Sheriff Lonnie Greco is warning the public of an Internal Revenue Service (IRS) telephone call scam that made its way to at least one Parish resident this week. This marks the third time this year that the Sheriff’s Offi ce has been notifi ed of an IRS scam call being conducted against our citizens.

A Belle Chasse resident reported receiving two automated phone calls yesterday afternoon (December 22) within a three hour period on their cellphone. The recording stated that the IRS was going to fi le a lawsuit against them and they should call telephone number 315-557-6467 to speak with a representative about the matter.

The Sheriff’s Offi ce discovered that the telephone number is a spoofed number, which means that the caller deliberately falsifi ed the telephone number and/or name relayed on the Caller ID information to disguise the identity of the calling party. The number is subscribed to a fake individual in Clinton, New York, which is located in upstate New York. The calls are believed to have originated from scammers overseas.

The Sheriff’s Offi ce discovered that citizens in Texas reported receiving the same call yesterday from the same telephone number. Over the past 90 days, there have been over 10 complaints fi led regarding the telephone number and associated IRS scam call.

The Sheriff’s Offi ce is asking residents to not answer the phone or return the call if they receive a similar call. If anyone has received or receives a call from this number or any similar ones, please report the incident to the real IRS at the following:

• Treasury Inspector General for Tax Administration at 800-366-4484 or, • File a complaint with the Federal Trade Commission at FTC.gov. Add “IRS Telephone Scam” to the comments in your complaint. Plaquemines residents may also contact the Sheriff’s Offi ce at 504-564-2525.

Sheriff Greco reminds everyone that the IRS will never:

• Call about taxes owed without fi rst having mailed you a bill or angrily demand immediate payment over the phone. • Threaten to bring in local police or other law-enforcement groups to have you arrested for not paying. • Demand that you pay taxes without giving you the opportunity to question or appeal the amount they say you owe. • Require you to use a specifi c payment method for your taxes, such as a prepaid debit card. • Ask for credit or debit card numbers over the phone.

Sheriff Greco Warns Public of IRS Phone Call Scam

The Louisiana Fur Advisory Council and the Louisiana Trappers and Alligator Hunter Association will host a trapping workshop on Saturday, Jan. 30, 2016, at Palmetto Island State Park near Abbeville.

The workshop is free but registration is required in advance and is limited. Youth participants under 16 must be accompanied by an adult. The $2 per person state park entry fee is waived for workshop participants. Classes begin at 9 a.m. and conclude at 3 p.m. Lunch and snacks will be provided. Participants will see demonstrations on trap models and uses, trap preparation and trap modifi cation. Professional instructors from the Louisiana Trappers and Alligator Hunter Association will be teaching

workshop participants about tactics and techniques with on-site applications for mink, otter, bobcat, raccoon and beaver. It’s that time of year when thoughts turn away from the disappointment of football and to the “right on top of us” season of Mardi Gras. It really is on top of us early in 2016, with a February 9th Shrove Tuesday date. The last early Mardi Gras was February 5th in 2008 and the next early one will also be February 9th in 2027. The latest it’s been is March 8th in 2011. It will be on March 9th in 2038, my father’s 126th birthday and it can’t be any later than that date. February 3rd is the earliest it can be held. There is a 35-day difference between the earliest and latest dates, if you include February 29th as the leap year date (this year is a leap year). Fat Tuesday and Valentine’s Day will occur the same day in 2040, only the second time during a 100-year period that this happens (the last one was in 1961). Usually there are several years with February Mardi Gras dates between single March Mardi Gras years, but 1961’s Valentine’s Day Mardi Gras was preceded by a March 1st celebration in 1960 and a March 6th occurrence in 1962. Never has Mardi Gras fallen in March in consecutive years. On three occasions, Mardi Gras has fallen on February 23rd and February 15th in consecutive years (82-83, 71-72, 93-94).

