    First water in dam- 2011

    Completion of dam - 2012

The good news is, is that constr uction at

the n ew De Hoop Dam, is in full swing.

In th e large photograph above and on the

front page, contr uction of the da m wall

and s pillway can clearly be seen. The photograph on the front page is

taken on the left or western bank of the

    Steelpoort River where heavy machinery

and conveyors are used to construct the

dam wa ll by means of roller compacted

    concrete (RCC).

The Chief Resident Engineer at De

    Hoop, Mr Mar k Matchet t , told a

government delegation on Tuesday at De

Hoops visitors centre t hat the RCC

meth od of const ruction mad e for faster

    contr uction than conventional concrete

methods and that the secret lay in the

mixtur e of the concrete, which a llows for

compacting imm ediately after it is

    poured.

In his r undown he gave of the project,

Mr Mat chett t old Limpopo MEC for

Public Works, Mr George MuthundinnePhadagi and Sekhukh une District

    Executive Mayor, Mogobo David Magabe

and t heir delegations that although

    several problems were experienced

during construction at t he dam, th ese

are largely sorted out and if everything

goes well, the first wat er could be

impounded in the dam in the 2011 rainy

    season.

With regards to problems Mr Matchett

among other things referred to labour

problems experienced earlier this year and

problems with electricity andtelecommu nications, inter alia st atin g we

were dependent in diesel generators for

power for quite a while, but th e problems

seem t o be sorted out. He also briefed his

    guests on the current employment

situation at the construction site, with

sta tistics showing that local employment is

well covered. He lament ed tha t for some

more sen ior positions, local skills were n ot

    readily available.

Mr Matchett told his audience that the

dam will not be completed before 2012, but

stressed that he cannot vouch for the

reticulation and supply of the water, saying

We only build the dam , whether t hose

responsible for th e other a spects of

supplying the wat er to industries and

communities are on track with their

projects, I cann ot say. We hope the t wopart s of the pr oject will be able to connect

as soon as th e dam is completed.

Mayor Magabe said as politicians they

had constant pressur e from am ongst other,

the communities, to know when and how

they will benefit from th e project, an d it is

for tha t reason important to know what th e

    timeframe was.

Anooraq Resources sa y tha t it envisaged

generating a profit of around R60-million

to R70-million from its opera tions every

quar ter by J anuary 2011.

    The platinum miner increased its

operating profit by 36% during its second

    quart er ended J une 30, t o R26,4-million,

owing to an improved basket price and

rising production volumes as a r esult of

    operating improvement efficiencies.

Anooraq CEO Philip Kotze said last

week that th e company has t aken its

Bokoni project from an almost R80-

million loss, when it took over the

operation from Anglo Platinum about a

year ago, and ha d experienced a

    continuous growth curve ever since.

He said that th e company had

    benefited from improved metal prices

during the reporting quarter, with the

average platinum group meta ls (PGMs)

    prices up 6%.

    Kotze predicted that stability would

return to the PGMs market dur ing the

    next 18 months.

I think market s react t oo quickly to

negative news, and with some of the

issues that raised its head in the world

    economy, PGMs stockpiles were

somewhat depleted, that s why we saw a

spike in palladium prices over the past

    few weeks.

As demand steadily picks up again

and r eturn to traditional levels, it can be

anticipated that the PGMs basket price

will also move positively with this

    trend.

During the qua rter, Anooraq spent

R43-million on t he development of its

Bokoni project an d Kotze said that the

company had a strong facility in place.

The first phase of the Bokoni

    expansion is completely covered and

will use about a third of the facility,

leaving a balance of around R477,3

    million going forwar d.

The compan y was focused on

achieving its a mbitions of doubling its

    Bokoni production volumes within the

next two years. This would essentially

    increase volumes from 120 000 oz/y to

    240 000oz/y.

During the reporting quart er, the

miner increased its metals output by

12% from the previous qua rter to 29

924 oz, reflecting certa in efficiency

improvements t hat resulted from a

    labour restructuring carried out during

    the first quarter.

Kotze said Essent ially, we moved

aroun d 20% of our workforce, which can

be a bit tra umat ic and difficult.

We are glad that we have concluded

the restru cture, which had already

start ed to show very positive results,

and do not anticipate any further

    labour restructures in the foreseeable

    future.

