The current waterway will be closed to boat traffic for the construction of the new Empire Floodgate. This project is a part of the New Orleans to Venice (NOV), Hurricane and Storm Damage Risk Reduction System (HSDRRS). Tuesday, January 13, 2015, a temporary bypass channel in the Doullet Canal is open while the new Empire Floodgate is being constructed. Boat traffic will need to use this canal for the duration on the floodgate construction, which will last until fall 2017. The temporary channel will be marked with temporary buoys. Temporary Bypass Channel being implemented in Plaquemines Parish

The U.S. Army Corps of Engineers, New Orleans District, and its contractors are implementing a temporary bypass channel in Empire, Louisiana. The current waterway will be closed to boat traffic for the construction of the new Empire Floodgate. Off Duty LDWF Agent Reports Fishing Violations

Louisiana Department of Wildlife and Fisheries Enforcement Division agents cited three men for fishing violations on Jan. 10 in Terrebonne Parish.

Agents cited Nelson D. Robinson, 47, of Luling, Vernell C. McBride, 44, of Houma, and Troy A. Dangerfield, 37, Houma, for fishing without basic and saltwater fishing licenses and for possessing over the limit of red drum.

An LDWF agent in his off time was fishing near Bayou Chauvin when he came into contact with Dangerfield and Robinson fishing the same area. The men didn’t know he was an agent and told him they already caught their daily limit and were heading back where they would drop off their fish and head back out to catch another daily limit.

The agent and the men made their way to the Ashland Public Boat Launch in Grand Cailou. The agent was able to document the men give 10 red drum to McBride who was waiting for them on shore. The two men then relaunched the vessel to catch more fish.

The agent was able to call two on duty agents about what was happening and also gave a description of the boat and truck the men were using. The two agents arrived on the scene shortly after 10 a.m. and waited for the men to come back with more red drum.

Around noon, Dangerfield and Robinson came back from their second trip where McBride was again waiting. The agents were able to make contact and found the three men in possession of 25 red drum. The daily limit is five red drum per person per day.

Possessing over the limit of red drum brings a $400 to $950 fine and up to 120 days in jail. Also, the men face an additional $25 per fish over the limit and since they did not possess fishing licenses all 25 are considered over the limit resulting in a $625 fine. Not possessing a basic and saltwater fishing license each carries up to a $50 fine and up to 15 days in jail. The men may also face a $661.75 civil restitution charge for the replacement value of the fish.

Agents participating in the case are Sgt. Bryan Marie, who was the off duty agent, Sgt. Richard Purvis and Lt. Joseph Arnaud.

PPSO Receives Donation from VFW PostsOn January 8, the Plaquemines Parish Sheriff’s Office (PPSO) received donations of cold weather gear and boots from the Veterans of Foreign Wars (VFW) John McDonogh Post 3121 based in Gretna and the Belle Chasse Memorial VFW Post 6706.

The items were presented to the PPSO by Commander Merlin Callgian, Senior Vice Commander John Patten and Adjutant Steve Borne from Post 3121 and Emmett Smelser from Post 6706.

The donations will be utilized by members of the Sheriff’s Office and recruits with the PPSO’s recently established Young Marine’s Program.

LDWF Cites Two Men for Operating Vessel with

Suspended Driver’s LicenseLouisiana Department of Wildlife and Fisheries Enforcement Division agents made two alleged operating a vessel with a suspended driving license during the past month in Jefferson and Orleans Parish.

On Dec. 7 at 8:50 p.m. in Bayou Segnette agents cited Derrick J. Margiotta, 25, of Westwego for operating a vessel with a suspended driving license, no running lights, no possession of a mandatory boating safety education card, expired vessel registration, and failing to change ownership of the vessel to himself within 45 days of purchase.

On Nov. 24, agents cited Patrick C. Seiner, 23, of Baton Rouge, in Chef Menteur Pass for operating a vessel with a suspended driving license.

Both Seiner and Margiotta had their driving privileges suspended for previous Driving While Under the Influence (DWI) convictions.

Anyone cited for a DWI on the water or on the road will lose his or her driver’s license and boating privileges for the specified time ordered by the judge in the case. Also, each offense of operating a vehicle or vessel while intoxicated counts toward the total number of DWI crimes whether they happened on the water or road.