Mardi Gras will fall on February 13th in 2018, 2024 and 2029, where it’s never fallen before. The most popular date is February 18th, which will fall or has fallen five times since 1947. It was in 1947, 1958 and 1969 and it will occur in 2042 and 2048. The only leap year Mardi Gras will be in 2028 (February 29th). I’m sure this is the only Mardi Gras primer of this type to ever been created, so clip it and save it. I reviewed Mardi Gras dates from 1947 until 2048, so some dates may be affected by earlier or far in the future Mardi Gras celebrations. I could not find any other date information on Mardi Gras dates earlier or later than these. Who cares? This will win you virtually every bar bet about Mardi Gras you may ever encounter.

Meanwhile, the bar bets continue about the future of Sean Payton remaining in New Orleans as the coach of the Saints. It’s fairly clear that Drew Brees will remain here for the remainder of his time in the NFL, but after ten years (nine active, one under Goodell arrest) Coach Peyton may want a new Peyton Place to ply his trade. He has plenty of options (San Francisco and New York being the most attractive) but one has a quarterback mess and the other an All-Pro QB on the downside of his career. Eli Manning is not as consistent as Brees but he has a couple of more years to play than Drew and Peyton may see this as an upside challenge. If Eli can refrain from calling Sean by his last name, confusing himself with his older brother’s name, it could work out. The Saints are a ways from being a Super Bowl contender and Peyton’s forte’ is not defensive acumen. New York likes its defense a little nastier and Sean would have to find a DC who could compliment his offensive brilliance. One advantage is the NFC East is a disaster area, with the Cowboys and Eagles under a siege of confusion while Washington stumbled its way into the playoffs. A Peyton-led Giants team could regain the top spot in the East (and the resulting playoff berth).

Early 2016 also means the pending prep announcements of schools chosen to attend this year by last year’s high school football seniors. Despite the turmoil, LSU expects a top three class when the choices are made the first week in February. A quick decision to hire Wisconsin’s defensive coordinator. Dave Aranda, following the resignation of Kevin Steele, was the most positive move LSU has made since late November. Now it’s up to the recovery time for Brandon Harris’s surgical procedure and the decision by up to a half-dozen LSU juniors to go pro early or stay in school as to how the team will enter the spring training period in Baton Rouge.

Speaking of football, I just received a call from one of my second cousins in Northern California, informing me that my cousin, Jack Herrguth, passed away at age 88. Jack was a high school lineman in the 1940’s and played on the Washington High School team in Sam Fracisco that featured former NFL players - center Stan Sheriff and Hall of Fame running back Ollie Matson. Jack was my family counsel; he was my nemesis as he could always get my goat. His wife recently passed away and his long-time infirmaries, along with the shock of losing his partner of more than 65 years, was more than he could bear. He was my rock when my parents passed away in the 1980’s. He was a great father, an honest man, a hard worker, a wonderful person to be around. He will truly be missed by his five children and numerous grandchildren, great-grandchildren, sister and cousins of all descriptions, including me. His friends are legion and those old high school reunions will be that much diminished with Jack’s absence. Rest in peace, cuz.

Capt. Hoop’s boat is in dry dock for repairs. The following column will be from his past fishing reports!

(Always a fun read!) I was in Texas heading home and had a call for an inshore trip. Before I got home it turned into an offshore trip. Had to search very hard to find a last minute deck hand. Had a flat tire at 5:00 in the morning 3 miles from the marina. Got there and deck hand and customers were a bit behind. The winds were calm at 5:00 but they were blowing at 17 mph where I was heading. Forecast was for a front to come through in the afternoon but conditions looked like the front was here early. This whole trip was not starting off good. We ran into a bit of fog at the head of passes but not thick. As soon as we hit the gulf it was bouncy. About 6 miles out we were doing 24 mph. Eased my way to my furthest destination. Made one troll around a rig on the way and nothing impressive on the screen so kept going. Almost too rough to troll. Took a one over the bow of the Glacier Bay.

