WHAT IS THE BEVERIDGE FREIGHT TERMINAL?

The Victorian Government has identified Beveridge as the preferred location for an interstate freight hub to maximise productivity in Australia’s freight network.

Over 1000 hectares of land has been identified for the proposed Beveridge Freight Terminal and associated freight and logistics based industrial area. Once operational, the terminal will enable freight to be transferred from Victoria’s two largest ports of Melbourne and Geelong to the rest of Australia.

The proposed site is positioned east of the Melbourne-Sydney rail line and north of the E6 Freeway reservation and is strategically located to maximise links to the Melbourne-Sydney-Brisbane rail line, Hume Freeway and proposed Outer Metropolitan Ring Road (refer to map overleaf).

A VITAL TRANSFORMATIONAL PROJECT

The Beveridge Freight Terminal has the potential to be a transformational project for Victoria bringing much needed jobs to Melbourne’s rapidly developing North along with supporting the movement of freight and logistics throughout Victoria and across Australia. The project is of state and national significance.

The Beveridge Freight Terminal will leverage the existing strengths and assets of the northern region of Melbourne, unlock and generate significant employment and investment opportunities, become the catalyst for associated large scale infrastructure investments and transform the freight and logistics network along Australia’s eastern seaboard.

Victoria is currently facing the greatest crisis of our time. COVID-19 is a social, health and economic crisis on a scale unforeseen since the Second World War. The City of Whittlesea and Mitchell Shire Council are determined to work together with all levels of government to enable our communities to recover and emerge stronger and more resilient. The Beveridge Freight Terminal presents one of the single greatest opportunities to both stimulate the economy through the creation of jobs and also to provide an enduring benefit to Melbourne and the northern regions.

ALIGNMENT WITH STATE PLANNING POLICY

The Beveridge Freight Terminal has been identified in State Planning policy, including clear and strong alignment with Plan Melbourne, the Northern Growth Corridor Plan and the Victorian Freight Strategy. The circumstances and timing are now right to bring the strategic and policy vision to reality for a project that is significant at the metropolitan, state and national level.

PLANNING FOR THE BEVERIDGE FREIGHT TERMINAL

BENEFITS OF THE PROJECT

The confirmation and delivery of this project will have the following benefits:

• An increase in local/regional employment opportunities and additional local expenditure in an area of rapid growth. • The upgrade of road and transport networks will increase accessibility and assist multiple users, including freight, to navigate and travel with greater cohesiveness. This will provide a strategic advantage and includes the Outer Metropolitan Ring and E6 Transport Corridor. • The delivery of infrastructure will encourage additional investment within the northern growth corridor, which will be vital for an area which is projected to have a population of over 150,000 in the next 30 years. • It will support the State freight network by relieving current pressure on the freight terminal at West Melbourne (Dynon Road).

The proposed Beveridge Freight Terminal is located in the municipalities of Whittlesea and Mitchell and is on the doorstep of one of Melbourne’s fastest growing communities.

BENEFITS TO THE STATE OF VICTORIA

Economic modelling undertaken by Urbis indicates that the early delivery of Beveridge Freight Terminal will unlock a series of catalytic change processes for the northern region of Melbourne. Improving social and economic outcomes for the region’s population and for the state of Victoria. In particular it will contribute some $3.5 billion anually to Melbourne’s Northern region, and will create an estimated 18,805 jobs for the metropolitan area following its delivery.
