1. With due regard to the Aberdeen and Ap Lei Chau Outline Zoning Plan No. S/H15/33 (the OZP);
2. Without prejudice to the overall planning of the existing consensus, the views of the stakeholders are prioritised based on their levels of influence;
3. To encourage the continuity of the waterfront, the use and design of the waterfront land should enhance the attractiveness to the residents of the area;
4. To ensure the safety of the public in the use of land and water areas;
5. To encourage the diverse and inclusive design concepts in areas designated for land and water recreational purposes;
6. To strengthen the regional and intangible cultural heritages of cultural value;
7. To review the local economic development while respecting the development themes set by the stakeholders involved;
8. To encourage the effective traffic measures to alleviate existing traffic problems;
9. To respect the concerns regarding resource allocation and technical problems of the relevant government departments; and
10. To ensure that the use of each piece of land is consistent with the sustainable development of the Southern District, and indeed of Hong Kong as a whole.