The LDWF Boating Safety Program teaches a mandatory boating safety education course for anybody born after Jan. 1, 1984 who operates a vessel in excess of 10 horsepower. For a schedule of courses, visit www.wlf.louisiana.gov/boating.

Operating a vessel while under license suspension brings a $900 to $950 fine and up to 120 days in jail. Operating a vessel at night with no running lights, no possession of the boating education card, expired vessel registration and failing to change ownership of the vessel each carry up to a $50 fine and 15 days in jail.

TIGERS DODGE BULLET; STEELE LOOKING FOR ANSWERS

by Tony OnellionLSU survived an early announcement period by only losing three contributing juniors to the 2015 NFL Draft this spring. Defensive end Danielle Hunter, line backer Kwon Alexander and defensive back Jalen Collins have declared. Meanwhile, starting offensive linemen Vidal Alexander, Jerald Hawkins and tight end Dillon Gordon, defensive back Jalen Mills, linebacker Lamar Louis and wideout Travin Dural will all return, giving Les Miles a fighting chance of having a dominant run blocking unit this upcoming season. I say run blocking unit because there is no way in Hell either “experienced” LSU quarterback will advance in their passing game enough between now and August to lead this team back to serious national contention. Some things…physical tools, attitude, coaching up players with a competent and imaginative offensive coordinator, player maturity….are still lacking in Tigerland around this most important of football positions.

The Tigers recruited two former well-traveled defensive coaches, Kevin Steele and Ed Orgeron. The former coached linebackers at Alabama last year but was not responsible for the linebacker recruiting that produced a rather undersized and weak corps at ‘Bama this year. In fact, looking at the high school linebackers Alabama has commitments from in the near future, none are over 230 pounds and their doesn’t appear to be a C.J. Moseley or D’onte Hightower type in the group. That may not bode well for the Tigers, whose former defensive coordinator John Chavis believed that any linebacker over 220 pounds should be playing another position. That theory proved profitable with Kwon Alexander but none of “Chief’s” other lightweight linebackers have made a serious run at being an all-conference type of player. I would have liked Melvin Jones to have been put back at linebacker but grades have cost him any future LSU football career. Steele’s defensive coordinator time begins now and he’s got to produce. Could we see an aggressive defense again?

Both Steele and Orgeron are considered top recruiters and goodness knows this team needs a shot of defensive impact front seven ballplayers after seeing LSU’s stock of All-Americans dwindle to virtually nothing the past two seasons. Steele doesn’t thrill me as a coach and Orgeron’s well-publicized negative comments about not going to LSU some years back still stick in my craw. But Orgeron helped build a great defense at USC in the early 2000’s and he could help put some swagger back into the Tigers. Unfortunately, that’s not where the Tigers really need swagger, but as long as Les Miles is steering the ship, an edgy attitude will not be visible on the offensive side of the ball. Not recruiting a quarterback or two this year has me completely dumbfounded - that if the two veterans on this team don’t improve, there is NO ONE THERE to turn to (think Ohio State). But there are trips to Lambeau and Syracuse this year and we play Auburn, Arkansas and Texas A&M at home, so all is well in the land of status quo.

Meanwhile, in the NFL, (speaking of Lambeau) the Green Bay Packers played not to lose to a sloppy and injured Seattle Seahawks team which overcame five turnovers and still won in overtime, 28-22. Like them or not ( I don’t - Pete Carroll), you have to admire the Seahawks’ resiliency and the fact that Richard Sherman played nearly half the game with only one good arm really shows what this team is made of. So it will be the Establishment, led by Tom Brady and Bill Belicheck, New England’s perennial powerhouse, against the loud and proud rebels of the Northwest, a team so unlike their home town it’s not even funny. Seattle is so mellow, they shouldn’t have the Seahawks. What a Super Bowl this should be! Two teams I don’t like (and that’s probably true for the majority of NFL fans) playing each other. The Seahawks are more like the Oakland Raiders or Chicago Bears of old, or even the Ravens of Ray Lewis. My 49ers, meanwhile, are in a crisis mode, having jettisoned Jim Harbaugh and replaced him with a homebody coach, Jim Tomsula. Who knows what that will bring. The Saints, in limbo, will have a ton of off-season issues, beginning with a restructuring of Drew Brees’ contract and the efforts to retain what true talent is on their roster. This could be the last go-round for Sean Payton and Drew Brees together and the final roundup doesn’t look too promising.

