The Broads Authority is the local planning authority for the protected area of the Norfolk and Suffolk Broads. This means that planning applications are considered by the Broads Authority’s own planning committee rather than by the committees of the district councils. If you have a planning concern you can contact your parish or ward councillor and ask them to speak to one of our members. Alternatively, you can contact any of the members directly. Please copy any correspondence to our Administrative Officer. It is best if you discuss your concerns with a planning officer in the first instance, as they are available to provide professional advice. Officers will also know the background and be up to date regarding site development proposals. Officer contact details are also listed in this leaflet. Planning Committee meets every four weeks on a Friday, usually at our offices. Meetings are open to the public. Objectors to and supporters of development proposals and applicants may speak to the Committee. (Details about public speaking are published separately.) Harry Blathwayt North Norfolk District Council

I was born by the Chet, raised in Horning, and live in Ludham. I represent Hickling Ward on North Norfolk District Council. The only significant part of my life not based in Norfolk or on the Broads were seven years living and working within the

Lake District National Park.

My working life has been in the Hospitality, Sports and Leisure sector and has encompassed Thames Sailing Barges to Motor Racing Circuits, Hotels to Holiday Parks, working for Family Businesses to Public Limited Companies. Latterly I was employed where I had originally trained at the Hotel School Norwich City College, tutoring hospitality apprentices.

As I am so deeply rooted in Broadland peat and as a Broads and East Coast sailor I will do my best to serve on both Planning and Navigation Committees in the best interests of the Park and its residents.

Leslie Mogford Great Yarmouth Borough Council

A passionate river user and dweller I worked in the Marine Industry and owned a Marina and Boatyard in Brundall. I still enjoy restoring Classic craft both power and sail and cruising East Anglian coastal waters.

I also serve on Great Yarmouth Borough’s Planning Committee. I am especially interested in access for the less mobile visitor and riverside safety issues. I am keen to see the regeneration of the riverside approaches to Yarmouth, improving facilities in the Broads generally as well as preserving the wonderful vistas and wildlife of the marshes for future generations.

Bill Dickson Chairman of the Authority Secretary of State Appointee

I started my working life in the construction industry before becoming a diplomat and spending most of my life abroad in a variety of countries and roles. In 2001 I bought a house beside Daisy Broad, just off the River Bure at Hoveton, where I have

lived permanently since 2011. Boating on the Broads has given me a deep appreciation of the outstanding landscape that we live in and the need to manage it sustainably and imaginatively for future generations to enjoy in the same way that we do now.

I joined the Authority in 2015 as a member of the Navigation Committee before being appointed a member of the full Authority by the Secretary of State in 2016. I was appointed Chair of the Broads Authority in 2019.

Jacquie Burgess Secretary of State Appointee

I am a geographer and spent most of my academic career in University College London before coming home to Norwich and joining the School of Environmental Sciences at UEA in 2006. I grew up in the Fens and have always been fascinated by wetlands

and the powerful emotions they invoke in people. My expertise is in public and stakeholder engagement in environmental decision-making.

I have known and loved the Broads landscapes since I was a child, and have recently taken up the challenge of learning to sail with the expert tuition from sailors at the Norfolk Broads Yacht Club in Wroxham.

I was appointed as a member in 2012 and Chair of the Authority from 2015-2018.

Andree Gee East Suffolk Council

“I was born and raised by Oulton Broad, and from an early age was fascinated by the vast expanse of marshes and views from my home, This led to a lifelong love and appreciation of the Broads area.

My career has been a mixture of music and politics. As a classical soprano soloist, I travelled widely throughout Europe, Canada and the USA. During sixteen years as a member of Waveney District Council, I served on many outside bodies concerning the Arts, and was chairman of the Planning Committee, always being mindful to ensure the protection of our very special environment.

I hope that with careful nurturing and planning, we can protect and enhance these wonderful landscapes for future generations to enjoy.”

I have lived and worked in Norfolk for more than 30 years. During this time I have grown to greatly value the Norfolk Broads and the work of the Broads Authority. I retired as a Professor of Environmental Sciences at UEA in 2018 and now hope to use my

skills and time to contribute to helping manage and develop the Norfolk Broads.

Julie Brociek-Coulton Norwich City Council

I have been a City Councillor for 15 years and a county councillor for 6 years. I live in Norwich with my husband, and have four children (most of whom are grown up now). I love living in Norwich, walking in Whitlingham but also love going on

peaceful boat trips on the Broads taking in the fantastic scenery and the wildlife. I was on the Broads several years ago and did a four-year term, I am very happy to be back on the Broads and to be able to contribute to the wonderful work that the Broads and their officers do.

I was born in Norfolk and have spent most of my life on and around the Broads.

As a Chartered Surveyor, I have a solid grounding in the principles of planning from a legal and technical perspective. Since 2003, I’ve been a director of a

number of Broads-based holiday businesses, and have developed a practical first-hand understanding of the planning system from an end-user perspective.

I engaged positively in the development of the Broads Local Plan, and I understand the importance of balancing economic and environmental sustainability throughout the planning and development process.

We started visiting the Broads in 1989 and eventually came to live in Yelverton and now have lots of friends who visit, live, work and sail on the broads.

I am the District Councillor for the Rockland Ward and four of my

Parishes front onto the Broads. I am also Norfolk County Councillor for Henstead Ward which includes Bramerton, Surlingham and Trowse.

I am on the Development Management Committee for South Norfolk and want this corner of the UK to flourish economically and environmentally to enable all our residents and visitors to enjoy the area to the full.

I have been a Broadland District Councillor since 2011 and was appointed to the Broads Authority in 2013. I’m the Managing Director of Energy Market Analysis Ltd. and have been fortunate to live and work all over the UK and Europe. My husband

and I settled in Norfolk in 2005 because we fell in love with the wide-open expanses of beautiful countryside we are so lucky to enjoy here.
