“Birds” (2009/147/WE) and “Habitats” (92/43/EWG) Directives obligate EU Member States to determine specific terrestrial and marine sites which together constitute the Natura 2000 network.
This network consists of Special Protected Areas (SPAs) -protecting bird species and Special Areas of Conservation (SACs) protecting habitats and other species of EU conservation concern.
The aim of the Natura 2000 network is to assure the long-term survival of Europe's most threatened species and habitats.
Other provisions of the directives include a strict system of species protection, as well as monitoring and reporting schemes.
In Poland obligation to prepare conservation plans for Natura 2000 areas results from Act on nature conservation (Journal of
Laws 2013, item 627)
Document is prepared for the period of 20 years and based on inventory results and expertises ensuring sufficient diagnosis of the state of species and habitats being under protection (so
called „conservation objectives”)
The scope of the conservation plans is consistent with Regulation on drawing up a draft conservation plan for Natura
2000 area (Journal of Laws No 64, item 401)
Legislation applied to planning process in Poland – main approaches
Gathering and verification of existing data on areas (biological, socio-economical, spatial etc.)
Undertake the necessary inventory and researches (e.g. birds counting, fish assemblage, habitat’s inventory) Standard data form update
Assessment of the conservation status of species and habitats being under protection (FV/U1/U2)
Determine the conditions for maintaining (FV) or restoring (U1/U2) a favorable conservation status
Preparation of the proposals of conservation activities/actions
Preparation of the monitoring programme
Carrying out the work required the prepare project plans

Natura 2000 sites in the Vistula Lagoon Region
7 fish species from II Annex of Habitat’s Directive
4 mammal species from II Annex of Habitat’s Directive
2 insect species from II Annex of Habitat’s Directive
15 habitats from I Annex of Habitat’s Directive (among others priority 1150 – Lagoon)
1 plant species from II Annex of Habitat’s Directive
Important Bird Area - IBA PL029 (C1, C2, C3, C4, C6) 27 species of birds from Directive 2009/147/WE, among others: Tadorna tadorna, Anser anser, Anser fabalis, Phalaclocorax carbo, Ardea cinerea, Cygnus olor, Anser albifrons, Haliaeetus albicilla
Main threats
Conservation objectives Threats (existing and potential) Lagoon (1150) Dredging, Surface water pollution, Eutrophication,
Invasive non-native species
Estuary (1130)
Dredging, Surface water pollution, Shipping
Land habitats (general)
Anthropogenic reduction of habitat’s integrity/connectivity Missing or wrongly directed conservation measures
Fish
Dredging, Surface water pollution, Invasive non-native species, by-catch of protected species
Mammals
Surface water pollution, water sports (motor and non-motor)
Invertebrates
Forestry clearance, removal of dead and dying threes, abandonment/lack of mowing
Birds
Port areas, shipping, water sports (motor and non-motor), reed harvesting
Conservation activities - approaches To maintain or restore (depends on current state)
the habitats and species to a favourable conservation status;
Avoid damaging activities that could significantly disturb these species or deteriorate the habitats of the protected species or habitat types;
To mitigate the main threats and negative trends
Examples of the conservation aims and activities proposals for habitats
Conservation objective
Conservation aim Conservation activities proposal
1150 Lagoon
• Maintaining the current state of hydrophytes
• Improvement of the ecological status of the water
(…)
• Sediment dredging and dumping ban in the west part of the Lagoon
• Water and sewege management regulation
• Educational actions (…)
Examples of the conservation aims and activities proposals for birds
Conservation objective
Conservation aim Conservation activities proposal
Podiceps cristatus, Anas crecca, Anas querquedula (…)
• Preservation of the proper land and water habitat’s parameter to birds
• Limitation of the scaring birds
(…)
• Maintaining reed harvesting at the level of maximum 15% of total surface
• Reed harvesting is possible in the period from 15.11 to 15.03 only
• Reed scorch preventing (…)
• In the breeding season (15.03 – 31.08) motor and non-motor water sports are allowed in the distance at least than 300 m off reed line
(…)
Conflicts and problems Maintain reed surface as important bird’s habitat
versus reed harvesting Maintain important bird’s habitat on the edge of
flows and a water bodies versus building Motor and non-motor water sports By-catch Solutions ?? Cooperation! Discussion! Compromise!
