A consortium of government in advisory role, developmental banks as major funding agency and token participation of cor-porate sector to provide impetus to biotech commercialization.

Idea conceived by Department of Biotechnology (DBT), Ministry of Science and Technology, Government of India with the objective of commercializing institutional research, establishing one to one tie ups with industry, taking up of specific projects and initiating product develop-ment and process improvements in the field of biotechnology and related areas.

Inaugurated in a launching event organized by DBT in association of Industrial Development Bank of India Chandra Shekhar in the presence of Finance Minister Shri Yashwant Sinha on December 20, 1990.

• Successfully transferred 45 technologies from 30 institutions to entrepreneurs, start ups and industry

• Technologies include therapeutics, vaccines, diagnostics, biopesticides, biofertilizers, plant tissue culture, medical devices etc.

• BCIL received the 'Special National Award for Technology Transfer and Commercialisation in Biotechnology' instituted by DBT in the 1st year of its inception

• Professional expertise in strategic management of intellectualproperty in the area of biotechnology and life sciences

• Assisting several universities, institutions and industry in integrated management of IP on a regular basis

• Completed more than 500 assignments of IP analytics, draftingand filing of patents etc.

• Facilitating capacity building in IP issues through organizing technical trainings, and workshops

• Recognized as the first IP Facilitation Centre of Ministry of Micro, Small and Medium Enterprises (MSME)

K IP MANAGEMENTEY ACHIEVEMENTS:

• Conducted sectoral studies in the area of biosensors, recombinant DNA products, transgenic animals, molecular diagnostics, vaccines for planning technology development, and enhancing investments.

• Prepared business plans and techno economic feasibility reports for setting up new biotech ventures

• Assessment of current market and future potential for biotech products undertaken for public and private sector.

K CONSULTANCYEY ACHIEVEMENTS:

• Prepared detailed project reports for setting up of specialized facilities viz. Biopharma Incubators, Translational Institutes, Centres of Excellence etc.

• Successfully providing project management services from concept to implementation ensuring timely deliverables

• Implemented public private partnership schemes of DBT for funding innovation in biotech industry for more than seven years

• Managing National Certificate System for Tissue Culture Plants for DBT since 2006.

• Providing specialized services for IP management and transfer of technologies in 'School of International Biodesign (SIB)', a DBT programme involving multiple national and international institutions for development of affordable medical devices since 2009

• Implementation, mentoring and monitoring of innovative programmes in North Eastern Region (NER) through management of dedicated cell for DBT since 2010

• Coordinated projects in the area of biodiversity, biosafety, organic farming for various ministries

K PROJECT MANAGEMENTEY ACHIEVEMENTS:

• Actively engaged in biosafety issues related to genetically modified organisms (GMOs), since 1998

• Undertake capacity building activities including public outreach, technical trainings, workshops, policy dialogues, conferences to create biosafety awareness. More than 250 events organized at international, regional, national, state, district and institutional levels.

• Prepared the proposed plan for establishment of Biotechnology Regulatory Authority of India.

• Associated with Biosafety Capacity Building programmes in SAARC countries such as Bhutan, Sri Lanka and Bangladesh.

• In country partner for South Asia Biosafety Programme (SABP) active in India and Bangladesh since 2005.

K REGULATORY SERVICESEY ACHIEVEMENTS:

• Proactively engaged in providing advisory to state governments/developmental agencies for setting up of Biotechnology Parks and Incubators for nurturing biotechnology start ups

• Till dated BCIL has prepared 22 feasibility reports for setting up of Biotechnology Parks and Incubators

• BCIL is also assisting state governments in developing industry friendly Biotech Policy.

K BIOTECH PARKSEY ACHIEVEMENTS:

• Implementing industrial training programmes in biotechnology for DBT since 20 years for skill development as per industry requirements for post graduate students.

• Special component initiated for encouraging students of North Eastern Region (NER)

• Programme replicated for bioinformatics since last 10 years

• Every year more than 700 students are trained for six months in150-200 biotech companies

• More than 5,000 students trained since initiation of the programme.

• Conducted analytical studies for strengthening quality ofbiotechnology teaching programme in universities for DBT

• Organizing entrepreneurship development programmes (EDPs)for catalysing setting up of biotech start ups.

• In the previous year, five biotech enterprises set up by EDP participants
