip.
The 3K rolls have 4-digit back numbers and the
10K rolls have 5-digit back numbers. The only rolls
known so far have an odd-number back number config-
uration. On an “odd back number” roll, the closest that
the back numbered stamp (every 10th
) gets to the plate
number coil is one right or one left of the plate number.
The issue is comprised of four designs, or rather
one design executed in four color schemes, as shown
below. The stamps come on a liner that is higher than
the stamp, with gaps between each stamp to facilitate
use in affixing equipment. “USPS” is microprinted on
each design (shown below).

This and That
Member Jeff Fiszbein has found a used copy of
one of the 29¢ Herbs (the Oregano design) with an
obvious upward shift of the black color that causes
the image to look blurry and the year date to be split
between the top and bottom of the stamp.
Scott Raises Some PNC Values
While we have gotten used to value decreases for PNCs, the U.S. Scott 2013 Specialized Catalogue did include some price increases, particularly for some of the multi-design PNCs. For instance, all of the regular 33¢ Berries (Scott 3302-05) go from $7.75/13.50 for PS5/PS9 in the 2012 edition to $10.00/16.00 in the 2013 edition, and the linerless Berries (Scott 3404-07) go from $17.50/30.00 to $20.00/45.00. The latest increase example I noticed were all of the various 42¢ Flags from rolls of 100 that went from $7.50/12.50 to $10.00/15.00.
Update to “New Coil Issues Arriving”
The 46¢ Patriotic Star in 10k rolls is scheduled for March 19, with #S111 every 27 stamps. The February 25 issue of Linn’s Stamp News clarifies that 3k rolls are not currently planned. The San Francisco issuance location is likely in conjunction with the National Postal Forum being held there March 17-20. In related news, a “Forever” denominated Flag for all Seasons regular issue will be released, likely in May. The four designs appear as if looking up at a flag against a background of trees in each of spring, summer, fall, and winter seasons, respectively.
New Plate # for 3¢ Coffeepot
Member Richard Beecher reports finding a new
plate number “S2222” for the 3¢ Silver Coffeepot coil
in the American Design series (Scott 3759). This is
the first plate number to supersede an existing number
for a coil in this series. Richard posted online at the
Virtual Stamp Club that he found the new PNC on a
DAV envelope.
46¢ Kaleidoscope Flowers #on#?
Unconfirmed at press time, a PNC dealer has
just reported finding a “# on #” roll (in which a
counting backnumber is on a plate numbered stamp) of
the new 46¢ Kaleidoscope Flowers issue.
Odd Phosphor Tag Breaks on 32¢ Aloha Shirts Former member Scott Adams reports finding
phosphor tagging breaks on the 32¢ Aloha Shirts at the
second die-cut margin to left of the PNC (position
“2L,” or “3L/2L” as some label the locations between
stamps: left side of the stamp to the left of the PNC).
A second break is at the eighth margin to right of the
PNC (8R) in the same roll. This seems a bit odd as the
2L-8R spacing (spanning 10 stamps) is significantly
shorter than the 8R-2L spacing (spanning 15 stamps).
You would expect them to be roughly equally spaced.
(Since the plate number interval is 25, they couldn’t be
exactly equal unless one of the breaks fell in the middle
of a stamp.) I was able to examine the actual roll.