Words to GROW by!PROPER PRUNING PRESERVES CRAPE

MYRTLE’S QUALITIESIf a poll were taken to determine the most popular small flowering trees in Louisiana, the crape myrtle would surely rank very high. Its ease of propagation, long blooming season of approximately three months in the summer, relative freedom from most severe plant pests and diseases and its ability to grow in nearly every soil in the state all contribute to its popularity.

Even with its reputation, the crape myrtle is one of the most abused plants in our landscapes, mainly because of improper pruning. The sculpture-like form of the crape myrtle is the one element which is of a year-round outstanding value, and improper pruning destroys this feature.

The secret to successful pruning is to remove only the undesirable trunks at the ground level, if necessary to reduce the overall amount of the plant. Winter is an excellent time to prune crape myrtle. Follow up by removing all sucker-type growths, which usually come up around the base of the plants.

Above all, keep the large, smooth trunks of the crape myrtle. The older the plants, the more beautiful these unbroken lines of the trunks become. The only other pruning necessary is the removal of small, match-stem-size branches and the branches that bear the old seed heads. By removing the old flower heads as soon as the blooms have faded and fallen from the plant in summer, you can encourage repeating flowering in later summer or early fall.

Once improper pruning has been done, it’s nearly impossible to restore a plant back to its original, sculptured and beautiful form.

Crape myrtles flower on new growth and pruning will encourage the type of growth for more and better flowers. Plants growing shade, those that are not fertilized yearly and those that have serious insect and disease problems are not likely to flower well.

PREPARING THE GARDEN FORSPRING PLANTING

Getting the right start in the spring is especially important for a productive garden.

First, choose a good site and properly prepare the site for the crops you plan to grow.

If the soil was not tested by last month, it’s getting late to test it for this spring’s plantings. It takes about three weeks to get a recommendation from a soil test, so there may still be time if you hurry. The county agent in your parish is available in helping you expedite this important ingredient to good results. If you have test results, follow the suggestions as best you can.

Do not lime unless a soil test calls for lime. Some soils in the state can take lime, but not all. If lime is recommended, broadcast it evenly over the entire area specified.

Now also is a good time to add compost, grass clippings or leave. Till or turn them under when you first loosen the soil. Organic matter burns off and must be replaced at least once a year.

Get fertilizer that has the recommended analysis or as close to it as you can. Remember, it’s the ratio or blend or nitrogen, phosphorous and potassium that is important. You can use more of a weaker blend or less of a stronger blend. The saying, “If a little is good, then a lot will be great, “just isn’t so.

If your soil fertility is in good balance or you have no test to go on, use the Extension recommendations in the Louisiana Vegetable Planting Guide. These applications are best applied as a wide band or drill that runs 4 to 6 inches deep and down the middle of the row.

Most areas of Louisiana will benefit from shaping high rows (10-12 inches) to improve aeration and drainage. Black plastic mulch covering these completed rows is especially effective in the cool spring on crops like tomatoes, peppers, eggplants and all of the squashes and melons. If you use an organic mulch like straw or leaves, do not apply until the soil has had a chance to warm.

GENERALLY SPEAKING

Fishing finally slowed down with the cold weather and unpredictable wind patterns during the last week and first couple of weeks of this new year. It seems you can’t avoid the reds, although the number of bulls taken has slowed from incredibly obscene to merely gluttonous these last few weekends. Fog hasn’t been much of a problem this early winter as the cold weather comes and goes. It still needs to be said that preparation for winter fishing is at least as important as preparation for the dog days of summer. Hypothermia is deadly and once your clothes get damp or wet, you really have problems. Layer your clothes, wear water resistant or waterproof gear, keep a Thermos full of hot liquids, make sure your cellphone is charged up and have flares and a really good flashlight/high beam/signal light with you. And no sneakers. Wear water resistant shoes or workboots, wear your floatation devices on your person and keep a weatherproof blanket on board along with a push pole. And thanks, Jay - bring a change of clothing in case your stuff does get wet from circumstances you can’t control, like a rogue wave or a stupid fishing buddy. Satellite t.v. is an expensive option but a ship-to-shore radio, a regular radio and a GPS device are recommended. (Just kidding about a satellite t.v. - no place for the satellite!)

