GENERAL RELEASE OF LIABILITY Travis AFB is a secure Military installation. Only authorized ID card holders have access to the base and its services. For the purpose of the 2015 Travis AFB Defenders K9 Trial, all registered competitors and their guests are authorized to access the installation.

As a guest of Travis AFB, and a voluntary participant in the aforementioned K9 trial, the undersigned, on behalf of himself/herself, his/her heirs, executors, administrators and assignees, hereby fully releases and discharges the United States Air Force, the 60th Security Police Squadron, Travis Air Force Base, Travis Air Force Base K9, and its officers, members, agents, employees, servants, assignees, successors, and the Western States Police Canine Association, its members, agents, employees and servants, assignees and successors from all rights, claims, actions, and liabilities for damages or injuries which said undersigned and his/her above mentioned successors.

The undersigned has read this General Release of Liability and fully understands and acknowledges the significance of the General Release and hereby assumes full responsibility for any injuries, damages, or losses that he/she may incur from the above mentioned participation in any of the activities of 2015 Travis AFB Defenders K9 Trial.

The undersigned further acknowledges the sensitive nature of Military security practices, and takes full responsibility of their family members and guests, as to prevent themselves or any member of their party from unauthorized access to secure facilities or restricted areas.

The release is freely and voluntarily executed by the undersigned and the undersigned in executing this General Release of Liability does not rely on any inducements, promises, or representatives made by the USAF, Travis AFB, or the WSPCA and/or its members, agents, employees or servants.

PHASES OF PATROL COMPETITION

Open Category : Full time K9 team having competed in more than 2 trials and have been certified to perform law enforcement duties for more than 1 year

Novice Category : Have competed in no more than 2 trials, and have been certified to perform law enforcement duties for less than 1 year

Agility: Including, but not limited to a 3’ bar jump, 3’ hurdle jump, tunnel crawl, “A” frame climb, 12’ stair climb, 12” dog walk or other practical obstacles a handler may encounter in the field. The course may be run in a fluid style or with a stop before each obstacle. Judges must be notified either way prior to starting this phase. The commands can be made through hand signals, verbal commands, or both.

Obedience: Will be called by a field steward and may contain distracters and practical application of tactics/cover & concealment. This phase will be off lead and will include turns, fast heel, and recall to a heel. Teams will be alone on the field for this phase, protected from other dogs off leash.

Area Search: The Handler will start at a specified location, and the search will be timed. The time will start once the K9 leaves the handler and will have 90 seconds to locate the suspect. The Handler will not be allowed to enter the search area and may use commands as needed. A false find will result in zero points, urination during the search will result in a 50% point loss, and defecation during the search will result in a 100% point loss and termination for the search phase.

Protection: This will be announced at the day of the trial and may include, but will not be limited to call offs, redirection, jumping in/out of vehicles, simulated smoke, and weapons fire (blanks) or simulated explosions. All judges for the competition will be W.S.P.C.A. approved in accordance with W.S.P.C.A. bylaws and guidelines.

Detection location directions:Enter Main gate and turn right on Ragsdale. Take next left on Hickam Ave, then take next right on Lane st (sign for 408 Lane st / Bldg 541 / Military Working Dog)

Patrol Directions:Enter Main Gate and continue straight 5 lights. At 6th light, turn left on Burgan Blvd. Hotel and patrol banquet are immedietly south of Patrol Field.

Explosive Detection Notes

Travis K9 realizes that until the 2018 Defenders Trial, there had not been an explosive detection competition for a number of years. To level the playing field, and allow all dog teams with varying levels of exposure to specific explosive training aids, the standard Department of Defense explosive scent kit will be used (nothing more). To keep things simple, the competition itself will be run similar to that of WSPCA narcotics detection, with the following notes:

‐ All explosive training aids will be NEW (within 90 days)‐ Specific explosive substances will not be listed for public viewing (OPSEC)‐ For those not aware of the contents of the standard DoD kit, please

have your senior team, trainer, or supervisor contact Travis AFB K9 directly (707 424 3155)‐ ‐ to verify contents and disseminate securely

‐ Competition will consist of TWO detection areas – Warehouse and Open Area / Industrial compound

‐ Searches will be timed, judges will determine which team finds all explosives fastest, then apply a uniform standard of determining teamwork / search pattern / effectiveness

‐ More specifics on explosive competition will be announced as needed