One of my buddies was already at at my chosen rig. He got nothing on the troll but one blackfin on the chunk. We went right to chunking. Marked nothing on the drifts but under these conditions I had no other choices. A third boat shows up and he gets a Jack Crevalle on his first drift. The first boat there leaves. After 6 sharks I gave up on that place. Went to a nearby rig heading in. Trolled it and on the second pass get one on. It fought like a blackfin but turned out to be a Jack.

To be continued. Got called for a trip.

I thought this was going to be my last trip of the year but an early morning call had me stop writing and back on the water again. This is the rest of yesterdays trip.

Got a call from the place I just left and he said the bite may be starting. I took a pounding but headed back out there. I got a small piece of red meat from him and set up a drift. First drift and we have a tuna on. It did not fight like a shark at all. I was soon putting the gaff in a good sized blackfin tuna. We were on the board at last. In this picture you can see how the line rubbed him as he was diving to get away.

I thought things were looking up but it took about an hour before we had another bite. This one was also a blackfin. We were almost out of red meat bait when my deckhand lands a bonito about a foot long. I was able to make 4 small baits out of it. We had 3 blackfin in the box and we had 2 baits left. “One last drift”. Win, loose or draw we are done. Time to get out of these rough seas. One of the lines goes off with a rod bending, drag burning run. This looks like a good yellowfin. The woman came on the boat with a bad back but so far today she landed every fish. We gave this to her husband. When it made the second run he tagged out. She jumped on it but her back was done and she had to tag out also.

I let the deckhand finish it. He loved the chance to fight a yellowfin.

It was not a monster but just big enough to put smiles on everybody’s face. In a win, loose, or draw situation; we won.

Once we get the fish iced down well we get things on the boat ready for the run into state waters. Fortunately I had a good angle on the seas so we had a (fairly) good run back. When I got in state waters the winds and waves were still nasty and we had a tough time hooking up to the rig. Our first bait in the water gets hit right away and we are 3 fish from finishing the day.

By this time I have a second line set up and we drop 2 down at once. Both lines get hit instantly. The first one comes in with a fight an we have another good red snapper but the third fish is fighting a lot harder. It is not unusual for blackfin to be caught here in the winter so that was what I was thinking. When it came to the top I was surprised. Our double was a keeper and a throw back. Although legal size Amberjack does not open till January 1st.

After a photo op it went back. Our third red snapper came on the next drop and our fourth was on at the same time but broke off. 3 drops and almost limited out on red snapper. We fed a few and lost some in the rig. Our last one was being diffi cult. As soon as we got our limit we were all ready to head in. The winds were still honking and the temp had dropped 15 to 20 degrees or it at least it felt like that.

Ended up a good day. 3 boats went offshore and I had the best catch. Unfortunately Eddie came in with the only wahoo so I did not fair well there but I brought in the only yellowfi n of the day and that made up for it. Nice way to fi nish the season.

Hope you all had a very Happy New Year. And hopefully you are ready for all the challenges that will surely be heading your way. I am ready and waiting for everything new that will be coming my way. In fact, I am thinking seriously about learning a new craft. I will fit it in somewhere along the line. And they say you are never too old to learn. So I am going to take that as a challenge and jump in with both feet. We will see how that turns out. My partner in crafting (Carlea’) is ready and willing to learn with me. I am watching the videos and bought a couple of books, so after I learn a lot more and make a dozen mistakes I will tell you all about it. But in the meantime this is going to be a learning experience.