On the west side, head out of Joshuas and head northwest to Bay Adams, No Man’s Land and Lake Washington. There, you will find cleaner water and an abundance of reds and a few trout. With the high winds, I’ve been fishing the calm shorelines. Once I catch a fish, I put my power pole down and fan cast the area toward and away from the bank. Work all points and pockets along the shore. We have been using new Penny and natural Gulp! shrimp under a cork. Also use market shrimp to entice those reds. On the east side, reds have been thick as thieves around Quarantine Bay, bay Allen and Kelly’s Gap. Be careful because the water has been very low in the morning. BESHEL’S BOAT LAUNCH - Fishermen are going to all reaches of Oak River to catch gamefish this January. They’re going from Spanish Lake to Oak River Bay and out into the tributaries. Robert says to fish the bottom. He says the reds are scattered from American Bay to Grand Point and all bays and inlets in between. Some folks are coming in with flyrods and rigs and doing very well sight fishing for reds in the shallows. They push pole these Florida built shallow draft boats with a table up front for the pole guy and a tower aft for sighting the reds. If fly fishing isn’t for you, keep your regular tackle handy and pick up some market bait to go with the following lures to try and get some good catches in this nippy weather: Trout under a cork, using avocado or green with glitter cocohoes or similar baits, such as a sparkle beetle. Mirror Lures - a pearly white is best - have been working. Also try the pinkish color with yellow highlights in the Mirror Lure. MGM MARINA 504 656-2267 - Leona says the fishing is slow but some success has been had by a few bow fishermen in Bay Round and surrounding areas. Fishing was already slowing last week when the canal was invaded by porpoises, which promptly scared off the remainder of the good fishing. Come down, though, and fish the dock, where you can pull your car up close and get out of the weather and still have a good chance of catching your dinner or more. MGM 504 656-2267

VENICE SPORTSMAN’S LODGE AT THE MARINA - DAN SKERMETTA. Captain Dan hasn’t been fishing much but he did send these two pictures of a recent trip. The first shows Captain Rok and Anthony with a couple of big reds caught and released last weekend in the Venice area. The second picture is of Anthony with a big drum and Captain Dan with yet another throw back bull red. According to Captain Dan: We made a large circle a few days ago, looking for some clean water and a few trout. we found

a lot of stained water and lots of BIG reds and even BIGGER black drum. Another nice day on the water with a couple of good friends catching a few fish and enjoying the outdoors! The water close in is still pretty cold, so moving to some of the outer bays and open water and locating WARMER water will help you find fish. Also, SLOW your bait down to a crawl! The cold waters cause the fish to become pretty lethargic, so they are not as prone to chase a bait unless it’s presented properly. CAPTAIN DAN SKERMETTA. 504-481-2320.

Jay says to get real deep (15-20’) where you’ll find deep holes with drum, reds, and even bigger black drum than bull reds! That’s scary! Your lines should be tight.. use a tight line on the bottom with lures (cocohoes, minnows, Matrix Shad, etc.) and a piece of market shrimp. The slower the presentation the better. The first trip for Jay was with a dad and his three kids - twice a year regulars with Jay for the past five years or so. Jay said they all had a blast and that’s what it is all about. Coushatta Man Cited for Deer Hunting Violations

Louisiana Department of Wildlife and Fisheries Enforcement Division agents cited a Coushatta Man for alleged deer hunting violations on Jan. 7 in Red River Parish.

Agents cited Russell L. Long Jr., 31, for hunting deer during illegal hours and with artificial light, hunting deer from a moving vehicle, hunting without basic hunting and big games licenses, failing to comply with deer tagging requirements and discharging a firearm from a public road.