At a meeting last week Thur sday chaired by Deputy President Kgalema

Motlanth e, Masoga was persuaded to abandon his at tempt to have his

    expulsion declared unlawful.

Masoga - who was expelled from the league on July 19 after being found guilty

of causing division within the league, lodged an urgent court application last

week. His lawyers notified the J ohannesburg High Court, which was to have

heard t he case, that the ma tter was being removed from the roll.Masoga was als o heeding President Ja cob Zuma s call for members n ot to resort

to courts to sort out int ernal disputes.

At the meeting at the pa rtys headquar ters last week, a special task team set

up by the ANCs na tional working committee ordered Masoga to stay awa y

Masoga said yesterday he ha d heeded the leaderships call as it promised to

An 8.6% increase vs 4 - 5%Civil servants this week went on a one day

strike demanding amongst other things, an

8.6% increase in salary. The strike saw

man y schools close down for t he da y, while

amongst other civil workers, t eachers

joined to show they are serious about t he

    damands m ade by unions.

In many circles the question was raisedwhether the u nions representing these

workers are asking a fair package?

According to mn r. Mike Schssler t he

renu mera tion packages of civil servants, in

    government employment, raised with 56%

since 2006. Inflation however raised about

30% for the sa me period.

The inflation in J une th is year was 4.2%

down from 4.6% in May this yea r.

One of the m ajor factors th at is st ill

slowing a downward t rend is th e price of

food. This was boosted by an increase in

the pr ice of vegetables a nd fish.

The fall-off in food inflation, from a peak

of 18,8% in mid-2008, has been t he ma in

factor pulling the overall ra te of consu mer

inflation lower, Mr Kevin Lings, chief

economist of Stanlib was qu oted this week.

The South African Reserve Bank expectsinflation to remain between 3 - 6% until

    the en d of 2012.

South Africa is current ly spending 12,2% of

its Gross Domestic Product (GDP) on th e

salar ies of civil servants. Th is is one of the

    highest in the world.

In South Africa only workers in the

    electricity and construction industries had

better salary increases tha n civil servants

    in the past years.

Transnet workers recently received an 11%

increase a nd E skoms employees settled for

a 9% increase. Workers in t he motor

    manufacturing industry are demanding a

    15% increase.

The concerns r egarding salary demands

are also seen in the light that the economy

is slowly recovering from th e recession. In

the first ha lf of the year anoth er 61 000South Africans lost th eir jobs.

We asked readers whether they feel the

civil servants are demanding a fair

increase seen against inflation and why

    they feel that way.

Mnr Tjatji Tlaishego and Mr Johannes Mokwena said: It is fair because their salariesare insufficient. Theyve got kids and families to support.

Mnr.

Ms Angie Maishoane said: No, it is notfair. They must understand that inflation isat a low rate and be willing tocompromise.

Me.

Mnr Peter Ngwana said: I think it is fairbecause government were ignoringespecially the teachers salaries. It mustbe fixed now.

Mr Fanie Selahle said: I dont think it isfair. They need an increase, but not somuch. I think so because of the inflation.

Ms. Gladys Masinga said: It is not fair, itis almost double to inflation.

    inflation. How fair is this?

Ms Nombula Nkosi said: It is fair. It will be a decent increase. With her is Makhunduya.

Me. Nicolene en mnr. Tiaan Buitendag s: Dis n regverdige verhoging.

By hulle is TersiaBuitendag.

Mr Johannes Marape and Mr Surprise Mabelane said: It is not fair. They get a lot ofmoney but they dont do anything. Especially teachers normally dont work hard.

Mr Thabo Molapo said: It is fair becausesome of them have to teach students andthat is important. They must rather talkand not strike.

Mnr.

Mr George Georghiades said: Theyvealways been lagging behind. Theyve gotto rectify it now and then take it fromthere. The housing allowance isridiculous. Hoeweldit vir my lyk of dinge vinniger beweegby Binnelandse Sake as hulle staak.

Mr Percy Dadah said: No, I believe it isnot fair, especially the strike. Some of thekids are due to write examinations justnow.

Mr Alpheus Maponya said: It is not good. The money they get is enough. They goon strike and our children dont get aneducation. They create more poverty bystriking.