Well, as you have noticed, there is no picture of a craft in my column today. Sorry, this holiday season I kind of fell back and spent time with family. Did things around the house that I had been neglecting. Spent time with the grandchildren, even went bowling with them. Now I can hardly wait for the bowling lanes to be completed on the Westbank. I just took some time off to relax and enjoy the company of my family. Sometimes we get so wrapped up in our own little world. our own daily tasks, that we forget what is truly important to us. We rush through our days barely taking the time to slow down enough to even say hello to a neighbor. Each day of our lives should be appreciated. And we should show those that we love just how much we appreciate them. We are not promised a certain length of time we will be here on this earth. Each day given to us should be appreciated and I just felt like letting my family know how much I love and appreciate them. So I closed the craft room door Christmas week and New Years week and spent that time with my family. And I must admit, I enjoyed every minute of it. I even went so far as to take time off of work. And I am so very glad I did. No rushing for last minute dead lines, no worrying about what jobs came in. Just quality time with my family. Now I feel refreshed and renewed. Ready for whatever the next challenge will be. I hope your holiday season was as special as mine was. Well, that’s my column for this time. I am refreshed and ready for this New Year! Probably take me 3 months to remember to write 2016 instead of 2015.

Tired of cabbage? Plant Irish potatoes!Starting around New Year’s Day, supermarkets and grocery stores start stock piling large bins of field grown cabbage to sell. Couple this with an increase in home vegetable gardening and consumers might become burned out with the seasonal tradition of eating cabbage during winter and early spring. For those who are looking for a little something different in the next few months look to plant Irish potatoes early this month. Believe it or not you can actually use the potatoes you find in the supermarket produce section as a seed source but garden centers and feed stores will start carrying “seed potatoes” to use as well.

Start preparing your seed potatoes by storing them in a cool, dark place (50-60°F) for about a week. An enclosed bag stored in the garage during this time of year should be fine. This will help increase sprouting of the eyes so that you can easily see them. Cut your seed potatoes into 5-6 pieces (with the goal of having at least one “eye” on each piece. Let them sit on the counter for a few days so they have a chance to harden off, giving them a better chance at survival in the garden. Refer to your previous year’s

gardening notes to locate a section of the garden where you did not grow and bell peppers, eggplants or tomatoes. Along with potatoes, all of these crops are in the same family, therefor are susceptible to some of the same diseases. Add a few shovelfuls of organic material and cultivate the soil well to help with drainage. If you plant in rows, then start digging a small trench (about 3 inches deep) from the front of the row to the back. Place seed potatoes in the trench every foot. Incorporate ½ cup of 8-8-8 fertilizer into the backfill for each row and cover the potatoes. Don’t expect immediate growth right away due to the weather but as the days get longer and the soil gets warmer, they will start to grow. Days to harvest range from 90-115 days depending on variety so mark it in your garden journal to help you estimate when they might be ready.

Best time to plant trees and shrubs.Many of us appreciate not having to do a lot of yard work during this time of year but don’t slack if you want to add a shade tree to the backyard or maybe revitalize your foundation plantings of evergreen shrubs. One of the top five most commonly asked gardening questions I received is when is the best time to plant? Well, the answer is now! This is the best time to plant because the plants are in a dormant state (low irrigation needs) and the temperatures are well below heat stress levels. Don’t forget that this is also a great time to transplant and move plants around the yard if need be. If you want to add a shade tree start thinking about where to place it. Depending on species, many trees have different shapes and sizes. This should be apart or your decision making process. How tall do you want it to get? How wide do you want it to get? Do you want an evergreen or a deciduous tree? We have many different trees that work well in back yards. For narrower spaces trees like the bald cypress, tupelo and swamp gum make for excellent native options. Nuttall Oak, Shumard Oak, and Willow Oak are excellent choices from the oak family and all are deciduous. Some other notable deciduous trees are the American Beech, Sycamore, and Green Ash. The Southern Magnolia and Savannah Holly are good evergreen choices. As you can see there are many different options for you. It might be best to visit with a nurseryman and see what some of these trees look like in person.