Around 2:36 a.m. on Jan. 7 a Red River Parish Sheriff’s Office deputy observed a vehicle using a spotlight on Catfish Bend Road and tried to pull the vehicle over. After a brief pursuit the deputy was able to stop the vehicle driven by Long Jr. and notify LDWF agents about possible deer hunting violations.

When agents arrived on the scene they found a 7-mm rifle and spotlight in Long’s vehicle. The agents then recovered a doe deer from where Long Jr. was found spotlighting from his vehicle. After questioning, Long Jr. admitted to shooting the deer with the rifle.

Hunting during illegal hours and with artificial light brings a $900 to $950 fine and up to 120 days in jail. Hunting from a moving vehicle carries a $250 to $500 fine and up to 90 days in jail. Failing to comply with deer tagging requirements and hunting deer from a public road each carries a $100 to $350 fine and up to 60 days in jail. Discharging a firearm from a public road carries up to a $50 fine and 30 days in jail. Hunting without basic hunting and big game licenses each brings a $50 fine and up to 15 days in jail.

Participating in the case are LDWF Sgt. Chuck Dison and Sgt. Patrick Staggs along with RRSO Lt. Melvin Massey.

CAPT HOOP -- OUR FREEDOM

This was not the day to go offshore but my customers wanted to take advantage of the open amberjack season. We met at 6:00 and loaded up. It was a bit foggy but we still had 2 miles or so which was not a problem. I cut across the back marshes in lieu of running the river which gets thick fog first. Once out in the open we were greeted with a good chop. Although conditions were rough my Glacier bay eased through the chop well. I knew the ride back would be snotty to say the least. As we got closer to our targeted rig it kept disappearing. The fog off shore was some of the worse I have ever seen. Vee wanted to jig up an amberjack on light tackle. He was using 65 braid and after loosing 2 jigs and good fish he switched to my 100 pound spinning rods just for a chance of landing one. With 4 trying to jig it was not long before one got in the lines got into the prop. I caught it quickly and we had that snafu fixed quickly. This is one of our Amberjack and you can see how foggy and rough it was.

We caught a lot of small 16 to 24 inch amberjack and broke off 3 good ones. I use 300 pound test for them but these guys insisted on using the lighter tackle. I bait with heavy equipment and they wanted to jig. Eventually the conditions got the better of us and we called it. It was time to take the rough chop head on and get into some sheltered waters.

I had to tact a bit in order to get a bit more comfortable ride so I stopped at a rig in 220 feet of water. I had them drop down for another shot at an amberjack but I soon found what I was marking and we continued into calmer waters.

The ride back was very slow until I got behind some protecting land. We set up in the shallows and got into some very heavy fishing action. I was not able to get too many pictures because the 4 of them had my deckhand and I jumping. It was not long before we were putting some meat in the box.

In between releasing a bunch of red snappers we were able to find some silver sea trout. Our first was over 2 pounds. After 3 of these we found our first lane snapper. This was our targeted fish. We managed one mangrove but it was undersized. This was our nicest fish of the day

We landed one rock hind but we released it because the customer said it was too small. I did not have my book with me and was not sure of any size limits on it. Nobody else was on the water so no sense trying to ask over the radio. We also got a couple of dozen trigger fish but only 2 were the 14 inch fork length and they just made the mark.

Because we lost the entire morning going for amberjack and fighting the rough seas before we were able to bottom dunk I extended the day till just after 4:00. We did not set up doing this kind of fishing till almost 1:00 I was unsure of the fog closing in on me so that was a factor back in my mind as I headed in. The fog and darkness is not fun. As it was I just about beat dark in. We had to plug in the lights to clean the fish. They took the smaller fish as is and I only had to clean the larger fish.

I got the high seas, thick fog, sun rise to sun set, bone chilling cold, trip out of the way so this old man is ready for 2015. Bring it on!

What is CAMP?

The Commission Assistance and Mentoring Program (CAMP) is the signature training offered by National Alliance of Preservation Commissions (NAPC). CAMP is led by qualified preservation professionals in support of local preservation commissions and the NAPC’s mission to “build strong local preservation programs through education, advocacy, and training.”

The goal of CAMP is to provide high-quality, engaging and informative training to preservation related boards and commissions of all types through presentations, hands-on exercises, group discussions and networking (mentoring) opportunities via live training. Trainers include commissioners, local, state and national staff members, attorneys and commission partners.

