About this Menu: The purpose of this resource is to provide DASH Program Consultants, 1308 funded partners, and other key stakeholders with a list and brief description of the resources currently available to support implementation of each of the CDC DASH Professional Development Practices (PD Practices). This document is divided up by PD Practice and includes sub-elements that further detail full implementation of each PD Practice. Resources are grouped within the PD Practice they support, and in some cases, a resource may support more than one practice. All resources are available electronically within the DASH 1308 Private Forum on the NPIN networking site, unless otherwise noted.

PLC at ETR Services: The DASH Professional Learning Collaborative (PLC) at ETR uses these resources to provide training and technical assistance (TA) to build the capacity of 1308 funded partners to implement the following DASH PD Practices as part of their own Professional Development (PD) services and delivery:

1. Sustain a Professional Development Infrastructure (Note: Establishing the systems needed to support a comprehensive PD program

provides the framework needed for operationalizing and sustaining the additional five PD Practices below.) 2. Design Professional Development Offerings

3. Market Professional Development Services

4. Deliver Professional Development Offerings

5. Provide Follow-Up Support

6. Evaluate Professional Development Processes

These PD Practices apply to the delivery of PD in a group setting (e.g., trainings, presentations, workshops) or one-on-one delivery (e.g., technical assistance, coaching/mentoring).

Definitions: Professional development (PD) is an over-arching term referring to the systematic process used to strengthen the professional knowledge, skills, and attitudes of those who serve youth to improve the health, education, and well-being of youth. PD is consciously designed to actively engage learners and includes the planning, design, marketing, delivery, evaluation, and follow-up of PD offerings (training events, information sessions, and technical assistance).

Professional development event refers to a set of skill-building activities designed to assist targeted groups of participants in mastering

specific learning objectives. This may include a series of webinars, live virtual trainings, workshops, conferences, and on-line or distance

learning courses. Mastery of learning objectives is best achieved when the event is delivered within the broader context of a PD process.

Technical assistance (TA) refers to the targeted provision of advice, assistance, and training pertaining to the development,

implementation, maintenance, and/or evaluation of programs. Assistance takes into account site-specific circumstances and culture and

can be provided by phone, mail, email, Internet, or in-person.

CDC DASH Practice 1: SUSTAIN PD INFRASTRUCTURE

Note: It is within this first PD Practice that systems are put in place and decisions are made for how the remaining five PD practices will be operationalized.

PROCESSES TO SUPPORT THIS PRACTICE:

a. Identify a person to provide leadership for PD efforts.

b. Establish procedures and/or policies that will guide the implementation of the remaining PD practices and that promote timely, research-based, and responsive PD. Examples include:

Training agenda design templates to guide the design and delivery of PD events.

TA protocol to guide the management and provision of timely, responsive TA.

TA log templates to capture all required TA-related data.

Data management system(s) including data entry protocol, as needed, to manage all PD practice-related data (e.g., training data, TA data, evaluation data, follow-up support data).

c. Secure financial and human resources to support professional development and collaboration.

d. Establish and implement a comprehensive PD plan that incorporates the PD-related components found in the cooperative agreement work plan.

e. Ensure project PD plan is in alignment with state/local PD policies and practices.

f. Develop a process for recruitment, development, and assessment of qualified PD providers (may be consultants or in-house).

g. Ensure that PD providers (whether consultants or in-house) have the following knowledge and skill base:

Can apply the fundamentals of effective training design and delivery,

Are familiar with the specified content,

Can apply adult learning principles,

Use a variety of strategies to meet needs of diverse learners,

Create a safe and functional learning environment for participants, and

Are skilled at managing conflict/controversy

h. Provide ongoing assistance for PD providers to foster continuous growth.

CDC DASH Practice 2: DESIGN PD OFFERINGS

PROCESSES TO SUPPORT THIS PRACTICE:

For each group PD event offered:

a. Identify the target audience.

b. Conduct a pre-assessment and/or review available data to guide the development of specific, measurable and feasible learning objectives.

c. Develop a training design that includes:

Detailed trainer session agenda,

Pre-work and/or homework plan,

Action planning template for participants,

Follow-up support plan (see PD Practice 5),

Evaluation plan (see PD Practice 6), and

Marketing plan (see PD Practice 3)

d. Develop, design, and organize materials.

e. When applicable, manage or hire someone to manage logistics (e.g., registration, site selection, transportation needs, AV/technology).

For technical assistance (TA) interactions:

a. Establish and follow TA protocol that includes:

Who will provide the TA,

Process for establishing scope of TA need,

TA delivery plan,

Follow-up support plan (see PD Practice 5), and

Evaluation plan, as applicable (see PD Practice 6)

CDC DASH Practice 3: MARKET PD SERVICES

PROCESSES TO SUPPORT THIS PRACTICE:

a. Determine the PD services that will match target audience needs (e.g., group PD events, one-on-one TA, resource dissemination).

b. Develop a comprehensive marketing plan. As part of the plan:

Develop SMART (Specific, Measurable, Achievable, Realistic, and Time-phased) objectives that describe the marketing results to be achieved

Develop and pretest messages and materials that will resonate with target audiences

CDC DASH Practice 5: PROVIDE FOLLOW-UP SUPPORT (FUS)

For each PD interaction offered (group PD or TA):

a. Plan for follow-up support during initial design phase.

b. Choose appropriate follow-up support strategies.

c. Share follow-up support expectations prior to and during the PD interaction.

d. Schedule follow-up support, if applicable.

e. Conduct follow-up support at appropriate intervals.

f. Document delivery of follow-up support (e.g., who, what, when).

g. Collect and record follow-up support evaluation data (see PD Practice 6).

a. Assess PD needs of the target audience, as applicable.

b. Per DASH's PD Evaluation Toolkit guidelines, develop a plan to measure the PD event learning objectives.

c. Identify or develop instruments to collect evaluation data.

d. Collect eva luat ion data related to marketing, PD events, TA delivery, and follow-up support (see PD Practices 2-5).

e. Maintain evaluation data in an organized data management system.

f. Utilize data entry protocol.

g. Report evaluation results to stakeholders to facilitate use of the findings.