In order to plant we must dig a hole. There is no right way or wrong to dig a hole but we must think about the plant when we do it. The soil level in relation to the trunk (whether it is container grown or field grown) should be noted. You do not want to plant it any deeper than that. The width of the hole should be about two to three times the diameter of your root ball. Go ahead and remove the tree from the container. If you have a field grown tree, remove the wire cage and the burlap material holding the root ball together. You may tease the root ball a little but be careful not to break any roots. Place it in the hole and backfill with the soil you removed from the hole. Lightly pack the soil and make sure the original soil line is visible. You might need to replant if the tree is too low. Finish the task by adding a 2-3 inch layer of mulch around the base of the tree. Be sure to pull away the mulch from the base of the tree by a couple of inches to avoid “volcano mulching”. Give it a few years but soon you will be able to sit under that tree and be content will the spoils of hard work and proper planning!

WHAT HAPPENS TO YOUR DIGITAL ASSETS WHEN YOU DIE?

Increasingly, we are spending a lot more time online, whether for business, personal, social, and/or entertainment reasons—usually it’s some combination of all of these. Depending on your situation, you may have vast digital content, mementos, communications, etc. These are assets that would be in tangible form if not for technological advancements.What happens when we die with these digital assets? Estate and inheritance laws still haven’t caught up to the growing number of digital assets, but there are some things you can do to incorporate these items into your estate plan.

Password Protection and Estate PlanningThe issue with digital assets is that much of this content may be password protected, hosted by private corporations, or generally hard to access if you are not around. While digital asset protection is meant to protect your privacy, it becomes more diffi cult for your executor/heirs to access and use these digital assets after death. And, many of these assets are going to be subject to the terms and conditions of specifi c websites and companies that require your agreement when signing up for a particular service.

WHAT ARE DIGITAL ASSETS?Digital assets are anything that is not in tangible, physical form. Most people have a number of digital assets, just a few examples are: Email accounts Subscription services Music and video assets Picture and document storage Gaming assets Social media contentAs technology advances, many more of our assets will be digitized. While this often makes our lives more convenient, it presents unique issues when it comes to estate planning as digital assets are replacements for physical assets which would have historically passed in physical form via a will, trust, or intestate. But because of the realities of the extensive use of digital medium, these assets are now subject to any number of contracts and conditions.

What Happens To My Facebook Account When I Die?Social media attracts millions upon millions of users. Based on statistics alone, many users will die with active accounts. Current laws, however, are mostly unprepared on how to handle these non-physical assets. So what does that mean for my digital assets? Well, fi rst, you have to look at what your goal is.If I pass away, I want my account with a particular website to be: (1) saved; (2) deleted; or (3) transferred to another person. Now, this may differ depending on each service/account. This will also depend on terms of use for each of the services. For example, Facebook has a program where you can request your account to become a memorialized account for you or you can request deletion of your account.

Can I Estate Plan for Digital Assets after Death?Right now, beyond working with every company where you have a digital account, estate planning may have a major effect on how your digital assets are distributed. Estate plans, however, may not have all of the answers for digital assets. As mentioned above, digital assets are often governed by contracts with a specifi c provider. Some states have laws in place that allow digital assets to pass easily, but at this time, most do not.

So What Do I Do?

The best practice for digital asset management is to take a three-pronged approach:

1. Check The Provider’s Terms Of Use/Terms Of ServiceIf the provider has a plan in place for your digital assets after death, it is best you comply with those procedures to make sure you are achieving your particular goal with that particular account.2. Add Language To Your Will/TrustWhile this is largely untested in the courts, adding language that specifi es your wishes with each of your accounts is a good idea. The law in this area is in fl ux, so make sure you have an estate plan that includes your digital assets. By doing so, you give the executor of your estate the legal tools they need to enforce your wishes. 3. Check Your State LawsState laws are also just popping up when it comes to digital assets. Making sure your estate plan is consistent with state law is very important. Also, the state law may have an effect on your terms and conditions and terms of use with your service provider.

The law still hasn’t caught up with our digital lifestyle, but with proper planning your digital assets can be protected by your estate plan. Properly managing these assets requires more work but with the importance of digital assets is growing every year, so protecting them properly is critical.
