API RP 1174 emphasizes: - Increased focus on training and planning exercises - Improved communications & clearly defined roles during an incident - Regular evaluations of operations to identify and address risks Comprehensive Emergency Management System API RP 1174 outlines a comprehensive emergency management system for ensuring management commitment, setting measurable planning and response goals and objectives, documenting procedures for emergency response actions, communicating emergency response roles and responsibilities across the organization, testing and evaluating performance, and implementing continual improvements Complements Industry-Wide Integrity Management Tools API RP 1174 provides operators guidance for developing public and personnel safety plans to address: - Hazard & risk assessment - Hazard zones - Equipment needs - Evacuation/shelter-in-place - Emergency notifications - Training verification - Medical services - Product information (SDS) - Air monitoring - Perimeter security Risk-Based Planning Emergency response regulations require determination of a worst-case volume discharge with a description of the facility, scenario and required cleanup resources.