Who Attends CAMP?

CAMP is designed to provide continuing education and support to local design review commissions and Main Street organizations, their staff and partners, such as neighborhood organizations, local and statewide non-profits, community leaders and public officials. Sessions are customized for the state or local community, where applicable.

So, have you had a super crafty couple of weeks? I have had all kinds of things floating thru my head that I had done years ago. Why I am thinking about all those things, I have no idea. So as soon as I think of them, I hurry and write them down before I forget. I lost all those books, directions, and finished pieces in Katrina. So, as I said , as I have been remembering them I have been writing them down so I don’t forget again. Locating the supplies for the things I want to make were very difficult. I have just about given up on going to Michael’s for supplies. They have lots of things if you are into paper crafts. May have to learn that at a later date. I have a friend who makes beautiful greeting cards. Everyone she sends is handmade by her. Okay, back to my projects, I didn’t make it to Hobby Lobby, shame on me. I ended up ordering the supplies I need and am anxiously waiting for the package to arrive.

But, of course that didn’t solve the issue of me needing a craft for this time’s column. Well, I decided on something super simple. All that is needed is a rock glass (I bought it at WalMart), a candle stick holder (Dollar Tree), a battery operated tea light (also from Dollar Tree), E6000, decorative corsage ribbon, Bling (left over from when I had my flower shop), and hot glue. First, wipe the bottom of the glass and the top of the candle holder with alcohol

to remove any glue that is left on from the label and oil from your fingers. When dry apply the E6000 and place the glass on top of the candle holder making sure it is exactly how you want it. Let it adhere to each other for at least 24 hours. When it has thoroughly dried than you can add the embellishments you want with hot glue. I added pink ribbon than a double row of rhinestones. I added a little Bling around the bottom of the glass. Drop in your tea light and your done. You can add as much or as little as bling as you want. You can also put lace around the bottom with a bow and some tiny flowers. The only limit you have is your imagination. Go ahead and try it. See what beautiful candle holders you can come up with.

Well, that’s it for this time. Something super simple! So what will your next craft project be? Mine…I don’t know. But, I know it will be fun!

The Buras YMCA congratulate Mrs. Rebekah Fontenot for receiving the YMCA of Greater New Orleans Volunteer of the Year Award. In addition to her notable personal achievements to a healthier lifestyle, Mrs. Rebekah has made volunteering at the Buras Y her career. The results of her 4 years of volunteer service have accomplished amazing results: motivating people to join the Y and get started on a healthy lifestyle, assisting with every aspect of our Senior program from setting up chairs to helping people select the right size weights, brainstorming and creating new ideas for fund raising to support our programs.

Mrs. Rebekah Fontenot is a 61 year old resident of Boothville for over 30 years. In 2008 she was diagnosed with Congestive Heart Failure and Atrial Fibrillation. She was put on several heart medications and her doctor suggested she exercise to improve her overall health. While Mrs. Rebekah was very active being a commercial fisherman, she sought a place for additional exercise. Unfortunately, she quickly realized her community was lacking such a place.

In October 2010 the doors opened to the Plaquemines Partnership YMCA in Buras and just days later Mrs. Rebekah was walking through them. The YMCA became her second home as she started exercising in the gym five days a week. She soon noticed her weight dropping and her health increasing. She has lost 35 pounds to date and is off all her heart medication.

Mrs. Rebekah now puts her heart and soul into volunteering at the Y; she even alters her schedule to be here with members who do not feel comfortable exercising without a partner. Through doing this she has built friendships with people ranging from their twenties to their eighties.

A great example of her dedication to others, just recently she recognized potential in a member and encouraged her to reach outside of her comfort zone by attending a more advanced class. This member has since improved her blood pressure, improved her blood sugar and now frequents the Y almost every day of the week.

Mrs. Rebekah has become part of our Y family not only by volunteering daily but also by attending our All Staff meetings where she recently received an award for her years of service. The entire Buras Y staff agrees Mrs. Rebekah is one of our Y’s greatest assets and inspirations. She wholeheartedly lives up to the Y’s mission to build a healthy spirit, mind and body for all.
